지구 온난화로 인해 여름철 북극해의 해빙이 점차 감소함에 따라서 북극항로를 이용한 선박의 화물운송이 점차 증가하고 있다. IMO에서는 극지해역운항선박의 안전성과 해양오염방지를 위하여 2014년에 Polar Code를 개정하였으며, 2017년 1월부터 SOLAS협약과 MARPOL73/78협약에 추가되어 시행되고 있다. 본 연구는 해양수산부 해양안전 및 해양교통시설기술개발 사업으로 1) Polar Code 강제화에 따라 '극지해역 운항선박용 항해안전지원시스템의 개발'의 필요성과 2) 북극항로에 대한 국적선의 안전 운항 확보를 위한 '북극권 국가와의 국제협력 및 공조체계 구축'과 '극지 구난, 구조 및 환경보호 관련 국내법 및 규정 제정'을 위한 기반 연구의 필요성에 의거하여 2014년 11월 10일에 시작되었으며 2018년 12월 31일에 종료될 예정이다. 연구내용은 1) 고정밀도 북극항로 빙상정보 수치예측 시스템 개발, 2) 북극항로 안전속도 예측, 평가, DB구축 및 항행 모델 개발, 3) 북극항로 안전운항을 위한 항해계획 기술 개발, 4) 북극항로 운항선박 건조 및 안전항해 가이드라인 개발이다. 본 논문에서는 개발 중인 KRISO Arctic safe Routing System (KARS)에 대한 소개와 활용 결과 및 향후 계획에 대해서 설명하고자 한다. 본 KARS는 향후 지속적인 수정보완 작업을 통해서 완성도를 높여갈 예정이며, 검증단계를 거쳐서 최적하고 안전한 항로와 운항 관련 정보를 선사와 해기사에게 제공함으로서 북극항로 중 단기 운항계획 수립과 안전 운항을 지원할 수 있을 것으로 기대된다.

건전한 물순환체계 구축을 위해서는 물이용, 치수, 하천환경 등 각 분야별 평가뿐만 아니라 수자원 현황을 평가할 수 있는 통합지수 개발이 절실히 요구되고 있다. 외국의 사례에서도 찾아볼 수 있듯이 현재 국외에서는 지표 및 지수개발을 통해 수자원 관련 현황과 정책의 방향성 및 사업의 성과 등을 평가하려는 노력이 지속되고 있다. 또한 국제기구에서는 세계 각국의 관련 자료를 수집, 분석하고 이를 지표 및 지수화하여 각국의 순위를 매김으로써 각 나라의 현주소를 제시하고 있다. 이에 대해 최근 들어 국제기구에서는 우리나라의 물 관련 현황에 대한 자료 및 통계치를 요구하는 사례가 늘어나고 있다. 따라서 우리나라의 수자원 관련 자료를 조사, 수집하고 분석한 올바른 정보를 제공함으로써 보다 합리적인 분석을 수행할 수 있도록 지원해야 한다. 본 연구에서는 국내 수자원 현황과 사업의 효과를 평가하기 위해 물이용의 취약정도를 평가하는 물이용 취약지수와 홍수 위험도를 평가하는 홍수위험지수 및 하천환경 취약정도를 평가하는 하천환경취약지수로 구성된 물행복지수(Water Happiness Index : WHI)를 개발하였다. 개발된 물행복지수를 통해 각 중권역에 대해 지수 값을 산정하여 비교 분석함으로써 수자원 현황을 시 공간적으로 분석하였다. 물행복지수는 여러 가지 기초정보만으로는 판단하기 어려운 수자원 현황 및 변화를 하나의 수치로 판단할 수 있는 척도를 제공할 수 있으며 연도별 분석을 통해 수자원 현황 및 특성 변화를 파악할 수 있어 수자원 관련 정책 수립 시 각 지역의 과거에서부터 현재까지의 연도별 수자원 특성을 반영한 대책을 세우는 데 유용하게 이용될 것으로 판단된다. 또한 국가 수자원 정책과 사업성과에 대한 평가가 가능할 것이며 수자원 정책 수립 지원을 위한 기반 정보를 제공할 것으로 기대된다.

