Fraud and Error in the Social Assistance Program (국민기초생활보장제도 수급자격 적격성 연구 - 사각지대와 부정수급집단의 특성을 중심으로 -)

  • This paper tests the stigma hypothesis and administration hypothesis on the illegal take-up group and non take-up group in the National Livelihood Security Program. A set of survey data, using multinomial logistic model, was analyzed for this purpose. Compared with the legal take-up group, the feature of illegal take-up group which has more workable household supports the administration hypothesis - the low skill of means-test office would increase the possibility of benefit fraud. The features of non take-up group support both the stigma hypothesis - the stigma prevents eligible person from participating in the social assistance program, and the administration hypothesis - the administration office is apt to make error to deny the eligibility of person who has supposed family supporters.

Nutritional Survey for Working Females at a Factory (사업장(事業場) 근로여자(勤勞女子)의 영양실태(營養實態)에 관(關)한 연구(硏究))

  • For the purpose of the better dietary management and to emphasize of importance in nutrition education for 949 woman workers at the dormitory of wig factory in Seoul, the nutritional survey was conducted for seven days from August 13 th to 20 th of 1969. The survey included food and nutrient intakes, physical measurement, clinical findings and biochemical measurement were conducted for the randomly sampled 44 subjects. According to the survey results, their heights was under the standard and the 82% of the total subjects was the age ranges from 16 years to 20 years old. Their daily menu was not planned properly and the concept of 5 basic food groups was not utilized in their menu planning. The balanced meal should be emphasized in this factory. Calories and protein intakes are low compared with the recommended allowance and especially animal protein intake is low. Fat intake is only 8.8 grams for capita per day. Vitamins and minerals intake are also low. Clinical and biochemical survey indicated various vitamin deficiencies and anemia which is mostly due to the iron insufficiency.

A Study on the Improvement Plan through the Analysis of the Current Status of Production Facilities for Severe Disabled Products : Focus on the 2017-2018 survey (중증장애인생산품 생산시설 현황분석을 통한 개선방안 연구 : 2017~2018 실태조사를 중심으로)

  • The purpose of this study is to investigate the condition of the production facilities of severely impaired products for two years from 2017 to 2018, and to suggest ways to improve the preferential purchase system for the severely disabled comparison with previous study. As of June 2018, 267 out of 544 sites were research and analyzed. As a result, first, the average number of severely disabled workers is 16.51, and the total number of workers, disabled workers who participated in direct production, and non-disabled workers showed the trend of increase in 2018. Second, the average monthly wage of workers with disabilities participating in direct production increased slightly from 790,977 won in 2017 to 829,810 won in 2018. Third, Analysis of changes in sales of production facilities before and after designations showed that overall sales of production facilities increased after designations and after designations. Improvement measures include preferential purchase rate improvement and support for production facilities and purchasing public institutions, classification of roles of performance organizations, Clarification of the role of priority purchasing promotion committee for products produced by people with severe disabilities, complementing the minimum wage exclusion system.

Study in Occupational Exposure to Radiations and Radioactive Isotopes (방사선 및 방사성동위원소 근로자 피폭실태 연구)

  • This study aims to provide basic data for establishing the safety and health plan by investigating the exposure conditions in the facilities registering business about handling radiations and radioactive isotopes in Korea. dose levels(working space, worker location) of the workers in 153 facilities were measured using surveymeter, and individual exposure concentration[(shallow dose(SD), depth dose(DD)] in 27 facilities using thermal luminescence dosimeter(TLD). In accordance with the measurement results by business type[fire fighting prevention business(FFPB, n=10), financial insurance business(FIB, n=3) and other facilities(n=140)] using surveymeter, those three business type groups showed difference (p<0.000). Dose levels of worker location for FFPB and FIB were significantly higher than 10.0 ${\mu}Sv$/hr, the allowable standard for radiations and radioactive isotopes, and they were higher 109.3 times(p<0.000) and 187.5 times(p<0.000) than those in other facilities. The concentration of TLD[FFPB(n=10), other facility (n=17)] in DD of FFPB was significantly higher than that in other facility(p=0.05). In accordance with the analysis result on relationship between surveymeter and TLD, the dose on working space and worker location(r=0.406, p<0.05), worker location dose and SD(r=0.453, p<0.05), worker location dose and DD(r=0.553, p<0.01), and SD and DD(r=0.927, p<0.001) had all related each other. It is urgently required to change FFPB and FIB from the facilities requiring registration for handling radiations and radioactive isotopes to the facilities that shall get permission for handling radiations and radioactive isotopes by reestablishing the legal administration area, for safety and health of radiation occupants.

