Domestic debates on 'international development' has hitherto been rather more focused on the narrow topic of Official Development Assistance (ODA) - therefore, practical and practice-oriented enquiries for the former's effective implementation have dominated the field as a result. However, such lack of foundational debates on 'development' has rendered the field inept to respond to the rapidly changing development landscape since the new millennium both globally and in Southeast Asia. With this particular problematique in mind, the paper argues for the utility of critical Southeast Asian studies in enriching theoretical debates in Korea's international development studies. In doing so, we analysed the trend of academic research published since 2000, of which theme concern international development with a specific geographical focus on Southeast Asia. The result shows that such publication and the thematic issues have witnessed rapid quantitative growth since 2007 - while the nature of the publications still clearly remained practical and practice-oriented for effective execution of ODA. We therefore propose the critical Southeast Asian studies to overcome the problematique above by emphasising more inter-/multi-disciplinary approaches that challenge the hegemonic paradigm in the field.

The job creation is one of the important issue from the public and private sector. For the job opportunity, the private sector would contribute to create plentiful opportunities for job-seekers. Especially, foreign donor countries has fostered the development consulting firm in the private sector with the legal and institutional support. As the result, it has played the important role to create the job opportunity for whoever want to find the way in the international development cooperation. However, South Korea does not yet make the environment as much as foreign donor countries. Hence, this study aims to analyze the case on fostering the development consulting firm in the international development cooperation to draw the political implication for South Korea. With this, the result of the study is significant to rebuild the index on the impact evaluation of the employment that is fit to the international development cooperation. Thus, foreign donor countries suggests that fostering the development consulting firms in the international development cooperation should be based on the political and institutional support, tied network, and sustainable supply of human resources. Indeed, the improvement of the index on the impact evaluation of the employment would contribute to correctly measure the impact from the development consulting firm in the private sector.

국제표준화기구 ITU-T에서는 SG17 WP3 그룹이 ID 관리 기술에 관한 표준화를 리드하는 연구그룹으로, 산하 6개의연구과제(Question)를 구성하여 관련 국제표준을 개발하고 있다. 이 연구과제들 중 Q.10에서는 ID 관리 기술의 구조와 프레임워크에 대하여 정보통신 환경에서 다양하게 응용될 수 있는 국제표준들의 개발을 담당하고 있다. 현재, Q.10에서는 앞서 언급된 분야로 총 4건의 국제표준을 제정하였으며, 총 12건의 표준초안들이 개발중에 있다. 본 논문에서는 Q.10에서 개발한 국제표준들과 개발 중에 있는 표준초안들에 대해 간단히 소개하고, 향후 추진방향을 제시하고자 한다.

자율운항선박 (Maritime Autonomous Surface Ship, MASS) 관련 기술이 전 세계적으로 활발히 개발되고 있는 가운데, 우리나라에서도 여러 국가 연구개발 과제를 통한 기술개발이 진행 중 이다. 한편 우리나라 기술 기반의 표준화는 미흡한 수준이다. 국내 선도 기술에 대한 국제표준기구(ISO) 국제 표준 개발을 위하여 자율운항선박 기술 분야와 연계되어 개발되었거나 개발 중인 ISO 표준 분석을 진행하였고, 이를 기반으로 육상제어 기술에 대한 표준화 검토 결과를 제시할 예정이다.

자율운항선박의 상용화 및 운항을 위한 기술 인증기준, 운항 법적 근거, 보험제도를 마련하고 국제기구의 효과적인 대응전략을 개발하여 자율운항선박 도입의 기반 마련하기 위하여 자율운항선박 국제표준화기술개발 과제가 수행되고 있다. 본 연구에서는 자율운항선박의 기술이 개발되어 국제해사기구(IMO)의 의제화가 되는 절차와 국제표준화기구(ISO, IEC 등)의 표준개발이 완료되기까지 하나의 협력체계로서 효율적으로 완성이 되기까지의 일련의 과정을 보인다. 특히 수립된 협력체계가 체계적이고 효율적으로 운영 되도록 중장기적 관점에서 전략을 수립하고 개발된 기술이 산업계까지 연결되어 활성화 되도록 하는 플랫폼의 구축과 운영에 관하여 제안하고자 한다.

