역사상 지식인과 국가권력을 포함한 모든 권력과의 갈등은 결국 이러한 권력이 허용하는 자유의 한계를 확장하려는 움직임이었고, 이렇게 볼 때에 지식인과 국가권력을 위시한 모든 형태의 권력 사이에는 결국 긴장이 놓여질 수밖에 없다. 이러한 지식인과 국가권력의 불편한 관계는 국가와 사회의 이분법을 극복하였다고 하는 현실 사회주의에서도 예외는 아니었다. 그러나 지식인과 국가 사이에 적당한 긴장관계가 나타나고 있는것은 오히려 그 사회가 건강하다는 징표로 삼을 수 있는 것이지, 어느 사회에 지식인과 국가 사이에 완전한 조화가 이루어졌다고 주장하는 것은 그 사회의 진정한 성격에 관해서 의심하지 않을 수 없게 만드는 것이다.

This essay begins with the following questions; "What is a fundamental source of media power?" and "How can the media power dominate market?". This essay aims at answering the questions. I made my selection of countries such as Venezuela, Italy and UK for this article with a political economic approach. This analysis found evidence that an enormous conglomerate ownership, and alliance or convergence between media and political power are two fundamental source of the media power. With the integration of newspaper and television the media monopoly increased their supplies and political influences as I have shown. Despite the growing threat of media monopoly power to democracy and public interest, in recent years, governments worldwide have chosen to ease regulations.

The aim of this study is to newly interpretate to T. Hobbes' view of man and commonwealth in his On Man and On Citizen. An established reputation of the Hobbes' view is as follows. The nature of every man is egoistic. Therefor in the state of nature every man struggles against every man to acquire the good for himself. To suppress this egoistic nature of every man commonwealth established through the covenant of every man. And every man is absolutely subject to the common power of commonwealth. By doing so, every man preserves the life of himself. In that opinion, it seems that commonwealth have absolutely superiority over a man, and suppresses the liberty and autonomy of every man. This study different from that opinion speaks as follows. The nature of every man is not egoistic, but the nature of some men is egoistic. Therefor commonwealth dose not suppress the liberty and autonomy of every man, but suppress the aggression of some egoistic men through the common power. By that work, commonwealth gives every man the hope of his safety and peace. If that hope is not preserved, the duty or need that every man is subject to commonwealth will be discharged. In that state, rather the common power of commonwealth is the power of enemy, by the law of nature man struggle against commonwealth as an enemy. Therefor we can know the meaning of 'mortal god' that commonwealth is called by Hobbes.

This study is to make a framework of newly interpretating the dynamic change of regional or local landscape rapidly occurred after the establishment of the nation state and capitalistic system. The basic concepts of making an interpretative framework are power, subjectivity, and performativity. The framework of closely interrelating the three concepts developed in the near future will be applied to the interpretation of variety of (de)centralized landscapes in regions or locals. A centralized political power under the nation state has destroyed or marginalized the historically developed landscapes, traditional culture, and subjects' values in regions or locals by the political implementation of the nation state, the establishment of national identity, a centralized economic development, and so on. The landscapes produced by the political power of the nation state can take a role as a cause of conflicts in regions or locals in terms of a historical perspective. Landscapes are being made by various subjects, and the produced landscapes also positively or negatively will influence the emotion, cognition, and behavior of the subjects particularly in a performative perspective. The dynamics interrelation between subjects and landscapes has been disguised or marginalized by reason/rationality, totality/collectivity, the separation between reason and emotion mainly made by modernism, the nation state, a capitalistic system. The interrelation between landscapes and subjects is especially emphasized on people's resistibility and creativity. Lastly, landscape is not a concept given as a priori or (re)presented objectively. It is not also a material or an object independently existed from a subject's emotion and cognition. It should be interpreted through a performative relation with subjects. Performativity will take an active role of combining the materiality of landscape, power, and subjectivity. It is also important to understand the active role of landscapes.

'Special Records' means the records created by the government power authorities like security, investigation, intelligence agencies. Even after the enactment of the Public Records Act, these kinds of records were out of the control of the National Archives of Korea. The reason was certainly complex including the loss of control power caused by the National Archives' low status, limitation of the legislation and lack of positive measures for the transfer of classified records. But core records of the government power authorities should be transferred to the National Archives for the righteous records culture in the democracy. This paper investigates the problems concerned with the transfer of classified records of the special records center, looking for a practical alternative.
