Science and technology information resources are major impetus for all research and development activities. Now countries around the world are seeking efficient and effective means to cope with the exponential growth of needs for science and technology information for research. In this context, it has been perceived vital to establish national infrastructures in order to extend the availability of world's science and technology information. In Korea, it has been a recurring issue to build a national science library to prevent knowledge colonization and to gain a competitive edge in the fields. It is essential to have one as a national information infrastructure to assume the role of developing a sustainable model for access to the world's science and technology information, providing permanent access to them. In this paper, therefore, some issues concerning building and managing a new national science library in Korea are examined. In doing so, the following details are dealt with in detail. First, the rationale behind building a national science library is described, Second, the functions and roles of the library are defined, Third, previous discussions and attempts to build a national science library are reviewed and analysed. Finally, possible problems and issues raised in relation to build a national science library are probed, and future directions are also suggested. In this process, the recent strategic plan for national science library, national agriculture library, and national medical library, and changing plan for Sejong city are taken into consideration as influencing factors.

영국(英國)에서는 대학도서관(大學圖書館), 공공도서관(公共圖書館) 및 특수도서관(特殊圖書館)을 포함하여 각종(各種)의 도서관(圖書館)이 많이 있다. 그러나 불과 몇 달전까지만 해도 국가도서관제도(國家圖書館制度)가 없었다는 것은 경이(驚異)할만한 일이며, 세계적(世界的)으로 유명(有名)한 영국박물관도서관(英國博物館圖書館)도 공식적(公式的)인 국가도서관(國家圖書館)이 아니었기 때문이다. 1972년(年)에 새로운 입법(立法)이 통과되어, 소위 "영국도서관(英國圖書館)"이라 불리우는 국립도서관(國立圖書館)이 현재(現在) 건립중(建立中)에 있는데, 이것은 영국박물관도서관(英國博物館圖書館)(British Museum Library), 국립과학발명참고도서관(國立科學發明參考圖書館)(National Reference Library of Science and Invention), 국립과학기술대출도서관(國立科學技術貸出圖書館)(National Lending Library for Science and Technology), 국립중앙도서관(國立中央圖書館)(National Central Library) 및 영국국립서지관(英國國立書誌館)(British National Bibliography)을 통합(統合)하여 3부(部)로 구성(構成)되어질 것이다.

The Library and Information Policy Committee announced a national comprehensive plan for all libraries in August, 2008. The plan includes the re-establishment of a subject-based national library system as one of the major policy challenges. Based on the preceding study (an analysis on systematization and the gaps in subject-based national libraries in major countries), this paper proposed three models: a centralized model focused on the NLK, a horizontally-linked model, and a long-term strategic model for subject-based national library systematization in Korea.

Interoperability and collaborations have become essential factors for developing a digital library. TEL, the European Library, is a new Pan-European service which gives access to the combined resources of the national libraries in Europe, and also TEL is the name of a project to implement TEL service. The vision of TEL stems from the characteristics that the national libraries offer, which is the comprehensiveness of collection, the national libraries' holdings of outstanding historical and special collection, reliability of information and high quality. Moreover, the national libraries are in a unique position to invest in creating added value to the digitized documents and to show the cultural diversity between EU members. From the viewpoint of digital library techniques, TEL explored some advanced methodologies to guarantee the interoperability between heterogenious collections and libraries. In this study, we examine the development of TEL including publisher relations, metadata developments, and retrieval features.

World leading national science technology information institutes provide scientists with R&D information for increasing national competitiveness. Collection development policy is the guidelines for the science technology information institutes that identify information resources and connect them together to build an information network for supporting R&D. In order to draw main elements of the collection development policy for national level science and technology information institutes, this paper analyzed the policies of National Library of Medicine (NLM), British Library (BL), Canada Institute for Scientific and Technological Information (CISTI), and Korea Institute of Science and Technology Information(KISTI). The results of this study can be used as the guidelines for the science and technology information institutes for establishing collection development policy.

2015년부터 우편번호를 대체하는 국가기초구역번호를 기반으로, 기존 읍면동 구분을 국가기초구역으로 대체하여 도서관에서 지역분포 분석 서비스를 제공하는 방안을 모색하였다. 기존에 제공하던 법정동 기준의 지역 구분은 균일한 크기의 지역 구분이 쉽지 않아 이를 행정동 기준으로 전환하고, 이 경계를 바탕으로 국가기초구역에 최대한 일치하도록 구역을 설정하여 기존 읍면동 체제와 크게 어긋나지 않으면서 새로운 국가기초구역제도를 조기에 활용할 수 있도록 하였다.

현대는 출판물의 홍수시대라고 한다. 쏟아져 나오는 학술정보를 가장 효과적이고 신속하게 수집 정리 검색 제공되는 일은 특히 발전도상국가에 있어서 가장 긴요한 활동이다. 보다 많고 넓은, 보다 빠르고 새로운 정보의 교환은 국가발전의 도구로서 요구되는 긴요한 사업인 것이다. 「한국과학기술정보쎈터」가 1961년에 유네스코 한국위원회와 정부의 보조로 한국의 과학기술 정보활동의 쎈터로서 발족하게 되어 활발한 활동을 하고 있다. 그리고 현대 당 쎈터가 젊고 유능한 전문직 사서들에 의하여 도큐멘테이션 방법에 의한 정보활동의 중추적 역할을 하고 있다. 그 기능을 소개하고자 한다.

The purpose of this study is to measure customer satisfaction index of NDSL. we propose new model of the user satisfaction index for NDSL and verify the new model through the analysis of structural equation model, LISREL. We also build new measurement method for customer satisfaction index by different dimension and measure diverse customer satisfaction index according to different calculation method.
