A Conceptual Study on Blockchain Technology-based STO Platform Creation for Ship Finance (블록체인 기술을 활용한 선박금융 STO 플랫폼 구축에 대한 연구)

  • While the ship finance industry has long been struggling with diminishing involvements from the private sector, government-run banks have consistently increased their presence in maritime finance. To address such concerns, this research conceptually explores the creation of blockchain technology-driven security token offering (STO) platforms. To suggest a sound platform model, this piece first examines key design principles. Based on the integral perspective on the digital platform, this paper exhibits three core design principles to create a virtuous platform ecosystem, then sets out STO platform design guidelines. This paper further explores an STO platform model by considering conventional ship finance systems and practices in Korea. The STO platform has three main effects; 1) the wider availability of STOs can enlarge both the scope and size of ship finance users, 2) the activation of security token transactions leads to an increase in participation, and 3) possibilities to create complementary innovative financial services can further encourage the participation of private investors. The STO ecosystem may contribute to the shipping, shipbuilding, and ship finance industries by enhancing its attractiveness to the general public and by creating positive externalities for Busan as a maritime finance center.

  • 한국의 금융산업은 정부주도적 규제환경 하에서 핀테크라는 새로운 국면을 맞이하고 있다. 핀테크 산업의 조망은 정부규제와 IT기술이 내포한 비즈니스 혁신성을 함께 고려함으로서 비금융사업자의 진입, 규제 공급 확대 등 시장의 변화와 필요를 설명할 수 있다. 이러한 관점에서 한국 시장에 출시 사례가 많은 간편결제 서비스를 중심으로 살펴본다. 이와 함께 2015년 일련의 규제환경 변화를 살펴보고 이후 시장동향과 전망을 논의해 본다.

A Theory on the Scope of Financial Activity (금융(金融)의 전업(專業) 및 겸업화(兼業化) 이론(理論): 금융산업조직론(金融産業組織論)의 모색(摸索))

  • This paper is intended as an introductory essay to explain endogenous changes in the scope of firm activities in the competitive structure of a deregulated, multi-product financial industry. Recently, the global financial industry has been experiencing a widespread reshuffling in its activities, reflecting both consolidation and specialization. The spread of the universal banking system, which involves the integration of various kinds of financial activities, has resulted in the so-called financial supermarket. At the same time, the traditional set of banking activities has been unbundled into so-called financial boutiques. A relevant question is where the current reshuffling process of integration and disintegration in financial activities might lead the financial industry. However, presently popular theories of the financial industry are not really appropriate for the analysis of this issue. This paper attempts to integrate the theory of specialization [George J. Stigler, "The Division of Labor is Limited by the Extent of the Market," Journal of Political Economy, Vol. LIX, No.3, June 1951] and the theory of the multi-product firm [William J. Baumol, John C. Panzar, and Robert D. Willig, Contestable Markets and the Theory of Industry Structure, Harcourt Brace Jovanovich, Inc., New York, 1982] and to apply the resulting hybrid theory, a theory on the scope of financial activity, to the financial industry. The implications of this theory for the issues raised above are formalized under five hypotheses on the reshuffling of financial activities as listed below: Hypothesis I: The differences in the organization of financial industries among countries are determined by differences in the size of the financial markets, other things being equal. Hypothesis II: A financial firm will separate those financial activities simultaneously having relatively strong economies of scale and relatively weak economies of scope (alternatively, diseconomies of scope) from other activities. Conversely, the firm will integrate those activities simultaneously having relatively weak economies of scale (alternatively, diseconomies of scale) and relatively strong economies of scope with incumbent activities. Hypothesis III: A competitive equilibrium in the deregulated financial industry will consist of both specialized and multi-product financial firms, resulting in a mixed form of specialized and universal banking systems. Hypothesis IV: As world financial markets fully integrate and all countries consequently face this single, common world market, the financial structures of individual countries will become increasingly similar. Hypothesis V: A more universal banking system will dominate the deregulated financial industry in countries with relatively small financial markets, while a more specialized banking system will dominate in countries with relatively large financial markets. However, equilibrium will ultimately be mixed, with specialized and universal banks coexisting, as stated in Hypothesis III. Based on these hypotheses, this paper interprets the historical development of specialized vs. universal banking systems in major industrial countries as a process driven by the evolution of the financial market in each country - i.e. the change in the size of the financial market over time. In addition, this paper anticipates that the final equilibrium of the world financial industry, which is currently under the pressure of financial innovations and deregulation, will be a mixed equilibrium with both specialized boutiques and universal supermarket-type financial firms, instead of an exclusively specialized or universal banking system. Future research should seek continued theoretical elaboration and empirical verification of this paper's hypotheses.

