Conflicts between the Conservation and Removal of the Modern Historic Landscapes - A Case of the Demolition Controversy of the Japanese General Government Building in Seoul - (근대 역사 경관의 보존과 철거 - 구 조선총독부 철거 논쟁을 사례로 -)

  • In recent years, there has been a tendency to reuse 'landscapes of memory,' including industrial heritages, modern cultural heritages, and post-industrial parks, as public spaces in many cities. Among the various types of landscapes, 'modern historic landscapes', which were formed in the 19th and 20th centuries, are landscapes where the debate between conservation and removal is most frequent, according to the change of evaluation and recognition of modern history. This study examines conflicts between conservation and removal around modern historic landscapes and explores the value judgment criteria and the process of formation of those landscapes, as highlighted in the case of the demolition controversy of the old Japanese general government building in Seoul, which was dismantled in 1995. First, this study reviews newspaper articles, television news and debate programs from 1980-1999 and some articles related to the controversy of the Japanese general government building. Then it draws the following six factors as the main issues of the demolition controversy of the building: symbolic location, discoveries and responses of new historical facts, reaction and intervention of a related country, financial conditions, function and usage of the landscape, changes of urban, historical and architectural policies. Based on these issues, this study examines the conflicts between symbolic values that play an important role in the formation of modern historic landscapes and determines conservation or removal, and the utility of functional values that solve the problems and respond to criticisms that arise in the process of forming the modern historic landscape. Especially, it is noted that the most important factor that makes the decision is the symbolic values, although the determination of the conservation or removal of modern historic landscapes has changed according to changes in historical perceptions of modern history. Today, the modern historic landscape is an important site for urban design, and still has historical issues to be agreed upon and addressed. Thi study has contemporary significance from the point that it divides the many values of modern historic landscapes into symbolic values and functional values, evaluates these, and reviews the background social context.

A Study on the Establishment of Buddhist Temple Records Management System (사찰기록 관리 체계화 방안 연구)

  • Buddhism was introduced in the Korea Peninsula 1600 years ago, and now there are over 10 million believers in Korea. The systematic Management of Temple Records has a spiritual and cultural value in a rapidly changing modern society. This study proposes a better management system of Buddhist temple records for the Jogye Order of Korean Buddhism. this system Not only supports transparency of religious affairs, but presents a way for a more effective management. in this study, I conducted a study on the national legislation for the preservation of buddhist temples and the local rules of religious affairs from the Jogye Order. Through this, I analyzed the problems of Buddhist records management. in the long term, to improve these problems, I purpose the establishment of temple archives be maintained by parish head offices. This study presents a retention schedule for this systematic establishment system. I present charts for the standard Buddhist records management that manage the total process systematically from the production of records to its discard. Also I present a general plan to prevent random defamation of Buddhist temple documents and impose a duty for preservation. I intend for this plan to be subject to discussion and tailored to the particular needs of temple reads. In creating these charts standard of Buddhist temple records management, I analyzed operating examples of foreign religious institutions and examined their retention periods. I also examined the retention periods and classification system from the Jogye Order. Then I presented ways for this management system to operate through computer programs. There is a need to establish a large scale management system to arrange the records of buddhist documents. We must enforce the duty of conserving records through the proposed management system. We need the system to manage even the local parish temple records through the proposed management system and the operation of the proposed archive system. This study presents research to from the basic of the preservation and the passing of traditional records to future generations. I also discovered the historical cultural and social value that these records contain. Systematically confirmed Buddhist temple records management will pave the way that these tangible and intangible cultural records handed down from history can be the cultural heritages. establishing a temple records management system will pave the way for these cultural records to be handed down to future generations as cultural heritages.

