몽골 매우 풍부한 지하자원을 가지고 있지만 물류 및 운송시설 미비로 인하여 발전하는데 한계가 존재한다. 물류 개선을 통한 경제발전을 위해서는 해운의 역할이 필요하다. 내륙국가로써 해상운송을 추진하기 위해서 무엇보다 몽골 정부의 강력한 의지가 중요할 것이다. 현제 몽골은 광산 분야가 국가경제의 원동력이므로 이를 잘 활용하여 경제성장을 이끌어 내야 할 의무가 있다. 본 연구에서는몽골 물류 발전을 위해서 해상운송의 현황, 문제점, 방향 분석을 하였다.

편집자 주; 아직도 경제적 자립을 제대로 이룩하지 못한 우리 한국의 현실을 감안할 때 다른 선진국과 같이 국제도서발전기구를 설치한다는 일이 그리 용역한 일이 아닌 줄 알지만 세계 각국이 상호간에 지식 내지 정보의 원활한 소통의 모색을 위한 노력을 계속하는 오늘 날 교육수준에서 비교적 상위권에 속한 우리로서는 지식, 정보를 창출해내는 도서산업이나 그것을 보관, 이용에 공케 해주는 도서관에 대한 당국의 보다 적극적인 지원방안이 마련되어야 할 필요성에서 우리도 정부주도하에 국가도서발전 추진기구와 같은 것을 설치하여 도서유관분야를 총망라하여 운영하는 일이 바람직스럽다. ㄷ우기 아시아 각국대표가 한곳에 모여 당해국의 도서발전에 대한 문제점과 해결방안에 관하여 상호의견을 나눈 것은 실로 의의 깊은 일이었다. 따라서 이와 같은 세미나의 결과를 본지에 게재하여 도서관발전과 밀접한 관련을 갖이는 도서발전을 위한 문제해결방안의 내용과 유관 문화 분야의 새로운 발전방향을 알아 보고자 한다.

이 글은 1990년 10월 29일부터 11월 1일까지 서울 아카데미 하우스에서 열린 제11차 국제문헌정보연맹 아시아$\cdot$태평양위원회 학술회의에서 행한 기조연설의 내용이다. 이 학술회의의 주제인 국가정보정책의 현황과 주요 문제를 정리하여 제시하는 것이 기조연설자가 맡은 과제라 보고 첫째, 최근 수년간 한국정부가 입안 실행한 산업정보정책을 살펴보고 둘째, 일반적으로 개발도상국에서 국가산업정보정책은 누가 입안하고, 입안된 정책은 누가 실행하며, 한국의 경우는 어떤지를 살펴보았다. 산업정보정책은 한 나라의 산업정보봉사활동이 이루고자하는 여러 목표들을 열거한 것이며, 다른 분야의 경우와 마찬가지로 정부에 의하여 결정된다. 산업정보정책을 심의 결정하여 공포하는 것도, 지정된 기관에 재정지원을 제공하거나 법적 의무를 지워 공포된 정책을 실행하는 것도 정부의 책임이다. 제6차 경제사회발전 5개년 계획(1987-91) 속에 표시된 한국정부의 전반적 산업정보정책은 $\ulcorner$산업기술정보 유통지원을 강화하여 현행 산업연구원내 기술정보유통센터의 운영을 대폭 강화하고 전국적 온라인 전산망을 구축하여 산업연구원을 명실 상부한 국가의 중추적 기술정보유통기관으로 육성해나가는 한편 이를 토대로 기술정보 거래시장(테크노 마켓트)을 설치 운영$\lrcorner$하는 것이다. 산업정보정책은 산업발달을 위한 정책 속에 통합되고, 그것은 다시 경제발전 및 기타 부문의 국가발전 정책 속에 포함되는 것이 바람직하다. 한국에서 일반경제정책은 경제기획원이, 산업정책은 상공부 가, 기술정책은 과학기술처가, 재정정책은 재무부와 한국은행이, 통신정책은 체신부가 심의 입안한다. 산업정보정책의 일부를 이루는 산업정책 입안의 주요 책임은 상공부의 산업정책국에 있다. 모든 개발도상국에 꼭 같이 적용할 수 있는 국가산업정보정책 입안 및 실행 지침 같은 것을 마련하기는 어렵다. 그것은 이 분야에 개발된 일반모형이 없고 또 개발도상국이라고 하는 것이 동질집단이 아니기 때문이다. 개발도상국 사이에는 그 경제 발전면에서 뿐만 아니라 정보활동 면에서도 큰 수준 차가 있다. 각 개발도상국은 그 나라 고유의 전통과 형편에 맞는 산업정보정책을 마련하여야 한다. 그렇지만 발전 수준이 비슷한 다른 나라의 산업정보정책을 검토하여 자국의 가능성과 제한점을 바르게 이해하는 일은 적절한 정책 입안에 있어서 도움이 될 것이다. 본 기조연설은 아시아와 대양주의 다른 개발도상국 정책 입안자들에게 그러한 검토자료를 제공할 목적으로 행해진 것이다.

