A Systematic Approach to Producing Oral Records (체계적인 구술기록 생산을 위한 제언)

  • While academic discussions and methodological researches on oral history are being progressed in Korea, its exploitation has already begun to increase with a variety of methods and approaches in the private sector. Oral history is a new method of research, as well as another process of production of archives. In order to make valuable and highly qualified archives of oral history with the application of the aforementioned conditions and characteristics, its recognition, environment, process, and method should be improved and developed. From this point of view, it is regarded as reasonable that oral history is recognized as a part of the strategy for documentation. Oral history should be produced based on common sense and reasonable judgment, applying empirical know-how rather than logic or principles because it holds a great number of characteristics, which include variable elements in the field of oral history. In addition, its process or documentation methods should be improved and developed, giving consideration to thorough exploitation. The promotion or revitalization of oral history is a signal that announces the advent of new archives and the new subjects of history at the same time. Endeavors to produce highly efficient archives of oral history are expected to be continued with the complex accumulation of empirical assets achieved at academic discussions and its fields.

  • The amount of audio-visual records production is growing rapidly and its formats are various. However, the audio-visual records are hardly managed and transferred. There are four different problems for checking how to transfer and manage audio-visual records of the central government: production and register, management and utilization, transfer, and dedicated program management. For solving these problems, the study proposes the development of process tools for audio-visual records, such as dedicated processes and S/W; the standardization of audio-visual records' management; the changes of audio-visual records officer's recognition; the need to educate dedicated audio-visual records managers; the recruitment of professionals dedicated to audio-visual records in the National Archives of Korea. Additionally, it is necessary to make an effort into practical use and preservation of audio-visual records.

  • Blockchain technology has emerged as one of the key technologies of the fourth industrial revolution. Blockchain technology is characterized by being able to verify the authenticity of stored information in a block and whether it is false or falsified, cannot arbitrarily manipulate or delete a particular record, and is capable of transparent audit trail. This study is designed to explore how to apply blockchain technology to record management. For this purpose, we want to approach the code area, the physical area of the blockchain technology, to explore some of the key physical structures, and to derive the applicability of the blockchain technology. By implementing the part of 'Cloud-Record Management System', future record management system model and currently in the process of phasing out step by step, as a modular block chain, I suggest a blockchain network model that can simplify or replace various functions of the current record management process.

  • The quality of records determines the value of records as assets in the digital age. It depends on how consistently record requirements can be applied during the records production and utilization processes using mostly IT systems. Therefore, the importance of effective records management (RM) governance applied for all organizational areas cannot be emphasized enough. The purpose of this paper is to propose a new framework of RM governance in order to produce and manage more valuable records, and the way to implement it in an organizational context. For the purpose, this paper discusses the necessity of a governance framework to formulate and operate consistent policies and procedures for overall processes of production, distribution, utilization and protection of records based on the values of evidence and information. Next, it proposes an integrated model by linking the management framework of the Information Governance Reference Model (IGRM) and the Management System for Records standards (ISO 30300 series; MSR) for the effective RM governance to be implemented in an organizational context.

  • This study looked at the US records management system through the US Records Management Act and derived the characteristics of US records management. The federal and state of the United States were compared to identify the characteristics within the US administrative system. Also, the composition and content of the US Records Management Act were analyzed according to the records management process. As a result, US records management has characteristics of recognizing federal and state independence, yet maintaining cooperative relations between agencies for the protection of permanent values.

A Study on Designing Metadata Elements for the Management of Digitized Records (디지털화 기록 관리를 위한 메타데이터 요소(안) 설계)

  • This study aims to design the metadata elements for managing and maintaining digitized records resulting from digitization. The digitized records were first defined and characterized, then assigned as copies and surrogates for source records. Next, the factors to be considered when designing metadata elements for digitized records were determined by comparing standards from different countries like the United States and the United Kingdom. As a result of the comparison, establishing a relationship between digitized records and source records, expanding the automatically extracted metadata elements following resource characteristics, and creating metadata for digitization processes and projects were set to be the key tasks of metadata design for managing digitized records. Furthermore, the metadata elements for digital records and digitization processes were designed individually, and the elements to be added for each entity were proposed by referring to standards from other counties.

  • Works that improve the process and notify the improved process, the product and the change of tasks to all users are essential in achieving project. Existent project management tools support the definition and the change of project activities, and configuration management tools support version check, workspace management. build management. etc. It costs too much to buy each tool. as well as, it is burdensome to learn usage for various tools. Therefore the web-based integrated tool is proposed to manage the process and artifacts at a time in this paper. The proposed tool defines component based development process model. and achieves recording of process progression, processing the request of change, reporting the progression of each task, product registering and change, version recording, artifact or form search, etc. using ebXML. Furthermore, the stakeholders get the systematic management and standardization by sharing information that are necessary in process achievement and configuration management in distributed environment using the integrated management tool.

A Study on the Problems in and the Improvement of the Archives Evaluation System : Focusing on the Metropolitan Office of Education (기록관리 기관평가 제도의 문제점과 개선방안 연구 시도교육청을 대상으로)

  • Since the introduction of the Archives Evaluation System in 2008, the Republic of Korea's archives management has undergone many changes and great development. However, there remain process problems in several operations of concerned agencies. These are made up of problems in the system itself (operation-related problem), problems in evaluation indicators, and issues in communication issue between the rating agency and the national archives of the rated institutions. This study was a theorem for such status of the concept, objectives, and the indicators of the institutional evaluation system as it looked into the problems and sought improvement of the systems and indicators. The problems of the evaluation system were felt in the survey of the education field, which was conducted through interviews and phone interviews with the Office of Education's archives managers and researchers. Among the problems found were the assessment period, the number of indicators, evaluation process, the assessment indicators, and the best practices. Moreover, this study summarized the comments of the archives managers on what they believed are needed to improve the field. As a result, it confirmed that structural and fundamental changes in the institutional evaluation system are needed. Based on these findings, this study hopes that an archives management business for the public institutions of the Republic of Korea would be developed in the future.
