석유제품 혼합판매 활성화 방안

  • Recently, the Korean government has announced a stream of countermeasures for stabilizing petroleum product prices. Especially, the Fair Trade Commission proposed a transaction guideline focusing on the petroleum-product blending. The main purpose of this study is to suggest the policy options to induce and promote petroleum-product blending. For this purpose, this paper describes the changes in domestic systems related to petroleum-product blending. In addition, it discusses the major topics for inducing and promoting petroleum-product blending. It would be prerequisites to alleviate or demolish the requirements of separate storage by supplier and exclusive dealing. These options would result in the price decreases at the stages of refinery and gas station. Due to the legal constraint of law revision, it should be also considered to increase more gas stations in wholesale marts and self or franchised independent gas stations.

  • The 4th industrial revolution is regarded as a paradigm that determines future national competitiveness through the convergence and intelligence of various ICT technologies. In order to ensure the realization of the Korean military's national tasks and the successful implementation of Defense Reform 2.0, the vision for the promotion of the 'Defense Innovation Plan in the Era of the 4th Industrial Revolution' was set as 'implementation of smart defense innovation based on the 4th industrial revolution'. However, it is time to review whether the data value chain, which is the core of the 4th industrial revolution, is considered before full-scale business promotion according to the vision. In this paper, we compared and analyzed the smart defense innovation promotion project and the military and pan-government data platform project in terms of the data value chain, and suggested policy alternatives to build a defense data ecosystem.

  • Recently, the integrated management of the quantity and quality of water was been derived by the Ministry of Environment in Korea. This reconstruction in the national government organization can be recognized as the major politic measure. For this IWRM (Integrated Water Resources Management), it is necessary to be able to fairly distribute, operate and manage water resources in a situation where related techniques are needed to fully support, such as measuring exactly the demand and supply of water resources. The reason why IWRM is difficult, despite the development of related technologies, is because the management entities are highly diverse and their interests are much complicated. Thus, this study is tried to suggest specific improvement for current policies by benchmarking the KPX (Korea Power Exchange). In the field of water management as similar to the electric industry, there is an essential need for a working-level organization that can manage, control, monitor, and regulate water resources with practical and plenipotentiary control like the non-profit organization, KPX. Such time has come for decisive policy changes through benchmarking the structure, system, productivity, and challenges of the electricity industry in the water policy.

The effect of technology capability of product development process on R&D sales performance: Focusing on the moderating effect of government support by the growth stage (제품개발공정의 기술능력이 R&D 매출 성과에 미치는 영향: 성장단계별 정부지원의 조절효과를 중심으로)

  • New product or new technology developments are directly linked to a firm's survival and thus their performance and improvement are gaining attention in the midst of rapidly changing business environment and aggravating competition. However, despite SMEs' significance in the national economy, they are limited in terms of size and resources in possession, so the government provides a variety of supports as a policy. According to a study on the organizational life cycle, a firm's limits and difficulties differ by growth stage, so the supports need to be tailored. Based on the data from 2,575 firms that responded to the "2011 SMEs Technological Statistics," how technological capability level and deviation in the R&D process affect the R&D sales performance was studied. The result of analysis revealed that the technological capability has a positive impact on the R&D sales performance. It was also learned that the relationship between deviation in the technological capability and R&D sales performance was moderated by the government support. For the hypothesis that the government support would have a different moderating effect by growth stage for the impact the technology level has on the R&D sales performance, the empirical analysis showed a different meaningful moderating effect for each growth stage. The theoretical implications of the study are that, instead of a simple relation of dynamics that does not take the growth stages into account, it suggested a more realistic causal relationship model that reflects the complex environment the SMEs are in and that the need for measuring and using the deviation in technological capability as a research variable has been justified. The practical implications are that the government policy for supports can be tailored to a growth stage and that the guidelines have been suggested to effectively use the government funding by encouraging the SMEs in a different growth stage to adapt to the customized policy.

