Network Analysis of Korean legislators using Bipartite Network Projection (입법 발의안을 통한 대한민국 국회의원 네트워크 분석)

  • In study we analyze the network about the legislators in Korean National Assembly. We focused on 17th National Assembly since there were full of important changes in composition. Mutual cooperation is necessary to pass the bills beyond their given mission in legislation. In order to find out the relationship of legislators based on the introducing bills, total 5728 bills in 17th National Assembly, we used bipartite network projection. We can find who is a highly influential legislator and the difference between a ruling party and a main opposition party in aspects of cooperative behavior.

  • The purpose of this study is analyzing the network of the National Assembly based on the bill data in 18th, 19th National Assembly lawmakers submit to Committees. By using bipartite projection we find out a strong committee and understand the relationship of committees. We focused on bills that ten or more of the legislators propose and compare between the first opposition party and the ruling party, which accounts for more than 80% of the overall structure of the National Assembly. We point out an influential legislator and committee in the network. This result presents which committees and lawmakers have a significant effect on process of legislation. This work gives a reasonable source as qualified to judge whether the committee and legislators group enact positively or not.

A Social Network Analysis of Legislators' Activities on COVID-19 in the National Assembly: Based on News Articles (코로나19에 관한 국회의원 의정활동 네트워크 분석 - 신문 기사를 중심으로 -)

  • In the face of the prolonged Covid-19, this study conducted a network analysis to propose the policy direction for the Korean National Assembly to go forward. Using COVID-19 news articles, various types of networks were created and analyzed for the parliamentary activities of the Korean National Assembly related to Covid-19. Specifically, we utilize the co-occurrence and keyword information to generate two types of parliamentary networks: co-occurrence-based network and content-based network. In addition, a topic keyword-driven parliamentary network was constructed by using topic modeling. The results of the study are as follows. First, lawmakers in the ruling party had a wide range of topics regarding Covid-19, while lawmakers from other political parties had a limited number of issues covered. Next, a few representative legislators were identified as influential actors in most of the centrality indicators. Based on the research results, cooperation on diverse agendas related to Covid-19 should be promoted between lawmakers from various political parties. And representative legislators from both major parties should play a crucial role as intermediaries to increase communication between them.

  • In this paper, we investigate cosponsorship networks found in the 17th National Assembly of Republic of Korea. New legislation should be sponsored by at least 10 legislators including one main sponsor. Cosponsorship networks can be constructed, using directional links from cosponsors of legislation to its main sponsor; subsequently, these networks indicate the social relationships among the legislators. We apply Exponential Random Graph Model (ERGM) for valued networks to capture structural properties and the covariate effects of networks. We find the effect of the same party has the greatest influence on the composition of the network. Mutuality also plays an important role in the cosponsorship network; in addition, the effect of the number of elections won by a legislator has a small but significant influence.

In this paper, study for security National Assembly and the National Assembly Secretariat, at Library of National Assembly on legislative National Assembly for information security and network configuration, network and external Internet networks is to divide the internal affairs. Network separation in accordance with the movement of materials to use secure USB memory, the user has the uncomfortable issues. Problem analysis and security vulnerabilities on the use of USB memory is study the problem. User efficiency and enhance security.

A Network Analysis of the Library Bill Cosponsorship in the Legislative Process of the 19th National Assembly of Korea (도서관법안에 관한 19대 국회 입법과정의 공동발의 네트워크 분석)

  • The legislative cosponsorship network shows the legislative process of the National Assembly through the relationship between the members of the National Assembly formed by cosponsorship. This study focused on the library bill proposed during the 19th National Assembly term, and conducted the cosponsorship network analysis, the centrality analysis of actors of the National Assembly, and a subgroup analysis of keyword-centric networks. As the result of the study, the library bill's cosponsorship network was segmented according to political parties, and lawmakers who played an intermediary role in close proximity to other political party members had an important influence on the network. When restructured into a keyword-oriented network, the network structure segmented into political parties improved as members of different parties shared the same keywords and formed subgroups. Based on the results, it was suggested that a strategy for spreading and sharing policy issues based on core keywords rather than library legislation, centered on lawmakers who play a mediating role between parties, is needed to activate library legislation.