A Study on Record Management Systems of China and Japan (중국일본의 기록관리 제도에 관한 연구)

  • Korea has the glorious documentary cultural heritage including Annals of the Joseon Dynasty, Memory of the World, from old times. But We had been felt into serious situation, it is very difficult to find some records of late years, through rapid changes of society in modern history. Fortunately, in 1999, "law of archives management in public sector" was enacted but It is some difficult to apply to field. Accordingly, We studied archives laws and record management systems, education systems in Japan and China, neighborhood countries and compared them with Korea's. Life cycle of Gathering, Managing, Using records & archives is reflected in China's archives law, "Dangan" and It is useful to referred to Korea. On the other hand, Japan and Korea's archives law focus on administering and capturing records and archives. In case of Management agency of archives, China has a linear managing system from state to regional agency and Japan and Korea have different system in State and Region. We recommend following items ; reform archives law, status of government archives, professional education and arrangement etc.

  • In Space contains valuable natural resources. These provide a compelling reason for entrepreneurs, investors, and governments to pursue space exploration and settlement. The Outer Space Treaty of 1967 explicitly forbids any government from claiming a celestial resource such as the Moon or a planet. Article II of the Outer Space Treaty states that "outer space, including the Moon and other celestial bodies, is not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means." The U.S. Commercial Space Launch Competitiveness Act of 2015 (CSLCA), however, makes significant advances in furthering U.S. commercial space industry, which explicitly allows U.S. citizens to engage in the commercial exploration and exploitation of 'space resources' including water and minerals. Thus, some scholars argue that the United States recognizing ownership of space resources is an act of sovereignty, and that the act violates the Outer Space Treaty. This paper suggests that it is necessary to guarantee the right to resources harvested in outer space. More specifically, a private ownership of extracted space resources needs to promote new space business and industry. As resources on Earth become increasingly difficult and expensive to mine, it is clear that our laws and policies must encourage private appropriation of space resources. CSLCA which addresses all aspects of space resource extraction will be one way to encourage space commercial activity.

A Study of the Application of Earthquake Early Warning System for the Enhancements in Protective Action by Korea National Park (국립공원의 지진 대응 체계 개선을 위한 지진 조기경보 시스템의 적용에 관한 연구)

  • Conventional Earthquake Early Warning System (EEWS) detects the propagated P-wave from epicenter which should be achieved within 5 seconds to provide seconds to minutes of warning, allowing people to prepare for protective actions. EEWS in Korea is currently capable of providing a warning within 50 seconds after the primary P-wave detection, however, it is well-known that earthquake warning systems operating around Korean National Parks (KNP) have limited capability to fully monitor earthquake events. This study, therefore, presents a strategy to quantify the potential vulnerability to earthquake hazards by superimposing the distribution of Korea Integrated Seismic System (KISS) and the discretized map of KNP. Total 22 national parks are evaluated, and the results suggest that the improvement of the on-site systems should be necessitated for Gyoengju, Gyeryongsan, Songnisan, Gayasan, and Deogyusan national parks, whereas enhancement of regional systems is required for Bukhansan national park.

Fertility Decline in South Korea: Forty Years of Policy-Behavior Dialogue (한국의 출산력 감소: 40년 동안의 정책과 출산행위간의 대화)

  • This paper examines the interplay among changes in socioeconomic conditions, population policies, and fertility decline during $1960{\sim}2000$ in South Korea. Period-parity-progression-ratios (PPPR) are calculated using 2% samples of Population Census with the implied distribution of completed family size. The total fertility rate based on PPPR declined from 5.21 in 1960 to 2.76 in 1980, and 1.69 in 2000. The family planning programs were successful in meeting the needs of families that wanted to prevent further childbearing after having achieved the desired family size during $1960{\sim}1970$. The 1980s mark two important landmarks: achievement of replacement fertility and emergence of high sex ratio at birth. In the 1990s the "quality and welfare" approach was emphasized. In 2000s, South Korea's fertility is one of the lowest in the world. In response to this, in 2005, the Government adopted a new population policy with the goal of increasing the total fertility level to 1.6 by 2010. The results of this study indicate that proportion of women who would have no children at all throughout their reproductive life span increased substantially from 10% in 1995 to 16% in 2000, with a sharp increase since 1997. Thus, pro-natal programs need to address the problems associated with marriage and having the first child. Towards that, it is important that work and family life become more compatible.