An analysis of the income impact of Self-Sufficiency training Program - by using Propensity Score Matching - (자활직업훈련 사업의 임금 효과 분석 - Propensity Score Matching 방법으로 -)

  • This study focuses on the following question; self-supporting training program increases participants' income compare to non-participants who have similar characteristics. This question is based on counterfactual assumption. In other words, this study concentrates on what the outcomes would have been if the participants were to be absent. This study adopts a quasi-experimental design. To overcome previous study's methodological weaknesses, especially selection bias, I applied matching procedure based on a propensity-score matching. Matching process was performed by using 'MatchIt' software. The major findings are as follows From Least Squares Regression analysis, I found the poor's income are significantly different according to age, pre-intervention earning, material status, and participation of training. Since the poor have homogeneous education level, education variable was not statistically significant. From the Simulation Quantities of Interest analysis, I also found that treatment group's expected incomes are lower than control's expected incomes. In other words, participation of training has a negative effect on the participants' earnings.

Frequency of Workplace Health Promotion Activites (일부 산업장에서의 건강증진 활동 실태)

  • The objective of this study is to describe the frequency of workplace health promotion activites. For this objective, questionaire was requested to 648 trainees of Korea Industrial Safety Corporation. Respondents' positions were safety manager, health care manager, or representatives of employee. Major findings are as follows: 1) Of responding workplaces, 66.2% supported the activities related to promote employees' health. The support rate was higher of Manufacturing and Tranport than others. And the lager workplaces had the higher support rate. 2) Most frequent activity is exercise program. But the prevalence of smoking cessation, stress management, nutrition education and women health care was very low. Major contents of support were to pay the cost of these activites and to equip the places or the facilities. 3) 24.9% had the non-smoking policy in the workplace. 98.6% equiped the places and facilities for employees. Mean number of facilities across all workplaces was 2.96 and that of exercise circles was 3.60. In conclusion, it was suggested that the stratege was needed to develop the Korean model for workplace health promotion on the basis of exisiting activites.

