A Study on the Improvement of NCS for Cadastral Field (지적분야 NCS 개선에 관한 연구)

  • The Korean government strives to transform the society from one that stresses academic and qualification to one that stresses individual competencies. National Competency Standards(NCS) has been adopted to this end. However, NCS classifies cadastre into a group with survey and spatial information collection. Such classification limits cadastre to encompass cadastral administration, cadastral survey, geospatial survey, etc. This study reviews current status and implications of NCS, and proposes few solutions: improvement of classification system, introduction of cadastral industry cooperation model, curriculum development based on competency level, unification between NCS developer and learning module writing group, etc.

  • Spatial information has been widely used for efficient land use and management, disaster management, environment management, infrastructure management, corporate marketing, and cultural assets management, and the need for spatial information is expected to be increased. For this reason, central government, local government and public institutions must establish a National Spatial Information System (Fifteen systems related to spatial information managed by National Spatial Data Infrastructure Policy office, NSIS) framework that guarantees high accuracy and quality. The NSIS will provide convenience usage of spatial information in the field of decision-making or civil support. However the current National Spatial Information System is mainly established with separate processes, which causes data redundancy, deterioration of information, passive opening, and sharing of the spatial data. This study suggests 4 standards, which has been derived by applying value-chain model to NSIS data flow, and they are ‘Production and Establishment’, ‘Integration and Sharing’, ‘Application and Fusion’ and ‘Release and Opening’. Based on these standards, the 15 NSIS were analyzed to draw out implications and reforming directions were suggested. By following these suggestions we expect more recent, consist, accurate, and connected National Spatial Information Service which will be more open to public and then satisfy the demands.

  • Digital map is very important digital geographic information which is the base for various fields such as building and using the geographic information system (GIS), planing the regional development, and etc. Therefore, it needs high accuracy. Then we offer the advanced technique which minimizes errors on digital maps, using the automated inspection through the whole figures. In addition this new technique raises the economical efficiency as well as accuracy applying the automated error detection method which can recognize, search and classify errors automatically.

  • Since the National Geographic Information System(NGIS) project of 1995, the geographic information projects have been promoted in various areas such as central and local governments. In the fact that large scale budget has been invested to geographic information projects as a national policy, the cost-benefit analysis would be essential to enhance the efficiency of the resource allocation. In this circumstance, this study analyzes the costs and benefits of geographic information produced by NGI(National Geography Institute). As a result of the cost-benefit analysis, the total amount of benefits were estimated approximately 620 million dollars and the accumulated ratio of the cost to benefit was 1 to 4.4. Also, the internal ratio of the benefit was 38%, which justified the large scale investment. In case of adding qualitative benefits which can not be measured in a quantitative term, the overall benefits from using such geographic information would be much higher than quantitative benefits. Further research work is required for more objective verification of the large scale national project such as building nationwide geographic information.

  • I would like to describe the contents of National Geographic Information System(NGIS), which is under constructing by stages fer improving the welfare of the people and the competitiveness of the country through the construction of spatial infra and the information-oriented land. The construction of NGIS Is a main enterprise of the 21 century Information-oriented land, also might influence on the real life of the people. Therefore, all the people in the related area such as Land surveying and the industry of Geographic Information System(GIS) should try to make the cinergy-effect and the information-oriented land by endless developing technology and improving the related systems.

  • National Geography Institute(NGI, National mapping agency) has been producing national basemap in automated process since middle of 1980's toward the systematic and efficient management of national land. In 1995, Korean government initiated a full-scale implementation of the National Geographic Information System(NGIS) Development Plan. Under the NGIS Development Plan, NGI began to produce digital maps in the scales of 1:1,000, 1:5,000, 1:25,000. However, digital maps of 1:250,000 scale, which are currently used for national land planning, were not included in NCIS Development Plan. Also, the existing laws and specifications related to digital maps of 1:250,000 scale are not clearly defined. It is fully appreciated that data dictionary will be a key element for users and generators of digital maps to rectify the existing problems in digital maps as well as to maximize the application of digital maps. There(ore this study proposed a feature classification system, which defines features that should be represented in digital map of 1:250,000 scale, and data dictionary as well.

  • 삼면이 바다인 우리나라의 국토환경에서 해양공간정보에 대한 국민들의 수요가 증가하고 다양해짐에 따라, 육상 및 해상의 지리정보는 관련기관, 민간부분 및 일반인에게 확산하여 부가가치를 창출할 수 있는 사회간접자본으로서의 역할이 요구되고 있는 실정이다. 이에 해양수산부는 제2차 국가지리정보체계 기본계획에 입각하여, 21세기 디지털 해양건설의 초석을 마련하기 위하여 해양지리정보 사업을 추진하고 있다. 본 연구에서는 해양지리정보체계(MGIS: Marine Geographic Information System)사업의 일환으로 해양기본지리정보에 관한 연구를 통하여 해양기본지리정보의 구축 시 필요한 필수항목으로 도출되었던 항목을 기준으로 데이터 모델링 및 데이터구축지침서를 작성하였다. 또한, 향후 NGIS의 통합을 고려한 국가차원의 해양기본지리정보 구성(안)을 제시하였으며 데이터의 품질기준, 유지관리를 위한 방안을 마련하였다.

  • According to Homeland Security Act of 2002, DHS in USA is comprehensively responsible for execution of protection methods on the public and private sectors against cyber attack for USA cyber crisis management. There are different laws and organizations according to the sector that is the public, the private, CII(Critical Information Infrastructure, or Non-CII in Korea. In this paper, we show the unified cyber crisis management of USA makes korea realize the importance to integration and systematization for the national cyber crisis management system.

  • The purpose of this study was to propose applicability of spatial data and quality check criteria for estimating damage from storm and flood. Using the data from the National Disaster Management System and National Spatial Data Infrastructure, spatial database for estimation of storm and flood damage has been mapped to each type of damage. This was proposed as the quality check criteria for damage analysis. Through this study, it is possible to utilize the spatial database for estimating storm and flood damage. The reliability of analysis results are ensured through the quality check criteria.

  • This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.
