Improving Welfare Decentralization in Korea (사회복지 지방분권 개선방안 연구)

  • This study investigates the problems of welfare decentralization reform implemented by Roh Mu-Hyun Administration and examines a policy direction for improving the decentralization. The reform has caused various problems. Local governments have suffered from heavy financial burden. Some social services, devolved into local governments, have not adequately provided as before. In addition, fiscal disparity among localities has increased. To deal with these problems, experts have proposed several plans, such as restoring the devolved programs to national subsidy programs, inventing a new social welfare grant, or introducing block grants. This study suggests that some of the devolved welfare programs should be restored to the national subsidies, since they cannot be maintained properly by local governments. Also, we need to adjust financial responsibilities between the central and local government in the national subsidy programs. Introducing block grant can be one satisfying solution to enhance local autonomy while maintaining the financial responsibility of central government. In some national subsidy programs, the financial contribution by the central government should be increased to alleviate financial burden of local governments.

The Responsibility of the State for Financing of the National Health Insurance (의료보험 재정에서의 국가 책임)

  • The finance of the National Health Insurance(NHI) in nearly every Nation in the world has been traditionally based on premiums of the workers and employers. But in Korea, the government has been guaranteeing financial supports to regional health corporations. After the unification of the different corporations in the NHIC, the government will not have to give financial support to the NHIC. Then this will be a serious financial challenge to NHIC, which has usually had financial deficit. The purpose of this paper is to review the problems of the premium based financing of the NHI and to exam whether such problems will be solved through the financial support from the state to the NHI. The analysis in this paper focused on five viewpoints; 1) work relatedness 2) redistribution effect 3) financial burden of business firms through the premium 4) risk pooling 5) management hegemony of the NHI. As a result, it was found that there are many problems in every five aspects and these problems could be solve through the financial aid from the state. But, it does not without any restriction mean to suggest that the financing mode of the korean NHI should be wholly transformed to a tax based financing mode. Because there are many things to be considered in oder to alter the financing mode of the NHI. Nevertheless, this paper would give a logical background to enlarge the financial aid form the state to NHI, or at least, to maintain it at a present level.

A Critical Study on Welfare Decentralization of Roh Government (참여정부 복지분권화에 대한 비판적 고찰)

  • There has been a continuous debate on decentralization of welfare. The proponents of decentralization argue that it will enhance the autonomy of local governments and the efficiency in the provision of service. However, the opponents argue that it will lead to the welfare reduction and the increased inequality among localities. This study attempts to deal with the question, focusing on the evaluation of decentralization reform of Roh Government. The main results are as follows: After the decentralization, local governments has undergone hardships in financing the welfare service, while there is no clear evidence that the local autonomy has enhanced. In respect of fiscal role-sharing, local duties has significantly increased because of the insufficient grants-in-aid for decentralization and inappropriate formula in assessing the grants. In respect of functional role-sharing, the decreased role of central government made it difficult for local governments to provide enough residential institution for the elderly and the disabled. To improve the decentralization reform, deliberate reclassification is needed to decide which item should be transferred to localities. Regarding the characteristic of the projects, social services could be transferred in the long run, while central government should take more responsibilities for the income guarantee and protection for the disadvantaged.

Political Finance and Party Discourse: Change of the German State Funding System for Parties (정치자금과 정당담론: 독일 국고보조금제도의 변동)

  • This article deals with the problem, of wether the change of party discourse influences the change of the political finance system and the change of political finance system again effects the political discourse. The political finance and state funding system for parties in Germany is a product of political debate and conflict from the 1960's to th 1990's. The introduction of the state funding system faced critical public opinion at the beginning, and the German parties have initiated a discourse building process as the initiator role and major actor. The state funding system for parties has changed three times and shows, how the constitutional interpretation became dominant in parliament and the constitutional court, which considers a party as a fundamental and essential institution in a democratic system.

