The Study on the Plan to Introduce Traffic Inducement Security System in Korea (우리나라 교통유도경비 도입방안의 연구)

  • The dangerous impact on the traffic flows of cars is caused by no only the construction on the street but diverse construction sites. This in turn substantially influence on the citizens and pedestrians, thereby bring about the possibility of giant incidents. As the countermeasure for the problem in advanced countries, particularly in Japan "traffic inducement security system" has been implemented. It is analyzed that the death toll from traffic accidents has considerably declined. In the case of South Korea the system has not been administered but restrictively executed at some construction sites; however proceeding it with the lack of professionalism. The introduction of traffic inducement security system would be the opportunity for South Korea to make a progress in the safety culture such as traffic security and traffic jam. This study thus aims at analyzing the advanced countries' cases, conducting comparative analysis with Korea's scheme, and establishing the plan to adopt the traffic inducement security system. Through the output of this study followings were proposed as plans of introducing the traffic inducement security system. First of all, legal assessments regarding traffic inducement operation, for example adding the operation of the system into the category of security service, need to be preceded prior to its introduction secondly, the traffic inducement security is the institution which can contribute to the improvement of traffic safety, and also internalizing social cost. therefore, it needs to be equipped with the new qualification such as the instruction with the standardized traffic safety map, instruction system, curriculum and the publication of teaching materials. thirdly, the education for the guard should be proceeded with dividing academic and technical ones with specific curriculum. At the fourth, the securement of the venue for the driving training, the determination on technical instruction contents and the training professional instructor needs for the method of administration. In addition, the efforts on the overal standardization of traffic inducement security is necessary, and it also requires constant collaboration among private security industry, academia, professionals, relavant research institutes, etc. At the last but the least, henceforth it is prerequisite that the networking system with a diverse array of associated entities due to its social ripple effect and job creation effect.

The Consumption Status and Preference for Sprouts and Leafy Vegetables (새싹채소 및 쌈채소의 선호도 및 소비실태)

  • The purpose of the study was to provide baseline information that could encourage consumers and establish the direction of development for sprouts and leafy vegetables. A survey on the consumption and preference for sprouts and leafy vegetables of 823 people over 20 years of age in Seoul and Gyeonggi province was conducted. The preference for sprouts was higher in men ($3.75{\pm}0.96$) than in women ($3.64{\pm}0.84$), whereas the preference for leafy vegetables was higher in women ($4.06{\pm}0.74$) than in men ($3.88{\pm}0.90$). Based on age, the respondents in their 40s or above had high preferences for sprouts and leaf vegetables due to the importance that they accorded to health and nutrition (p<0.01). The sprouts and leafy vegetables were purchased mainly for their high nutritional value. The purchase frequency of once a month or more for leafy vegetables (82.7%) was higher than that for sprouts (57.1%). The consumers purchased sprouts and leafy vegetables mainly from a large discount store. The respondents in their 20s showed the highest percentage of purchasing from a local store whereas the older ones showed a high preference for traditional markets. The reason for the choice of the place of purchase was convenience. The freshness and price were important factors in the consumption of sprouts and leafy vegetables. In the case of leafy vegetables, the consumers preferred to buy them using the conventional weight measurement system rather than in small packages. On the other hand, mixed small packages were preferred for sprouts. The purchase frequency was correlated with the preferences, need for improvement and purchase intent for sprouts and leafy vegetables. The aspects that require improvement for producing high-quality sprouts and leafy vegetables were the nutritional and functional properties. To increase the consumption of sprouts and leafy vegetables, there is need for variations and improvement of the quality and safety of the products.

