A Study on the Source and History Management of Records According to Administrative Organizational Changes-Focused on D Regional Local Government (행정조직의 변동에 따른 기록물 출처 및 이력 관리-D광역지방자치단체를 중심으로)

  • A source of records is critical and highly valuable for records management. The compositions and functions of an administrative organization, which is the source of public records, are changing according to its frequent reorganizations. In particular, changes in local governments are frequent, and the possibility of change increases over time. The processing department is responsible for various records management tasks as the source and producer of records; however, its scope of qualifications is unclear. As such, this study aims to clarify these sources of records and suggest ways to improve their management. For the objective, this study selected D regional local government and analyzed the forms and frequency of its administrative organizational changes. In particular, the processing department's modified organizational functions and compositions due to reorganizations were also examined. Through the analysis, problems concerning records sources that could arise from changes in the administrative organization and processing department were identified, and improvement plans for records management were suggested.

  • Public Information Documental of the administrative, legislative and judicial etc. is lastingness documental and need administration. Whenever the crime event happens, judicature's documental is lent frequently to reference data and is returned, event posting of documental, hysteresis inquiry, lending/return, conservation search, documental exhaust management must consist for administration of lastingness documental. RFID is utilized by the practical use plan of recent Ubiquitous information. Because attaching tag to lastingness documental that use RFID in this treatise, register and manage documental, and chase hysteresis, and design upkeep, present condition analysis of lastingness documental to search, S/W, H/W, network layout, Ubiquitous RFID lastingness recording administration system. Construct lastingness recording administration system after a performance experiment and a chase experiment that is applied in spot that attach 900MHz important duty's RFID tag. After construction practice, create link sex with connection system, security analysis and Forensic data and analyze improvement effect. Is going to contribute Ubiquitous information technology application and Forensic technology development in country documental administration through. research of this treatise.

  • The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.

An Empirical Study on the Relative Importance of Audio-visual Records Apprisal Elements (시청각기록물의 평가요소 중요도에 관한 연구)

  • The purpose of this study is to deduct appraisal elements of audio-visual records based on the characteristics of audio-visual records and to take on the relative importance of elements by public institution's archivist and National Archive of Korea's audio-visual specialist thereby to suggest appraisal elements of priority audio-visual records appraisal. Priority of the appraisal elements analysis alternatives for the deducted audio-visual appraisal elements using AHP(Analytic Hierarchy Process) by public institution's archivist and National Archive of Korea's audio-visual specialist. As the results of AHP(Analytic Hierarchy Process), 'context' was decides as the most important appraisal classes, and 'subject' was decides as the most important appraisal elements.

  • Collapse of a huge structural material has brought about enormous loss of lives and property. Every construction may be destroyed by the nature's power and careless mistake of human as well as its own defect. So a great number of concern and detailed managing technique are demanded not in constructing work but also in management of constructed material. The Interest of construction safety has Increased rapidly and a plenty of effort has been attempted to manage systematically. In this study, the use of FM(Facilities Management) as a branch of GSIS(Geo-spatial Information System) was developed to offer the users convenient managing achievement and establishment of history managing system in the bridge management system. This study accomplished dividing all information of images, photos, drawing and etc. into their items of time, material and the person in charge, and developed to stue and maintain those items in database. Related database which is composed of recording of check, retrieving and adding the data was accomplished to an easy access of database, and by using these data as output for example images, m display, report and hard copy, this system was proved to help manage efficiently in bridge management system.

Seismic Performance Enhancement of Residential Flat Plate Structure by Using Base Isolation Devices. (면진장치를 사용한 주거용 무량판구조의 내진성능 향상)

  • For the seismic performance enhancement of residential flat plate structure and for the selection of earthquake records, the possibility of base isolation is evaluated and the time history results are reviewed. By evaluating a base isolated stiffness, a target period, and an envelope curve analysis, seismic performance of structure, which has strong rotational mode, is evaluated. For the propriety evaluation of earthquake records usage and scaling method, time history analysis is done with variables such as DBE(design base earthquake) level, MCE(maximum considerable earthquake) level, and 1.4DBE level. From the analysis results, following conclusions can be made; the earthquake records, which are used in base isolation analysis, should be selected by similar soil type which the structure is considered, and should be intensity scaled in a range of mean ${\pm}$ standard deviation of code based design response spectrum.

