The innovation activity is an important factor for sustained growth in nations and firms. Particularly, the problem of appropriation of results of the innovative activity is very important for innovators since it enables them to enjoy the profits generated by their innovations. This study is intended to empirically analyse relative preference of patent and secrecy that is affected by characteristics of innovators and results of innovation using data from '2005: The Korean Innovation Survey' and Ordered Logit method. As a result of this study, the preference for a specific mechanism is clearly revealed in product innovation rather than process innovation. Also, in most research, questions results of analysis are equal to the previous studies and the nature of appropriation methods. However, the result of a research question based on sources of information is very different from previous researches. This study utilized more recent data than previous studies. This result reflects that existing patterns have been changed during recent period.

한전에서는 판매업무의 혁신을 기하기 위하여 지리정보시스템(GIS)을 운영기반으로 하는 신배전정보시스템(NDIS : New Distribution Information System) 구축사업을 적극적으로 추진하여 현재 일부 지사 지점에서 시범운영중에 있으며, 향후 전국적인 운영확산이 예정되어 있다. NDIS에서는 국가기본도를 GIS의 기초도면으로 활용하고 있으나 DB구축시 기존 설비도면과의 상대위치오차가 발생되고, 설비가 누락 또는 오분류되어 있는 경우가 있어 이를 보정하는데 많은 노력이 드는 실정이다. 국가기본도 사용을 전제할 때 이러한 문제점은 피할 수 없는 현상이며, 한전에서는 이를 보다 효과적으로 해결하고자 배전설비에서 위치의 기준이 되는 전주를 중심으로 기초도면 변경에 따른 설비도면 보정기법연구와 시스템 개발을 수행하였다. 본고에서는 한전에서의 설비도 위치보정 적용환경과 함께 연구개발된 내용을 소개하고자 한다.

The progress of digital revolution leads to technology and industry infusion which make new products and new commodity markets in the existing industries. Under the circumstance of new innovation patterns in industries and globalization of the world, innovation firms adapt different evolution processes for different business situations. Technological innovation enhances the competitiveness of fins in the business world. This paper shows the researches on technological innovation which make constant economy growth in the knowledge based economy. And this paper also suggests the policy on technological innovation for the future growth of society. Main focus of this paper are as follows. First, the theoretical survey on technological innovation is reviewed. Second, the program and the supporting system for technological innovation in the USA and Europe are investigated. Third, the situation and problems of Korea is analysed. Fourth, strategy and suggestions on the development of technological innovation in the 21st century knowledge based economy is suggested through the window of cluster and regional economy development.

급속한 기술혁신과 변화 속에서 IT 벤처기업은 국가의 경제성장과 발전을 이끄는 원동력으로 작용하고 있다. 정부의 정책적 지원 하에서 벤처기업은 양적으로도 엄청난 규모로 성장하였다. 그럼에도 창업초기에 있는 벤처기업들은 예전과 마찬가지로 그들이 직면한 시장의 비효율성으로 인해 쉽게 어려움에서 벗어나지 못하고 있다. 본 연구는 창업초기 IT 벤처기업들이 겪고 있는 애로요인들을 시장 효율성과 시스템적 관점에서 접근함으로써 IT 벤처기업의 질적 성장을 위한 정책적 해결점을 찾아 보고자 한다.

21세기에 들어 세계경제는 지식기반경제로 급격히 발전하고 있으며 이에 따라 국가기술혁신의 필요성이 커지고 있다. 급격한 기술발전의 추세와 R&D분야에서의 한정된 자원을 고려하면 선진국과의 기술 격차를 줄이기 위한 기술이전의 활성화는 우리나라의 당면과제라 할 수 있다. 본 고에서는 기술이전의 인프라인 기술이전 정보유통의 국내외 상황과 한국과학기술정보연구원에서 추진중인 국제기술시장에 대한 소개, 그리고 이러한 제반 상황하에서 국내 기술이전 정보유통의 발전적인 대안과 지식정보를 활용하고 지원할 수 있는 기술가치평가 시스템의 개발에 관한 내용을 소개하고자 한다. 정형화된 특허정보와 기술에 의한 제품시장정보를 제공함으로써 기술의 잠재사업이익 추정을 지원하며, 산업특성 및 기술혁신단계를 분석하여 기술기여도를 산출하고, 실물옵션법을 이용하여 최종 기술가치를 산출하는 단계로 개발된 기술가치평가 시스템을 소개하였다.