보건관리대행기관 산업간호사의 업무수행과 직무만족도에 관한 연구

  • 본 연구는 보건관리대행기관에 근무하는 산업간호사들의 보건관리업무실태 및 근무만족도와 이들간의 관계를 파악함으로써, 산업간호업무향상 및 효율적인 산업보건관리를 위한 기초자료로 제시하고자 시도되었다. 조사대상은 38개 보건관리대행기관중 24개 기관에 근무하는 산업간호사 118명중 97명을 대상으로 하였다. 연구기간은 '92년 5월부터 6월까지 설문조사를 실시하였으며 그중 89명이 설문에 응답하여 이를 분석 대상으로 하였다. 연구결과는 다음과 같다. 첫째, 보건관리대행기관의 간호사는 산업간호사의 일반적 특성과 비교해볼 때 기존 산업간호사와 유사하였다. 그러나 법정휴가를 받는다는 간호사가 59.1%로 더 낮았다. 둘째, 보건관리대행기관 산업간호사의 담당사업장수는 법적으로 30개 사업장, 2,000명의 근로자를 담당하도록 되어있는데 조사결과 법적기준인 보건관리사업장의 수를 담당하는 간호사는 57.1%를 차지하였고, 담당 근로자 수로 볼때는 2,000명이하가 29.8%를 차지하여 많은 산업간호사가 법적인 기준을 초과하여 산업보건관리를 대행하고 있는 것으로 나타났다. 셋째, 보건관리대행의 방문방법으로 교통편은 대행 기관차량을 이용하며, 간호사 혼자 산업장을 방문하는 것이 대부분으로 나타났고, 방문횟수는 100인미만이 월1회, 100인이상이 월2회로 규정된 것과 비교해보면 규정을 따르는 곳이 100인 미만의 경우 97.4%, 100인이상의 경우 86.4%였다. 또한 의사나 위생사는 방문을 안하거나 년1-5회 방문하는 것으로 나타나 보건관리대행의 주제공자는 간호사인 것으로 냐타났다. 또한 사업장 방문시 업무수행장소는 휴게실이나 사무실이 87.5%, 현장이나 수위실에서 하는 곳이 70.5%나 되어 뚜렷이 업무를 수행할 장소가 마련되지 않은 실정을 나타냈다. 네째, 보건관리대행에 근무하는 산업간호사의 애로사항은 사업장내에서는 조직과 체계상의 문제, 간호사 역할에 대한 인식부족, 권한과 자율성 부족 등을 들었고, 사업장 방문시에는 사업주와 근로자의 인식부족이 우선적으로 지적되었다. 또한 산업간호사는 보건관리 대행업무에서 사업장의 참여유도, 사업장 순회점검 및 개선지도, 보건교육, 건강상담이 우선적으로 실시되어야 한다고 하였다. 다섯째, 보건관리대행기관 산업간호사의 업무수행정도는 건강검진이나 직업병관리, 보건교육, 환경위생관리업무를 비교적 많이 실시하는 것으로 나타났다. 여섯째, 보건관리대행기관 산업간호사의 직무만족도는 전문적 위치나 상호작용, 업무요구등은 높게 나타났으나 보수와 산업보건관계자와의 관계등은 만족도가 낮게 나타났다. 또한 직무만족도에 대한 총화점수는 사업장근무자가 240점중 143.8인데 비해 보건관리대행기관 근무자는 230점중 129.61점으로 더 낮게 나타났다. 일곱째, 일반적 특성별 보건관리대행 산업간호사의 직무수행정도는 연령별 30세이상군이, 결혼상태별로 기혼군이, 경력은 1년이상인 군이, 근무시간 8시간인군이, 급여수준은 50만원이상인군이, 법정휴가가 있는 군이, 자질향상교육을 받은군이 담당사업장수가 30개이하인 군이, 더 높게 나타났다. 또한 연령군이 20-24군과 30세이상인군 (p<0.05), 결혼상태별로 기혼군과 미혼군(p<0.01), 급여수준별로 50만원미만군과 이상인 군(p<0.05), 법정휴가가 있는 군과 없는군(p<0.05), 자질향상 교육을 받은군과 받지못한 군(p<0.01), 담당사업장수가 30이하인 군과 31인이상인 군(p<0.05) 간에 유의한 차이를 보였다. 즉 산업간호사중 나이가 많고, 기혼이며 급여수준이 높고 법정휴가와 교육을 받고, 담당사업장수가 30이하인 군이 보건관리대행업무를 잘 수행하는 것으로 나타났다. 여덟째, 일반적 특성별 보건관리대행 산업간호사의 직무만족도는 연령별 30세이상군이, 결혼상태별로 기혼군이 경력은 1년이상인 군이, 근무시간 8시간인군이, 급여수준은 50만원이상군이, 법정휴가가있는군이, 자질향상교육을 받은군이, 담당사업장수가 30개이하인 군이 더 높게 나타났다. 또한 결혼상태별로 기혼군과 미혼군(p<0.01), 근무시간별로 8시간군과 9시간 이상인 군(p<0.01), 급여수준별 50만원 미만군과 이상군(p<0.05), 자질향상교육을 받은군과 받지 않은군(p<0.05) 사이에 유의한 차이를 보였다. 즉 산업간호사중 기혼이고 근무시간은 8시간이며 급여수준이 높고 자질향상교육을 받은 군이 만족도가 높은 것으로 나타났다. 아홉째, 보건관리대행기관 산업간호사의 업무수행정도와 직무만족도 사이의 상관관계를 보면 보수, 자율성, 업무요구가 높을수록 산업간호업무를 수행을 잘하는 것으로 나타났으며(상관관계 r>0.6, P>0.001), 전체적으로 총직무만족도와 업무수행정도와의 상관관계는 6346, P<0.001로서 만족도가 높을수록 업무수행정도가 높은 것으로 나타났다. 이상의 결과를 토대로하여 보면, 보건관리대행기관에 근무하는 산업간호사는 그 특성을 고려하여 업무도 사업장 근무자와 다르게 규정되어야 하며, 담당업무의 명확한 한계를 정해 중소규모사업장의 산업보건관리업무를 책임있게 수행할 수 있도록 뒷받침이 필요하다. 더불어, 직무만족도를 높일수 있도록, 산업간호사에 대한 다방면의 지원이 필요하다고 하겠다. 또한 보건관리대행기관 산업간호사는 나이가 많고 기혼이며 경력있는 간호사를 채용하고 근로조건을 잘 개선하면 직무수행정도가 더 높아질 것으로 보인다. 좋은 근로조건의 형성과 직무만족도 등을 높여 산업간호사의 직무를 효율적으로 수행할 수 있도록 하기 위하여는 보건관리대행기관에 관한 규정이 강화 보완되어야 하겠으며, 민간단체와 의료기관 뿐아니라 공공기관에서도 중소규모사업장의 보건관리업무를 담당하는 방향으로 전환하는 방안을 모색해 보아야 할 것이다.