  • It is essential to estimate and evaluate for user satisfaction and quality management of database system, understanding of user needs and quality characteristics. Based on ISO 25000 series, it was suggested, the first research, that 5 main quality characteristics, 21 sub quality characteristics and 48 internal quality characteristics. There are comparative significance methods of main quality characteristics, sub quality characteristics and internal quality characteristics but it is not easy to use directly quality model in database system industry field. Also, Considering time and cost in quality evaluation, it is impossible to evaluate 48 internal quality characteristics and its level of quality evaluation is not equal in accordance with integrity level of database system. By using AHP, this study presents selection method of quality characteristics in weight and possibility of application quality model.

  • 대부분의 국방정보시스템의 소프트웨어는 높은 가용성, 신뢰성, 신속성, 정확성 등을 요구하는 대규모이면서 복잡한 실시간 시스템이다. 이러한 국방정보시스템의 소프트웨어 개발사업에 있어서 저비용 고효율의 미개국방경영 건설을 위하고 강한 전투력을 육성하기 위해서는 국방정보시스템의 효율적인 소프트웨어 개발사법이 요구된다. 따라서, 국방정보시스템의 소프트웨어 사업관리자가 개발사업을 관리하고 감독하는데 있어서 개발자와 사용자간의 조정 및 통제 기능을 수행하고 해당 국방정보시스템의 특성을 파악하여 성공적인 사업수행을 할 수 있도록 기술적인 사업관리 측면에서 구체적이고 상세화된 방안/지침을 제공하기 위한 전문가시스템의 지식베이스 도메인 지식개발에 관한 연구이다. 기존의 국방정보시스템의 사업관리자가 경험을 동해 축적해 온 기술, 정책, 아이디어, 노하우 등에 대한 지식을 습득하고 사업 관련자료에서 제시한 소프트웨어 생명주기 단계별 방안이나 지침 등을 바탕으로 하여 식별된 사실이나 내용을 지식베이스로 구축하여 국방정보시스템의 사업관리자가 필요로 할 때 설명모듈을 거쳐 임무 및 세부활동사항을 게시하여 줌으로써 사업관리 경험이 부족하거나 사업관리자가 교체되었을 때 사업관리자들이 업무를 지속적으로 연계시켜 임무수행이 가능하도록 기초/기반 여건을 제공하고자 한다. 본 논문은 국방정보시스템의 소프트웨어 개발사업에서 소프트웨어 생명주기 단계별 사업관리자의 임무 및 세부활동사항 지원용 전문가시스템을 개발할 때 이용할 수 있도록 도메인 지식을 개발하는 것이며 논문의 결과를 활용시 기대되는 효과는 본문을 참고 바란다.의 장점을 취합하여 설계되었다. 본 시스템은 기존의 UN/EDIFACT표준을 사용하고 있는 EDI환경과 기존 VAN 방식의 EDI 중계 시스템과 연동되며, 향후 관세청의 XML/EDI 표준 시행을 미리 대비하는 선도연구로서 자리매김이 된다. 본 연구에서는 개발된 XML/EDI 통관시스템은 향후, 서비스의 최대 걸림돌이 되어왔던 값비싼 EDI 사용료의 부담에서 벗어날 수 있게 할 것이며, 저렴한 EDI구축/운영 비용으로 전자문서교환의 활성화와 XML이 인터넷 기반의 문서유통 표준으로 자리매김할 수 있는 중요한 계기가 될 것이다.재무/비재무적 지표를 고려한 인공신경망기법의 예측적중률이 높은 것으로 나타났다. 즉, 로지스틱회귀 분석의 재무적 지표모형은 훈련, 시험용이 84.45%, 85.10%인 반면, 재무/비재무적 지표모형은 84.45%, 85.08%로서 거의 동일한 예측적중률을 가졌으나 인공신경망기법 분석에서는 재무적 지표모형이 92.23%, 85.10%인 반면, 재무/비재무적 지표모형에서는 91.12%, 88.06%로서 향상된 예측적중률을 나타내었다.ting LMS according to increasing the step-size parameter $\mu$ in the experimentally computed. learning curve.   • Carbon dioxide Capture and Storage (CCS) is one of the key players in greenhouse gas (GHG) reduction portfolio for mitigating climate change. CCS makes simultaneously it possible not only to reduce a huge amount of carbon dioxide directly from the emission sources (e.g., coal power plant) but also to maintain the carbon concentrated-energy and/or industry infrastructure. Internationally, the United Nations Framework Convention on Climate Change (UNFCCC) is dealing the agenda for considering the possibility of including CCS project as one of Clean Development Mechanism (CDM) projects. Despite its usefulness, however, there are the controversies in including CCS as the CDM project, whose issues include i) non-permanence, including long-term permanence, ii) measuring, reporting and verification (MRV), iii) environmental impacts, iv) project activity boundaries, v) international law, vi) liability, vii) the potential for perverse outcomes, viii) safety, and ix) insurance coverage and compensation for damages caused due to seepage or leakage. In this paper, those issues in considering CCS as CDM are summarized and analyzed in order to suggest some considerations to policy makers in realizing the CCS project in Korea in the future.