본 논문에서는 경제의 글로벌화를 반영하는 세계적인 현상인 국제회계기준 채택에 대하여 회계 관련사항을 내재하고 있는 기업의 전사적 관리 소프트웨어인 국산 ERP 시스템에 대하여 세금처리의 투명성을 향상시킬 수 있는 방법론적 모델을 해외 ERP의 장점을 통하여 연구한다. 국제회계기준은 기업요소에서 가장 중요한 자본의 국제적인 이동이 기본적 사항으로 기업의 소재지에 대한 국가표시와 관계없이 재무제표의 정보가 투명하고 비교 가능하도록 국제적으로 단일한 회계기준이 사용을 요구한다. 이러한 환경 변화에 따라 국제회계기준(International Financial Reporting Standards: IFRS)의 필요성과 중요성이 확대되어지고 있으며 국제회계기준위원회(International Accounting Standards Board: IASB)의 영향력까지 강화되어지고 있다. 본 논문은 국제회계기준에 맞춘 회계처리 부분의 투명성 향상 모델을 연구하기 위하여 국내에서 많이 사용되고 있는 국산 ERP 소프트웨어 프로그램에 대하여 국제회계기준과 상반되는 현상을 유발하는 기준이 되는 부분을 상호 보완할 수 있는 해외 ERP 소프트웨어 프로그램을 기반으로 기업 시스템을 분석, 구현한다. 국산 ERP 시스템의 국제회계기준 처리와 관련된 단점은 송장의 수정, 삭제가 용이하며 수정, 삭제 후 이력이 남지 않는 부분이다. 이 부분은 국제회계기준에서는 신뢰성에 대한 중대한 문제를 유발하므로 외산 ERP패키지의 장점인 수정과 삭제 단계가 계층적이며 수정, 삭제를 하더라도 필수적으로 이력전체가 저장되는 시스템을 연구하며 특히 세금처리 부분이 상이한 점을 보완하기 위한 모듈을 추가한다. 수정, 삭제에 대한 이력관리는 담당자의 전문적 능력평가와 동시에 실수와 오류부분에 대한 통계를 통하여 관리의 향상성을 추구하여 투명성이 향상된 모델 구축에 활용할 수 있다.

In this study, by extracting all relevant types of libraries in the medical field and analyzing their concepts, the research was to clearly define the names and concepts of libraries related to the medical field being mixed and used, to identify types of library, and to draw related legal improvements. The results of the study are as follows: First, the concepts of libraries in the medical field were organized and the types and relationships between libraries in the medical field were summarized. Second, criteria for currently absent hospital libraries are presented based on domestic and overseas research and standards. Third, In order to revitalize libraries related to medical fields in the future, it is necessary to investigate the actual conditions of libraries related to medical fields. Also, It proposed that public hospitals above the hospital level be made mandatory to set up hospital libraries first through national policy and expand services for patients and careers.

Recently, the boundaries between people who produce and consume digital contents disappears due to the massive developments in information and communications technology (ICT) and the rapidly increasing spread of smartphones unlike in the traditional mass media (e.g., newspapers, radios, and TVs). Through the open service platform, the problem perception for each individual remains the same, but the problem solving methods varies as the service types have been diversified. The creation of added value through the growth of the new media platform industry is expected to enrich our lives, but it can also cause severe social side effects. For example, communication problems between social classes due to the information gap have led to generational conflict, and if such problems persist, it can cause national and social losses. Therefore, this paper analyzes the policy efforts to resolve the information gap and the necessity of the legalization of multimedia literary education to maximize the synergy effect through psychological model.

Due to COVID-19, the concept of Zero Trust, a safe security in a non-face-to-face environment due to telecomm uting, is drawing attention. U.S. President Biden emphasized the introduction of Zero Trust in an executive order to improve national cybersecurity in May 2021, and Zero Trust is a global trend. However, the most difficulty in introd ucing new technologies such as Zero Trust in Korea is excessive regulation of cloud and network separation, which is based on the boundary security model, but is limited to not reflecting all new information protection controls due to non-face-to-face environments. In particular, in order for the government's policy to ease network separation to b ecome an effective policy, the zero trust name culture is essential. Therefore, this paper aims to study legal improve ments that reflect the concept of zero trust under the Electronic Financial Transactions Act.

As satellite technology progresses, a growing number of satellites-like CubeSat and radar satellites-are available with a higher spectral and spatial resolutions than previous. National initiatives used to be the main force behind satellite development, but current trendsindicate that private enterprises are also actively exploring and developing new satellite technologies. This special issue examines the recent research results and advanced technology in remote sensing approaches for Earth environment analysis. These results provide important information for the development of satellite sensors in the future and are of great interest to researchers working with artificial intelligence in thisfield. The special issue introduces the latest advances in remote sensing technology and highlights studies that make use of data to monitor and forecast Earth's environment. The objective is to provide direction for the future of remote sensing research.

Optical satellite images are being used for national security and collection of information, and their utilization is increasing. However, it acquires low-quality images that are not suitable for the user's requirement due to weather conditions and time constraints. In this paper, a deep learning-based conversion of image and colorization model referring to high-resolution SAR images was created to simulate the occluded area with clouds of optical satellite images. The model was experimented according to the type of algorithm applied and input data, and each simulated images was compared and analyzed. In particular, the amount of pixel value information between the input black-and-white image and the SAR image was similarly constructed to overcome the problem caused by the relatively lack of color information. As a result of the experiment, the histogram distribution of the simulated image learned with the Gray-scale image and the high-resolution SAR image was relatively similar to the original image. In addition, the RMSE value was about 6.9827 and the PSNR value was about 31.3960 calculated for quantitative analysis.
