  • 외환위기를 전후하여 국내 대기업들은 세계시장의 변화에 맞추어 인사관리를 변화시켜 왔고 이러한 새로운 인사정보를 관리하기 위해 기존에 사용하고 있던 인사 정보시스템에 새로운 정보기술을 도입하여 발전시켜왔다. 그러나 기존 정보시스템에 새로운 정보기술을 도입하였더라도 정보시스템을 관리하는 담당자는 오히려 업무량이 더욱 늘어나는 아이러니컬한 문제가 발생하였다. 본 연구에서도 한 대기업이 사용하고 있는 인사평가 정보시스템의 사례로 통해서도 위에서 언급했듯이 새로운 인사관리에 대한 새로운 정보기술을 도입했음에도 불구하고 시스템 담당자는 도입전보다도 시스템관리에 더욱 어려움을 겪는 것을 파악하였다. 본 연구에서는 사례 대상이 된 기업이 인사평가 제도를 바꾸더라도 이를 관리하는 인사평가 정보시스템이 신인사제도에 효과적으로 적응할 수 있도록 새로운 시스템 설계와 구현을 하였다. 그리하여 시스템 담당자의 업무를 줄여주고 인사평가 시기에 효과적으로 대응할 수 있도록 하였다.

A Study on the Improvement Directions for the Industrial Housing Accreditation System in Korea (공업화주택 인정제도 개선 방향 설정에 관한 연구)

  • The demand for promoting industrialization construction methods is increasing in Korea to cope with various construction environments, such as the lack of construction engineers, aging construction workers, and the government's 52-hour workweek policy. The industrial housing accreditation system was introduced in 1992 to recognize and improve the quality of industrial housing, but only six companies are currently certified, and there are no records of constructing industrial houses. Currently, the industrialized housing accreditation system in Korea comprises standards for the recognition, revocation of recognition, and promoting the construction of industrial houses. Therefore, this study analyzed the regulations of the industrialized housing accreditation system, derived the problems of each regulation, and derived improvement directions to promote the industrialized housing accreditation system in Korea. Specific measures include expanding the current industrial housing accreditation scope to quasi (semi)-housing, revising the performance and production standards of industrialized housing, relaxing the building standards, and providing financial support to promote industrialized housing.

재정건전화를 위한 사학연금제도의 자산운용 방안

  • 사학연금재정재계산위원회(2016)에 의하면 사학연금제도는 2027년에 기금규모가 최고로 도달한 후, 다음 해 부터는 재정수지가 적자로 전환되어 2046년에 기금이 완전히 고갈될 것으로 전망되고 있다. 그래서 동 제도의 지속가능성을 위한 연금재정의 안정화 대책이 시급하다. 현재 상황에서 사학연금제도의 지속가능성에 대한 연구는 자산운용을 효율화하여 기금고갈시점을 최대한 연기하고, 동 기간 공무원연금제도의 개혁과 연계한 지속가능성을 모색하는 방안이 최선의 방안이다. 지금까지 사학연금은 해외투자나 대체투자 등 다양한 자산배분 포토폴리오를 설계 운용하여 왔는데, 대체투자로는 높은 수익률을 실현하여 왔으나 해외투자 수익률은 기대에 미치지 못하였다. 국내외 연기금들 중 지난 6년간 가장 높은 단순 수익률을 실현한 CPPIB의 수익률을 사학연금재정재계산위원회가 사용한 연금재정재계산 수익률에 적용하여 추계한 연금재정은 2044년 기금최고시점에 이르렀고, 2045년부터 재정수지가 음(-)으로 변하여 2060년부터 기금이 완전히 고갈될 것으로 전망되었다. 그리고 사학연금의 운용성과가 미흡한 주식투자 수익률을 국민연금 주식투자 수익률로 적용하였을 경우, 사학연금재정재계산위원회 추계 결과와 비슷한 기금최고시점 및 기금고갈시점을 보였다. 글로벌 경제가 저성장 저금리 기조로 들어서고 있는 이 시점에서, CPPIB가 지난 6년간 실현한 높은 수익률을 중장기에 지속적으로 기대하기는 어렵다. 그래서 사학연금기금을 최대한 유지하기 위해서는 다양한 투자대상을 개발함과 동시에 CPPIB의 자산배분 포토폴리오와 포토폴리오 변동성 및 기대수익률을 통제할 수 있는 수리모형을 도입하고, 국민연금의 주식투자 운용원칙 및 기준을 벤치마킹하여 자산배분을 효율화하여야 한다. 이와 동시에 향후 공무원연금제도 개혁 과정에서 사학연금제도의 지속가능성을 반영할 수 있는 방안에 대한 연구가 필요하다.

