The purpose of this study is to investigate the present status of foreign academic journal collection in Korea and to explore the problem. In order to survey the current situation, the data from "Union Catalogue of Foreign Journals:Science & Technology, 1992" database constructed by Korea Institute of Industry and Technology Information has been analyzed. Major problems are poor collections, collection overlap, and lack of resource sharing.

The purpose of this study is to analyze the data of $\ulcorner$Union Catalog of Foreign Journals$\lrcorner$ Database, which has been revised and updated in 1995. The database includes 13,449 titles of foreign journals in scienc and technology which is a collection of 253 libraries in Korea. The items of analysis are nation, language, frequency, subject of each title, and also collection overlap, etc.

Medical libraries in Korea consume most of their budget and efforts of staffs for acquisition and administration of foreign medical journals. Annualy the rise in prices of the journals oppress the library budget. Because of these reasons, this paper studied and analyzed the possibility of cooperative acquisition of foreign medical journals between the medical libraries in Korea and several basic informations for cooperative acquisition by citation analysis method. The 5 source medical school journals were selected from our country's medical school journals: Seoul, Yonsei, Catholic, Chonnam, Kyungbook.

The scholarly communication crisis is not a journals crisis, but rather a broader crisis in information communications. It is the loss of access to the scholarly research literature, as the rising cost of STM journal subscriptions far out-strip academic library budgets. Now, the open access as alternatives to traditional journal subscription model are emerging for STM scholarly information. There are basically three forms for OA strategies : Open Access Journals(OAJ), Author Self Archiving(ASA), Academic Institutional Repositories(AIR). This paper describes the current trends and analyses potentially serious limitations and obstacles or various issues of the OA strategies, including the notion of scholarly information as a public good, myths of free access, author pay model, holder of copyright, etc.

The core competence of the library originates from the huge analog collections and the high-quality digital contents. And when the interaction between two entities strengthens, it will be able to secure the identity as the time capsule and the gateway of knowledge information. Based on these prerequisites, this research analyzed the spectra of digital collection development and presented the various strategies about license of the electronic journals, internet collection development, institutional repository. When the library does not concentrate in digital collection development, the position as information common will be under losing.

Korean medical libraries have made interlibrary loan active under the korean medical library association since 1969, the sharing acquisition of journals has not been peformed efficiently in the absence of a bibliographic control institute. The medical library of seoul national medical university which is designated to a medical professional information center by korea education academy information developed MEDLIS linking the union catalog and interlibrary loan system and has been operating it in cooperation with the korean medical library association. Two types of questionaries were sent to 350 medical researchers and 160 medical librarians to investigate the realities of domestic and foreign medical information institutes, develop sharing systems and find a solution for sharing systems. Also, some analyses for the recent state of duplicate subscriptions, interlibrary loan, demands for system operations un the basis of the statistics of MEDLIS users were made. The result showed that medical researchers and medical librarians are affirmative for MEDLIS, users need a convenient interlibrary loan system and medical librarians agree to activate interlibrary loan. It also showed that sharing acquisition of journals seemed to be realizable for medical librarians, although there was no intention to improve the centralization of interlibrary loan among them. From the findings, a plan for sharing acquisition of journals established by the sharing acquisition committee under korea medical libraries society and national 8 local centers to play a key role in it was made. Also, a proposal for the establishment of an information center for controlling korean medical bibliographies was suggested. This system will be expected to contribute to make users to acquire materials more effectively and save the national budget.

With the rapid growth of information technology and the internet. the physical contents are transformed into digital contents at a fast rate. With the change. accessing the digital contents, toe service methods and the identifier used for the digital contents are not systematic and limited for use. The DOI identifier system used for the URN is also limited to academic journals or magazines and are not adequately applicable for non-academic journal or digital contents. Therefore. we have developed a unique identifier based on the analysis made on the system adopted by foreign digital contents service institutes. two types of academic journals 3 types of non-academic journals owned by KISTI that can be adopted by non-academic journals. The identifier is to be used to design and implement a digital contents service system.

Most of Korean Medical researcher is using MEDLINE which is made by National Library of Medicine in U.S. However we have not such total database of medical information. And so, we have designed medical literature article system, serial union cataloging system and interlibrary loan system as library total system. All Korean Medical Association member input bibliographic data and holding data. Medical researcher can access medical literature article system at www and then access holding data and they can use interlibrary loan system in online. The object of this total system is that medical researcher as well as medical librarian can easily retrive medical literature and gain original article.

과학기술처(최형섭장관)는 1977년도 전국민의 과학화 추진계획을 3월25일 발표하였다. 1973년 박정히 대통령의 유시에 따라 추진되어온 이 운동은 그 목표를 첫째 과학기술에 대한 국민들의 인식앙양에 두고 있으며 둘째 전국민의 사고와 생활습성을 과학화 하고 셋째 과학기술개발에 전국민의 역량을 집결 참여시키는데 두고 있다 또한 이 운동은 정부, 과학기술계, 산업계, 매스콤 등 범국민적 참여하에 새마을운동과 상호 유기적인 협조로 추진되고 있으며 년차별 시행계획과 실천 등은 과학기술처가 총괄하게 되어있으며 구체적사업은 제시된 방향(과기처 발표) 따라 기관이나 부처별로 추진된다. 한편 과기처는 각부처에 5개항의 협조요망사항을 전달한바 있다 그 내용을 보면 소속훈련기관에 과학화 과정의 설치와 교육자료의 상호교환, 각종행사에 있어 연구기관 및 산업관찰 권장, 잡지 등에 과학화 정신 반영과 모든 제품의 용도 효능 생활소비품등을 상술한 과학적 판단자료 제공을 장려하도록 되어있다