1960년대 이후 전투기의 개발 및 생산에 소요되는 비용의 계속적인 급상승으로 초 강대국이 아닌 이상 한 나라에서 전투기의 개발을 독자적인 사업으로 추진하기에는 어렵게 되었다. 따라서 군용기의 국제공동개발이라는 조류가 최근 들어 강하게 대두되고 있다. 여기서는 국제공동개발의 발전과정과 공동개발의 조건 및 한계에 관하여 논하였으며, 마지막으로 현재 진행중인 국제공동개발의 실예를 설명하였다

본 논문에서는 국제우주정거장 (International Space Station; ISS) 개발을 위한 필수 요건인 데이터 인터페이스 기술을 습득하고자, 국제우주정거장에 부착되는 탑재모듈 (Payload)과 인터페이스를 위한 요구사항을 분석/설계하였으며, 이를 검증하기 위한 시뮬레이터의 개발결과를 소개한다. 국제우주정거장과 탑재모듈간의 데이터 인터페이스를 정의하고 구현함으로써, 추후 여러 가지 탑재모듈 개발 시 표준 데이터 인터페이스에 대한 기술을 확보할 수 있으며, 탑재모듈의 특성이나 국제우주정거장의 구체적인 기능에 대한 추가 연구를 통해 탑재모듈 개발 ETB (Electrical Test Bed) 로서의 기능도 수행할 수 있을 것으로 기대된다.

국제항로표지협회(IALA)는 항로표지 국제표준을 개발하기 위해 항로표지의 설치 및 관리를 주관하는 기관으로 구성된 비정부 간 국제기구로서, e-Navigation을 고려하여 항로표지 분야의 정보 표준 개발을 위해 국제수로기구(IHO)의 S-100 표준을 적용하기로 결정하고, S-200의 이름으로 표준개발 작업을 수행하고 있다. 이 중에서 S-201 AtoN 표준은 항로표지 정보 담당기관이 관리하고 있는 항로표지 정보를 교환할 때 적용할 수 있는 표준으로, IALA가 IHO와 협력하여 중점적으로 개발하고 있는 표준이며, 해양수산부와 선박해양플랜트연구소는 IALA와 S-201 표준개발 협력에 합의하고, S-201 표준개발 작업을 진행 중에 있다. 본 논문에서는 S-100 표준의 기본 개념과 함께 IALA에서 개발 중인 S-201 개발 경과를 소개하고, S-201 표준 개발로 인해 예상할 수 있는 기대효과를 정리하였다.

국제수로기구(IHO)는 수로데이터의 상호 운용성 확보 및 활용 증진을 위해 ISO 19100 지리공간 정보 표준을 수로분야로 확장하여 S-100(범용수로데이터모델) 표준을 개발하여 현재 2.0 버전에 이르고 있으며, S-101 차세대 전자해도 표준을 포함하여 전자서지 및 동적 수로정보 등의 다양한 표준을 개발 중이다. 한편, 국제해사기구는 e-Navigation 전략 추진을 위해 전략이행계획(SIP)를 개발하고, e-Nav 정보표준인 CMDS를 S-100 표준을 기반으로 개발하기로 결정 하였으며, 국제항로표지협회는 AtoN, IVEF, AIS-ASM, 측위 인프라에 관한 S-20X 표준개발을 진행하고 있다. 우리나라의 해양조사 및 수로도서지 간행을 담당하고 있는 국립해양조사원은 S-100 표준 기술을 확보하고 국가 수로국으로의 역할 수행을 위해 S-100 수로데이터를 구축할 계획으로 있다. 본 연구에서는 S-100/S-10X 표준개발 현황 및 우리나라의 차세대 전자해도 개발 계획을 검토하고, 해사안전, e-Navigation 및 VTS 분야 관점에서 시사점을 정리 하였다.
