The Optimal Project Combination for Urban Regeneration New Deal Projects (도시재생 뉴딜사업의 최적 사업지구 선정조합에 관한 연구)

  • The genetic algorithm (GA) and branch and bound (B&B) methods are the useful methods of searching the optimal project combination (combinatorial optimization) to maximize the project effect considering the budget constraint and the balance of regional development with regard to the Urban Regeneration New Deal policy, the core real estate policy of the Moon Jae-in government. The Ministry of Land, Infrastructure, and Transport (MOLIT) will choose 13 central-city-area-type projects, 2 economic-base-type projects, and 10 public-company-proposal-type projects among the numerous projects from 16 local governments while each government can apply only 4 projects, respectively, for the 2017 Urban Regeneration New Deal project. If MOLIT selects only those projects with a project effect maximization purpose, there will be unselected regions, which will harm the balance of regional development. For this reason, an optimization model is proposed herein, and a combinatorial optimization method using the GA and B&B methods should be sought to satisfy the various constraints with the object function. Going forward, it is expected that both these methods will present rational decision-making criteria if the central government allocates a special-purpose-limited budget to many local governments.

  • One of the main issues of government is the development of local areas which have been neglected while major capital was invested on Seoul and its satellite cities. Korean Ministry of Construction and Highway and other government departments are currently working together (or the balanced development of the local areas. Localization which is the balanced development of the Capital and local areas, can be achieved through the balanced development of local industry and technology. It is required to have a strategic approach to the construction technology improvement that is localized and eventually contributes the localization efforts. Construction technology that is associated with the local characteristics is the key factor of the balanced national development. This study includes defining the 'localization' through the investigation of national and international localization examples. Construction technology that reflects the local characteristics is studied in this paper. Local characteristics are identified by (1) surveying 'construction technology demand'; (2) measuring construction technology capability, and (3) studying on government regulation changes. 1'he results provide the fundamental Information for the development of the local construction technology.

  • 공유수면을 간척 또는 매립하여 국토를 확장하여 산업화 도시화에 따른 토지수요 용도변경에 대처하여 국가발전의 균형을 유지하는 목적으로 수행하는 간척사업 시설중 중요한 시설인 배수갑문은 외수(해수)의 차단 및 내수배제를 통한 침수피해 경감의 역할을 수행하고 있다. '02년 태풍 "루사" 등 수공구조물의 설계빈도를 초과하는 폭우 발생으로 인한 홍수피해가 발생하고 배수갑문 설계시보다 유입홍수량이 증가하여 홍수시 수위가 계획홍수위 이상으로 형성되는 경우가 많아 이를 해결하기 위하여 배수갑문의 확장사업이 실시되고 있다. 그 첫 번째 사업으로 아산만방조제 배수갑문의 확장을 실시하였다. 아산만방조재 신설 배수갑문의 위치가 연약지반으로 형성되어 있어 신설 배수갑문을 통한 방류시 고속의 수류로 인한 바다측 물받이공 하류부의 세굴이 발생할 가능성이 크며, 이로 인한 배수갑문의 붕괴 우려가 있다. 그러므로 이를 방지하기 위하여 배수갑문 하류에 정수지형 물받이공을 설치하여 고속으로 방류되는 방류수의 유속을 저감시켜 세굴의 발생이 최소화하여 안정성이 확보되도록 하였다. 정수지형 물받이공의 효과 및 안정성을 검증하기 위하여 3차원 수치해석 FLOW-3D모형을 적용하여 수평물받이공과 정수지형 물받이공의 유속차이를 비교분석하였다. 분석한 결과 정수지 말단부에서 정수지 시점부와 비교하여 유속감소는 최대 약 49%, 평균 약 39%의 유속 감세효과를 나타내는 것으로 나타나 정수지형 물받이공을 통한 세굴 감소효과로 아산만방조제 배수갑문의 세굴에 의한 안정성은 확보되는 것으로 나타났다.

