In recent, different kinds of nationwide thematic map have been developed based on NGIS, and each related research field has tried to develop GIS by utilizing this map. Also, Many researches on the geographic information data model has been conducted to improve the compatibility of developed system. The developed system in water resource field should reflect the dynamic characteristics of river flow. Because it should be considered from the design of data model, this study suggests the datamodel for designing geographical information database on water resources which is possible to linear reference capacity based on stream network. In order to examine the applicability of the suggested model, network component based system has developed. Finally, the river network based system shows the superiority in terms of its applicability comparing with other system.

인터넷의 빠른 확산과 정보기술 패러다임의 변화로 사용자가 다양한 종류의 온라인 매체를 이용하여 콘텐츠 및 커뮤니티 제작 등에 능동적으로 참여하고, 이를 공유하는 양상이 사회 전반적으로 확대되고 있다. 이는 국가계획수립 부문에서도 예외는 아니어서 계획 주체와 국민간의 교류를 증진시키기 위해 등장한 개방형 계획패러다임과 맞물려 다양한 분야에서 PPGIS(Public Participation GIS)를 구현하기 위한 사업이 추진 중이다. 그러나 이러한 방법은 국가 주도의 단방향적인 참여기회 제공으로 단순한 의견수렴 수준에 머물고 있어 국민의 의견과 수요가 충분히 계획에 반영되지 못하며, 특정 계획분야에 국한되어 있는 실정이다. 그러므로 제공수단과 참여대상을 확대할 수 있도록 지리정보를 활용한 국민참여 기회를 제공하고, 이러한 결과가 GIS 활용분야 의사결정 과정에 적용될 수 있는 국가차원의 기반 마련이 요구된다. 따라서 이 연구는 정보기술 패러다임의 변화를 반영하여 사용자가 지리정보를 수단으로 자유롭게 의사를 개진하고, 정부가 이를 반영하여 계획을 수립할 수 있는 통합형 PPGIS 모델을 통한 G2C 상호작용 제고방안을 마련하고자 한다.

The OGC(OpenGIS Consortium), which is standardization organization of geographic data, have been studied standard for geographic data such as GML and GML based annotation for image and map. Annotation for map is applicable in various ways, understanding about geographic data, decision making and exchange of communication. For instance, Map annotation can be used for highlighting tour-course as symbols or explaining it as text on a map in tourism. This study suggests some annotation methodology for national digital map and presents a simple implementation of it. Firstly, this study suggests a way of updating OGC annotation schema which corresponds with DXF format and creating a GML application schema using the updated OGC annotation schema. Also it suggest a way of converting instance documents of annotated map to VML document with XSLT and VML for display. Later, it is needed to study for supporting another formats as well as DXF format. In addition, it is needed to study for managing the history of updated map entity with annotation in Local governments UIS(Urban Information System) in practical aspects.

태초이래 지도나 지리정보에 대한 관심은 컴퓨터 기술의 발전에 힘입어 GIS를 출현시켰다. 우리나라의 경우 GIS는 지난 78년 서울시 지적과의 지적도 전산화 추진을 시작으로 그 모습을 드러냈지만 지리정보의 전문성 등으로 인해 GIS에 대한 접근이 어려웠다. 이에 최근 쌍용컴퓨터가 성남시에 구축한 '상수도 시설관리전산화'사업을 통해 GIS가 펼치는 세계를 살펴본다.

The purpose of this study is to suggest the way of effective use of spatial data in Busan metropolitan city. To do so, information systems and spatial data established in each department are analyzed. Spatial data distribution networks scattered around the nation are integrated to the national spatial information clearinghouse and the service is expanded for the public and the private sectors to participate. Information systems supplied by the central government are 22 and information systems operating in the Busan Metropolitan City are 168. In addition, there are also 295 types of the thematic maps in 11 fields related to the environment, road transportation, livestock, and etc. For systems integration and management system, an integrated information management and linkage system is required in the near future. In the next logical step, generation of metadata, experiments for effective utilization of spatial data, and construction of the data center should be necessary.

지리 정보 시스템(GIS)은 그 특성상 대용량의 GIS 데이터를 사용하며, 다양한 소프트웨어와 하드웨어 상에서 구현된다. 이렇게 상이한 하드웨어, 소프트웨어, 그리고 운영 체제상에서 공간 데이터들 간의 효율적인 데이터 교환이 불가능하다면 데이터 공유가 매우 어려울 뿐만 아니라 데이터의 중복 보관 및 관리로 인해 막대할 경제적 손실을 가져온다. 이와 같은 문제점을 해결하기 위해서 국가 차원에서 지리 정보 시스템에 관해 국가 표준을 설정하고, 공간 데이터베이스를 구축하고 있는데 공통데이터교환 포맷으로 채택된 것은 SDTS이다. 본 논문에서는 국가 공통데이타교환 포맷인 SDTS 데이터와 GOTHIC의 데이터를 상호 교환할 수 있는 데이터 변환 시스템을 설계 및 구현한다. 데이터 변환 시스템의 대상이 되는 GOTHIC은 영국 Laser-Scan에서 개발한 GIS 개발 도구로 실세계를 구성하는 개체들을 서로 구분될 수 있는 하나의 객체로 표현하고 있다. 본 논문에서는 우선 GOTHIC과 SDTS의 데이터 포맷 및 데이터의 저장 방법에 대해 분석한다. 그리고, 구현하려고 하는 데이터 변환 시스템의 전체적인 구조를 설계하고, 구조의 각 단계별로 수행될 작업을 구현함으로써 데이터 변환 시스템을 개발한다.

At a turning point of new paradigm, each countries in the world are try to search solutions to a current problems of the times in maritime than land. In special, as a maritime power that KOREA is surrounded by the sea on three sides, our country place more weight on maritime. To accomplish a powerful maritime power, it is necessary to create a digital marine spatial on the basis of Marine and Coastal GIS. This planning is establishing that our country, to construct a systematic, efficient Marine and Coastal GIS Infrastructures, is to analyze the present state of internal & external, law and planning related in Marine and Coastal GIS, and establish vision, mission, core values, goals, strategies by setting a basic concept of Marine GIS
