우리나라는 최근 COVID-19 감염병 재난에 대한 체계적이고 성공적인 방역과 대응으로 국제적인 주목과 인정을 받고 있으며, 세계 10위 수준의 국가 경제 발전과 재난관리 중요성의 인식 향상에 따라 수준 높은 국가 재난관리 체계에 대한 국민적 관심과 요구가 높아지고 있다. 2004년 국가 위기관리 기본지침의 제정과 함께 국가 위기관리 표준 매뉴얼이 수립된 이래로 국가 위기관리 체계에서 위기관리 매뉴얼은 중추적인 역할을 담당하고 있다. 하지만 4차시대 혁명시대 ICT 기술 및 재난정보들이 융합된 재난 대응 환경에서 책자와 파일 위주의 정적 문서 포맷과 비구조적인 내용구성으로 주요정보 간 연계·활용성이 낮은 현재 매뉴얼 체계는 실제 재난상황에서 KEY 역할을 수행하기에는 여러 측면에서 한계가 뚜렷하다. 본 논문에서는 국가 위기관리 매뉴얼 체계 개선의 초석을 마련하는 단계로써 표준 매뉴얼에 대한 구성요소를 분석하고 기관 간 협업관계를 분석하였다.

국내에서는 정보통신기반시설의 중요성을 인식하고 2001년부터 정보통신기반보호법을 제정하여 이중 국가 사회적 중요성이 높은 시설을 주요정보통신기반시설로 지정하여 국가차원의 관리를 하고 있다. 이러한 주요정보통신기반시설에 대하여 해당 관리기관은 시설에 대한 취약점 분석 평가를 실시하고 있다. 본고에서는 관리기관이 자체 수행 또는 외부 컨설팅 기관을 이용하여 해당 시설에 적합한 취약점 분석 평가가 이루어질 수 있도록 취약점 분석 평가 관리 방안을 제시하였다. 또한 방송 통신 분야 주요정보통신기반시설에 적용한 사례를 분석함으로써 분야별 취약점 분석 평가 관리 방안 적용결과를 검증하였다. 주요정보통신기반시설을 보유한 관리기관별 또는 소관 분야 주요정보통신기반시설을 관리하는 관계중앙행정기관은 제안하는 방안을 활용하여 해당 시설에 적합한 취약점 분석 평가를 수행 또는 관리할 수 있을 것이다.

네트워크로 연결된 국가기관의 중요한 정보시스템에 대한 보안위협에 대해 기존의 침입차단/탐지시스템을 중심으로 하는 보안솔루션은 잠재적인 보안위협의 처리 한계와 우회하는 새로운 해킹기법 등의 발달로 인해 시스템의 정보보증을 위한 대응책이 떨어지고 있는 것으로 판단된다. 따라서 이에 대한 대안으로 TCSEC B5급(CC EAL5) 이상의 국가기관용 보안운영체제 개발의 필요성이 부각되고 있다. 본 논문은 국가기관용 보안운영체제 개발을 위해 선행되어야 할 안전커널 요구사항에 관한 연구로 이를 위해 먼저 적용될 보안환경과 목적, TCSEC 요구사항, CC 기반 보호프로파일, CC 요구사항을 분석 적용하였다. 이를 기반으로 정보의 중요도에 따라 두개의 등급으로 분류된 국가기관에 적합한 안전커널 요구사항을 제안하고자 한다.

Purpose: The purpose of this study is to build a model for the meta - evaluation of the national infrastructure system and to improve the evaluation system of the national infrastructure system using the model. Method: For the study, the disaster-related laws and regulations, the evaluation report of the national infrastructure system published by the government, the guideline for the establishment of the national infrastructure protection plan, the meta-evaluation previous research data, To analyze the actual state of the evaluation. Results: Among the indices of evaluation of the current national infrastructure system, the supplementary requirements were derived from seven indicators such as appropriateness of education and training plan and implementation of disaster response, evaluation and communication with stakeholders, and evaluation committee training time. Conclusion: It is expected that the improvement plan derived from this study can be used to improve the evaluation index of the national infrastructure system.

