급변하는 항만의 교통특성과 이용자들의 정보서비스 욕구에 발맞추어 해상교통관제 운영기법이 변화하고 있으며 차세대 다기능 해상교통정보시스템과 같은 새로운 기술이 개발되는 등 해상교통물류체제의 혁신이 이루어지고 있다. 이에 따라 세계 각국은 해상교통관제구역을 항행하는 선박의 질서유지 및 안전사고 예방과 사고 발생 시 신속한 대응조치를 위하여 해상교통관제사의 인력양성 및 인력관리에 많은 노력을 기울이고 있다. 국내에서도 선진해양교통행정을 위하여 분산된 해상교통관제 기능일 일원화 되어감에 따라 새로운 해상교통관리 체제의 효율적인 운영을 위하여 해상교통관제사들의 지속적인 훈련의 필요성이 대두되고 있지만 교육제도의 인지, 여건, 장비보급의 부족, 다양한 상황에 대한 교육시나리오의 부족으로 인하여 시뮬레이터를 이용한 교육이 효율적으로 이루어지지 못하는 문제점이 발생하고 있다. 본 연구에서는 해상교통관제사들의 교육을 위한 국내 외 규정을 분석하고 교육현황 및 해상교통관제사들의 요구사항을 파악하여 해상교통관제시뮬레이터를 이용한 교육의 개선방안을 제시하고자 한다.

While the number of crashes and fatalities has decreased for the last few decades, the proportion of elderly-involved crashes has continuously increased from 19.5% in 2001 to 29.6% in 2008. This paper aims to evaluate the effectiveness of traffic safety education to seniors, which has been conducted for the purpose of providing more systematic knowledge such as safety regulations and making the elderly more aware of the risks of crashes, and eventually to reduce elderly-involved crashes. First, we investigated the levels of traffic safety knowledge of the elder people who attend senior community centers and social welfare centers in Seoul and provided traffic safety education. Then, the effectiveness of traffic safety education was evaluated by using the before-and-after analysis. We set up two different groups to improve the reliability of evaluation: one for control group and the other for comparison group. The results showed that the average scores of the control group after education were significantly improved at the 95% significance level compared to the average scores before education, whereas the comparison group did not show a significant differences in the average scores before and after education except for two questions. This indicates that the levels of traffic safety knowledge of the control group have been improved through education and therefore, the safety education seem to be effective to some extent.

A variety of work zone including road single-sharing construction add surrounding disorder and increase inconvenience of vehicles and pedestrians and furthermore danger of traffic accidents, which sometimes result in human life damages. Traffic delay due to vehicles and users generating in the course of using large-scale multiplex facilities bring about a great economic loss. Now, a lot of regulations and laws related to traffic safety system on construction sites etc. are established, but can not display efficacy desirably. It brings about continuous economic loss due to human life accidents and delay. For the purpose of solving the problems, it is necessary to import systems such as traffic inducement Security (Japan) and traffic controller (CANADA, USA) This article suggest how improve civil safety and reduce Social cost. therefore This thesis aims at analyzing advanced cases of foreign countries, looking into Korean status, and presenting importing ways of traffic inducement Security appropriate to Korea. It is reasonable to grant grade1, grade2, and technical experts to traffic inducement Security who pass regulated educations and examinations. In addition, by reversing regulations and laws, it is necessary only those who have the licenses of traffic induction guarder etc. can establish construction sites and disordered places on roads. Theory educations for education time must include basic educations and expert educations. Basic educations must include understanding regulations and laws and understanding affairs. Expert educations must include traffic control, safety educations, understanding of traffic accidents, operation of traffic control facilities, and traffic accident settlements. Traffic affairs educations must include traffic induction affairs in sites (hand signals, safety material establishment, traffic accident settlements, and urgent treatments).

신규 해상교통관제사의 직무 역량 향상을 위하여 시뮬레이션 교육은 가장 안전하고 효율적인 수단이다. 하지만 시뮬레이션 교육 시 한정된 시나리오로 인하여 각 항만의 실질적 특성 적응에 어려움을 보이는 실정이다. 이에 각 항만 별 특성에 맞는 여러 시나리오 개발에 필요한 개선 사항을 기초 연구 하였다. 먼저 주요 관제 사례를 수집하여 데이터관리를 하며, 수집된 데이터를 기반의 시뮬레이션 시나리오를 개발하는 것이다. 시나리오는 신규 해상교통관제사 교육뿐만 아니라 더 나아가 유관 및 민간 기관의 VTS 관련 연구에도 도움이 될 것이며, 시뮬레이션 개발의 한가지 지표로서 제안될 수 있다.

해상교통관제사의 능력 향상을 위해 해양수산부에서는 자격인증에 관한 훈령을 제정한 후 기본과정, OJT 강사과정, 선임관제사 과정, 재교육과정 등의 교육을 시행하면서 교육용 시뮬레이터를 활용해 왔다. 또한, 항만의 안전과 보안을 우선 담보하는 해상 교통관제사로서 능력을 발휘하고 필요한 역량을 갖추기 위해서 IALA V-103에서 언급된 대로 여러 부분의 지식을 함양하고 교육용 시뮬레이터를 이용한 간접경험으로 훈련을 충실히 하고 있다. 그러나 시뮬레이터는 항만의 선박교통상황을 충분히 구현하지 못하며 긴급하고 위험한 상황 또한 제한적으로 구현할 수밖에 없는 등 교육용 시뮬레이터의 약점을 보완하기위해 VTS 시뮬레이터 시스템의 기능강화를 위한 요구사항 분석 및 설계 기준을 검토하였다. 특히, 해상교통관제사의 훈련 상황을 객관적으로 평가할 수 있는 평가기능을 구현하기 위해서 분석 검토하였다.

해상교통관제사의 역량기반 교육훈련의 실시를 위해 개인의 역량을 파악하고 조직이 요구하는 수준에 대하여 개인에게 필요한 맞춤형 교육을 실시하는 것은 해상교통안전을 증진시키고 조직 내 전략적 인적자원관리를 위해 중요하다. 본 연구에서는 신임 해상교통관제사의 역량기반 교육훈련 과정 개발을 위한 기초연구로서 국가직무능력표준(NCS, National Conpetency Standards)과 IALA 권고서 V-103/1에서 제시된 해상교통관제사의 직무역량을 통합하여 하나의 역량모델로 구성하고자 하였다.

In this study, we developed a "Zetton Children's Traffic Safety Education" application using mixed reality to help children experience a variety of traffic situations indirectly and to help them defend themselves from accidents. We analyze the types of high mortality child traffic accidents to set learning goal. And we developed the experience-oriented contents that players could acquire signal systems and traffic information naturally and funny in the course of playing scenarios according to designed various traffic situations. In order to verify the educational effectiveness of the developed application, children were given traffic safety education through after-school education activities. The result shows that the frequency of right answers to questions related to traffic safety awareness and learning objectives is increased.