Boosted DNA Computing for Evolutionary Graphical Structure Learning (진화하는 그래프 구조 학습을 위한 부스티드 DNA 컴퓨팅)

  • DNA 컴퓨팅은 분자 수준(molecular level)에서 연산을 수행한다. 따라서 일반적인 실리콘 기반의 컴퓨터에서와는 달리, 순차적인 연산 제어를 보장하기 어렵다는 특징이 있다. 그러나 DNA 컴퓨팅은 화학반응에 기초한 연산이기 때문에, 실험자가 의도한 연산을 많은 수의 분자에 동시에 적용할 수 있으므로 실리콘 기반의 컴퓨터와는 비교할 수 없는 병렬 연산을 구현할 수 있다. 병렬 연산을 구현하고자 할 때, 일반적으로 연산에 사용하는 모든 DNA 분자들을 대상으로 연산을 구현할 수도 있다. 그러나 전체가 아닌 일부의 분자들을 상대로 연산을 수행하는 것 역시 가능하며 이 때 자연스러운 방법으로 사용할 수 있는 방법이 배깅(Bagging)이나 부스팅(Boosting)과 같은 앙상블(ensemble) 계열의 학습 방법이다. 일반적인 부스팅과 달리 가중치를 부여하는 것이 아니라 특정 학습자(learner)를 나타내는 분자들을 증폭한다면 가중치를 분자의 양으로 표현하는 것이 가능하므로 분자 수준에서 앙상블 계열의 학습을 구현하는 것이 가능하다. 본 논문에서는 앙상블 계열의 학습 방법 중 특히 부스팅의 효과를 DNA 컴퓨팅에 응용하고자 할 때, 어떤 방법이 가능하며, 표현 과정에서 고려해야 할 사항은 어떠한 것들이 있는지 고려하고자 한다. 본 논문에서는 규모를 사전에 한정할 수 없는 진화 가능한 그래프 구조(evolutionary graph structure)를 학습할 수 있는 방법을 찾아보고자 한다. 진화 가능한 그래프 구조는 기존의 DNA 컴퓨팅 방법으로는 학습할 수 없는 문제이다. 그러나 조합 가능한 수를 사전에 정의할 수 없기 때문에 분자의 수에 상관없이 동일한 연산 시간에 문제를 해결할 수 있는 DNA 컴퓨팅의 장정을 가장 잘 발휘할 수 있는 문제이기도 하다.개별 태스크의 특성에 따른 성능 조절과 태스크의 변화에 따른 빠른 반응을 자랑으로 한다. 본 논문에선 TIB 알고리즘을 리눅스 커널에 구현하여 성능을 평가하였고 그 결과 리눅스에서 사용되는 기존 인터벌 기반의 알고리즘들에 비해 좋은 전력 절감 효과를 얻을 수 있었다.과는 한식 외식업체들이 고객들의 재구매 의도를 높이기 위해서는 한식 외식업체의 서비스요인, 식음료요인, 이벤트 요인 등을 강화함으로써 전반적인 종사원 서비스 품질과 식음료품질을 높이는 전략을 취해야 한다는 것을 시사해주고 있다. 본 연구는 대구 경북소재 한식 외식업체만을 대상으로 하여 연구를 실시하여 연구의 일반화와 한식 외식업체를 이용하는 이용 고객들이 한식 외식업체를 재방문하는 재구매 의도가 발생하는데 있어 발생하는 과정을 설명하는 종단적 연구를 실시하지 못한 한계점을 가지고 있다.아직 산업 디자인이 품질경쟁력에 크게 영향을 미치는 성숙단계에 이르지 못하였음을 의미한다. (2) 제품 디자인에게 영향을 끼치는 유의적인 변수는 연구개발력, 연구개발투자 수준, 혁신활동 수준(5S, TPM, 6Sigma 운동, QC 등)이며, 제품 디자인은 우선 품질경쟁력을 높여 간접적으로 고객만족과 고객 충성을 유발하는 것으로 추정되었다. 상기의 분석결과로부터, 본 연구는 다음과 같은 정책적 함의를 도출하였다. 첫째, 신상품 개발과 혁신을 위한 포괄적인 연구개발 프로젝트를 품질 경쟁력의 주요 결정요인(제품의 기본성능, 신뢰성, 수명(내구성) 및 제품 디자인)과 연계하여 추진해야 할 것이다. 둘째, 기업은 디자인 경영 마인드 제고와 디자인 전문인력 양성을, 대학은 디자인 현장 업무를 통하여 창의력 증진과 기획 및 마케팅 능력 교육을, 정부는 디자인 기술개발 및 디자인 교육지원의 강화를 통하여 각각 디자인 경쟁력$\righta