  • 지방자치제도의 본격적인 실시로 인하여 성숙되어 가고 있는 지방화시대에 있어서 지방자치단체가 가장 필요로 하는 것은 지역의 경제성장을 통하여 지역주민의 복지를 향상시키는 것이라고 할 수 있다. 지역주민의 복지향상은 광범위한 부문에서 다양하게 나타날 수 있지만, 가장 기본적으로는 지역내의 고용을 안정케 하며, 지역내의 소득수준을 향상시켜 주민들이 높은 삶의 질을 경험하게 하는 것이라고 할 수 있다. 그러나, 지금의 우리현실은 자기 지역의 경제발전만을 맹목적으로 추구할 것이 아니라 이웃과 더불어 힘을 합쳐도 어려운 난관을 헤쳐나가기 어려운 처지에 직면해 있다. 따라서, 서로가 자기의 몫을 주장하면서 다툴 것이 아니라 힘을 합쳐야 할 시점에 도달하였다. 이러한 관점에서 본 연구는 지리적으로는 인접하고 있지만 정서적으로는 가깝고도 먼 전라남도와 경상남도가 고부가가치를 창출할 수 있는 특화산업의 적절한 배치를 통하여 높은 수준의 경제번영을 이룩하면서, 동시에 기존의 쌓여있는 지역감정의 벽을 뛰어넘어 동서경제협력을 이루고 궁극적으로는 동서화합을 도출할 수 있는 방안을 모색하려고 한다. 각 지자체에 적합한 특화산업의 육성은 인접한 지자체들이 상호의존적이라는 측면에서 여러 가지의 지역문제를 동시에 하결할 수 있을 뿐만아니라 한정된 자원의 합리적인 이용과 더불어 국토의 균형있는 개발을 가능하게 할 수 있다는 측면에서 많은 긍정적인 요소를 내포하고 있다. 전라남도와 경상남도가 지역에 적합한 특화산업의 육성을 통하여 동서경제협력을 유도하기 위한 방안으로는 우선적으로 역내의 산업구조를 고도화시키고, 산 학 연 관의 협조체계를 구성하며, 지자체간의 협조적인 게임을 유도하여 가시적인 빠른성과의 도출을 위한 방안을 모색하고 타 지자체에 입지한 경쟁력있는 특화산업에의 지역민의 투자를 유도하고, 공동브랜드의 사용 및 시장의 공동개척등을 고려할 수 있을 것이다.

  • The relocation project of the US military base in South Korea is a large-scale national project aimed at ensuring a stable presence of US troops stationed in South Korea and strengthening the future-oriented Korea-US Alliance by relocating the US military base scattered across the country to Pyeongtaek. The purpose of this study is to examine the classification of records produced by various agencies involved in the relocation project, including the MND USFK Base Relocation Office that is the main body of the project, and provide basic data for systematic records management in the future. This study aims to ensure the people's right to know and achieve the objective of the transmission of the military documentary heritage at a macro level.

  • This study analyzed the impact of securing nature-friendly public spaces on the healthy growth of children. Additionally, it examined the case of Germany to extract implications for Korea. The natural environment enhances children's play, physical activity, cognitive abilities, and overall happiness. Therefore, it is generally considered a necessary space that must be provided for domestically, especially for children who experience high academic stress and low levels of happiness. However, as evidenced by Germany's "Nature Experience Area Project," creating nature-friendly spaces for children requires legal support at the national level. Additionally, such projects should be integrated with key national policies. Furthermore, beyond interdisciplinary collaboration, caregivers must have a positive perception of the natural environment.

  • Since the country's opening to the world, China's rapid economic growth has resulted in strong demand for a wide variety of mineral commodities. During the same period, China's mineral production increased sharply. China's increased mineral production and demand affected the worldwide availability of minerals and metals, the market prices, and trade. Ministry of Land and Resources of China (MLR) planned to build as many as 10 strategic mineral reserve, including reserves of aluminium, copper, manganese, uranium, and other mineral that the country urgently needed. In white paper of China's mineral resources, China is planning the mineral resources conservation and its reasonable utilization, domestic supply increase of resources, activation of cooperative development with foreign partners, balance in resources development and environment conservation, and sustainable resources management as the mineral resources policies for the China's economic development.

