최근 세계 주요국가들은 4차 산업혁명 시대의 새로운 도약의 기회이자 글로벌 금융위기 이후 경제발전 전략의 하나로 스타트업 생태계 발전을 가속화하고 있다. 한국 또한 새로운 일자리 창출과 경제성장의 핵심 원동력으로 스타트업 생태계 활성화에 주력하고 있으며, 이러한 시대적 흐름에 따라 창업금융의 중요성 또한 커져가고 있다. 이에 본 연구에서는 한국 스타트업 생태계의 현황과 문제점을 진단하고, 이러한 문제점 해결에 일조하기 위해 신용보증기금이 운용하고 있는 창업금융 프로그램중 퍼스트펭귄보증, 투자옵션부보증, Start-up Nest 등의 프로그램을 살펴본다. 이렇듯 구체적인 지원사례를 파악하고, 성과분석을 통해 해당 프로그램이 가진 장점과 추가로 보완할 점에 대해 명확히 인식하고 향후 창업금융의 발전방안 및 나아갈 방향을 모색하고자 한다.

본 연구는 공적 연기금인 사학연금기금의 책임투자 활성화 및 스튜어드십 코드의 이행을 위한 전략적 방향성을 제안한다. 책임투자와 스튜어드십 코드 도입의 의미와 논쟁, 해외 연기금의 사례, 사학연금기금의 현황 및 여건 등을 종합적으로 고려할 때, 다음과 같은 검토사항들을 도출하였다. (1) 책임투자 및 스튜어드십 코드 이행을 위한 정책 및 지침의 제·개정, (2) 내부 조직의 확대·개편, (3) 자체적인 ESG 평가 모형 구축과 다양한 외부 평가기관의 자료 확보·활용, (4) 외부 위탁운용사 평가 체계 개선, (5) 책임투자 및 주주권 행사 관련 공시 강화가 그것들이다. 본 연구는사학연금기금의 효과적인 위험관리와 중·장기적 수익의 안정성을 제고하기 위한 대안으로써 책임투자의 성공적 도입을 위한 제반 여건을 제시하는 실무적 시사점을 가질 것으로 기대된다.

벤처기업 보증지원 전담기관인 기술보증기금(이하 기보)이 2006년도 보증운용계획과 주요 지원 제도를 발표했다. 올해 '벤처 기업 육성에 관한 특별조치법'이 개정될 예정인 가운데, 이와 관련한 기보의 지원제도를 소개한다.

정부는 90년도에는 양축농가의 정화시설 설치를 돕기 위해 농림수산부에서는 농촌지원금을, 환경청에서는 환경오염 방지 기금과 국민투자기금을 활용하여 자금을 지원하고 영세농가를 위해선 공동처리 시설을 설치할 계획이다.

This study analyzes the open access policies of major scholarly journals that have large number of publicly funded articles, for the purposes of expanding and facilitating the public access. Eighteen scholarly journals in Korea and abroad were selected based on the number of published publicly funded articles through a survey of dissemination of publicly funded journal articles via information from NTIS. The open access policies of the selected journals were analyzed by 5 categories including codification of OA related policy, copyrights, reuse rights, self archiving policy, free access. As a result, this research proposed several considerations for establishing national policies for the collection and distribution of the publicly funded research products.

This paper scrutinizes the robustness of the profit-sharing findings first employing an original panel data on the Employee Welfare Fund over the period from 1992 to 2000. In examining the effects of profit-sharing schemes on labor productivity, it controls for simultaneity among profit-sharing, production factors, and productivity using both the two-stage least squares procedure and the lagged variable method. The empirical results show that an increase in firm's contribution to the Employee Welfare Fund is associated with capital-embodied and disembodied productivity enhancement, which is both statistically and economically highly significant. The empirical results are in contrast with predictions of both agency and transaction cost theories, and they imply that more tax benefits and financial incentives for expansion of the Employee Welfare Fund should be required to get productivity gains.

In this paper, we tested if the sewage subsidy from Korean Water Management Fund discourage sewage fee increase by Korean local governments, and consequently hinder water quality improvement. To examine this counter-incentive effect of Water manage Fund sewage subsidy, we estimated the effect of sewage subsidy on the ratio of sewage fee revenue to environmental treatment facilities' operation cost of local governments in 2009-12, using two-stage least square estimation. We found that the sewage subsidy has negative effect on the sewage fee revenue to sewage operation cost ratio. But, the statistical significance of this effect was sensitive to model specification. And the size was too small to conclude that the counter-incentive effect was economically significant.