The importance of the creation, diffusion and utilization of the knowledge and information has been magnified at the 21st century of knowledge and information society. If the utilization level of the web site of the national-level R&D information system is enhanced, the duplication of the researches as well as overlapped R&D investment could be greatly reduced. In this regards, this study aims to identify the factors which affect customer value and intention of continued usage for the national science & technology information services (NTIS & NDSL). The empirical research results show that information service quality have a significant influence on the continuous usage intention of science & technology information service. Customer value, as well, influence the continued usage intention as a mediating variable. In addition, the situational factors of information use by itself shows a significant effect on customer value, but it does not moderating the relationship between information service quality and customer value. After a description of research result, we discussed implications and limit of the study as well as future study direction.

한국파렛트컨테이너협회가 추최하고 산업통상자원부, 국가기술표준원, 물류신문사가 후원하는 제11회 한국파렛트컨테이너산업대상 시상식이 11월 14일 중소기업중앙회 그랜드홀에서 열렸다. 한국파렛트컨테이너산업대상은 우리나라 산업물류의 혁신을 위하여, 일관수송용 국가표준파렛트인 T-11형과 T12형 파렛트 및 이와 정합성을 갖는 표준 컨테이너의 생산 및 사용 등 보급확산을 통하여, 물류비를 절감하고 국가경쟁력을 향상시켜 가는, 가장 모범이 되는 우수한 기업과 이에 공헌한 개인을 발굴 시상함으로써, 우리나라의 모든 기업들이 유닛로드시스템을 구축하여 물류표준화를 통한 산업물류 효율화를 앞당기는데 기여하기 위해 매년 시상하고 있는 제도이다. 나아가 아시아의 표준 파렛트에 의한 유닛로드시스템의 구축으로 막힘없는 물류의 목표를 달성해 나가는데 보다 더 효과적인 계기가 될 것으로 기대하고 있다. 제11회 한국파렛트컨테이너산업대상 시상식에서 산업통상자원부장관 표창으로는 (주)골드라인, (주)장연, 롯데로지스틱스(주), (주)이랜드리테일, 강병광 상무이사(주식회사 대상)가 수상의 영예를 안았으며, 국가기술표준원장 표창에는 재영솔루텍(주), 세양테크, 한국청정음료(주), (주)삼흥농업회사법인, 배종훈 부문장((주)아워홈) 등이 수상했다. 이 외에도 (주)한국프라텍, (주)비버, (주)대길팩, 영농조합법인 서귀포한라 등이 한국파렛트컨테이너협회장 표창을 받았다. 본 고에서는 수상 업체 및 수상자들의 공적사항을 살펴보도록 한다.

본 논문에서는 공공자격처리시스템의 관리 효율성을 극대화하기 위한 지침서의 신개발 사양으로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 모델을 개발하고 실제 운영시스템에 적용한다. 모델의 개발은 정보기술자원과 정보를 공공자격처리시스템 개발 전략과 목표를 기준으로 일반적 사항인 계획, 조직, 도입에 대한 사항의 상위개념으로서 구축, 운영, 지원, 모니터링 등에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 기술 분야의 세부사항을 자세하게 중점적으로 적용하는 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 관리자 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 2개의 대규모 개발 시스템으로 분류하고 각각 7가지의 분야에 대하여 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT 거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.

The main purpose of this article is to suggest policy implications for building innovative cluster in Korea by investigating the operating system and role of the Kanagawa Science Park (KSP) located in Kanagawa prefecture, Japan as a central network agent. The KSP established mainly by private and government partnership has played a critical role for building innovative clusters as a way in which increase national competitiveness. But they also provide variety of real service from R&D to commercialization for local firms by facilitating and coordinating networks among regional economic actors such as firms, universities and public research institutes. The regional policy as a way in which increase national competitiveness in Korea is also the establishment of innovative clusters based on regional and industrial characteristics. However, the main problem with building the innovative cluster is the reduction of policy effectiveness due to duplicated supporting and coordinating institutes and institutions established by the each central administration and local governments, aimed at facilitating networks among regional economic actors. In this context, the article suggests that there is a need to build a regional central network agent by designing an organic operating system for the effective management of each network agent in accordance with the process from R&D to commercialization, i.e. an encompassed supporting system, on the basis of benchmarking the KSP operating system in Japan.

This article introduces the five functions of the national innovation system (NIS). As the national innovation system is a kind of social systems in the national level, the five generic functions of open system-production boundary spanning, maintenance, adaptation management functions-are applied to the NIS. The production function is the primary process, which produces innovative products and services of the NIS. The boundary spanning function is the function of procuring the input and disposing the innovation output or aiding in these process. Experienced R&D human resources, R&D funds, technology etc. belong to the input of the NIS. The maintenance function is responsible for the smooth operation and upkeep of the system in terms of various conditions. The adaptive function is to help the system change and adapt, scan the environment for problems, opportunities, and technological developments. It faces outward for the survival of the system from the long-term view. The management function carries out planning and controlling the overall activities for the other four functions in order to run the system. Finally it discuses implications for the diagnosis and the decision making process of S&T policy.