Case Studies for the Establishment of Korean National Urban Park (사례로 본 한국 국가도시공원 조성 연구)

  • Although the 'Act on Urban Parks and Green Spaces' was revised in 2016 to provide a legal foundation for national urban parks, there was no further discussion or follow-up research for the implementation of national urban parks. This study investigates Korea's park and green space regulations and national urban park cases from across the world. It aims to analyze worldwide cases and set a course for a viable national urban park system in Korea. The importance and characteristics of national urban parks were evident after reviewing the cases of Japan, Sweden, Finland, and Canada, which have national urban park systems, and the United States and Germany, which aid city parks with national budgets. Each country determined the plans and procedures by assessing the scope of government intervention and the government's role. The importance of communication between the state and municipal governments and private sector participation and governance was recognized. A system was also formed in which local governments actively participate in the nomination, establishment, administration, and management of national urban parks. The results of this study are as follows. First, the concept of equitable national development should be implemented to activate the national urban park system. Second, the national urban park should be a land management tool that may be used to balance development and preservation. Third, a specific method of securing, constructing, administering, and operating national urban parks should be supplemented by the current legislative framework amendment. Furthermore, the establishment of a sustainable research institute is needed to comprehensively analyze parks and green space systems and make appropriate decisions.

The Stakeholder's Response and Future of Mountain Community Development Program in Rep. of Korea (한국 산촌개발사업에 대한 이해관계자의 의식과 향후 발전방안)

  • The mountain village development program in Korea started in the mountain villages, the 45.9% of total land and one of the typical marginal region, from 1995 to achieve the equilibrium development of national land and the sustainable mountain development in Chapter 13 in Agenda 21, and it has been accelerated to increase the happiness and the quality of life of mountain community residents through the expansion by province and the improvement of related laws and regulations. This study has been aimed to analyze the response of main stakeholder's -mountain village residents and local government officials - on mountain villages development, and to provide the future plan as community development. The survey and interview data were collected from the mountain villages which already developed 59 villages and developing 15 villages in 2003. The mountain village development program has achieved the positive aspects as community development plan in the several fields, - the voluntary participation of residents, the establishment of self-support spirit as the democratic civilians, the development of base of income increasement, the creation of comfortable living environment, the equilibrium development with the other regions. Especially the mountain residents and local government officials both highly satisfy with the development of base of income increasement and the creation of comfortable living environment which are the main concerns to both stakeholder. However through the mountain development program, it is not satisfied to increase the maintenance of local community and the strengthening of traditional value of mountain villages. Also to improve the sustainable income improvement effects, it is necessary to develop the income items and technical extension which good for the each region. In the decentralization era, it is necessary for local government should have the more active and multilateral activities for these. With this, the introduction of methods which the mountain community people and the local government officials could co-participate in the mountain villages' development from the initial stages and the renovation of related local government organizations and the cooperatives will be much helpful to the substantiality of mountain development program. Also it is essential for the assistance of central government to establish the complex plan and the mountain villages network for all mountain area and the exchange of information, the education and training of mountain villages leader who are the core factor for the developed mountain villages maintenance, the composition of national mountain villages representatives. In case the development proposals which based on the interests of the main stakeholder's on mountain community could be positively accepted, then the possibility of the mountain village development as one of community development will be successfully improved in future.

The Formation of Social Capital and Partnerships for Downtown Revitalization (도심 재활성화를 위한 사회자본 및 파트너십 형성)

  • Recently, attention has been drawn to the issue of local community revitalization. In the U.S., CDC(Community Development Corporation) has become a main vehicle for revitalizing dilapidated inner-city communities. Using the case of Philadelphia in the U.S., this paper investigates the way in which local community revitalization or downtown revitalization can be successfully achieved through the formation of social capital and public-private partnership. Futhermore, exploring the cases of West Philadelphia CDC and University City, this paper seeks to provide insight into the dynamics of successful community development. In order to examine the dynamics, this paper focuses on local governance in terms of both the reciprocal partnerships and the close networking among participating agents. The implications of the case studies of this research for the Korean context would be that the bottom-up approach starting from the local-scale community revitalization and local governance is very crucial and indispensable for the sustainable regional or national development.