The Impact of Network Structure on Legislative Performance in Cosponsorship Networks (공동발의 네트워크에서 국회의원의 네트워크 구조가 입법 성과에 미치는 영향)

  • I investigated whether network structure of legislators affects legislative performance in a cosponsorship network. I presented the theoretical basis with network closure and structural holes, and analyzed the network in the 19th National Assembly of Republic of Korea. In the directed and weighted network, each tie means that cosponsors support the bill sponsors proposed. The performance was measured by the number of initiatives and the ratio of reflected legislation, and the network structure was measured by size, density, hierarchy, and constraint. I found that the legislators with brokerage structure have a lot of initiatives in making connection with many legislators in various groups and the legislators with hierarchical structure have the higher ratio of reflected legislation with the continuous and strong support from the members of their group. I also found that the network of ruling party lawmaker is more hierarchical than the network of opposition lawmaker.

  • 최근 7.7 DDoS 사건과 해킹 사건 등으로 국가기관의 정보보호에 관한 중요성이 대두되고 있고, 정보보호 관련 법률이 국회에서 논의되고 있다. 하지만 국회사무처의 정보보호컨설팅 결과 61.2점으로 매우 낮게 평가 되었으며, H/W, S/W분야의 평가에서도 보안성이 취약한 것으로 나타났다. 본 논문은 입법지원 기관인 국회사무처의 인터넷 네트워크와 사용 시스템 등에 대한 관리적, 기술적, 물리적 보안 요소에 대한 현황을 기밀성, 가용성, 무결성 등의 보안기준에 따라 파악하고, 이를 분석한다. 그리고 입법지원 기관이 갖추어야 할 인터넷 네트워크와 사용 시스템 등에 대한 보안 강화를 위한 설계를 연구한다. 본 연구를 통해 입법지원기관의 보안 현황을 분석하고, 사회적인 책임기관으로서 역할과 보안 강화를 위한 자료를 제공하고자 한다.

Who Would Amend the Procedural Rules in the Legislature, and Why? An Analysis of Legislators' motivations to Propose Amendments of the National Assembly Law in the 19th Korean National Assembly (누가, 왜 국회법을 개정하려 하는가? 제19대 국회 국회법 개정안 발의 분석)

  • This study analyzes the revision bills of the National Assembly Law in the 19th National Assembly in which the National Assembly Advancement Act was enacted, with the question "who are involved in the revision of the procedural rules, and what motivates them?" The cosponsor network analysis focusing on primary sponsors of the revision bills shows that the network was constructed by party affiliations. A small number of members with high degree centrality attempted to cooperate with each other at the cosponsoring stage, but the legislation did not pass through the related committee. In addition, this study tests the four competitive hypotheses (the committee hypothesis, the distributive politics hypothesis, the ideological distance hypothesis, and the partisan affiliation hypothesis) about the motivation to propose amendments by using the regression models which include newly measured variables. Only the committee hypothesis and the partisan affiliation hypothesis are empirically supported. This implies that partisan consideration is still significant in amending the National Assembly Law even after the National Assembly Advancement Act, and thus party leaders' willingness to seek bipartisan compromises is at the heart of problem-solving.

  • National institutions on the importance of information security is being recognized, information security laws are being discussed in Congress 3.4 DDoS incident and Nonghyup hacking, etc. However, National Assembly Secretariat when the results of the Information Security Consulting has been assessed very low 61.2 points, evaluation of hardware and software in secure areas were vulnerable. This paper, the legislative support agencies National Assembly and National Assembly Secretariat on the network and computer systems, and managerial, technical and physical security elements are analyzed for the status. And network should have the legislative support agencies and system for the physical network separation, DDoS attack response, Virus attack response, hacking attacks response, and Cyber Emergency Response Team/Coordination Center for Cyber infringing design and research through the confidentiality, integrity, availability, access control, authentication and security analysis is based on the evaluation criteria.
