Common Criteria(CC, ISO/IEC 15408) is an international standard for evaluation of Information Suity Systems(ISS). There need a suitable evidence of estimation of evaluation cost in an evaluation facility under the CC-based evaluation and assurance scheme. In this paper, we propose an evaluation effort model, which is based not only on assurance-level but also on product-type of ISS, by means of real experience of real evaluators, use-ratio concept and the Function Point of security function. The model is based not on a real evaluation environment of evaluation facility, but on CC, public PPs and product specific STs. Our result might be used as a basic model for estimation of evaluation cost and time of ISS in an CC-based evaluation and assurance scheme.

UN 산하의 국제해사기구(International Maritime Organization, IMO)는 2016년 10월 24일 열린 해양환경보호위원회 70차 회의에서 2020년부터 선박에서 사용되는 연료유에 포함된 황함유량 허용치를 기존 3.5%에서 0.5% 이하로 제한하기로 결정했다. 따라서 2020년 이후부터 전 세계를 항해하는 모든 선박은 연료유의 황 함유량을 0.5% 이하로 낮춰서 운항을 해야 한다. 지속가능한 경영을 위해서 국제적 환경규제에 대응하여 각 선사의 상황에 적합한 해결책을 강구하여야

해상교통관제 시스템(VTS)는 선박 통항의 안전과 효율을 증진시키고 해상 환경을 보호하는 매우 중요한 역할을 하는 시스템으로서, 최근 국제적으로 e-Navigation을 지향한 최신 IT기술을 반영한 새로운 패러다임 형태로 활발하게 진행되고 있다. 이러한 국제적 변화와 더불어 국내에서도 차세대 VTS 개발이 진행되고 있으며, 물표 추적 및 융합 알고리즘의 국내 환경을 고려한 기술개발 필요성이 제기되어 왔다. 따라서 국내 환경에서 차세대 VTS를 개발하기 위한 추적 및 융합 알고리즘을 설계하고 이를 적용하기 위한 시뮬레이터를 통하여 국내 VTS 센터로부터 추적 및 융합 요구사항을 검증하고자 한다. 따라서 본 논문에서는 차세대 VTS인 u-VTS의 추적 및 융합 요구사항을 검증하기 위하여 시뮬레이터를 구성하고, 이를 통하여 추적 및 융합 성능을 분석하였다.

WTO의 출현으로 국제 무역환경은 더 이상 자국 산업 보호를 위한 방파제를 사용하지 못하도록 무역상기술장벽(TBT) 협정을 체결하였으며, 더 나아가서는 각국의 승인제도를 일치 또는 조화시키려는 상호인정협정(MRA)을 추진하고 있다. 이에 세계 각국은 새로운 환경 변화에서 자국의 이익을 극대화하기 위한 적극적으로 MRA를 추진하고 있는 상황이다. 또한 최근 중요성이 높아지고 있는 정보통신기기 MRA는 향후 우리나라 정보통신산업에 막대한 영향을 미칠 수 있는 요인이 되고 있다. 여기서는 정보통신기기 MRA에 대한 전반적인 이해와 더불어 특히 그 중요성이 부각되고 있는 APEC 정보통신 MRA의 최근 동향을 중심으로 살펴봄으로써, 국제적 환경변화에 대한 우리나라의 시사점에 대해서 살펴보고자 한다.

This paper puts forward protection strategies for the environmental problems of Busan coastline, providing theoretical basis and guiding standards for the tourism development and environmental transformation of the coastline. The order of research is to deduce the factors that affect environmental problems from the theoretical coastline development characteristics. The investigation method of spatial structure combined with time axis is adopted, and historical images and image processing techniques are used to find the characteristics of morphological changes of Busan coastline. The three types of natural coastline, artificial coastline and ecological restoration coastline are analyzed through the five factors that affect the fluctuation, extensibility, greening rate, concealment and vision of space. According to the above discussion, international competition examples are introduced to find solutions. Finally, environmental protection schemes are put forward from five aspects of tourism, accidents, development, culture and transformation. In the future research, it will focus on the transformation of coastline space to provide a more humanized activity space for coastline residents.

Bans on TBT based antifouling paints have been drafted since 1998 by meetings 42, 43, 45 and 46 for the MEPC (Marine Environmental Protection Committee) of the International Marine Organization, and decided finally at a Diplomatic Conference of IMO in October 2001. It was a key issue that there should be a global prohibition on the application of organo-tin compounds as biocides in Anti-fouling systems by Jan. 2003, and a complete prohibition on the presence of organo-tin compounds on ships by 1 Jan. 2008. This paper suggests a method to design International Anti-fouling system cretificate, Record of anti-fouling system, Endorsement of the Records, Declaration on Anti-fouling System, Port State Control and reform(legislative) associated a law.

A Protection Profile(PP) is a common security and assurance requirements for a specific class of Information Technology security products such as firewall and smart card. A PP should be included "TOE(Target of Evaluation) Security Environment", which is consisted of subsections: assumptions, treat, organizational security policies. This paper presents a new threats statement generation method for developing TOE security environment section of PP. Our survey guides the statement of threats in CC(Common Criteria) scheme through collected and analysed hundred of threat statements from certified and published real PPs and CC Tool Box/PKB that is included a class of pre-defined threat and attack statements. From the result of the survey, we present a new asset classification method and propose a threats statement generation model. The former is a new asset classification method, and the later is a production rule for a well formed statement of threats.

In a smart home environment that integrates IoT technology into a residential environment, the smart home hub provides convenience functions to users by connecting various IoT devices to the network. The smart home hub plays a role as a gateway to and from various data in the process of connecting and using IoT devices. This data can be abused as personal information because it is closely related to the living environment of the user. Such abuse of personal information may cause damage such as exposure of the user's identity. Therefore, this thesis analyzed the threat by using LINDDUN, which is a threat modeling technique for personal information protection which was not used in domestic for Smart Home Hub. We present evaluation criteria for smart home hubs using the Common Criteria, which is an international standard, against threats analyzed and corresponding security requirements.

지속적으로 발생하는 대형 해양사고에 대한 대처방안의 일환으로 진행된 국제해사기구에서의 조사 및 연구는 선박의 물리적 감항성 이외에 선박을 운영하는 인적자원의 과실에 주목하게 되었다. 이러한 인적과실에 대한 대처방안으로 1994년에 '1974년 SOLAS 협약'의 부속서로 '국제안전관리규약'이라고 하는 이른바 'ISM Code'를 채택하게 되었다. 우리나라는 1999년에 'ISM Code'를 구 해상교통안전법(현 해사안전법)에 관련 조항을 신설하여 시행하고 있다. 최근 개정된 해사안전법에서는 해운선사가 선박의 안전운항 및 해양환경보호를 위한 안전관리체제를 수립하고, 이를 이행하기 위한 사업장의 인적 구성원들이 갖추어야 할 요건에 대해서 규정하고 있다. 하지만 법률 이행당사자인 선박소유자 또는 안전관리대행업자 등은 조문내용을 해석함에 있어 명확하고 통일된 의견을 내지 못하고 있어 혼란을 야기하고 있다. 이 논문에서는 해사안전법상 안전관리책임자와 안전관리자의 자격기준 등에 관한 법률상의 문제점을 살펴보고, 이에 대한 개선방안을 제시하고자 한다.
