The guard system in the last period of the Joseon Dynasty, established at the time of the struggle of invading world powers and the loss of the Dynasty rights, was strengthened to protect the Royal family and the Dynasty from the attacks of foreign powers. While investigating both the military system and the guard system from the beginning of King Gojong's direct royal governing to the time of Japanese annexation of Korea, we realize that the Joseon Dynasty not only lost the support of the public but also had little power to cope with the aggression of foreign countries. The reformation and strengthening by Daewongun, King Gojong's father, was made in preparation for King Gojong's direct royal rule. Nevertheless, the intervention of foreign countries in the domestic affairs of the Joseon Dynasty got worse. As opposed to their intervention, Queen Minbi had engaged in politics, which resulted in murderous attempts on her. The Joseon Dynasty had tried to reform and intensify the guard system. New names such as Muwiso, Chingunyeong, and Siwidai, had been given respectively. Such reformation and intensification had little effect because of two successive victories at the Sino-Japanese War and the Russo-Japanese War of Japan. Japan occupied the Joseon Dynasty by force after all. The guard system of Daehan-jeguk(the Empire of Korea) was eventually incapacitated; an army in the cause of justice was raised instead. However, The state of things and the guard system at that incapacitated period gives a good lesson for the establishment of a modern guard system at the present day.
This study selects political and military decision factors of Participatory Government's Wartime Operational Control(OPCON) Transition and analyzes, both quantitatively and qualitatively, the effects and relations between those factors. Previous research utilizing the Analytic Hierarchy Process(AHP) selected their decision factors based on academic data and field experience, requiring more objective analysis of the factors. For this study, we conducted a survey among security subject matter experts(SME) both online and offline. The results show that OPCON transition's decision factors were to 'recover military sovereignty', 'set the conditions for peaceful reunification' and 'improve ROK image through enhancing national power' which differs little from the previous AHP method studies. It also showed that 'recover military sovereignty' and 'set the conditions for peaceful reunification' had no relationship to each other and that the key factor that decided the OPCON Transition was actually 'recover military sovereignty' which represents the interest of the liberal party in ROK. This study finds its meaning by analyzing the decision factors of Participartory Government's OPCON Transition thorugh Delphi and DEMATEL method.
In the face of climate changes and economic crisis, nations across the world spare no efforts to identify new growth engine industries and lift the domestic economy by promoting green technologies and tightening environmental regulations. The Korean government also tries to create and promote new growth engine industries. As part of these efforts, it launched the New Growth Engine Fund in 2009, a private and public initiative to support small- and medium-sized companies that own promising new green technologies. However, it has a limitation on making investment in the fund due to the global economic crisis, the significant size of necessary capital investment and the difficulty of finding investment companies. The lukewarm response of the private sector arose a need to change the fund management method. Against this backdrop, this paper aims to propose efficient strategies of managing various funds such as cooperation fund between the central and local governments, incubator fund financed by the government and financial institutions and win-win cooperation fund for the government, large companies and partners as a means of developing and supporting new growth engine industries in a sustainable way. The importance of this research lies with the proposition of various funds that can be used to implement the government's strategic goal of developing new growth engine industries.

Based on this, have a new understanding of the value of the Homeland Defense Reservists as fundamental measures as the fourth-generation war threat and supplement related systems. We can firmly refuse the balance of power and power shift of the Korean Peninsula through improved Homeland Defense Reservists. As the expected North Korea's the fourth-generation war threats, our Homeland Defense Reservists is a firm will of conduct war, and political-social-economic-military means, it is possible to display as the best alternative.
The Jade Investiture Books in Joseon Dynasty shows diverse facies with various petrographic characteristics to green and white based on color. In lithologically, the green rocks are jade composed of calcite and serpentine, and the white ones are marbles consisting mainly in crystalline calcite. As a result of X-ray diffraction of jade rocks, the more green in color, the more increased intensity of serpentine appears. Therefore, the grade of jade is correlated with contents of serpentine. The Jade Investiture Books owned by the National Palace Museum of Korea are subdivided with 104 (41.3%) books made by only jade rocks, 98 (38.9%) books made by only marbles, and 50 (19.8%) books mixed with jade rocks and marbles. Among the mixed ones, 47 (18.6%) books consisted mainly of the marbles. This result shows the superior marble books occupy more than half of the total books. The Jade Investiture Books made in early Joseon Dynasty are composed of high grade jade. However, the grade of jade had decreased as the kings changed in process of time, and the composition of marble had increased in reverse proportion of jade. The quality of letter pigments, metal accessories and fabrics also had decreased with jade. These trends are reflected in the aspect of society such as weakening royal authority, national power and finance with the course of time. The jade of the books has different mineralogical characteristics from some modern jade produced in Chuncheon nephrite and Buyeo precious serpentine in Korea. Meanwhile, there is ancient literature that described quarries from Namyang in Hwaseong of Gyeonggi province. This area has a wide distribution of gneiss, limestone and limesilicate rocks are interbedded between muscovite schist. The limesilicate rocks contain diopside, which produced serpentine through alteration. It has possibility to make the Jade Investiture Books using these small amounts of jade through mining activity.