Analysis of User Satisfaction on the City Squares in Seoul - Focused on Grand Public Place - (서울 소재 도시광장에 대한 이용자 만족도 분석 - 중심 대 광장을 대상으로 -)

  • City squares are public open spaces which are closely related to the peoples daily lives. Most squares are located in the center of the city, and they are usually used for community gatherings and they are suitable for open markets, music concerts, political rallies, and other events. City squares also play an important role as a grand public place operating in multi functions that require involvement of more people. The purpose of this study is to examine satisfaction on the spatial components, characteristics, and the user satisfaction in City Squares. The slady also analyzed the relationship between the satisfaction about spatial components, characteristics and it also shows that the user satisfaction is followed. This study sites are made in 3 grand public places in the center of Seoul including the Seoul plaza, Cheonggye Plaza, and Gwanghwarnun Square. Data were analyzed using several statistical methods such as descriptive statistics, factor analysis, ANOVA, correlation and regression. Results of the study are as follows: First, factor analysis carried out to extract the various factors of satisfaction on the sites; spatial components, usability, amenity/security, and spatial characteristics. User satisfaction concerning usability factor was higher than the satisfaction of the other factors. This result represented that the slady sites play an important role to the public open spaces in the city. Second, users showed high user satisfaction to study sites, and user satisfaction rate toward the Gwanghwarnun Square is the highest because of its facility planuing. Finally, user satisfactim was strongly correlated on the usability factor of spatial planning. Also, the significant correlations between the user satisfaction and the other factors such as spatial components, security, and spatial characteristics of spatial planning are presented. Results of this study can help guide the planning and management of the city square as a public open space based on the understanding of user perception and satisfaction.

  • WPS(Wearable Personal Station) for next generation PC can define as a core terminal of 'Ubiquitous Computing' that include information processing and network function and overcome spatial limitation in acquisition of new information. As a way to acquire significant dynamic gesture data of user from haptic devices, traditional gesture recognizer based on desktop-PC using wire communication module has several restrictions such as conditionality on space, complexity between transmission mediums(cable elements), limitation of motion and incommodiousness on use. Accordingly, in this paper, in order to overcome these problems, we implement hand gesture recognition system using fuzzy algorithm and neural network for Post PC(the embedded-ubiquitous environment using blue-tooth module and WPS). Also, we propose most efficient and reasonable hand gesture recognition interface for Post PC through evaluation and analysis of performance about each gesture recognition system. The proposed gesture recognition system consists of three modules: 1) gesture input module that processes motion of dynamic hand to input data 2) Relational Database Management System(hereafter, RDBMS) module to segment significant gestures from input data and 3) 2 each different recognition modulo: fuzzy max-min and neural network recognition module to recognize significant gesture of continuous / dynamic gestures. Experimental result shows the average recognition rate of 98.8% in fuzzy min-nin module and 96.7% in neural network recognition module about significantly dynamic gestures.

A Survey on Consumer Perception on Removability of PET Bottle Labels (PET병 라벨의 분리용이성에 대한 소비자의 인식 및 실태 조사)

  • As the government strengthens its policy of separating and discharging packaging materials, consumers are increasingly dissatisfied. In order to increase consumer participation in separate discharge policy of packaging materials, it is necessary to increase the willingness to participate by reducing potential consumer problems such as removal of packaging labels. This study conducted a survey of 300 consumers aged 14 and over who recycle and discharge directly from their homes. Ninety-nine percent of consumers said PET bottles are released separately. However, only 65% of consumers removed labels (attachment labels, shrink labels) and other materials (caps, vinyl coatings, tapes, handles, bases, etc.) during separate discharge process. Nearly 52% of consumers cited 'difficulty of separation' as the main reason for not removing labels and other materials. One-way ANOVA analysis showed that 'strong adhesion', 'removal initiation problem' and 'material strength' had high mean regardless of age, which are major factors impedes label removal. Using shrink labels with perforated lines rather than adhesive labels would be more beneficial to encouraging participation in separate discharge. However, if the shrink labels do not have perforated lines or are difficult to remove, adhesive labels are often easier to remove than shrink labels because of the strong cohesiveness of shrink labels. As a result, how easy it is for consumers to remove the label is more important than technological differences. In order to increase consumer participation in packaging material and label separations, improvements in structural design are needed along with the selection of materials that are easy to separate. This study is meaningful in examining consumer perceptions, deriving problems and suggesting directions for policy improvement.