Current Status and Policies for Improvement of Korean Water works Based on the Analyis of Revenue and Operation Costs (최근 세입·세출 분석을 통한 우리나라 수도사업의 현황 및 개선방안)

  • To understand the financial situation of waterworks, the revenue and operation cost from 1996 have been analyzed. The budget of waterworks was 3,775 billion won in 1996 and grew up to 5,774 billion won in 2007. The budget has grown about 1.53 times during 11 years. Based on 2007, total cost for supplying water, rehabilitating old facilities and returning debt and its interest was 4146 billion won. The cost was recovered by 2,825 billion won of water revenue, 827 billion won of various fees revenue, 571 billion won of financial grant and 89 billion won of loan. Until 2007, the 15.3% of operation cost for waterworks was covered by government grant and loan. The renovation cost for old non-efficient facilities was 1,356 billion won in 1996 and was 1,486 billion won in 2007. The renovation cost was not increased remarkably during 10 years. Since the total operation cost was increased about 1.5 times, the percentage for renovating old facilities was decreased from 36% to 25.7%. This trend need to be alerted because the renovation has been slow down when the facilities for water supply need more rehabilitation.

A Case study on Structure and Mechanism of Local Development Project in Korea (기초 생활권 단위(시, 군)의 사업 추진실태와 개선과제)

  • This article is researched to analyze what kinds of projects were conducted by the special grant, the balanced development special account(BSDA), and the municipal projects in the case of Sangjucity and Seochengun, in the introduction time of the bock grants of BSDA and the municipal development plan in 2010. Furthermore this study presents the problems and the direction of improvement. For the territorial integration of a regional development in long-term, I suggest that the spacial grant and BSDA are necessary to be integrated because of ambiguous difference. And also the block grants of current 24 projects in 7 groups should be reclassified as the concept and the functional feature of pluralistic rural development.

  • 토지이용의 고도화에 따라 비점오염원 부하는 증가하는 추세이며 기후변화에 따른 강우강도 증가 등으로 지표면에 축적된 고농도의 비점오염물질이 하천으로 유출, 수질오염을 가중시키고 있어 비점오염원 관리가 필요하다. 환경부에서 효율적인 비점오염원 관리를 위하여 2004년부터 현재까지 3단계에 걸쳐 비점오염원 관리 종합대책을 수행하고 있으며, 2008년부터 비점국고보조사업을 추진하여 비점오염저감시설 설치를 통한 수질개선 및 수생태계 건강성 확보에 기여하고자 하였다. 이에 본 연구는 비점국고보고사업을 통해 구축된 비점오염저감시설을 대상으로 시설 설치 및 운영 현황과 강우시 비점오염저감 효과 분석을 통한 시설의 평가를 수행하고자 한다. 연구대상시설은 시범시설 및 국고보조시설 총 70개소로 2005~2017년에 준공되었으며, 2016년부터 현재까지 총 4년동안 진행된 모니터링을 바탕으로 연구를 수행하였다. 시설의 용량은 34~97,000㎥의 범위로 SA/CA 1.2~6.6%의 범위이다. 강우시 모니터링은 선행무강우일수 3일이상을 고려하여 수행하였으며 도시지역의 경우 5mm 이상, 농촌지역 10mm 이상시 모니터링을 진행하였다. 시설의 유입과 유출부에서 수질 및 유량 모니터링을 진행하였으며, 수질오염공정시험법에 준하여 BOD, COD, SS, T-N 및 T-P 항목에 대해 분석을 수행하였다. 모니터링 결과, 국내 비점오염저감시설의 평균 부하량은 SS 250.4 kg/day, BOD 89.2 kg/day, COD 136.2 kg/day, TN 51.4 kg/day, TP 7.1 kg/day 로 분석되었으며, 유출부 의 경우 SS 83.8 kg/day, BOD 37.2 kg/day, COD 51.0 kg/day, TN 15.4 kg/day, TP 2.0 kg/day로 나타났다. 또한, 은 오염물질 유입 및 유출 부하량의 상관관계 분석결과 SS, BOD, COD의 유입 및 유출 부하량의 상관성은 높게 나타났으며 특히 유기물질(BOD, COD)의 상관성은 0.8이상으로 분석되었다(p<0.005). 이는 비점오염저감시설에 적용된 식생, 미생물, 여재 등을 통하여 물리학적 및 생태학적 처리를 통해 저감되기 때문으로 판단된다. 하지만, TN은 인위적 요인과 자연적 요인이 복합적으로 작용으로 배출 특성으로 상관성은 매우 낮은 것으로 분석되었다.