Epidemiological Trends of Sexually Transmitted Infections Among Women in Cheonan, South Korea, 2011-2017 (2011년부터 2017년까지 천안에서의 STI 감염 양상)

  • Sexually transmitted infections (STIs) are a global health concern and can cause serious complications such as miscarriage, premature birth, and pelvic infection in pregnant women. Therefore, accurate diagnosis and information on the epidemiologic trends are critical. However, studies of STI trends in Cheonan, South Korea, have not been conducted since 2012. We examined the STI trends in the Cheonan area after 2012. From January 2011 to September 2017, 3,362 cervical swab specimens from female patients were sampled at the Dankook University Hospital and analyzed by multiplex PCR. Of the 3,362 specimens, 1,281 were positive for pathogens (38.92%). A total of 1,893 pathogens were detected. Ureaplasma urealyticum, Mycoplasma hominis, and Chlamydia trachomatis were the most frequent pathogens, accounting for 36.29% (687/1,893), 30.16% (571/1,893), and 19.97% (378/1,893) of the pathogen-positive samples, respectively. In the 2009-2012 analysis, M. hominis was identified as the predominant pathogen in STI samples, whereas U. urealyticum was identified as the major pathogen in this study. In many countries, including South Korea and the United States, the rate of STIs is increasing, while a decreasing trend was observed in Cheonan.

  • The purpose of this research is to study the excellence and originality of the Joseon artillery(Jungwan-gu) through an effective restoration. Jungwan-gu that was used during the Japanese Invasion of Korea in 1592 was able to maintain its maritime dominance based on cutting-edge technology of its time. Joeson artillery(Jungwan-gu) was used in major naval/land battles during the Japanese Invasion of Korea in 1592 and is an important cultural heritage that provides a glimpse into Joeson people's will to defend the nation from foreign invasion. For further historical verification such as operational method of Jungwan-gu, extensive research in various fields including size, proportions, structure, materials, and casting method were required. Accordingly, for a more effective research on Jungwan-gu, cutting-edge technologies such as 3D scanning and 3D printing were utilized. Firstly, 3D scanning, modeling, and printing technology were applied to identify the morphological characteristics of Jungwan-gu. Through this, we were able to reach our research objective of identifying the size, internal structure, and proportionality of Jungwan-gu. In addition, by studying the form, operation, casting methods, and other characteristics, the restoration of Jungwan-gu provided us with an important opportunity to verify the dominance and originality of the Joeson era's science and technology during the Japanese Invasion of 1592. This reaserch subject participated in the "4th 3D printing BIZCON Contest" and won the Minister Prize of Science and Technology Information and Communication.

  • To know the characteristics of the unmarried mother. We need to investigate what kind of circumstances the unmarried mother comes from and under which conditions created her situation. This investigation's purpose is to provide general information on how to prevent this situation. There are many unmarried mothers registered in support groups for single mothers in A City. We surveyed 67 single mothers registered from Nov. 1 '96 - April 30 '97. The questions of the survey asked for general characteristics, family background, friendship, attitude and knowledge toward sex and the relationship with the baby's father. We analysed this research data into a percentages.

Theorizing the Transformation of Space Economy: Regulationist Perspectives on the Post-Socialist System Transformation (공간경제 전환의 이론화 : 체제전환에 대한 조절이론적 접근)

  • Regulation theories has paid little attention to spatial regulation processes, while it has focused on economic and social regulation processes. More specifically, there have been little researches on regulationist approach to the transformation of the post-socialist system in the context of the space economy. Therefore, the article has attempted to conceptualize the transformation of space economy under the post-socialist system in the light of regulation theories. The space economy could be regarded as the foundation of the reproduction of social relations. Thus, the transformation of post-socialist system has led to the fundamental changes in enterprise and industrial networks as well as social relations in spatial contexts. In this perspective, the research has attempted to identify 'the mode of enterprise regulation' regarded as a codified firm networks by investigating intra-, inter- and extra-firm relations associated with the transformation of post-socialist system. Also, it has intended to suggest three types of the space economy - (1) disembedded economies based on the isolated networks and dissolution of pre-existing networks, (2) embedded economies based on the interaction of institutions and restructuring of networks, and (3) over-embedded economies based on the insulated institutions and endurance of pre-existing networks-in accordance with the governance, institution and networks in the post-socialist system.
