Semantic Web-based Clinical Decision Support System for Armed Forces Hospitals (군 병원을 위한 시맨틱 웹 기반 진료 의사결정지원 시스템)

  • To improve the diagnosis and prescription for military personnel, it is required to adopt Clinical Decision Support System (CDSS) in armed forces hospitals. The objective of this paper is to suggest a CDSS for armed forces hospitals using semantic web technologies. To this end, we designed military medical ontologies and military medical rules which consist of the various concepts and rules for supporting medical activities. We developed a semantic web-based CDSS to demonstrate the use of the ontologies and rules for treating military patients. We also showed the process of semantic search for the medical records which are created from the semantic web-based CDSS.

Consideration Set and Typicality Determinants of Product and Brand Level (제품수준과 상표수준에서의 고려군과 전형성 결정요인에 관한 연구)

  • 소비자의 의사결정에 관한 대부분의 연구는 상표수준(brand level) 선택에 그 초점을 맞추고 있으나, 소비자는 제품수준의 의사결정상황에 자주 직면하게 된다. 따라서 본 연구는 제품수준(product level)에서의 의사결정문제에 접하게 될 때 소비목적을 달성하기 위하여 제품 수준에서는 환기군에서 유도된 고려군을 어떻게 형성하는지를 전형성의 개념을 이용하여 살펴보았다. 그리고 이를 통해 선택된 특정제품에 대한 상표대안들에 대하여 환기군에서 유도된 고려군이 형성되는 전반적인 과정을 제품수준과 연결하여, 제품수준과 상표수준에서의 고려군 형성과 대안평가의 차이를 비교하였다. 연구결과 제품수준의 경우에서는 대안평가기준이 상표수준보다 추상적인 속성을 이용하고 있는 것으로 나타났고, 상표수준의 경우에는 제품수준보다 구체적인 속성을 이용하는 것으로 나타났다. 또한 제품수준과 상표수준에 있어 전형성 평가기준의 영향력이 다른 것으로 나타났는데, 이상적 속성과 속성구조가 고려군을 형성하기 위한 대안의 전형성 평가에 많은 영향을 미쳤으며, 상표수준의 경우에는 공통속성이나 접촉빈도가 더 많은 영향을 미치는 것으로 나타났다.

  • The objective of this study is to subdivide the tactical considerations (METT+TC; Mission, Enemy, Terrain & Weather, Troops available, Time available, Civil considerations) through Delphi method and prioritize those via AHP (Analytic Hierarchy Process). Though it has been taken for granted that the tactical considerations were inevitable for decision making relating to military operations, their segmentation and priority have not been studied sufficiently in military. The data for Delphi method and AHP were based on interview with military experts and questionnaires answered by those. Six tactical considerations were segmented into 34 sub-considerations by Delphi, and Six tactical considerations and 34 sub-ones were prioritized through AHP in attack and defense aspects. If the research results will be embedded into database of automatic command and control system (e.g. ACTIS; Army Tactical Command Information System), effective decision-making process will get easier and faster.

Impact of Shared-Decision Making on Patient Satisfaction in Military Hospitals (군 의료기관에서의 공유의사결정이 환자만족도에 미치는 영향)

  • The purpose of this study is to provide an innovative way enhancing patient satisfaction in military hospitals by analyzing the impact of shared-decision making on patient satisfaction. The survey questionnaire has been distributed for a month in two hospitals with similar goals, serving for officers and men of the armed forces, and 514 copies has been collected for the study. The study found a positive association between shared-decision making and patient satisfaction. The results of the study suggest the military hospitals should allocate their resources on the fundamental issues such as improving quality of services they provide rather than reimburse the services to compensate the service the armed forces received from private institutions.

  • The defense innovation 2020 advanced topics which have to establish robust milatary are based on archiving defense innovation by selecting twenty-one main topics and eighties' sub-topics whose topics focus on defense innovation and defense circumstance in 2020. Although defense innovation 2020 which is to be advanced with defense basic policy need to decision making, it is specified in programming step by merging budget with plan. If the Defense Ministry archives decision making from initial plan step, although it archives group decision making in programming step at present, it will archive efficient affair. This study archives a group decision making of defense innovation 2020 advanced topics which were published in the Defense Ministry by applying Analytic Hierarchy Process in plan step. In addition, if the weights of the main topics are equal, the sub topics analyze how to be changed throughout sensitivity analysis and suggest the topics' priority rank throughout group decision making.

  • The ROK army has equipped ATCIS (Army Tactical Control Information System) for the Corps echelon to visualize the battlefield and reduce the reaction time. Due to the information&surveillance equipment, uncertainty and variance of the battlefield have been decreased. However decision making for the ground operations has not changed as it depends on knowledge of the commander and staffs. The War game process to select and assess the best CoA (Course of Action) also depends on the pros and cons due to the limitation of time and capability. For the balanced development between intangible and tangible military strength, a new decision making process which is quantitative and useful for the military is needed. In this study, we suggest a Fuzzy-AHP based decision making model to improve troop leading procedure which is useful to evaluate and reflect intangible characteristics of the battlefield.

  • This study suggests a method of command and control in modeling a combat situation. In particular, it presents the structure of an intelligent agent that may substitute for the current system of decision making in the military operation to lead a troop. Today the Korean military war game simulations emphasize on engagements, instead of command and control. This suggested principle will be a good foundation for the today and the future Korean warfare.

  • 1989년 12월, 소련 정부는 구체적으로 삭감된 약 7백10억 루블의 국방예산을 발표했다. 그러나 NATO의 평가에 의하면 소련의 군사비는 발표한 수치의 2배인 약 1천4백억 루블정도이다. 단기적으로는 병력수를 감축하고 각종 무기생산을 줄여서 얻은 절약비용이 동유럽과 몽골로부터 철수하는데 드는 비용과 이들의 재배치를 위한 추가비용으로 들어가게 된다. 소련 정부는 경제적인 석유독점과 종족 분규, 이에따른 법과 질서의 유지를 위해 군 개입의 딜레머에 직면할 것 같다. 이것은 군사비를 증가시킬 것이며, 또한 소련의 의사결정과정에서 군의 비중이 더욱 증가할 것 같다

  • The military leader makes an operation plan to accomplish combat missions. The current doctrine for an operation planning requires the use of simple and clear procedures and methods that can be carried out with human effort under adverse conditions in the field. The work in the process of an operation planning can be said to be a series of decision-making, and the criteria for decision-making generally apply mission variables. However, detailed standards are not fixed as doctrine, but are creatively established and applied. However, for AI-based decision-making, it is necessary to formalize the criteria and the format used. This paper first aims to standardize various criteria and forms to present a method that can be used in a semi-automated assist system, and to seek a plan to artificialize it. To this end, mathematical models and decision-making methods established in the field of operations research were applied to improve efficiency.
