S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.

Along with technological innovation, successful market entry of a new product is important for sustainable innovation of a firm. In this paper, we examined factors that affect successful introduction of new branded drugs in pharmaceutical industry. Under competing theories of the first mover's advantage and the late mover's advantage, this research focuses on how latecomers can overcome the disadvantages of late entry and catch up to the market leader. First, late movers can absorb the knowledge leaked from pioneering product during the time lag between early entrants and late entrants. Therefore, the time lag provides late entrants an opportunity to catch-up to market leader by differentiating and improving the quality of new product. Second, superior marketing capability of late entrants can enhance the possibility of catching-up, by overcoming the consumer base of early entrants.

지난 30여년 간 우리나라는 추격적인(catch-up)기술개발을 통해 효과적으로 선진국과의 기술격차를 좁히는데 성공하였다. 그러나 기술부문의 제조생산에는 큰 발전을 이룩하였음에도 불구하고, 원천기술(original technologies)의 기초가 되는 연구는 매우 미흡한 수준에 머물고 있다. 따라서 성장엔진으로서 새로운 기술을 창출할 수 있는 지식이 활발히 생산될 수 있는 여건을 조성하는 차원에서 과학기술정보인프라정책에 관심을 강화할 필요가 있다.

본 연구는 미 특허청(USPTO) 자료를 이용하여 기술활동이 가장 활발한 OECD국가를 중심으로 세부기술 부문별 기술활동의 유형을 분석하고자 하는 데에 목적을 두고 있다. 특히 OECD 국가들이 정보통신(IT) 기술에 있어 특정 기술분야로의 수렴화 경향을 보이는가 혹은 다양한 기술적인 분화현상을 보이는 가를 분석하는 것이 본 연구의 주요 관심사이다. 기존 연구들이 정보통신기술을 협의로 정의, 분석의 대상으로 삼아 왔으나, 본 고에서는 정보통신 분야를 보다 확대된 개념으로서 정의하고, 미국 특허청 자료(1985-1996)를 이용하여 정보통신 분야의 기술개발 활동의 특화현상을 분석하였다. 연구결과로서 정보통신(IT) 기술 분야에서는 기술적 수렴현상이 점차적으로 나타나고 있음을 확인할 수 있었다. 국가별 결과에 있어서는 서로 다른 유형이 관측되었는데 정보통신 산업에 있어서 유럽의 주요 국가들은 특허통계량이 감소하는 추세를 나타냈으며 기술추격(catch-up) 과정은 나타나지 않았음을 보여 주었다. 이와 반대로, 일본은 유럽의 주요 국가에 비하여 매우 특징적인 기술개발 유형을 나타내었다. 예를 들어, RTA지수는 일본이 정보처리기술, 컴퓨터시스템 및 단말기술, 집적회로 분야에 특화되어 있음을 나타냈다. 또한 캐나다와 한국도 특징적인 기술개발 경향을 나타내었는 바, 캐나다는 방송시스템 및 전송기술에서 기술적 강점을 지닌 것으로 분석되었으며 한국의 기술추격 분야는 방송시스템, 정보처리 및 반도체기술 분야인 것으로 나타났다.

탈추격형의 국가 연구개발 진흥의 관점에서, 산재한 법규에 규정된 국가 연구개발 성과의 귀속 활용 제도와 문제점을 총체적으로 살펴보고, 통시적 고찰을 통하여 그 개선방향을 모색한다. 국가 연구개발 성과물을 개발자에게 귀속되는 것으로 2010년에 규정하였으나, 그 성과물의 활용에 관련된 하위 규정은 이에 상응하게 정비되지 않아 제약으로 작용하고 있다. 대표적으로 대통령령으로 규정된 통상실시의 원칙과 지재권 양도의 제약 규칙이다. 공공기술의 확산을 통한 산업화의 논리에서 벗어나, 재산권의 자유로운 처분의 개념으로 국가 연구개발 성과의 활용 제도를 바라 볼 필요가 있다.

'과학기술창조입국'의 깃발이 요새들어 점점 시들해지고 있다. 과학기술의 연구수준이 낮고 위정자나 국민의 관심이 떨어지고 있으며 새로운 개발도상국에 추격을 당하고 있다. 우리는 60~70년대 세웠던 기술입국의 목표를 한층 높여 '과학기술창조입국'으로 바꾸고 기초과학의 육성에 총력을 기울여야 하겠다.

This study analyzes the government-funded research institutions as players which derive inner transition based on technology, policy and market environment changes. In this study, the main case is KRICT(Korea Research Institute of Chemical Technology) which tries to make post catch-up innovation in the organization. This institution has attempted to overcome the limitation such as change of technology paradigm and PBS(Project Based System) since 2000's. Responding to the needs of technology convergence and innovation by the paradigm change, KRICT has reformed organization and R&D management system prospectively. And this institution sets the goal like development of natural friendly technologies, small and medium-sized business support, and providing countermeasures of social problems. This case shows possibility of continuous innovation. There are some structural limitation like budget restriction, multiple organization structure, and biased quantitative assessment, but endogenous efforts of government -funded institutions make the new paradigm of post catch-up innovation.
