A Study on the Introduction of the National Point Number for Advanced Location-Finding (위치찾기 선진화를 위한 국가지점번호 도입방안 연구)

  • The law for indicating the address based on the street name has taken effect in 1997. The address based on land-lot number will be changed to the address based on the street name giving odd numbers to the buildings situated on the left side and even numbers to the buildings situated on the right side per street. Searching locations by street name addresses is possible for residential areas, on the other hand, the system of finding locations is insufficient for farmlands, mountains and others, so it is unable to cope with crimes and emergency rescue. In order to make up for the weak points of street name address, the national point number, grid reference system was introduced for finding location of non-residential areas. Therefore, the purpose of this paper is to help the introduction the national point number. In this paper, we proposed a territory-oriented control point and grid range for the national point number. Numbering scheme of grid zone shall be alphanumeric, a two-letter pair Hangul and the grid coordinates in terms of Easting and Northing. We also proposed the notice area for the national point number and location of signs, application about the public and private sector.

  • Purpose: In recent, mobile technology, as an axis of the fourth industry paradigm, is evolving into our daily life, economic activities and disaster safety management. However, since the location information service is insufficient, it is difficult to response the emergency situation adequately in the golden time. The purpose of this study is to propose a method to fine precisely the location of people who are in need of an emergency in the event of accidents and disasters. Method: This study investigates and compares existing literature and safety apps for national index number NFC application development. In addition, the system structure and the design method through the element technology through analysis of necessary function of the demander were carried out. Results: The results of this study were developed as a design and system that can be implemented in both direction and function to inform the location for emergency situation or disaster reporting in mobile. Conclution: It is possible to provide the disaster safety location service which can be utilized by the citizens in case of crisis by unifying the address system and integrating the location information using NFC.

  • 우리나라의 주소체계는 100 여년 전에 실시한 토지조사사업에 의하여 토지의 경계와 소유자 등을 정하기 위하여 구획한 필지별로 부여한 지번을 빌려서 사용하였다. 이러한 지번주소는 급속한 경제 발전과 글로벌 디지털 사회에 맞지 않아 사회 각 분야에서 불필요한 적용비용을 증가시키고 있는 구역제도, 지점번호, 주소제도 등 국가 기초행정인프라를 변화된 사회환경과 글로벌 기준에 맞추어 전환하고 있다. 따라서, 본 논문에서는 기초행정 인프라의 핵심기반인 국가주소정보시스템을 기반으로 국가경쟁력을 강화하고 위치찾기 선진화를 위해 나아가야 할 방향에 대해 구축 사례 및 발전방향을 제시 하고자 한다.

Establishment of New Single Origin Plane Rectangular Coordinate System in Korea (한국의 새로운 단일원점 평면직각좌표계 설정)

  • As a worldwide trend, the spatial information that is established by country, institution and purpose is integrated into the data with a single spatial reference to improve the data connectivity and usability. In this study, a new national single origin plane rectangular coordinate system was studied to efficiently respond to the changes in the spatial reference according to the introduction of a new national geodetic standard and to the demand of seamless data service in the spatial information sector. For this purpose, the Korean Peninsula was set as the projection region and the projection distortion in the projection region was analyzed. The projection parameters were defined to homogenize and minimize the projection distortion, and their standardization and registration on the international organizations were conducted. The study on the required optimal projection equation resulted in the Hooijberg projection equation and projection parameters (${\Phi}$, ${\lambda}$, K, N, E) resulted in $38^{\circ}N$ and $128^{\circ}E$ projection origin, and a scale factor of 0.99924. The proper false northing and easting were 700,000m N and 400,000m E, respectively, considering the introduction of country station index system.

A Study on the Use of Grid-based Spatial Information for Response to Typhoons (태풍대응을 위한 격자 기반 공간정보 활용방안 연구)

  • Purpose: To reduce the damage caused by continuously occurring typhoons, we proposed a standardized grid so that it could be actively utilized in the prevention and preparation stage of typhoon response. We established grid-based convergence information on the typhoon risk area so that we showed the effectiveness of information used in disaster response. Method: To generate convergent information on typhoon hazard areas that can be useful in responding to typhoon situation, we used various types of data such as vector and raster to establish typhoon hazard area small grid-based information. A standardized grid model was applied for compatibility with already produced information and for compatibility of grid information generated by each local government. Result: By applying the grid system of National branch license plates, a grid of typhoon risk areas in Seoul was constructed that can be usefully used when responding to typhoon situations. The grid system of National branch license plates defines the grid size of a multi-dimensional hierarchical structure. And a grid of typhoon risk areas in Seoul was constructed using grids of 100m and 1,000m. Conclusion: Using real-time 5km resolution grid based weather information provided by Korea Meteorological Administration, in the future, it is possible to derive near-future typhoon hazard areas according to typhoon travel route prediction. In addition, the national branch number grid system can be expanded to global grid systems for global response to various disasters.

Forest Fire Risk Analysis Using a Grid System Based on Cases of Wildfire Damage in the East Coast of Korean Peninsula (동해안 산불피해 사례기반 격자체계를 활용한 산불위험분석)

  • Recently, forest fires have become frequent due to climate change, and the size of forest fires is also increasing. Forest fires in Korea continue to cause more than 100 ha of forest fire damage every year. It was found that 90% of the large-scale wildfires that occurred in Gangwon-do over the past five years were concentrated in the east coast area. The east coast area has a climate vulnerable to forest fires such as dry air and intermediate wind, and forest conditions of coniferous forests. In this regard, studies related to various forest fire analysis, such as predicting the risk of forest fires and calculating the risk of forest fires, are being promoted. There are many studies related to risk analysis for forest areas in consideration of weather and forest-related factors, but studies that have conducted risk analysis for forest-friendly areas are still insufficient. Management of forest adjacent areas is important for the protection of human life and property. Forest-adjacent houses and facilities are greatly threatened by forest fires. Therefore, in this study, a grid-based forest fire-related disaster risk map was created using factors affected by forest-neighboring areas using national branch numbers, and differences in risk ratings were compared for forest areas and areas adjacent to forests based on Gangneung forest fire cases.