최근 국가 핵심 기반시설을 중단시키거나 파괴시킴으로서 사회적 혼란 및 국가 경제적 손실을 일으키는 공격 사례가 증가되고 있는 실정이다. 이와 같은 사이버 공격에 대응하기 위해 각 국가는 인터넷이나 다른 네트워크와 물리적 또는 논리적으로 분리되어 있는 폐쇄망 환경을 기반으로 기반시설을 구성함으로서 높은 수준의 보안성과 안정성을 유지하고자 한다. 하지만, 악의적인 공격자들은 Covert Channel을 통해 폐쇄망 환경 내 민감한 데이터 및 기밀 데이터를 탈취하고 있는 실정이다. 이에 본 논문에서는 음향신호 기반 Covert Channel 공격 기술에 대해 분석함으로써 안전한 폐쇄망 환경 구축의 필요성을 보이고자 한다.

국가핵심기반은 국가 운영을 위하여 사업의 중단 없이 연속적으로 운영될 필요가 있다. 본 연구에서는 에너지관련 기관을 대상으로 재해를 예방하기 위하여 위험작업의 위험도 평가와 위험수준에 맞는 적절한 관리순찰 강화방안을 중심으로 개발된 일일안전지수 제도를 소개하고 그 효과성에 대하여 검토하였다. 그 결과 일일안전지수는 중대재해를 효과적으로 감소시키는 것으로 분석되었다. 일일안전지수제도는 다른 국가핵심기반에서도 적합하게 응용 적용하여 재해를 예방할 수 있다.

(1) 21세기 우리나라가 선진국에 진입하여 초일류 국가로 발돋움하기 위해서 반드시 해결해야 할 과제는 지식기반사회로의 성공적인 이행과 디지털 경제 시대에의 능동적인 대응임. (2) 지식기반사회 그리고 디지털 경제시대는 정보와 지식이 가치 창출과 경쟁력의 핵심 원천인 동시에 경제활동의 중심이 되며, 이러한 지식과 정보를 창출 획득, 활용 할 수 있도록 하기 위한 인적자원개발 관리가 국가 발전의 핵심 전략임. (3) 대다수 OECD 회원국에서는 이미 지난 세기말부터 지식기반사회로 이행하기 위한 국가 발전의 핵심 전략으로 인적자원개발 관리에 관심과 정책을 총집결하여 왔으며, 국가 차원의 교육개혁추진과 관련부처의 통폐합 등 인적자원개발 관리체제를 재구축 하였음. (4) 부존자원이 전무하여 사람에 의존할 수밖에 없는 우리나라도 다각적으로 인적자원개발 관리에 관심을 보이고, 정책을 펼쳐왔지만 아직 국가 차원의 인적자원개발 관리체제가 미흡하여 정책의 일관성이 결여되어 있을 뿐만 아니라 곳곳에 인적자원개발 관리의 비효율 비능률이 초래되고 있음.

To solve the emerging geospatial problems, more creative and effective spatial information infrastructures are required. To solve the emerging geospatial problems at a national level, this study assumes that the current Korean NSDI considered descriptive needs to be more prescriptive. The future NSDI will require a more useful integration vehicle for matters and places of national importance such as national security and emergency prevention and management. The purpose of this study is to identify "What can be done for the Korean NSDI to be more prescriptive?" This study reviews previous researches and new SDI concepts, analyzes the Korean NSDI in terms of a descriptive NSDI, and proposes a prescriptive NSDI model for Korean geospatial problems. The model includes new aspects of an advanced NSDI and several tasks for the future prescriptive Korean NSDI.

For the economic cooperation and exchange between south and north korea, the reference information of natural and environment resources is indispensable. It will require to collect the comprehensive geospatial information of whole country of the north korea for the unification as well as important areas in commercial purposes. The geospatial information of the south and north korea are based on korean peninsula geospatial information infrastructure linking the NSDI. In this study, through the research of the digital map coordinate systems and map grid systems in our and other countries, I suggested the coordinates system and presented the map grid and index system on behalf of the integration of south and north ones as the reference information for korean peninsula geospatial information infrastructure.

세계는 지금 지식정보의 창출 및 활용정도가 국가경쟁력을 좌우하는 지식기반 사회로 급속히 전환 중이며 우리나라는 지식정보의 생산보다는 상대적으로 이를 공유하고 활용하기 위한 기반이 취약한 것으로 평가됨에 따라 Cyber Korea 21(1999. 4)과 지식정보연계활용체제구축사업의 기본계획(1999. 12)에서 전략분야의 DB 확충 및 이들 DB를 연계활용 할 수 있는 통합검색시스템 구축이 제시되었다. 이에 본 논문에서는 국가지식정보통합검색시스템의 추진현황과 기술적인 구현방안 등에 대하여 논하며, 국가지식정보통합검색시스템의 향후 발전방안을 제시하고자 한다.