  • 세계무역기수(WTO) 출범으로 국내 건설산업은 그 동안의 제도적인 보호막과 안주에서 벗어나 앞선 기술력과 자본력을 갖고 있는 외국의 선진건설업체들과 경쟁해야 하는 국제화 시대를 맞이하게 되었다. 국내 건설산업이 기술수준이나 경영능력면에서 해외선진업체에 비해 뒤떨어져 있는 상황에서 건설시장 개방은 선진건설업체의 국내시장의 잠식 등 부정적인 예상을 줄 것으로 예상된다. 그러나 장기적으로 국내 업체의 해외시장 진출 확대, 산업구조 합리화, 기술개발촉진 등 긍정적인 영향도 클 것으로 기대된다. 따라서 정부 및 업계는 시장개방에 대응하여 외국 업체에 의한 국내시장 잠식의 최소화, 국내 건설업체의 체질 강화 방안을 하루속히 강구하여 국제화 시대에 대비해야 한다. 즉, 외국 건설업체들의 국내시장 진출에 따른 관련 제도의 합리적인 정비, 국내 업체의 선진화를 위한 기술개발투자 확대, 경영혁신 및 경쟁력 제고, 해외건설 시장 진출을 위한 금융지원 등 입찰, 계약제도의 개선, 국내 제반여건을 시급히 마련해야 할 것이다. 여기세 소개되는 신기술$\cdot$신공법은 지난 3월 28일부터 4월 1일까지 독일 프랑크프르트에서 개최된 $\ulcorner$ISH기자재박랍회$\lrcorner$에 출품된 것으로서 우리나라 실정에 어느정도 맞고 앞으로 개선 발전이 요구되는 사항으로 자재 생산업체와 설비업체 공동으로 지속적인 연구와 기술개발을 할 경우 건설시장 개방과 국제화 추세에 대응하는데 크게 도움이 되리라 사료된다.

  • The Korean housing supply have been provided by the Pre-construction sales system. The Pre-construction sales system contributed to large housing supply. But it followed by the market anomaly. Along the housing market is changing to tile market for consumers, it requires new policy and regulations. This market changes and needs to modify the policy make a discussion about introducing the Post-construction sales system. it concerns to change the time to sale. This paper analyzes the present feasibility study and makes a tool to predict construction cashflow considering changed sales point. The sales timing leads to decide the amount of financial costs in the construction project and that cost affects to the feasibility. The accurate cashflow prediction is required for a successful apartment construction delivery.

  • UK "FSMA" provides a safe harbour for members of professions, which are lawyers, accountants, and actuaries in their provision of certain financial services, despite the general prohibition, the professions carry on exempt regulated activities. In particular, DPBs(designated professional bodies), which professional bodies are designated by the Treasury, must have rules and have to supervise and regulate their members those activities by rules. Also, the FSA must keep itself informed about the role of DPBs, and may make directions concerning the safe harbour in relation to particular classes of persons of different descriptions of regulated activities. On the other hand, Korea "FSCMA" explicitly except provision of financial services by professions to investment adviser without regard to mainstream financial services activities or incidental activities. Under "FSMA", if the professions conduct provision of financial services as mainstream activities, they must be authorized person and even if their activities is incidental, they have to comply with exemption sections. Therefore, there is a need of prepare the legal safeguards about provision of financial services by professions for the investor protection.