  • The advent of private railroad corporations gave us many changes because of emphasizing on administration's effectiveness. The change has had an effect on safety management too. Most public railway corporations maintain their rolling stocks and facilities by their direct workers on the other hand, private railway corporations depend on outsourcing to cut down the cost of maintenance. But they have almost same safety management system. Therefore we try to study the difference between two type of corporations, especially workers' safety attitude and propose different safety management system depending on direct or indirect workers.

Influential Factors for the Turnover of Social Workers: Focusing on Comparisons between Social Workers and Others (사회복지사 이직 의사 영향 요인: 사회복지사와 비사회복지사의 비교를 중심으로)

  • The purpose of this study was to explore the institutional protection scheme to identify the factors influence physician turnover of social workers. The main reference comes from the 2014 research on wages and work conditions of Korea Institute for Health and Social Affairs. The result of the analysis shows that 33.7% of the social workers intend to change jobs and that the possibilities of changing jobs have factors in gender, age, education levels, job satisfaction, wage, and contractual factors. This result shows that in order to enhance support of underprivileged, the treatment of social workers needs to be improved. This research proposes settings of switching job position system through facility M&A and institutional development.

An Analysis of the Implementation of the Maritime Labour Convention, 2006, Through Port State Control (항만국통제를 통한 해사노동협약의 이행실태 분석)

  • The Maritime Labour Convention, 2006, (MLC) aimed to ensure decent working conditions for seafarers and entered into force on August 20, 2013. It was considered as the fourth pillar in the maritime sector. This paper evaluates how the MLC has been implemented in the field and what issues were addressed in the shipping industry. To achieve this, statistical analysis was conducted using inspection data of Port State Control (PSC) carried out by the Paris MOU and the Tokyo MOU during 2010-2012 and 2014-2016 for deficiencies under the MLC and International Labour Organization (ILO) No. 147 Convention. This study compared pre-2013 and post-2013 deficiency data according to ship's age, size (gross tonnage) and type. The results showed that, although the deficiencies reported by the Tokyo MOU during 2014-2016 were nearly double those from 2010-2012, the deficiency share against total deficiencies for the Tokyo MOU remained two thirds of those for the Paris MOU. This study suggests that the Tokyo MOU should strengthen its inspection efforts on MLC and ILO should provide clear references, such as guidelines and a unified interpretation for national discretions under the MLC for the purpose of harmonized PSC inspections. Additionally, it would be desirable to consolidate the deficiency coding system for the MLC by deleting the codes for the ILO No. 147 Convention, which was incorporated into the MLC. It would also be beneficial to add new deficiency codes for social security, including seafarers' leave and repatriation.