  • This study has investigated shipping finance systems in Korea and China, and extracted negative factors based on it to propose a way to develop the shipping financial system in Korea for shipbuilding industry and marine transportation. From after the global financial crisis in 2008 to right before the Lehman Brothers Holdings bankruptcy, shipping finance has been dominated by the major industrialized countries in Europe. However, the weight point is moving to the countries in Asia region such as Korea, Japan, and China based on relatively strong banking system and low interests rate. This study focused on the alternatives the current situation that the starter of shipping finance among three countries in Northeast Asia, South Korea is facing China's challenges. In the paper, shipping finance in Korea presented its defectives such as the limits of ship financing, lack of professional workforces, ever-present foreign exchange risks, and lack of understandings of the parties. As the countermeasures of them, it proposed establishing professional institute for ship financing, training professionals in financial industry, raising foreign credentials of won, and continuing associations between the parties. Even though we are the first Asian country introduced ship funds, the ship funds growth in China shall be under our eyes while we keep systemic networks between shipping, ship building, and ship financing.

Therefore, in this study closely the characteristics of the fire protection industry analysis, the systematization of theoretical models of the finance cooperative system considering the characteristics of fire protection industry and provider the fosterage, they will contribute to independent economic activity and industrial development for operators to use the finance cooperative system of fire protection industry.

  • For this study, we have extensively analyzed the presentation data of the government's financial-related departments and the data of each financial institution and electronic financial institution.. As a result, In Korea's electronic financial environment, real changes such as first) expansion of non-face-to-face finance, second) teleworking in the financial sector, third) abolition of accredited certification, fourth) advanced voice phishing, fifth) openness of the financial industry and diversification of forms, sixth) the'walletless society'. In addition to the above, however, global changes triggered by the Fourth Industrial Revolution spread to the financial security sector, making it difficult to respond to problems such as artificial intelligence/ deep learning/ user analysis/ deepfake technology. As the proportion of electronic finance is increasing socially, it should be studied in the fields of electronic finance and its environment, and crime and criminal investigation.

기업집단(企業集團)의 금융겸업구조분석(金融兼業構造分析)을 통한 금융산업(金融産業)의 소유구조정책방향(所有構造政策方向) 모색(摸索)

  • 본 연구는 우려나라 기업집단(企業集團)의 비용함수분석(費用函數分析)을 통해 제조업과 금융업간의 기술적 생산조건을 규명함으로써 제조산업(製造産業)과 금융업겸영(金融業兼營)의 효율성여부를 분석하고, 앞으로의 바람직한 금융소유지배규제정책방향(金融所有支配規制政策方向)을 모색하고 있다. 기업집단의 비용함수분석결과에 의하면 비금융제조업(非金融製造業)과 증권업(證卷業)간에는 범위(範圍)의 경제(經濟)(상호효율증진효과(相互效率增進效果))가 있는 반면 제조업(製造業)과 은행업(銀行業)이나 기타금융업과(其他金融業)의 사이에는 그런 관계가 부재(不在)하며, 우리나라 기업집단(企業集團)들은 평균적으로 규모가 과대하여 비효율(非效率)을 초래하고 있는 것으로 관찰되고 있다. 앞으로 우리 경제(經濟)의 개방화(開放化)와 금융자율화(金融自律化) 그리고 세계경제(世界經濟)의 통합화(統合化)가 진전됨에 따라서 제조업(製造業)과 증권업(證卷業)의 겸영(兼營)및 소유지배관계(所有支配關係)는 지속강화(持續强化)되겠지만 제조업(製造業)과 은행업(銀行業)과의 관계는 오히려 그 연계(連繫)가 약화(弱化)되며, 기업집단(企業集團)의 평균규모도 축소조정(縮小調整)될 것으로 전망된다. 이에 따라 장기적으로 금융소유규제정책(金融所有規制政策)은, 우선은 은행업과 제조업간의 소유지배를 허용하든 금지하든 어느 경우나 뚜렷한 자원배분(資源配分)의 왜곡(歪曲)이나 효율증진효과(效率增進效果)가 나타나지는 않기 때문에, 정부가 특정 소유구조를 강제하기보다는 은행(銀行)이나 기업(企業)들이 자체판단(自體判斷)에 의해 최적소유구조(最適所有構造)를 결정(決定)하도록 하되, 특정 소유지배관계(所有支配關係)의 형성이 금융산업 및 경제내에 경쟁저해적(競爭沮害的) 효과(效果)를 초래하지 않도록 하는 경쟁정책적(競爭政策的)차원에서 접근(接近)하는 것이 바람직할 것으로 판단된다. 그리고 소유집중(所有集中)에 따른 은행(銀行)의 안전(安全) 건전성(健全性) 저해효과(沮害效果)를 방지하기 위해서는 동일인(同一人) 여신한도(與信限度)의 엄격한 운용(運用) 등 건전감독기능(健全監督機能)을 보강해야 할 것이다.
