The ultimate goal of the local government is the owner of the residents welfare of the community. Welfare of the residents will start from the protection of life and property of the inhabitants. Much of this protective activity is a function of the police. Therefore, to be a municipal & local police that is based on the autonomy of the local conceptual prerequisites for the welfare of the population. Municipal & local police activities are activities for the local community rooted in the community that the police and to rejoin the community, municipal & local police activities taking place in the center of the area to solve the problem, but to reduce the fear of crime and disorder, crime as an expression of the efforts of the local residence themselves to improve the overall quality of life of the community as a partner recognition local residents. Municipal & local police in this case be introduced across the board in the central and local governments is careful review of the various alternatives been prepared on analysis is crucial to reduce the trial and error by providing the best alternative. priority should be to figure out exactly what the reason to introduce a municipal police. in other words, the introduction of the municipal & local police in the central and local governments, state police and municipal & local police, the ruling party and the opposition, regional self-government initiative unseen conflict between organizations and local governments are not welcomed by local residence in local time truly 'safe' and will have to face that the 'improve quality of life'.

National aircraft are subject to exceptions under the International Civil Aviation Convention. Each country must ensure the safety of civil aircraft through reasonable consideration (due regard). Accordingly, the Aviation Safety Act of Korea also includes an exception for national aircraft. However, Korea Coast Guard aircraft are legislated to be subject to the law on five provisions. As Korea Coast Guard aircraft operate under the application of these provisions of international and domestic laws, they will be required to control flight procedures from China's civil air traffic control when flying over provisional action zone, which is international waters in the West Sea. China's demand is a major limiting factor in protecting the safety of the people of Korea, which is the original mission of Korea Coast Guard aircraft, and through this study, countermeasures to solving these problems at the national level were suggested.

Recently, with the sudden changes in the security environment, expectations towards the police and fear towards safety are increasing. Thus, the local community police operation, which creates a mutually cooperative relationship between the police and local residents, is coming to the fore as the paradigm of the nationwide police operation. The police operation in Korea has also gone through change, and as part of the local community police operation, Korea has implemented a community police system since 2003. Recently, the system has been going through change in that the operations are centralizing around not only prevention of crime including the safe city program, protection of multicultural families, response to foreign crime, protection of the socially disadvantaged but also life security of the citizens. Along these lines, this study seeks to examine conditions of the three elements of local community police operation - Strategic Oriented Policing (SOP), Neighborhood Oriented Policing (NOP), Problem Oriented Policing (POP) - and policy suggestions accordingly.

The objective of this study is to provide psychological welfare promotion method of police officers who experience trauma and PTSD due to police activity in local community while handling various accidents and protecting civil life and safety at the forefront of the national disaster accident site. For this objective, following countermeasure was presented through trauma/PTSD-related literature and in-depth interview with police officers who experienced trauma and PTSD. First, psychological examination is required to be performed positively and realistically for the police officers. As police officers have high emotional labor stress not only by physical burden but also by civil service, a regular psychological examination shall be established systematically together with physical rest. Second, proper action for the regular psychological examination result of the police officers is required. Third, a psychological support system for the police officers is required to be established and for this objective, expansion of police-operated mindful accompanying center and its devoted operation are required to be performed. Fourth, an opportunity of getting rid of stress of police officers shall be provided and for this objective, required budget for activating club activity is required to be allocated and activity condition should be created.

사회환경의 변화에 따라 경찰의 역할과 기능도 전통적인 사회질서의 유지에 머물러 있어서는 안되며 보다 능동적인 변화가 필요한 시점에서, 국가적 위기관리 상황에 효율적 안전확보를 행할 수 있도록 국민에게 신뢰받는 경찰이 되기 위해서는 위기관리 대처능력을 배양해야 한다는 치안서비스 제공에 대한 질적 개선이 요구된다. 최근 북한의 무력도발 및 남북 긴장관계의 조성, IS가 공개한 테러대상국에 우리나라가 포함되는 등 테러 및 안보위협에 더 이상 안전하지 않음을 국민들은 체감하고 있다는 점은 효율적 위기관리가 필요하다는 것을 반증하는 것이다. 따라서 국민의 가장 가까운곳에서 안전확보를 담당하고 있는 경찰의 치안서비스 제공과 안전사회 구현을 위해서는, 국민의 신뢰와 소통이 기반으로 형성된다는 점에 착안하여 경찰조직의 위기관리 커뮤니케이션에 관하여 살펴보도록 하였다.