Establishment and Operation of the Local Government Archives: Recommendations (지방기록물관리기관 설립의 방향과 방법)

  • Local governments in Korea, sixteen in total, shall establish local government archives to and manage preserve their permanent archives to comply with the Public Records Management Act amended in October 2006. National Archives of Korea(NAK) directed the local governments to recruit legally qualified archivists by the end 0f 2006 and to plan on the establishment and operation of the local government archives by the end 2007. However, none of the government archives was established by far. Government officials in NAK and the local governments raised the limits of the budget and human resources. What is more serious is that they don't concern why the archives are necessary and what missions and functions the archives should have. In this paper, I summarized the present situation and problems in establishing the local archives, and what we will do to establish normal government archives. First, local governments should establish "local government records commissions" and employ qualified archivists. The local government records commission should comprise concerned and qualified members. The records commission, as a policy and decision-making body, should make plans and implement the plans to establish the local archives, establish professional training programs to produce qualified archivists, promote local archives community activities, determine operational issues, and make a long-term development plan satisfying local demands. Second, the local government archives share existing repositories of NAK. Third, after the establishment of the archives, the local archives should perform normal records and archives management of the local governments as records acts mandate, do general records surveys and appraise the records created in the local governments. The local government archives should collect valuable local archives including private archives, and arrange and make usable them to provide access. They also promote and coordinate various cultural heritage community activities related to the local archives.

Analysis of the First Time User Experience of the online memorial platform and suggestion of service developments (온라인 장례 플랫폼의 초기 사용자 경험 분석및서비스 개발 제안)

  • The development of online funeral services and social issues of eco-friendly funeral culture have raised awareness of the new need for online funeral culture. There have been several attempts to revitalize online funeral services in domestic institutions and companies, but the effect is weak. The purpose of this study is to propose a design that can improve the accessibility and usability of online memorial services by analyzing the usability problem factors through a First Time User Experience analysis of the online memorial platform. Therefore, in this study, in order to identify the problem factors of the online memorial platform, a literature review on the UX, OOBE, and FTUE theories was conducted. The subject of the study was the app 'Memorial'. Before analyzing the First-Time User-Experience, IA was compared and analyzed with other similar services to understand the characteristics of the UX service of the app 'Memorial', which is the subject of the study. In addition, tasks corresponding to the Unpack-Setup/Configure-First Use stage were performed on 10 subjects who had no experience using the online memorial platform. The experimental process was expressed as the UX Curve to identify factors that caused negative experiences. As a result, the major problem factors included unnecessary UI elements, the need for sensitive personal information at the membership stage, and lack of immersion in the service. The improvements included strengthening community functions to facilitate the sharing of emotions and promote smooth communication between users. We proposed UI/UX service developments that enhanced the app by incorporating these insights. In order to verify the effectiveness, serviceability, and value of the developed prototype, an interview with a expert was conducted. The interviewes consisted of three service design experts. This study was conducted to contribute to the quality improvement and activation of the recently emerging online funeral services. The study is significant as it aims to understand the current status of these services and identify the factors necessary to improve service accessibility and usability. Subsequent studies require in-depth user verification of how much the proposed improvement plan affects the actual user experience.

