국가산업의 발전과 국민생활수준 향상에 따라 고압가스등 가스에너지의 이용분야가 확대되고 있는 현 시점에서 기술능력의 배양과 사고방지를 위한 노력의 필요성은 크게 증대되고 있다. 따라서 주요선진국은 물론 우리 나라를 비롯한 개발도상국에서도 가스안전관리에 관계되는 정책개선이나 입법체계의 개정 또는 규정의 제정 및 정비가 진행되는 등 세계적으로 법령 및 행정분야에서 예측할 수 없는 변화가 일어나고 있고, 국제적으로도 각국의 상호인정협정(MRA) 추진 등 세계적 표준화 기준의 개발과 인증 체제의 정립을 모색하고 있는 실정에 있다. 본 연구에서는 주요선진국의 가스안전법령체계의 비교와 입법동향을 조사해 보고 우리 나라의 가스안전관련 법령의 운영실태를 파악하여 향후의 가스안전관련 제도 발전을 위한 정책적 검토 시사점을 건의코자 하였다.

EC 통합을 목전에둔 선진국들은 앞다투어 ISO 9000시리즈를 채택, 활용하므로써 우리의 입장 또한 ISO 9000에 입각한 수출과 수입을 하지 않으면 안되게 되었다. 본란은 ISO 9000시리즈의 평가및 심사에 전문가인 캐빈쿠퍼의 지도교재를 위주로 공업진흥청의 국제표준화 활동 세미나자료(1992. 5)를 참조하여 정리하므로써 국내 기업들의 세계 각지역 경제블럭에 대한 수출전략에은 물론 관련기업의 품질보증체계에 참고자료로 삼고저 하였다.

This study is aimed at a basic infrastructure for realizing urban air mobility (UAM) and personal air vehicle (PAV), which have recently been high interest as new means of transportation. The development of UAM and PAV technologies is a field of a high added value that the world is competitively pushing for the world. However, the three most fundamental aspects are the establishing an aviation certification system, finding reliable manufacturers having advanced technical abilities, and the training/securing of professional manpower. Above all, the aviation certification system will be established for the first time. Based on the certification system, it will be possible to realize the government's policy goal of introducing new means of transportation, including the production of aircraft and to realize commercialization that meets international standards that satisfy conformity and compliance. In addition, finding reliable manufacturers, fostering professionals, and establishing an educating system for stable supplying of the professionals are main projects to become a leading country in the field.

Financial service industry has introduced and operated management systems such as information security management system (ISMS), personal information security management system, business continuity management system to protect and maintain suitably customer's financial information and financial service. This study started that it's desirable financial industry takes consideration of ISMS and it can be different types among various organizations taking consideration of culture, practical work, and guideline of information security. The study derives primary control areas of ISMS through analyzing non-conformity trends and control factors according to certification audit for finance-related organizations introduced international ISMS of ISO27001 which is well known and commonly applicable irrespective of areas in financial service industry. Through case analyses for five finance-related organizations operating ISMS, this study analyzed improvement effects of ISMS. It has a meaning as an initial research though it was difficulty in acquiring data for empirical study because of rare organizations maintaining certification in financial sector. As a result, number of non-confirmity from the first audit to three years' elapse was decreased every year. Physical and environmental security, communication and operations management, and access control having the highest frequency of non-conformity each presented 23%, 19%, and 17%, which reached 59% in total and they are derived into primary control areas. ISMS can fulfill technical, managerial, physical security issues, which have not been treated importantly in financial industry. In addition, this study presented that ISMS can be an effective management system applicable for financial service industry.

최근 국내외적으로 인터넷 기술 및 기반 시설의 증가와 이러한 인프라를 바탕으로 인터넷 뱅킹, 전자상거래와 같은 다양한 서비스의 이용률이 높아지고 있다. 그러나 이러한 시스템을 사용하기 위해서는, 서비스 제공 업체에게 일정의 금액을 지불해야 하거나 인증서 관리 및 확장에 있어 개발 업체의 규정에 준수해야 하는등 몇몇 불편한 사항이 있다. 따라서 본 논문에서는 국제 표준 규격을 따르며 편리하고 효율적으로 인증서를 확장할 수 있는 인증 체계와 중/소규모(small and medium) 인증 시스템에 적용할 수 있는 인증서 관리 시스템을 연구하고자 한다.