A Study on the Legislation for the Commercial and Civil Unmanned Aircraft System Operation (국내 상업용 민간 무인항공기 운용을 위한 법제화 고찰)

  • Nowadays, major advanced countries in aviation technology are putting their effort to develop commercial and civil Unmanned Aircraft System(UAS) due to its highly promising market demand in the future. The market scale of commercial and civil UAS is expected to increase up to approximately 8.8 billon U.S. dollars by the year 2020. The usage of commercial and civil UAS covers various areas such as remote sensing, relaying communications, pollution monitoring, fire detection, aerial reconnaissance and photography, coastline monitoring, traffic monitoring and control, disaster control, search and rescue, etc. With the introduction of UAS, changes need to be made on current Air Traffic Management Systems which are focused mainly manned aircrafts to support the operation of UAS. Accordingly, the legislation for the UAS operation should be followed. Currently, ICAO's Unmanned Aircraft System Study Group(UASSG) is leading the standardization process of legislation for UAS operation internationally. However, some advanced countries such as United States, United Kingdom, Australia have adopted its own legislation. Among these countries, United States is most forth going with President Obama signing a bill to integrate UAS into U.S. national airspace by 2015. In case of Korea, legislation for the unmanned aircraft system is just in the beginning stage. There are no regulations regarding the operation of unmanned aircraft in Korea's domestic aviation law except some clauses regarding definition and permission of the unmanned aircraft flight. However, the unmanned aircrafts are currently being used in military and under development for commercial use. In addition, the Ministry of Land, Infrastructure and Transport has a ambitious plan to develop commercial and civil UAS as Korea's most competitive area in aircraft production and export. Thus, Korea is in need of the legislation for the UAS operation domestically. In this regards, I personally think that Korea's domestic legislation for UAS operation will be enacted focusing on following 12 areas : (1)use of airspace, (2)licenses of personnel, (3)certification of airworthiness, (4)definition, (5)classification, (6)equipments and documents, (7)communication, (8)rules of air, (9)training, (10)security, (11)insurance, (12)others. Im parallel with enacting domestic legislation, korea should contribute to the development of international standards for UAS operation by actively participating ICAO's UASSG.

  • Public institutions and governments develop discussions on the premise that they can facilitate smooth public communication with the socially vulnerable by promoting citizens' welfare by providing voice-based service chatbots to citizens. The purpose of the study is to propose a plan for intelligent governments to provide quick and efficient administrative services by efficiently managing knowledge and information within and outside government organizations based on ICT and facilitating access and use of information for citizens, especially vulnerable groups. This paper confirms that citizens' attitudes, perceptions, and expectations for public institutions ahead of voice-based service provision are positive through small surveys and interviews with experts with knowledge of artificial intelligence, discuss the technical aspects of voice-based services, the significance and necessity of public institutions. In addition, the government and public institutions are considering the implications of using and providing voice-based services. As a result, chatbot's voice-based service is of great significance in providing an opportunity and platform for wider citizens to participate in intelligent government, to strengthen information accessibility, guarantee and strengthen human rights and basic rights of the socially vulnerable.
