A Study on Service Strategies of Individual Presidential Archives (우리나라 개별대통령기록관 서비스 방안 연구)

  • This study aims to find complex service plans for individual presidential archives. It analyzes previous studies dealing with the justification, cases, and services of individual presidential archives. The characteristics, functions, and service aspects of individual presidential archives are theoretically discussed. As a case study, the services of individual presidential archives in the United States are analyzed, and the study finds the complex nature of the services. Furthermore, interviews with archival experts are conducted on the subject of the current status of the presidential archives, experience in use, and improvement measures to discuss the problems and limitations of the current integrated presidential archives services and diagnose the prospects of individual presidential archives. In conclusion, it proposes the individual presidential archives service strategies in four areas, namely, information service, research support service, exhibition service, and outreach service.

A Study on Measures to Improve the Production and Service of Records of Presidential Overseas Trips: Focusing on "Records Collection" of the Presidential Archives Website (대통령 해외순방 기록의 생산과 서비스 개선방안 연구 대통령기록관 웹사이트 '기록컬렉션'을 중심으로)

  • Since presidential overseas trips are carried out as the head of state representing the Republic of Korea, the resulting records of such trips have high academic and historical significance and value both in contemporary times and for future generations. This study analyzes the status of production and service of overseas trip records, focusing on whether the records of the president's overseas trips are being produced properly and provided sufficiently to the public, and examines development plans for improvement. Currently, as a result of examining a total of 282 overseas trips provided by the Presidential Archives website, it is difficult for users to understand which records are being produced for even the basic records regarding the trips are not posted. In addition, the website is provider-centered, making users feel alienated rather than being considered in terms of search and provided records. In this study, for the production of high-quality overseas travel records, the "Presidential Overseas Trip Records Production Guidelines" established during the 'Participatory Government' will be supplemented, improved and applied. This archive policy will not be subject to any external variables, including changes in the government, and is suggested that it be consistent and unaffected. In addition, in order to improve the service provided, the following is proposed: first, provision of 'comprehensive information' that allows users to understand the overall context of the trip; second, use of the "file-record" layer and hyperlink function; third, a system that allows the stages of production and service of overseas trip records to be interconnected. In order to carry out these tasks, it would be essential to establish and operate an organization dedicated to records, such as the Secretariat of Archives and Records Management during the 'Participatory Government' period.

A Study on Wikidata Utilization for Digital Archives (디지털 아카이브의 위키데이터 활용방안 연구)

  • This study aims to use Wikidata to increase access to archival resources and see ways to share and reuse constructed data. To this end, the status of digital archives locally and abroad was identified using the description standard of archival resources in the digital environment discussed in the archival science field and the research related to data management and sharing of digital archives. The structure and characteristics of Wikidata were identified, and cases of digital archives applying Wikidata were investigated. The case analysis suggested implications for data sharing and reuse as well as the considerations for applying Wikidata to digital archives. The results of this study can be used as preliminary data for developing services using Wikidata in the actual archive field by understanding the recent trends in data open and sharing related technologies in constructing digital archives.

Comparison of Performance Factors for Automatic Classification of Records Utilizing Metadata (메타데이터를 활용한 기록물 자동분류 성능 요소 비교)

  • The objective of this study is to identify performance factors in the automatic classification of records by utilizing metadata that contains the contextual information of records. For this study, we collected 97,064 records of original textual information from Korean central administrative agencies in 2022. Various classification algorithms, data selection methods, and feature extraction techniques are applied and compared with the intent to discern the optimal performance-inducing technique. The study results demonstrated that among classification algorithms, Random Forest displayed higher performance, and among feature extraction techniques, the TF method proved to be the most effective. The minimum data quantity of unit tasks had a minimal influence on performance, and the addition of features positively affected performance, while their removal had a discernible negative impact.

  • Since the legislation of the act for public records, there has been a remarkable growth in records management in Korea. Recently, how to efficiently handle digital records has become an urgent issue in Korea. However, the appraisal process for (selection) archives seems inappropriate. This study reviewed the problems of each archiving process for records created by police departments and prosecutors' offices. Based on the results of the review, I proposed an improvement plan for the selective and appraisal acquisition of records.

