  • Traffic has a very important function but has caused such social problems as traffic congestion parking and traffic accidents in metropolitan areas. It is difficult to examine the causes of traffic accidents related to human life, which occur by human, vehicle and environmental factors. But human factor is the only measure requlating these factors together an analyzing factors influencing establishment of counterplan of traffic accidents. Consequently , this study employs the principal component analysis and stepwise multiple regression analysis to estimate the characteristics and influential factors of traffic accidents and defines the typical patterns of happening lots of traffic accidents. Accordingly, this study establishes an acknowledgement model of the causes and preference model of the counterplan of traffic accidents using Multi-Dimension Preference(MDPREF) method.

  • Road geometry is one of the many factors that cause crashes, but the effect on traffic accident depends on weather conditions even under the same road geometry. This study identifies the variables affecting the crash severity by matching the highway accident data and weather data for 14 years from 2001 to 2014. A hierarchical ordered Logit model is used to reflect the effects of road geometry and weather condition interactions on crash severity, as well as the correlation between individual crashes in a region. Among the hierarchical models, we apply a random intercept model including interaction variables between road geometry and weather condition and a random coefficient model including regional weather characteristics as upper-level variables. As a result, it is confirmed that the effects of toll, ramp, downhill slope of 3% or more, and concrete barrier on the crash severity vary depending on weather conditions. It also shows that the combined effects of road geometry and weather conditions may not be linear depending on rainfall or snowfall levels. Finally, we suggest safety improvement measures based on the results of this study, which are expected to reduce the severity of traffic accidents in the future.

  • In order to reduce traffic accidents at long road sections involving high risks of traffic accidents, including tunnels, bridges or curves, the National Police Agency have decided a tentative installation and operation of an automated point-to-point speed enforcement system based on cameras at January, 2007. The first system was established at the direction to Kangreung of Dunnae Tunnel at December, 2007. Currently, the automated point-to-point speed enforcement system operates at 11 sections including eight sections on expressways and three sections on national highways. However, there have been few researches on the effects of the system upon the reduction of traffic accidents in a scientific way. To this end, this research effort was initiated to evaluate the effect of the automated point-to-point speed enforcement system on traffic safety by comparing the number of traffic accidents before and after the installation of the system using a comparison-group(C-G) method. Three-year-long traffic accident data for the expressways were collected in order to evaluate the system. As a result, the installation of the system was found to reduce traffic accidents by 49.97% in average.

  • Objectives: Traffic accidents often occur to power tillers without reflective light in the dawn, evening and night. Because of this reason, there has been a 'campaign to attach reflective lights' to power-tillers in recent years. Therefore, the authors investigated the relationship between reflective light and traffic accidents involving power-tillers. Methods: We defined traffic accidents of power tillers as those cases of rear-end collision by a car in the dawn, evening or night. According to our definition, four cases were confirmed in Hyungok-myeon, Gyeongju and five cases in Gigye-myeon, Pohang. We selected a control group from people in the same village with similar age, sex, driving history and education. Results: The study group contained 9 accidents and 36 non-accidents. Power tillers with reflective light were 32 cases (72.7%) of 44 cases (excluded one case due to death). Of those, the status of reflective light was 'clean' in 18 cases (56.3%). The recognition that reflective light can prevent accidents was 'Yes' in 26 cases of 44 cases (59.1%). The recognition of the 'campaign to attach reflective lights' to power tillers was 'Yes' in 38 cases of 44 cases (86.4%). The recognition about the safety regulation of driving power-tillers was 'Yes' in 32 cases of 44 cases (72.7%). Odds ratio of traffic accidents for no reflective light was 7.00 (95% CI: 1.06-58.37). Conclusions: Although the 'campaign to attach reflective lights' to power tillers are going on, its effectiveness may unknown. Therefore, more extensive epidemiologic study is needed into the relationship between reflective light and power tiller traffic accidents, with effective administration of the government and the attention of medical persons.

  • As a result of investment in railway safety since 2004, railway accidents have been reduced by half and we reached a high level of safety compared to other countries. But people are still worries about railway accident, and want safer railway. It is difficult to determine which level of safety must be achieved due to lack of comparative studies on railway safety among different countries and other transportation modes. In this study, a comparative study on railway accident statistics and various transportation modes is performed. The results of this research can be used for the determination of weak areas of railway safety and the level of safety to be achieved.

  • Since the 1970s, along with an increasing number of motor vehicles in Korea, road crashes and casualties started to increase and eventually resulted in a serious public health problem starting from the beginning of the 1990s. Government authorities, however, have been not so proactive with reducing road crashes and injuries as well as deaths and have been reluctant to design effective safety strategies that could be established in collaboration with relevant multidisciplinary professionals. This paper aims at showing the status of road safety versus socioeconomic development in Korea and highlighting safety strategies that particularly need the participation of medical professionals. Six indicators to measure socioeconomic development and two indices for road safety were examined and international comparisons were made, finding road safety in Korea has been not corresponding to its level of development. The imbalance between socioeconomic development and road safety will certainly require the government authorities to look for effective safety strategies necessitating cooperation and collaboration with relevant experts including medical professionals. To make a provision for such needs in the near future, studies and experiences previously reported in the literature of traffic medicine and the world congresses of the International Traffic Medicine Association since 1984 were reviewed and categorized to focus on the strategies as well as measures that would be most effective in a mid-income country such as Korea.

  • Porous pavement (PP) has attracted attention as a new alternative measure against road traffic noise. PP refers to pavement that reduces the fines in the asphalt mixture to form voids. These voids can reduce traffic accidents and friction noise. For active application, verification of the noise reduction effect is required. In this study, the noise reduction of single-layer PP(SLPP) and double layer PP(DLPP) was analyzed. First, the Sejong section was selected, and traffic noise was measured using the SPB method on the roadside. The traffic volume, speed, and mixing ratio of large vehicles were measured. As a result, the DLPP was evaluated to be 7.95 dB(A) smaller on average and 7.57dB(A) smaller at the 95% reliability level than the SLPP. The traffic volume was more influential than the speed and the mixing rate of large vehicles. As the traffic volume increased, the noise increased, but the difference in noise between the two pavements decreased gradually. The results showed that the most effective way to reduce road traffic noise is to change the road pavement rather than reduce traffic speed, restrict traffic for heavy vehicles, or reduce traffic volume.

  • Aggressive driving leads to a greater crash potential because it threatens surrounding vehicles. This study conducted traffic simulation experiments using driving behavior data obtained from multi-agent driving simulations. VISSIM traffic simulator and surrogate safety assessment model (SSAM) were used to identify the impacts of aggressive driving on traffic stream in terms of safety and operational efficiency. Market penetration rates (MPR) of aggressive driving vehicle, coupled with various traffic conditions, were taken into consideration in analyzing the impacts. As expected, it was identified that aggressive driving vehicles tended to deteriorate the traffic safety performance. From the perspective of operational efficiency, interesting results were observable. Under level of service (LOS) A, B, and C, it was observed that the average travel speed increased with greater MPRs. Conversely, the average travel speed decreased with under LOS D and E conditions. The outcome of this study would be effectively used for developing safety-related policies for reducing aggressive driving behavior.