  • 본고(本稿)시리이즈의 제1보(第一報)에서 우리는 물리(物理), 사회과학(社會科學) 및 공학분야(工學分野)의 12,442명(名)의 과학자(科學者)와 기술자(技術者)에 대한 정보교환활동(情報交換活動)의 78례(例)에 있어서 일반과정(一般過程)과 몇 가지 결과(結果)를 기술(記述)한 바 있다. 4년반(年半) 이상(以上)의 기간(其間)($1966{\sim}1971$)에서 수행(遂行)된 이 연구(硏究)는 현재(現在)의 과학지식(科學知識)의 집성체(集成體)로 과학자(科學者)들이 연구(硏究)를 시작(始作)한 때부터 기록상(記錄上)으로 연구결과(硏究結果)가 취합(聚合)될 때까지 각종(各種) 정형(定形), 비정형(非定形) 매체(媒體)를 통한 유통정보(流通情報)의 전파(傳播)와 동화(同化)에 대한 포괄적(包括的)인 도식(圖式)으로 표시(表示)할 수 있도록 설정(設定)하고 또 시행(施行)되었다. 2보(二報), 3보(三報), 4보(四報)에서는 데이터 뱅크에 수집(蒐集) 및 축적(蓄積)된 데이터의 일반적(一般的)인 기술(記述)을 적시(摘示)하였다. 다른 연구자(硏究자)들의 연구(硏究)와 대상(對象)에 밀접(密接)하게 관련(關聯)되고 있다. 이 계속성(繼續性)의 효과(效果)에 대한 지표(指標)는 보문(報文)과 동일(同一)한 영역(領域)에서 연구(硏究)를 계속(繼續)한 저자(著者)들의 약 3/4은 선행(先行) 보문(報文)에 기술(技術)된 연구결과(硏究結果)에서 직접적(直接的)으로 새로운 연구(硏究)가 유도(誘導)되었음을 보고(報告)한 사항(事項)에 반영(反映)되어 있다. 그렇지만 우리들의 데이터는 다음 영역(領域)으로 기대(期待)하지 않은 전환(轉換)을 일으킬 수도 있음을 보여주고 있다. 동일(同一) 대상(對象)에서 연구(硏究)를 속행(續行)하였던 저자(著者)들의 1/5 이상(以上)은 뒤에 새로운 영역(領域)으로 연구(硏究)를 전환(轉換)하였고 또한 이 영역(領域)에서 연구(硏究)를 계속(繼續)하였다. 연구영역(硏究領域)의 이러한 변화(變化)는 연구자(硏究者)의 일반(一般) 정보유통(情報流通) 패턴에 크게 변화(變化)를 보이지는 않는다. 즉 새로운 지적(知的) 문제(問題)에 대한 변화(變化)에서 야기(惹起)되는 패턴에 있어서 저자(著者)들은 오래된 문제(問題)의 방법(方法)과 기술(技術)을 새로운 문제(問題)로 맞추려 한다. 과학사(科學史)의 최근(最近) 해석(解釋)(Hanson: 6보(報))에서 예기(豫期)되었던 바와 같이 정상적(正常的)인 과학(科學)의 계속성(繼續性)은 항상 절대적(絶對的)이 아니며 "과학지식(科學知識)"의 첫발자욱은 예전 연구영역(硏究領域)의 대상(對象)에 관계(關係)없이 나타나는 다른 영역(領域)으로 내딛게 될지도 모른다. 우리들의 연구(硏究)에서 저자(著者)의 1/3은 동일(同一) 영역(領域)의 대상(對象)에서 속계적(續繼的)인 연구(硏究)를 수행(遂行)치 않고 새로운 영역(領域)으로 옮아갔다. 우리는 이와 같은 데이터를 (a) 저자(著者)가 각개과학자(各個科學者)의 활동(活動)을 통하여 집중적(集中的)인 과학적(科學的) 노력(努力)을 시험(試驗)할 때 각자(各自)의 연구(硏究)에 대한 많은 양(量)의 계속성(繼續性)이 어떤 진보중(進步中)의 과학분야(科學分野)에서도 나타난다는 것과 (b) 이 계속성(繼續性)은 과학(科學)에 대한 집중적(集中的) 진보(進步)의 필요적(必要的) 특질(特質)이라는 것을 의미한다. 또한 우리는 이 계속성(繼續性)과 관련(關聯)되는 유통문제(流通問題)라는 새로운 대상영역(對象領域)으로 전환(轉換)할 때 연구(硏究)의 각단계(各段階)의 진보(進步)와 새로운 목적(目的)으로 전환시(轉換時) 양자(兩者)가 다 필요(必要)로 하는 각개(各個) 과학자(科學者)의 정보수요(情報需要)를 위한 시간(時間) 소비(消費)라는 것을 탐지(探知)할 수 있다. 