최근 해양자원 및 산업개발, 해양관광산업 등의 발달로 바다에 대한 관심은 더욱 증가하고 있으며 국가 간 경쟁도 나날이 치열해지고 있어, 바다를 무대로 활동하는 해양경찰의 중요성은 더욱 커지고 있다. 해양경찰의 가장 중요한 임무는 해양에서 국민의 소중한 생명과 재산을 보호하는 것이다. 이를 위해서는 경비함정을 안전하게 운항하는 것이 가장 중요하다. 경비함정을 안전하게 운항하기 위해서는 선박운용에 필수인 항해기초 항해학, 연안항법, 전파 및 레이다 항법, 항해계기, 해상기상, CORLEG(항법), 함정운용, 함정조종론, 해사일반(함정의 감항성), 해사영어(SMCP), VTS 교육과 SHS를 활용한 함정운항 심화 교육인 선위측정(GPS 및 레이다이용), CBT 실습(항해장비 운용법, 조함 명령법), 시뮬레이션 MOCK-UP 실습(상황별 항해실습, 자기주도실습, 함정운용술 고도화)과 더불어 함정의 비상상황에 대비한 교육 및 다양하고 심도 있는 항해 전문화 교육이 필요하다.

In 19th May 2014, the government announced that KCG(Korea Coast Guard) is dissolved regarding responsibility for recently accident which is Sewol ferry disaster. But KCG, a central administrative agency is responsible for protecting maritime sovereignty of South Korea; the most basic and indispensable organization. Furthermore, The purpose of KCG is to provide the safety of the public and keeping of public order by prescribing matters necessary for the securement of maritime security, maintenance of public order and protection of marine resources & facilities. Therefore, In this article, I would like to suggest tentatively named FRAMEWORK ACT ON KOREA COAST GUARD's management plan which could reflect the scope of functions. It means we examine the current state of KCG, and would like to signpost for the most ideal way of legal system in Korea Coast Guard. Finally, this treatise is expected that this research can be a guideline contribute to improving Korea Coast Guard relevant laws even a little.

2023년 우리나라에 발생한 재난은 남부지방의 가뭄, 태풍 카눈에 의한 폭우, 7월~9월 폭염 등의 자연재난과 4월 5일 분당 정자교 붕괴, 4월 29일 검단신도시 붕괴사고, 7월 13일 대구 염색산업단지 황산 누출 등의 사회재난이 발생하였다. 이전 2022년에는 022년 10월 29일, 서울 이태원역 부근에 대규모 인파가 한번에 몰리며 압사사고가 발생하여 159명이 목숨을 잃고 196명의 부상자가 발생하였다. 이처럼 다양한 형태로 발생하는 재난에 대하여 우리나라는 「헌법」과 「재난 및 안전관리 기본법」에서 재난으로부터 국민의 생명·신체 및 재산과 국가의 피해를 줄이기 위해 노력하여야 한다고 명시하고 있다. 재난은 다양한 특성을 지니고 있으며, 학자들의 일반적 견해는 누적성, 불확실성, 복잡성, 인지성 등의 특성을 들고 있다(재난관리론, 2020). 특히, 사회재난은 발생위치, 시점, 피해, 규모를 예측하기가 상대적으로 매우 어렵기에(장대원 외, 2019) 불확실성의 특성을 강하게 보여주고 있다. 이러한 사회재난의 특성은 자연재난과 비교하여 사람들에게 물리적·심리적 영향을 크게 미칠 뿐만 아니라 단기간에 회복하기 어려운 특성을 지닌다(신재헌 외, 2020). 이에 대하여 많은 국민들은 심각한 사회재난이 발생할 때마다 정부차원의 적극적 재난관리 및 통제능력 향상을 요구하고 있으나, 사회재난 특성 상 특정 기관 중심으로 대응하기에는 많은 어려움이 있다(신재헌 외, 2020). 우리나라 경찰은 2021년 7월부터 자치경찰제도를 실시하며 국민의 생명·신체 및 재산의 보호, 범죄예방, 수사 및 질서유지업무 이외에 국민들의 봉사·서비스 행정 요구의 증대로 인한 적극적·능동적 경찰활동으로 변화하게 되었다(조호대, 2014). 이에 따라 경찰은 경찰의 재난관리체계를 확립하고, 경찰의 재난관리에 관한 사항을 규정함을 목적으로 2012년 「경찰 재난관리규칙」을 제정하였다. 이에 본 연구에서는 경찰의 재난 발생 시 역할이 무엇이며, 특히 사회재난 시 경찰의 적극적 대응 방안은 무엇인가에 대하여 살펴보고자 한다.

Currently, the security operations in nation's key foundations in Korea are performed by private police and special security guard in accordance with the Private Police Act and Security Business Act, respectively. In 1960s, The Korean Government introduced the private police system in terms of the national security issues, but it was just a hurriedly-set plan on the basis of Japanese Sunsa system as by that time there was no such system revitalized. However, the special security guards could offer wider range of security services including those of the private police with the enactment and revision of the Security Business Act 1976 and April 2001, respectively. Moreover, the expectations and interests rose over the special security guards in nation's key foundations after 9.11Terror Event in the U. S. 2001. However, as we investigated the current education/training system for the special security guard, we found that such education/training which is not activating the specialty of special security guard will not respond to the social demands. Special security guard owns its own characteristics other than those of general security guard as they are in service in nation's key foundations. Thus, the effcient management and training for the special security guard is the most important matter for the safety and security of nation's key foundations. Therefore, the well-educated special security guard through the reorganized and specialized education/training for the protection of nation's key foundations is expected to offer qualitatively improved security services.