  • Regulatory barrier is considered most challenging out of all FinTech barriers, which many technology innovators have always experienced. Even though technological solutions promise customers accessibility to more cost-effective and secured financial services, it is quite challenging to create regulatory environment that enables innovation FinTech industry. Especially, a common challenge FinTech innovators and business face is regulatory uncertainty and confusion rather than any particular regulation. Since many FinTech models are continuously introducing new innovative ways in providing financial services, significant confusion could be raised in applying principles of existing law and regulations. In addition, it is uncertain whether or not applying complex regulatory compliance model intended for large financial institutions to small start-ups is appropriate since most existing regulations and rules are established and introduced without considering innovative tools such as mobile instruments, e-trade, and internet. Therefore, new mechanism to access to regulatory information in a more cost-effective, quick and immediate way should be created. Regulators, technological innovators, and financial customers should cooperate each other to find out appropriate solutions for those issues. Many regulators are introducing regulatory sandbox which provides service providers with opportunities to test their innovations, during the test, providing regulators with enough time to understand risks of innovations. However, regulatory sandbox is not a panacea for all challenges to FinTech innovations. Therefore, regulators should make comprehensive and multidimensional efforts including regulatory sandbox in supporting FinTech ecosystem.

  • Recently, with the rapid growth of the O2O market, Fintech combining the finance and ICT technology is drawing attention as innovation to lead "O2O of finance", along with Fintech-based payment, authentication, security technology and related services. For new technology industries such as Fintech, technical sources, related systems and regulations are important but previous studies on Fintech lack in-depth research about systems and technological trends of the domestic Fintech industry. Therefore, this study aims to analyze domestic Fintech trends and find the insights for the direction of technology and systems of the future domestic Fintech industry by comparing Kakao Pay and Samsung Pay, the two domestic representative mobile payment services. By conducting a complete enumeration survey about the tweets mentioning Fintech until June 2016, this study visualized topics extraction, sensitivity analysis and keyword analyses. According to the analysis results, it was found that various topics have been created in the technologies and systems between 2014 and 2016 and different keywords and reactions were extracted between topics of Samsung Pay based on "devices" such as Galaxy and Kakao Pay based on "service" such as KakaoTalk. This study contributes to analyzing the unstructured data of social media by period by using social media mining and quantifying the expectations and reactions of consumers to services through the sentiment analysis. It is expected to be the foundation of Fintech industry development by presenting a strategic direction to Fintech related practitioners.

  • This study investigates the issues in relation to the introduction of the fund-based Korean occupational pension, examining the development plans in the members' perspective. The strong drive from Korean government to introduce the fund-based governance seems to be a sort of strategy to expand coverage in occupational pension. It is not logical that the introduction of the fund-based scheme is likely to cause increase in earning rate and, what is more important is to set the conditions to implement the active investment decision. Also, because the introduction of the fund-based scheme may increase possibility of insolvency, it is necessary to strengthen beneficiary protection or funding rule but, in the short term, it is better to focus on funding rule rather than protection scheme. The introduction of the fund-based scheme suggests the direction that members can actively participate in occupational pension, which means that it is possible to operate occupational pension in the direction of intent of the system.

  • Recently, various platforms utilizing blockchains have appeared. In order to develop the blockchain, it is required to improve related laws and institutions. In this respect, we analysis of the laws and systems related to domestic blockchains, draw out the limitations, and suggest directions for improvement. The research method was analyzed the literature and related laws through literature review. It is difficult to analyze the whole law and system at one time, so we examined the necessary laws and systems to revitalize the blockchain. It is confirmed that legal improvement is needed on the scope of electronic transactions and electronic financial transactions, electronic commerce, digital signatures, import and export, personal information protection, blockchain industry promotion and research. Through this, we expect a balanced development of effective blockchain revitalization and protection of national fundamental rights. Individual studies on the legal provisions and systems for each item in the future can be conducted.
