Suitable Construction of the Social Overhead Capital for the National Security (국가안보 제고를 위한 사회간접자본 건설 방향)

  • The Social Overhead Capital contains roads, railroad system, airports, seaport, waterworks, electric power plants, and etc. This SOC is very important, not only as a national economic competitiveness factor, but also as a national security factor. For example, 'Freedom Express Way' works as a tool of psychological warfare to the North Korea, as well as an economics infrastructure. In spite of that, until now on, we have disregarded the SOC as a national security factor. Constructing the SOC, only considering economic cost, we have not fulfilled other purpose requirement like stable national security, balanced development. When we invest the money to construct the SOC, considering multi-purpose requirement like military purpose, economic purpose, social purpose and cultural purpose, as a whole national wide point of view, the scares national resources and government budgets will be saved.

  • Currently, 1/5,000 Digital Topographic Map covers the whole country with administrative boundary of Gu, while some region has already been constructed with 1/1,000 digital topographic map has legal boundary of Dong. Here, Dong in 1/1,000 scale represents the legal boundary which is used in the address most of time. Therefore, there is no administrative-Dong yet although it is very useful in various fields. In this study, we suggested a method to construct the administrative boundary extending to the level of Dong empirically. In addition, the practical application of the administrative boundary in GIS is discussed. Two methods are applied to construct the administrative boundary to the level of administration-Dong; using the edited cadastral map and the digital topographic map. When the edited cadastral map is used, some problems such as boundary discordance to superordinate administrative area is appeared. On the other hand, using digital topographic map showed simple construction processes and easy connection with other framework data. Therefore, it is recommended that the digital topographic map should be used in the construction of the administrative boundary. It would be useful as framework data in various industries and public operations.

  • It is important to develop standard metadata to give more plentiful information about the forest cover type map and to promote distribution by National Geographic Information Clearinghouse. In this study metadata for the forest cover type map was designed based on TTAS.IS-19115 and it consisted of 10 packages and 50 elements. Also metadata editor was developed to implement metadata with standard schema and metadata viewer to service more user friendly interface. This work was about the first standard metadata for forest GIS data. So it would be a useful reference to develop metadata for other digital map concerning forest.

  • A Unique Feature Identifier(UFID) is a way of referring to a feature, generally representing a tangible feature in the real world. In other words, a UFID uniquely identifies the related feature in the database and is normally used to link two or more databases together. This paper presents a UFID system aiming at the internal uses for National Geography Institute(NGI) as well as external uses for National Geographic Information System(NGIS) generally to link datasets together. The advantage of the proposed type of UFID lies in the meaningful nature of the identifier in providing a direct spatial index - administrative area and feature code. The checksum character proposed in this research is designed to remove any uncertainty about the number being corrupt. It will account lot digit transposition during manual input as well as corruption in transfer or processing.

  • 교통사고의 형태가 점차 복잡하고 대형화되면서, 물적·인적손실도 예전과는 비교할 수 없게 커지고 있다. 교통사고는 당사자와 그 가족에게는 지울 수 없는 상처를 남기고, 국가적으로도 국력낭비라는 문제점을 만든다. 교통사고를 줄이기 위해서는 개별 교통사고에 대한 철저한 조사와 교통사고 잦은 지역에 대한 분석이 필수적이다. 이러한 분석을 바탕으로 철저한 조사와 교통사고 잦은 지역에 대한 분석이 필수적이다. 이러한 분석을 바탕으로 교통안전시설물의 개5js 및 보간, 부적절한 도로 개선 등 교통사고 방지를 위한 효율적인 대책을 수립할 수 있게 된다. 교통사고 발생지점 자료의 미비로 인하여 사고지점 및 노선 축별 분석이 불가능한 현재의 문제점을 해결하기 위하여 지리정보 시스템(GIS)을 이용한 효율적인 지점별 교통사고 분석이 요구된다. 지리정보시스템 (GIS)을 이용하게 되면, 특정지점의 교통사고에 관련된 발생건수, 사고유형, 사고내용, 발생시기 등 여러 가지 교통사고 정보를 관리하고, 교통사고 잦은 지점의 환경적요인 등을 분석함으로서 교통사고를 미연에 방지하기 위한 의사결정을 지원할 수 있다. 본 연구는 GIS를 활용하여 급증하는 교통사고에 관련된 다양한 교통사고 정보를 효율적으로 전산 관리하고, 교통사고 잦은 지점 및 사고발생 원인 등을 분석할 수 있는 시스템 개발에 목적이 있으며, 특히 개발된 시스템은 교통사고 실무담당자 활용에 편의를 도모하는데 주안점을 두었다.