Directions for Developing Database Schema of Records in Archives Management Systems (영구기록물관리를 위한 기록물 데이터베이스 스키마 개발 방향)

  • The CAMS(Central Archives Management System) of NAK(National Archives of Korea) is an important system which receives and manages large amount of electronic records annually from 2015. From the point of view in database design, this paper analyzes the database schema of CAMS and discusses the direction of overall improvement of the CAMS. Firstly this research analyzes the tables for records and folders in the CAMS database which are core tables for the electronic records management. As a result, researchers notice that it is difficult to trust the quality of the records in the CAMS, because two core tables are entirely not normalized and have many columns whose roles are unknown. Secondly, this study suggests directions of normalization for the tables for records and folders in the CAMS database like followings: First, redistributing the columns into proper tables to reduce the duplication. Second, separating the columns about the classification scheme into separate tables. Third, separating the columns about the records types and sorts into separate tables. Lastly, separating metadata information related to the acquisition, takeover and preservation into separate tables. Thirdly, this paper suggests considerations to design and manage the database schema in each phase of archival management. In the ingest phase, the system should be able to process large amount of records as batch jobs in time annually. In the preservation phase, the system should be able to keep the management histories in the CAMS as audit trails including the reclassification, revaluation, and preservation activities related to the records. In the access phase, the descriptive metadata sets for the access should be selected and confirmed in various ways. Lastly, this research also shows the prototype of conceptual database schema for the CAMS which fulfills the metadata standards for records.

  • Job and organization analysis of producing institutes is a task that identifies the history of transition and major business functions for various record-producing institutions and must be performed in common within the archives, and many workers must jointly refer to the relevant knowledge. However, in the field, a limited number of people in charge are individually performing by manual work, and the results are not shared. Therefore, this study aims to reduce the work burden of workers through the automation of the job and organization analysis process and build basic resources that can be commonly used by the archives. This study subdivided the task of job and organization analysis into manual, semi-automation, and automation parts by performing FGI with the practitioner of the archive and suggested ways to realize it. In addition, we derive the basic analysis data that can be commonly referenced in the electronic records management process, and by verifying the results through practitioners, efficient use of knowledge resources is suggested. Furthermore, by establishing a standardized work process, we intend to lay the foundation to support consistent and systematic work performance.

A Case Study on Quick Response (QR) Codes and Satisfaction in the Management of Public Records (공공기관 기록물관리에서의 QR코드 도입사례와 이용만족도 연구)

  • The act was designed to identify the introductory cases of the use of quick response (QR) codes in records management by public institutions and propose measures to enhance users' satisfaction with their work. This study looked at the definition of the QR codes and the user services that can be provided by the records depository and reviewed the introduction cases using the codes. The reason QR codes are used by records depositors is that public institutions currently have a single-person system that specializes in records management. With the number of employees and the number of records becoming more extensive, explaining the contents of all tasks accurately as well as other professional contents to employees who lack understanding of the records management life cycle is becoming more difficult. The introductory cases were divided into information on how to register nonelectronic records, information on location and history of important records and administrative museum, and education on standard records management. The research was conducted by dividing the research team's "Records Management Guide" (QR code status) into experimental groups and control groups for officials of the Busan Metropolitan Government. There were significant differences in the level of satisfaction with records management guidance depending on whether or not QR codes were used. When the first and second surveys were compared in December 2017 and March 2018, the results of the first survey averaged 2.94, but the second survey showed high results at 3.75 and was statistically significant. This can be said to be more satisfactory by introducing QR codes than guidance provided by existing type. Although this research examines introductory cases of records management by public institutions using QR codes and user satisfaction, future tasks are to be applied to Records Management System and document production systems so that completion can be improved.

The Study on the Metadata Elements to Develop KORMARC Datafield for Archives (기록물용 KORMARC 데이터필드 개발을 위한 메타데이터 요소에 관한 연구)

  • The study intended to develop KORMARC for archives in order to integrate archives with library materials. The results of the study can be summarized as follows; (1) 2 areas for conservation and physical description are added to the existing 7 areas of ISAD(G)2. The study has also proved that the existing 26 elements of ISAD(G)2 are not fully enough to satisfy the information demands' of institutions and its users as well. (2) For the use of domestic archives in particular, the study has added the description elements of archives that appeared in the Government Regulations of Office Management and those forms of documents that are specified by law for the sake of computerization. The study has added the possible release and grade, release dates, release range, conservation periods, conservation periods, conservation value, the status description of archives elements that are specified in Public Record Management Law. (3) The study has developed the following data fields to be added into KORMARC. 512 creation dates note, 555 finding aids note, 583 action note and 584 accumulation note. Also it reorganizes and adds the indicators of the 245 title statement, 300 physical description 306 playing time, 506 restriction on access note, 534 original version note, 535 location of originals/duplicates note, 540 terms governing use and reproduction notes, 541 immediate source of acquisition note, 545 biographical or historical note, 581 publication note, 850 holding institution data fields.