Redesigning Archival Appraisal Policies for Improving Accountability of Public Bodies (공공기관의 책임성 강화를 위한 기록평가제도의 재설계)

  • Trust in government agencies is closely related to accountability. The key strategy to increase public accountability is to document the processes and outcomes of their key tasks and policies adequately. The purpose of this study is to suggest a redesign of the records appraisal policy to enhance the accountability of government agencies. Applying the newly introduced concept of appraisal in ISO 15489-1: 2016, the relationship between accountability and appraisal is articulated and the problems of records appraisal systems in terms of accountability are analyzed. Based on this analysis, it suggests the principles for reforming the appraisal policies well as the redesign of the current disposition authorities as a key tool for appraisal, and the introduction of records disposal freeze system.

  • Records management begins at the time of production of the record. Public institutions need control methods and policies to ensure that records are produced and managed properly. Korea introduced the Records production report from the point of time when the Public Records Management Act was enacted to control the records from the production date. However, the Records production report is not operating for that purpose, so records managers and archivists are raising uselessness. In addition, there are differences over whether to keep the system or not, even within the National Archives of Korea. Therefore, the reasons for the existence of this policy, problems in operation, and opinions on alternatives were summarized through interviews with records managers and archivists.

  • The study aimed at exploring a direction of development of the conceptual model for organizing public digital records. First, it started with reviewing the possibility of item-oriented records and archival organization, then analyzed RIC-CM developed by ICA EGAD. Second, it investigated the hierarchies of the classes and descriptive information applied to public digital records, as well as showed the necessities of transition from paper-based model to digital-based one. Based on these, it studied to seek possibilities for organizing public digital records not by record groups but by items. Finally, this study proposed the direction of development of the next generation conceptual model for organizing public digital records.

A Study on Improvement Plans through the Adequacy Review System of Public Standards for Records Management (기록관리 공공표준의 적정성 검토 체계 고찰을 통한 개선 방안 연구)

  • This study aims to examine the current procedure of the adequacy review system of public standards for records management developed and disseminated by the National Archives of Korea and to explore improvements to utilize them as basic data to solidify the operation of standards. The study identified the shortcomings of the system with examples of international standards and Korean industrial standards. It also analyzed the history of standardization promoted by the National Archives of Korea. The analysis showed that most of them are simple revisions, such as changes of terminology and standard names according to law amendment. The frequency of standardization by standard also showed a significant difference. In addition, it was found that the adequacy review process or results were not disclosed clearly. As such, the study proposes various improvements to solve these problems, namely, improving standardization for the records management system, establishing detailed procedures for deliberation, and establishing evaluation standards for adequacy reviews.

A Study on the Archival Description in according with Paradigm Shift of the Archival Sciences (기록학의 패러다임 전환에 따른 기술에 관한 연구)

  • This Study is to propose the archival description in accordance with the paradigm shift of the archival science. The academic world of archival science in North America treated the electric record in 1990 and the authenticity of electric record in the beginning of 2000, the flow of Study recognizing the microscopic and the cultural discussion appeared recently. This may be called the paradigm shift of archival science. This may be according to the influence of the informatization and the technology. However, the community archives, the everyday life archives recognizing the microscopic and the cultural discussion, etc. Namely, the everyday life, the village, the community archives are the effort to leave the excluded and the neglected voices from the existing discussion of archival science on record. However, the currently existing methodology to archive the community archives based on the perception of these switched recognition is limited. Especially the description of the various standards being used in the public territory is being adapted as it is. The characteristic and the individuality of the community and the community archive cannot be reflected through the archival description standard. We should understand the community archive in accordance with the paradigm shift, need the archival description method capable of expressing this suitably. The post-standard not the existing archival description method has been necessary. This should be carried out together in accordance with the view point of the paradigm shift and the view point of the objective and the direction of community. Hence, first the archival description and the paradigm shift have been examined theoretically and the archival description of community archive being operated currently has been analyzed. The archival description is to be proposed in accordance with the paradigm shift capable of calling 'the archival description of Korean Human Right' by pointing out the limit of archival description standard through the analysis and further by investigating the archival description of the fraternity archive project.