Analysis of PM2.5 Pattern Considering Land Use Types and Meteorological Factors - Focused on Changwon National Industrial Complex - (토지이용 유형과 기상 요인을 고려한 PM2.5 발생 패턴 분석 - 창원국가산업단지를 중심으로 -)

  • This study analyzed the PM2.5 pattern by using data measured for one year from June 2020 to May 2021 by 21 low-cost sensors installed near the Changwon National Industrial Complex in Changwon, Gyeongsangnam-do. For the PM2.5 pattern, the land use types around the measuring points and meteorological factors such as air temperature and wind speed were considered. The PM2.5 concentration was high from November to March in winter, and from 1 to 9 in the morning and early in the morning by time zone. The concentration of PM2.5 was higher as it got closer to the industrial area, but the concentration was lower in the residential area and public facility area. In terms of meteorological factors, the higher the air temperature and wind speed, the lower the concentration of PM2.5. As a result of this study, it was possible to identify the PM2.5 patter near Changwon National Industrial Complex. This result will be useful data that can be used in urban and environmental planning to improve air quality including PM2.5 in urban area in the future.

  • This research is primarily intended to develop a decision-making support system about the natural environment in the country by integrating various formats of spatial data into a comprehensive GIS database. The first part of the research is to design GIS database as a means of combining thematic cartographic data with field survey records. Ecosystem records acquired by a field sampling have been reproduced as digital thematic maps. The database also included various natural environment related data (map for forestry, soil, national park etc.) collected from many other agencies. The second part of the research is devoted to the design of efficient man-machine interfaces. A key concern in the GUI (graphic user interface) design process was to address the need to handle and to manage large databases by non-GIS experts. The system has been checked experimentally, enabled the users to quarry the data required simply and execute spatial analysis accommodating versatile alternatives in decision-making process. Detailed visual maps can be generated over large areas quickly and easily. The system will serve to increase the scientific and objective decision-making by overcoming serious constraints suffered from the past non-GIS-based approach. It is anticipated that this research output could be used as a valuable reference in building a nationwide natural environment GIS-DB (database) in the central and local governments.

Survey on the Awareness of the Public and Visitors about the National Forest Trail : Focusing on Jirisan Trail and Daegwallyeong Forest Trail (국가숲길에 대한 국민과 이용객 인식조사: 지리산둘레길과 대관령숲길을 중심으로)

  • The purpose of this study was to provide the basic data necessary for stakeholders to establish and promote policies related to the national forest trail. Awareness analysis was conducted on 800 visitors to the national forest trail, specifically to the Jirisan trail and Daegwallyeong forest trail, as well as 1,200 members of the public. Awareness of the national forest trail was low and at a similar level for both visitors and the general public; however, compared with the general public, the visitors had a higher need for the national forest trail system and were willing to visit and recommend the trail. The most common answers in response to the purpose of visit, reason for choosing the national trail, matters of interest, problems, necessary regulation, and role expectations were similar among the visitors and general public. Based on gender and age, there was a significant difference in the matters of interest and desired activity, but "scenery" was the most crucial factor. Therefore, after a comprehensive survey on the major view points, given that "scenery" was identified as an attractor, a system should be developed to identify and provide the information desired by visitors and the general public. These results are expected to be employed as basic data for stakeholders in decision making related to the national forest trail.

Accuracy Analysis of Ortho Imagery with Different Topographic Characteristic (지역적 특성에 따른 정사영상의 정확도 분석)

  • Mapping applications using satellite imagery have been possible to quantitative analysis since SPOT satellite with stereo image was launched. Especially, high resolution satellite imagery was efficiently used in the field of digital mapping for the areas which are difficult to produce large-scale maps by aerial photogrammetry or carry out ground control point surveying due to unaccessibility. This study extracted the geospatial information out of consideration for topographic characteristic from ortho imagery of the National Geospatial-intelligence Agency(NGA) in the United States of America and analyzed the accuracy of plane coordinate for ortho imagery. For this purpose, the accuracy according to topographic character by comparison between both extraction data from ortho imagery and the digital topographic maps of 1:5000 scale which were produced by Korea National Geographic Information Institute(NGI) was evaluated. It is expected that the results of this study will be fully used as basic information for ground control point acquisition or digital mapping in unaccessible area.

  • HPAI(Highly Pathogenic Avian Influenza) is a contagious animal disease that spreads rapidly by diffusion after the first occurrence. The disease has brought tremendous social costs and economic losses. KAHIS (Korea Animal Health Information System) is the integrated system for supporting the task of preventing epidemics. They provide decision-support information, recording vehicle visiting times and facility location, etc., which is possible by enforcing registration of all livestock related facilities and vehicles. KAHIS has accumulated spatial and temporal information that enables effective tracing of potential disease trajectories and diffusion through vehicle movements. The contact network is created utilizing spatial and temporal information in KAHIS to inform facility connection via vehicle visitation. Based on the contact network, it is possible to infer spatial and temporal mechanism of disease spread and diffusion. The study objective is to empirically demonstrate how to utilize primary spatial and temporal information in KAHIS in the form of the contact network. Based on the contact network, facilities with the possibility of infection can be pinpointed within the potential spatial and temporal extent where the disease has spread and diffused. This aids the decision-making process in the task of preventing epidemics. By interpreting our demonstration results, policy implications were presented. Finally, some suggestions were made to comprehensively utilize the contact network to draw enhanced decision-support information.
