Analyzing Characteristics of the Smart City Governance (스마트시티 거버넌스 특성 분석)

  • This study aims to analyze the characteristics of the smart city governance through the multi-layer governance model, which includes administrative governance(AG), technological governance(TG), and global governance(GG). The results of the smart city governance are as follows. Multi-layered governance was modeled to enable cross-checking of each element of the propelling process and types of governance. AG has transitioned from a public partnership to a public-private people partnership(pppp) through a public-private partnership(ppp). TG has the characteristics of information communication technologies(ICTs) - eco technologies(EcoTs) - Spatial technology convergence including physical center, information software platforms such as the CCTV convergence center, and virtualization such as the cloud data center. GG aims at developing killer applications and ICTs-embedded space with intelligent buildings such as a smart city special zone to enable overseas exports. The smart city roadshow and forum have been developed as a platform for overseas exports with competition as well as cooperation.

Internet Governance from the Perspective of Global Information Society (글로벌 정보사회의 관점에서 본 인터넷 거버넌스)

  • Internet has changed global information society in many ways. Among others, combination of internet's technological characteristics and internet ecosystem has altered global information governance. This paper argues that internet governance is rooted in the multistakeholder model in which diversified actors including government, private sector, and civil society are connected closely. Players have increased a lot in the global information governance. In particular, civil society have more involved in the decision making process. In the international politics arena, power shift from intergovernmental organizations to civil international organizations has increased. ICANN and IGF(Internet Governance Forum) have played critical roles in internet governance. Internet governance shows new phenomena of global information governance.

  • This study examines the increasing influence of the private sorter in global media governance, which represents decentralization of international politics resulted from the rapid globalization in the areas of politics, economy and culture. Introducing a concept of the private authority which theoretically explains increasing power of the private sector, including transnational corporations and business associations in global governance, this study discusses how the private sector and its governance activities ran be recognized as legitimate as those of the state. Based on this theoretical discussion, the study examines what the Increasing role and power of the private sector In global media governance imply with regard to democratic accountability.

  • As e-commerce has led to profound changes in the way economic transactions are made and has spurred the rapid integration of global markets, governance of e-commerce has emerged as an important policy agenda around the globe. Given the broader social and economic implications of e-commerce, it is of no surprise that the rule-making process for global e-commerce has increasingly captured the attention of scholars. Despite the substantial contributions to understanding this process, a review of the literature reveals some weaknesses in the study of emerging forms of governance in global e-commerce. This paper addresses these weaknesses and proposes an alternative theoretical framework that underscores the role of ideas and discourse in the global rule-making process.

  • As neoliberal Globalization is reinforced, the debating of international stage about cultural market is heated up. People who insist market opening claim that cultural product has to be handled in condition such as other goods. However, the dissenter of cultural market-opening assert 'cultural exception' in goods trade because culture affects in individual and community consciousness and identity. The dispute encompassing cultural market raise the concept of Global Governance which presents theoretical frame about international society's decision-making and administration. Thus, this article explore international norms which encompass cultural market and its stakeholder through Global Governance frame. Specifically, first, this article review the theory of Global Governance. Second, this article examine international norms such as WTO, GATT, GATS, and also study its opponent who advocate 'cultural diversity'. Consequently, this article argue that the debating and conflict about cultural market should be resolved, not by hegemony state, by Global Governance frame which all stakeholder take part in.

  • Cyber crimes caused unpredictable damages by influencing targets with means such as hacking and virus in virtual space. In specific, they transcend time and space because of their anonymity and it is difficult to punish the people who are involved in crimes. To manage such cyber crimes, we need an international cooperative systems beyond difference in legal systems between countries and 'Global Governance' was prepared as a reasonable alternative. These days, governance has been presented as an important concept to explain changed social systems or changed roles of government. It was not just a concept to replace traditional government of a single nation, but to overcome new problems on social actions of humans. So it is expected that it can help prepare reasonable measures through cooperation both in individuals and systems, and public and civil sectors. To countermeasure cyber crimes in terms of global governance, we can prepare general investigation systems and professional human resources through civil and public assistance, and provide a base on which international cooperation systems can be established.

Policy Implications of Global Governance through Public Diplomacy Activities (공공외교활동을 통해 본 글로벌거버넌스의 정책적 함의)

  • While networks of many countries around the world are actively connected with the establishment of ICT-based infrastructure, diplomatic activities are also evolving into various diplomatic forms that are different from traditional diplomacy before. In particular, in the process, public diplomacy activities that focus on subjects other than the government and new diplomatic areas are accelerating. This study identifies the current state of public diplomacy that has emerged as a representative type of new diplomatic style and derives policy implications for the revitalization of global governance. The analysis was attempted based on data generated mainly on the main contents of various diplomatic activities by each entity, and the future direction of public diplomacy was sought. In particular, the subject of diplomacy is becoming more diverse, and most of all, various activities are being carried out based on the world stage due to changes in diplomatic means. Most of all, they understood that all the people are playing the role of private diplomacy, and that the roles and capabilities of local governments are becoming stronger. Global governance needs to be built to revitalize public diplomacy, and support policies need to be continued by expanding the role of public diplomacy and various topics.

A Study on Global Governance System for Effectively Achieving UN Millennium Development Goals (유엔 새천년개발목표의 효과적 달성을 위한 글로벌 거버넌스에 관한 연구)

  • This study seeks to improve the problems of analytical rigor and practical utility found in the concept of human security by examining ways to create a global governance system for the effective achievement of United Nations Millennium Development Goals(UN MDGs). This study regards poverty as the most fundamental threat to human security in order to achieve the analytical rigor of human security concept. At the same time, it also examines how to creating a global governance for achieving UN MDGs to improve practical utility of human security concept. The global governance system of MDGs should acquire global political representativeness, efficacy of policymaking process, and democracy within it. For these purposes, the creation of a "Global Summit for Development," the establishment of a more equal partnership between the states, international organizations, and NGOs, and institutionalization of operational and strategic cooperation among development institutions are proposed.

Tracing the Evolution of the Global Production Network Discourse: An Alternative to the Firm- and Industry-Centered Governance Analysis (글로벌 생산네트워크 담론의 진화: 기업 및 산업 중심 거버넌스 분석을 넘어서)

  • This paper reviews the evolution process of global production network(GPN) discourse, from its origin to the recent theorization, namely GPN 2.0. In so doing, the discursive formation of global production networks is introduced in comparison with a competing discourse global commodity/value chains, with particular attention to conceptual and analytical lacunae in the latter. This article also outlines how the global production network perspective has become a useful discursive and practical tool that allows the examination of the nexus of global economy, transnational corporations, and regional development. Subsequently, a theoretical dearth in the approach is discussed in reference to key critiques, and in this context Yeung and Coe's recent theorization GPN 2.0, which is centered on casual mechanisms and network configurations is reviewed. This paper suggests that the theory adequately addresses the problem of casuality lacking in its precedented conceptual framework, and that it helps exploring the formation and evolution processes of varied production networks(including intrafirm coordination, interfirm control, strategic partnership, and extrafirm bargaining) in connection with competitive dynamics and risky environments. As a result of the theorization, the difference between GPN and the chain approaches has become more apparent, and the idea of extrafirm bargaining is particularly important in the differentiation. Extrafirm bargaining is seen to be a comprehensive networking form inclusive of such GPN 1.0 analytical concepts as value, embeddeness, and power, and research attentive to, and engaging with, the extrafirm networks is expected to help transcending the chain governance approaches' analytical excess of interfirm linkages and industry-centeredness.