이러한 관찰(觀察)은 정보(情報)의 선택제공(選擇提供)시스팀이 현재(現在) 필요(必要)로 하는 정보(情報)의 만족(滿足)을 위하여는 효과적(效果的)으로 매우 융통성(融通性)을 띠어야 한다는 것을 암시(暗示)하는 것이다. 본고(本稿)의 시리이즈에 기술(記述)된 전정보유통(全情報流通) 과정(過程)의 재검토(再檢討) 결과(結果)는 과학자(科學者)들이 항상 그들의 요구(要求)를 조화(調和)시키는 신축성(伸縮性)있는 유통체제(流通體制)를 발전(發展)시켜 왔다는 것을 시사(示唆)해 주고 있다. 이 시스팀은 정보전파(情報傳播) 사항(事項)을 중심(中心)으로 이루어 지며 또한 이 사항(事項)의 대부분(大部分)의 참여자(參與者)는 자기자신(自己自身)이 과학정보(科學情報) 전파자(傳播者)라는 기본적(基本的)인 정보전파체제(情報傳播體制)인 것이다. 그러나 이 과정(過程)의 유통행위(流通行爲)에서 살펴본 바와 같이 우리는 대부분(大部分)의 정보전파자(情報傳播者)가 역시 정보(情報)의 동화자(同化者)-다시 말해서 과학정보(科學情報)의 생산자(生産者)는 정보(情報)의 이용자(利用者)라는 것을 알 수 있다. 이 연구(硏究)에서 전형적(典型的)인 과학자((科學者)는 과학정보(科學情報)의 생산(生産)이나 전파(傳播)의 양자(兩者)에 연속적(連續的)으로 관계(關係)하고 있음을 보았다. 만일(萬一) 연구자(硏究者)가 한 편(編)의 연구(硏究)를 완료(完了)한다면 이 연구자(硏究者)는 다음에 무엇을 할 것이냐 하는 관념(觀念)을 갖게 되고 따라서 "완료(完了)된" 연구(硏究)에 관한 정보(情報)를 이용(利用)하여 동시(同時)에 새로운 일을 시작(始作)하게 된다. 예를 들어, 한 과학자(科學者)가 동일(同一) 영역(領域)의 다른 동료연구자(同僚硏究者)에게 완전(完全)하며 이의(異議)에 방어(防禦)할 수 있는 보고서(報告書)를 제공(提供)할 수 있는 단계(段階)에 도달(到達)하였다면 우리는 이 과학자(科學者)가 정보유통과정(情報流通過程)에서 많은 역할(役割)을 해낼 수 있다는 것을 알 것이다. 즉 이 과학자(科學者)는 다른 과학자(科學者)들에게 최신(最新)의 과학적(科學的) 결과(結果)를 제공(提供)할 때 하나의 과학정보(科學情報) 전파자(傳播者)가 되며, 이 연구(硏究)의 의의(意義)와 타당성(妥當性)에 관한 논평(論評)이나 비평(批評)을 동료(同僚)로부터 구(求)하는 관점(觀點)에서 보면 이 과학자(科學者)는 하나의 정보탐색자(情報探索者)가 된다. 또한 장래(將來)의 이용(利用)을 위하여 증정(贈呈)이나 동화(同化)한 이 정보(情報)로부터 피이드백을 받아 드렸을 때의 범주(範疇)에서 보면 (잡지(雜誌)에 투고(投稿)하기 위하여 원고(原稿)를 작성(作成)하는 경우에 있어서와 같이) 과학자(科學者)는 하나의 정보이용자(情報利用者)가 되고 이러한 모든 가능성(可能性)에서 정보생산자(情報生産者)는 다음 정보생산(情報生産)에 이미 들어가 있다고 볼 수 있다(저자(著者)들의 2/3는 보문(報文)이 게재(揭載)되기 전(前)에 이미 새로운 연구(硏究)를 시작(始作)하였다). 과학자(科學者)가 자기연구(自己硏究)를 마치고 예비보고서(豫備報告書)를 만든 후(後) 자기연구(自己硏究)에 관한 정보(情報)의 전파(傳播)를 계속하게 되는데 이와 관계(關係)되는 일반적(一般的)인 패턴을 보면 소수(少數)의 동료(同僚)그룹에 출석(出席)하는 경우 (예로 지역집담회)(地域集談會))와 대중(大衆) 앞에서 행(行)하는 경우(예로 국가적 회합(國家的 會合)) 등이 있다. 