한국의 농촌 지도사업은 농민들이 주곡인 쌀의 자급과 푸른 채소의 주년 공급을 달성할 수 있도록 도왔을 뿐 아니라 4-H 클럽 활동의 지도를 통한 농촌 청소년의 지도와 영농후계세대의 육성 등에도 기여하여 왔다. 1997년 정부는 민주화 지방화의 미명 하에 농촌 지도 교육자의 신분을 지방직으로 전환시켰다. 이러한 지방직 전환은 다양한 문제들, 예컨대 1) 농촌 지도 교육자의 사기와 인원수를 줄여 농촌 지도의 사회교육적 기능을 저하시켰고, 2) 중앙과 지방 농촌 진흥기관의 연계를 약화시켰으며, 3) 농촌지도 교육자의 현직 교육 기회를 축소시켰으며, 또한, 4) 농업 연구와 농촌지도의 연계를 약화시키는 등의 부작용을 야기 시켰다. 흔히 농촌지도 공무원으로 부르는 농촌지도 교육자들은 농업 기술의 전파 보급을 위한 전문직이며 미국 등 선진국에서는 국가가 인정하는 지도 교육자 (extension educator)로 전문직업 능력의 향상을 위한 다양한 노력을 경주하고 있다. 국가 목표인 식량의 지속적 생산, 국가의 균형 발전과 환경 보전은 물론 점증하는 농민들의 요구에 부응하기 위해서 농촌지도 교육자들의 사기를 앙양시키는 것은 중요한 과제이다. 안전하고 질 높은 음식의 지속적 공급을 위해서는 농업 생산자들에게 혁신 농업 기술의 전파 보급이 절대적으로 중요하기 때문에 더 이상 농촌지도사업이 훼손되는 것을 방치해서는 안 될 것이다. 농촌지도 사업의 지속적 발전을 위한 국내의 연구는 물론 아시아 태평양 지역 국가들의 농촌과 국가 발전을 위한 협동적 노력도 필요할 것이다.

Main purpose of national information circulation institutions is efficient service to the users in the rapidly changing information environment. This research suggests plan that how national information circulation institutions provide service more effective to the users. For the study, RISS(Research Information Service System) is investigated. This research examines current services of RISS and analyzes foreign cases which is being advanced. Also it is reviewed that see how thing could have been changed that information service of national information circulation institutions for better ways to develop plan for RISS. The result of this research could be the basic resources for new service plan in information service of national information circulation institutions.

사회, 경제적 한경변화에 따른 화재 위험도나 대형 인명사고의 우려가 갈수록 커지고 있는 실정이다. 이런 상황에서 국민의 생명과 재산을 보호하기 위한 대책이 시급해졌고 이런한 요구에 맟춰 나온 것이 바로 국가화재안전기준이다. 국가화재안전기준은 사람의 생명과 재산 보호를 위한 소방방재시설 및 기술기준, 관리 및 유지적 요건 등을 규범화 하고 있다. 국가의 생명보호정책이라는 중요한 과제를 안고 있는 화재안전기준에 대해 보다 자세히 알아본다.

The government of the UK since the 1990, especially under the new Labour Party, has pursued sustainable development or carbon control as a core strategy for its national development. The seemingly prominent environmental policy for 'greening the government' of the UK as well as considerable achievements in energy and environment indices have attracted much attentions of policy makers and researchers for the 'low carbon green growth' in Korea. This paper tries to see the character of carbon control and environmental policy in the UK not merely as the integrating or mainstreaming policy but a new strategy for national development, that is, for the 'ecologically modernized' state, eco-state, or green state. It defines the environmental policy for carbon control in the UK as the strategy for the green state which has provided it as a principal guide for integrating national policies as a whole, and which has pursued it through market-dependent neoliberal measures. From this point of view, this paper introduces the development process of carbon control and environmental policy mainly under the new Labour Party government in the UK, and gives a reappraisal of both its policy and of energy-environment indices.

The National research networks exist to support advanced science and technology in each country. The national research network must meet the requirements of science and technology in each field and continuously develop around the continuously changing environment. In recent years, demand for data - oriented science and technology research forms has been increasing. To cope with this demand, advanced national research networks are establishing mid - to long - term strategies. In this paper, the status of the advanced research network and trends and requirements of the national research network are analyzed from the viewpoint of the change of the research network environment, the change of science / technology, and the change of industry and life. In order to respond to the analyzed requirements, we propose mid - to long - term development directions and plans for establishing future network backbone, providing user - centered collaborative research environment, providing global collaborative network service, and providing high - tech science and technology research data information protection service.

Culture technology (CT) becomes important in the recent environment where digital technology drives content-based innovations. However, technological trends of CT have not been systematically discussed. Especially, the trends of CT should be analyzed from the national perspective, because CT has grown with the help of government-driven innovation. Therefore, this paper aims to analyze CT trends focusing on national research projects. We collected data on CT from the national science and technology information service (NTIS) database, analyzed the keyword co-occurrence network, and identified the patterns of technological innovation using a clustering analysis. As a result, we found that CT has contributed to the digital content and cultural media, and has been actively developed with the help of machine learning technique. Especially, due to the rise of Covid-19, the non-face-to-face online content is rapidly increasing. This study provides important clues for understanding, analyzing CT trends.