In the early 2000s, the Korean government first attempted to acquire nuclear-powered submarines as strategic assets. Acquisition of nuclear-powered submarines must overcome the challenges of the initial costs and operating costs of trillions of US dollars per ship, must be agreed to by the international community (including neighboring countries) and in a national consensus, and must have an established technical infrastructure (including manpower). The US navy has been working with governments that want to acquire nuclear propulsion warships since the 1950s, and in 1982, they enacted an executive order called the United States Naval Nuclear Propulsion Program to consolidate efforts and prepare for the future, which sets out the organizational structure, authority, and responsibilities of US governmental management, and integrates national efforts. This paper is to gain valuable wisdom from the U.S. Naval Nuclear Propulsion Program by analyzing all of its histories and contributions, thereby providing valuable lessons for a future program in Korea. It might not be possible to follow the U.S.A. one-on-one because of the scale of national and military forces, but at least we can avoid time and effort spent on trial and error.

Despite the numerous graduates being produced in practical music and history, which have not been shorter than 30 years, the employment of students remains an unsolvable task. Most graduates are employed by private institutes as music instructors or got involved in band activities, which are non-regular work and not stable. The rapid development of K-pop along with national strength has changed our lives as well. As a result, the cultural and artistic fields, which were previously recognized only as luxury, have rapidly become popular. In the form of learning, internalized and experiencing, not just watching has a huge impact on improving the quality of our lives. This is reflected in national policies including the operation of cultural arts, education programs in elementary, middle, and high schools, and art programs designed to improve the welfare of residents at local community centers. It is time to expand its job-horizon to the relevant fields, and thus focus on promoting programs related to obtaining certificates to help our students find jobs. In addition, the government should create a course for music teacher certification in the field of practical music that differs from the current music teacher certification of secondary schools. It is very urgent to establish the teaching course in four-year universities or graduate schools of practical music education.
This study analyzes the behavior of China in the international context of East Asia based on the in-depth understanding of Confucian Sino-centrism. The rise of China is a dream to be realized for Chinese while actually it is regarded as new threats for the neighboring countries. It is therefore no surprise that the neighboring countries that once subordinated themselves to China voluntarily feel threatened by the resurrection of China. The reason is that China is pursuing hegemony based on China's stronger power rather than seeking culture and morality as they did in the past. The new hegemonic pattern seems not to contribute to the China's profit, only to increase the tension among North East Asia. That's because the neighboring countries are active in expanding military expenses with strengthening ties with the US. In this context, is it possible that China can rise gently without threatening the neighbors? There must be a way. It is that China will be born as a superpower with Confucian morality as the way the Confucian Sino-centrism is intended. When the neighboring countries are impressed by the way the China treats them with moral virtues, the leadership of China will be strengthened of itself. It is the most desirable way of realizing the dream of China.
In Korea, utilizing and protecting the ocean from the sea on three sides can be considered the basis of national power. Recently, it has been distributed to IOT and 5G networks, and attempts to provide various information based on telecommunication infrastructure are continuing in the public and private sectors. In this study, an online survey was conducted with the aim of improving the services of marine information services (KOMC, safe and open seas) provided by the Government Agency for Oceanographic Research. Through an online survey, the survey was conducted on sites that are mainly used to survey people's need for marine information and to collect information. In addition, the survey was conducted on the UX, UI problems and improvements of KOMC, open and safe sea sites provided by the National Oceanographic Research Institute. The awareness and experience of marine information service by the Korea Oceanographic Research Institute were confirmed. Later, the previous steps of FGI also examined the usability of various users after allowing them to use the actual service. Here, the experience of collecting marine information from actual users was investigated, not just by looking at and evaluating the design of the service website and application. As a result, users presented a variety of opinions related to marine information services, including accessibility, reliability of information, providing media, and importance of information provided. The findings could be used as data to identify ocean-related data and ways to provide information required by users of various age groups and occupational groups.
The U.S.-led international order, sustained by overwhelming national power since the end of the Cold War, is gradually being restructured from a unipolar international system to a bipolar international system or a multipolar international system, coupled with the weakening of U.S. global leadership and the rise of regional powers. Geopolitically, discussions have been constantly raised about the security instability that the reshaping of the international order will bring about, given that East Asia is a region where the national interests of the United States and regional powers sharply overlap and conflict. This study aims to critically analyze whether security discussions in Korea are based on appropriate crisis assessment and evaluation. This paper points out that the security crisis theory emerging in Korea tends to arise due to threat exaggeration and emphasizes the need for objective evaluation and conceptualization of the nature and the level of threats that the restructured international order can pose to regional security. Based on the analysis of changes in conflict patterns (frequency and intensity), occurring in East Asia during the periods divided into a bipolar system (1950-1990), a unipolar system (1991-2008), and a multipolar system (2009-current), this study shows that East Asia has not been as vulnerable to power politics as other regions. This investigation emphasizes that the complexity of Korea's diplomatic and security burden, which are aggravated by the reorganization of the international order, do not necessarily have to be interpreted as a grave security threat. This is because escalating unnecessary security issues could reduce the diplomatic strategic space of the Republic of Korea.