그러는 동안에 다양성(多樣性) 있는 성문보고서(成文報告書)가 이루어진다. 그러나 과학자(科學者)들이 자기연구(自己硏究)를 위한 주정보전파목표(主情報傳播目標)는 과학잡지중(科學雜誌中)에 게재(揭載)되는 보문(報文)이라는 것이 명확(明確)한 사실(事實)인 것이다. 이러한 목표(目標)에 도달(到達)할 때까지의 각(各) 정보전파단계(情報傳播段階)에서 과학자(科學者)들은 목표달성(目標達成)을 위하여 청중(聽衆), 자기동화(自己同化)된 정보(情報) 및 이미 이용(利用)된 정보(情報)로부터 피이드백을 탐색(探索)하게 된다. 우리가 본고(本稿)의 시리이즈중(中)에 표현(表現)하려 했던 바와 같이 이러한 활동(活動)은 조사수임자(調査受任者)의 의견(意見)이 원고(原稿)에 반영(反映)되고 또 그 원고(原稿)가 잡지게재(雜誌揭載)를 위해 수리(受理)될 때까지 계속적(繼續的)으로 정보(情報)를 탐색(探索)하는 과학자(科學者)나 기타(其他)사람들에게 효과적(效果的)이었다. 원고(原稿)가 수리(受理)되면 그 원고(原稿)의 저자(著者)들은 그 보문(報文)의 주내용(主內容)에 대하여 적극적(積極的)인 정보전파자(情報傳播者)로서의 역할(役割)을 종종 중지(中止)하는 일이 있는데 이때에는 저자(著者)들의 역할(役割)이 변화(變化)하는 것을 볼 수 있었다. 즉 이 저자(著者)들은 일시적(一時的)이긴 하나 새로운 일을 착수(着手)하기 위하여 정보(情報)의 동화자(同化者)를 찾게 된다. 또한 전(前)에 행한 일에 대한 의견(意見)이나 비평(批評)이 새로운 일에 영향(影響)을 끼치게 된다. 동시(同時)에 새로운 과학정보생산(科學情報生産) 과정(過程)에 들어가게 되고 현재(現在) 진행중(進行中)이거나 최근(最近) 완료(完了)한 연구(硏究)에 대한 정보(情報)를 항상 찾게 된다. 활발(活潑)한 연구(硏究)를 하는 과학자(科學者)들에게는, 동화자(同化者)로서의 역할(役割)과 전파자(傳播者)로서의 역할(役割)을 분리(分離)시킨다는 것은 실제적(實際的)은 못된다. 즉 후자(後者)를 완성(完成)하기 위해서는 전자(前者)를 이용(利用)하게 된다는 것이다. 과학자(科學者)들은 한 단계(段階)에서 한 전파자(傳播者)로서의 역할(役割)이 뚜렷하나 다른 단계(段階)에서는 정보교환(情報交換)이 기본적(基本的)으로 정보동화(情報同化)에 직결(直結)되고 있는 것이다. 정보전파자(情報傳播者)와 정보동화자간(情報同化者間)의 상호관계(相互關係)(또는 정보생산자(情報生産者)와 정보이용자간(情報利用者間))는 과학(科學)에 있어서 하나의 필수양상(必修樣相)이다. 과학(科學)의 유통구조(流通構造)가 전파자(傳播者)(이용자(利用者)로서의 역할(役割)보다는)의 필요성(必要性)에서 볼 때 복잡(複雜)하고 다이나믹한 시스팀으로 구성(構成)된다는 사실(事實)은 과학(科學)의 발전과정(發展過程)에서 필연적(必然的)으로 나타난다. 이와 같은 사실(事實)은 과학정보(科學情報)의 전파요원(傳播要員)이 국가적 회합(國家的 會合)에서 자기연구(自己硏究)에 대한 정보(情報)의 전파기회(傳播機會)를 거절(拒絶)하고 따라서 전파정보(電波情報)를 판단(判斷)하고 선별(選別)하는 것을 감소(減少)시키며 결과적(結果的)으로 잡지(雜誌)나 단행본(單行本)에서 비평(批評)을 하고 추고(推敲)하는 것이 배제(排除)될 때는 유형적(有形的) 과학(科學)은 급속(急速)히 비과학성(非科學性)을 띠게 된다는 것을 Lysenko의 생애(生涯)에 대한 Medvedev의 기술중(記述中)[7]에 지적(指摘)한 것과 관계(關係)되고 있다.