국가 사회 각 분야(정부, 공공기관 및 민간기관)의 정보보호시스템에 의한 정보처리 의존도가 증가하고 있으며 정보보호 수준강화를 위한 평가업무의 수요 또한 늘어가고 있다. 이에 발맞추어 현재 정보보호시스템 평가에 대한 상호인증을 위해 공통평가기준(CC : Common Criteria)과 공통평가방법론(CEM : Common Evaluation Methodology)을 사용하고 있다. 본 논문에서는 정보보호시스템의 신뢰성의 확보와 상호인증을 위한 지침으로써 CC와 CEM에 대한 변화과정 및 특징을 분석하였으며 앞으로 이를 반영한 국제동향에 능동적인 대처와 효율적인 평가에 기여할 것으로 기대된다. 또한, 평가참여자(평가신청자, 개발자, 평가자, 감독자 등)의 역할도 변화의 흐름에 유연하게 대응해야 하며 이러한 지식을 토대로 객관적이며 체계적인 평가계획을 수립하는데 이용할 수 있을 것이다.

This paper presents the methods to acquire the Safety Certificate from Independent Safety Assessment based on the IEC standard62279 which is commonly applied to railway system for Automatic Train Control(ATC) system in accordance with Urban Maglev project. This also shows approach methods and relative activities for project life- cycle to accomplish and ensure the system requirements of ATC system, RAMS and S/W quality activities. Furthermore, the key tasks conducted with ISA are noted in detail. These kind of activities for software quality of ATC system to obtain S afety Certificate could be a CASE model to improve the quality of domestic railway system and products, and also contribute to the growth of railway business and toward the achievement of overseas' railway signaling markets.

Nowadays, major advanced countries in aviation technology are putting their effort to develop commercial and civil Unmanned Aircraft System(UAS) due to its highly promising market demand in the future. The market scale of commercial and civil UAS is expected to increase up to approximately 8.8 billon U.S. dollars by the year 2020. The usage of commercial and civil UAS covers various areas such as remote sensing, relaying communications, pollution monitoring, fire detection, aerial reconnaissance and photography, coastline monitoring, traffic monitoring and control, disaster control, search and rescue, etc. With the introduction of UAS, changes need to be made on current Air Traffic Management Systems which are focused mainly manned aircrafts to support the operation of UAS. Accordingly, the legislation for the UAS operation should be followed. Currently, ICAO's Unmanned Aircraft System Study Group(UASSG) is leading the standardization process of legislation for UAS operation internationally. However, some advanced countries such as United States, United Kingdom, Australia have adopted its own legislation. Among these countries, United States is most forth going with President Obama signing a bill to integrate UAS into U.S. national airspace by 2015. In case of Korea, legislation for the unmanned aircraft system is just in the beginning stage. There are no regulations regarding the operation of unmanned aircraft in Korea's domestic aviation law except some clauses regarding definition and permission of the unmanned aircraft flight. However, the unmanned aircrafts are currently being used in military and under development for commercial use. In addition, the Ministry of Land, Infrastructure and Transport has a ambitious plan to develop commercial and civil UAS as Korea's most competitive area in aircraft production and export. Thus, Korea is in need of the legislation for the UAS operation domestically. In this regards, I personally think that Korea's domestic legislation for UAS operation will be enacted focusing on following 12 areas : (1)use of airspace, (2)licenses of personnel, (3)certification of airworthiness, (4)definition, (5)classification, (6)equipments and documents, (7)communication, (8)rules of air, (9)training, (10)security, (11)insurance, (12)others. Im parallel with enacting domestic legislation, korea should contribute to the development of international standards for UAS operation by actively participating ICAO's UASSG.

UAS and related technology have been mainly developed for military use but, in recent years, various types of civil UAS have been using in a variety of applications. For example, there are multicopters to shoot aerial photography, pesticide spraying unmanned helicopter, and in addition there are radio control (R/C) aircraft to be used for hobbyists. UAV has spread rapidly enough that permitted experts as well as the public can use it but the related safety regulations are not properly equipped. We investigated the status of domestic and international UAS certification system and airworthiness standards. And the trends in research for the development and modification of the certification system were studied in this paper. As a result, most countries have studied to develop the related regulations and especially ICAO has tried to develop RPAS manual, standards and recommended plans and modify the related ICAO annex through the research group, ICAO UASSG. Based on the manual and SARPs, authorities, related organizations and companies have prepared to develop and modify regulations in accordance with the actual situation of each country.

The Southeastern economic zone was centered on small and medium-sized manufacturing, but industrial changes and corona 19 caused the local economic downturn. This study presented the difficulties of companies related to the aviation specialization industry and suggested ways to revitalize the local economy in order to revitalize the local economy in the southeast region. First, aeronautical specialized parts companies need various support to improve the structural problems of passive industries. Second, the industry needs a systematic education system that develops products and technologies that meet international standards and conducts international certification education to support stable supply and demand of human resources by cultivating professional manpower for systematic project performance. Third, the industry needs financial and administrative support from the government to develop technologies and products that meet high standardization standards. In addition, it is necessary to provide support to systematically improve the limitations and difficulties of companies, such as finding and expanding customers of small and medium-sized companies and supporting investment for cost reduction.