A Study on the Archives and Records Management in Korea - Overview and Future Direction - (한국의 기록관리 현황 및 발전방향에 관한 연구)

  • This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.

A study on the improvement of distribution system by overseas agricultural investment (해외농업투자에 따른 유통체계 개선방안에 관한 연구)

  • Recently concerns have been raised due to the unbalanced supply of crops: the price of crops has been unstable and at one point the price went up so high that the word Agflation(agriculture+ inflation) was coined. Korea, in particular, is a small-sized country and needs to secure the stable supply of crops by investing in the produce importation at a national level. Investment in foreign produce importation is becoming more important as a measure for sufficient supply of crops, limited supply of domestic crops, weakened farming conditions worldwide, as well as recent changes in the use of crops due to the development of bio-fuels, influence of carbon emission on crops, the price increase in crops, and influx of foreign hot money. However, there are many problems with investing in foreign produce importation: lack of support from the government; lack of farming information and technology; difficulty in securing the capital; no immediate pay-off from the investment and insufficient management. Although foreign produce is originally more price-competitive than domestic produce, it loses its competiveness in the process of importation (due to high tariffs) and poor distribution system, which makes it difficult to sell in Korea. Therefore, investment in foreign produce importation is being questioned for feasibility; to make it possible, foreign produce must maintain the price-competitiveness. Especially, harvest of agricultural products depends on natural and geographical conditions of each country and those products have indigenous properties, so distribution system according to import and export of agricultural products should be treated more carefully than that of other industries. Distribution costs are differentiated into each item and include cost of sorting and wrapping, cost of wrapping materials, cost of domestic transport, cost of international transport and cost of clearing customs for import and export. So transporting and storing agricultural products generates considerable costs compared with other products. Also, due to upgrade of dietary life, needs for stability, taste and visible quality toward food including agricultural products are being raised and wrong way of storage causes decomposition of food and loss of freshness, making the storage more difficult than that in room temperature, so storage and transport in distribution of agricultural products needs specialty. In addition, because lack of specialty in distribution and circulation such as storage and wrapping does not solve limit factors in distance, the distribution and circulation has been limited to a form of import and export within short-distant region. Therefore, need for distribution out-sourcing which can satisfy specialty in managing distribution and circulation and it is needed to establish more effective distribution system. However, existing distribution system of agricultural products is exposed to various problems including problems in distribution channel, making distribution and strategy for distribution and those problems are as follows. First, in case of investment in overseas agricultural industry, stable supply of the products is difficult because areas of production are dispersed widely and influenced by outer factors due to including overseas distribution channels. Also, at the aspect of quality, standardization of products is difficult, distribution system is quite complicated and unreasonable due to long distribution channels according to international trade and financial and institutional support is not enough. Especially, there are quite a lot of ineffective factors including multi level distribution process, dramatic gap between production cost and customer's cost, lack of physical distribution facilities and difficulties in storage and transport due to lack of wrapping containers. Besides, because import and export of agricultural products has been manages under the company's own distribution according to transaction contract between manufacturers and exporting company, efficiency is low due to excessive investment in fixed costs and lack of specialty in dealing with agricultural products causes fall of value of products, showing the limit to lose price-competitiveness. Especially, because lack of specialty in distribution and circulation such as storage and wrapping does not solve limit factors in distance, the distribution and circulation has been limited to a form of import and export within short-distant region. Therefore, need for distribution out-sourcing which can satisfy specialty in managing distribution and circulation and it is needed to establish more effective distribution system. Second, among tangible and intangible services which promote the efficiency of the whole distribution, a function building distribution environment which includes distribution information, system for standard and inspection, distribution finance, system for diversification of risks, education and training, distribution administration and tax system is wanted. In general, such a function building distribution environment is difficult to be changed and supplement innovatively because its effect compared with investment does not appear immediately despite of its necessity. Especially, in case of distribution of agricultural products, as a function of collecting and distributing is performed individually through various channels, the importance of distribution information and standardization is getting more focus due to the problem of repetition of work and lack of specialty. Also, efficient management of distribution is quite difficult due to lack of professionals in distribution, so support to professional education is needed. Third, though effort to keep self-sufficiency ratio of staple food, rice is regarded as important at the government level, level of dependency on overseas of others crops is high. Therefore, plan for stable securing food resources aside from staple food is also necessary. Especially, governmental organizations of agricultural products distribution in Korea are production-centered and have unreasonable structure whose function at the aspect of distribution and consumption is quite insufficient. And development of new distribution channels which can deal with changes in distribution environment and they do not achieve actual results of strategy for distribution due to non-positive strategy for price distribution. That is, it implies the possibility that base for supply will become vulnerable because it does not mediate appropriate interests on total distribution channels such as manufacturers, wholesale dealers and vendors by emphasizing consumer protection excessively in the distribution of agricultural products. Therefore, this study examined fundamental concept and actual situation for our investment to overseas agriculture, drew necessities, considerations, problems, etc. of overseas agricultural investment and suggested improvements at the level of distribution for price competitiveness of agricultural products cultivated in overseas under five aspects; government's indirect support, distribution's modernization and distribution information function's strengthening, government's political support for distribution facility, transportation route, load and unloading works' improvement, price competitiveness' securing, professional manpower's cultivation by education and training, etc. Here are some suggestions for foreign produce importation. First, the government should conduct a survey on the current distribution channels and analyze the situation to establish a measure for long-term development plans. By providing each agricultural area with a guideline for planning appropriate production of crops, the government can help farmers be ready for importation, and prevent them from producing same crops all at the same time. Government can sign an MOU with the foreign government and promote the importation so that the development of agricultural resources can be stable and steady. Second, the government can establish a strategy for an effective distribution system by providing farmers and agriculture-related workers with the distribution information such as price, production, demand, market structure and location, feature of each crop, and etc. In order for such distribution system to become feasible, the government needs to reconstruct the current distribution system, designate a public organization for providing distribution information and set the criteria for level of produce quality, trade units, and package units. Third, the government should provide financial support and a policy to seek an efficient distribution channel for foreign produce to be delivered fresh: the government should expand distribution facilities (for selecting, packaging, storing, and processing) and transportation vehicles while modernizing old facilities. There should be another policy to improve the efficiency of unloading, and to lower the cost of distribution. Fourth, it is necessary to enact a new law covering exceptional cases for importing produce in order to maintain the price competitiveness; currently the high tariffs is keeping the imported produce from being distributed domestically. However, the new adjustment should be made carefully within the WTO regulations since it can create a problem from giving preferential tariffs. The government can also simplify the distribution channels in order to reduce the cost in the distribution process. Fifth, the government should educate distributors to raise the efficiency and to modernize the distribution system. It is necessary to develop human resources by educating people regarding the foreign agricultural environment, the produce quality, management skills, and by introducing some successful cases in advanced countries.
