  • 지난해 건설기술관리법 시행령 이 개정됨에 따라 지난 3월 1일부터 특급건설기술자는 기술사만 가능하고 학· 경력기술자는 초급까지만 인정되는 등 건설기술자 경력제도가 대폭 개선되었다. 이에 따라 건설교통부는 개정된 경력신고 제도를 건설기술자가 제대로 이해하지 못해 불이익을 받는 일이 없도록 하기 위하여“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 발간했다. 이 홍보 책자는 이제 막 입문하는 초급기술자부터 특급기술자에 이르기까지 전체 57만여명의 건설기술자 누구 나 쉽게 경력관리가 가능하도록 건설기술자의 경력신고 절차, 교육훈련, 각종 통계자료 및 주요 유권해석 등을 알기 쉽게 매뉴얼 형식으로 정리하였다. 이 책자에 따르면 건설기술자가 개정 전의 규정에 의한 기술등급을 받기 위하여 반드시 숙지해야 할 사항으로 는 오는 8월 31일까지 자신의 학력·자격·경력 등을 한국건설기술인협회 등 경력관리수탁기관에 신고하여야 하고 내년 2월 29일까지 1주의 전문교육을 이수하여야 한다. 또한 건설기술자가 근무처 경력신고시 종전의 국민연금 등 4대 보험 자료 원본을 제출하던 것을 해당 공단 홈 페이지 출력물로 대체가 가능, 경력신고가 훨씬 간편해졌다. 참고로 건설기술자의 경력관리 자료는 설계 등 용역업자의 사업수행능력(PQ) 평가시 수행경력 확인, 건설관련 업체 등록시 기술능력 확인, 건설기술자 현장배치시 적정여부 확인 등에 활용되고 있다. 본지는 건교부가 발간한“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 3회에 걸쳐 게재한다.

A Study on the Development of the Advertising Strategy and Public Service Announcement Materials for National Immunization (예방접종 홍보광고 전략개발 조사연구)

  • Objectives: Immunization program is essential public health service under the national responsibility. One of the immunization service of national immunization program is advertising and public relation service, but research for that was rarely conducted. Therefore we conducted the survey for developing advertising strategy of immunization program in 21th century. Methods: Our study subjects were 242 health workers in immunization service department of 169 health centers and 1,193 carers who visited community health center for receiving immunization service of their children. The major questions were general characteristics of the subjects, perceived importance of immunization program, experience of advertising, knowledge and perception about immunization, and items about advertising strategy. Results: Frequently exposed materials in both health workers and carers were TV, community newspapers, and pamphlets. Health workers had high professional knowledges of immunization and carers had high perceptions for need and importance of immunization. Health workers preferred pamphlets and posters as advertising materials and carerers preferred TV and community newspapers. Both health workers and carers preferred green and yellow as advertising posters' color, active and healthy style of immunization advertising, and positive messages of campaign's slogans. Conclusions: Further researches should be conducted for precising long-term immunization advertising strategy in 21th century, and for this we need to develop advertising materials based on public needs and strategy, and evaluate the materials. The national immunization program should be activated throughout more investment of the budgets and human powers.

A Study of People's Consciousness for Efficient Management of Nonpoint Pollution Source (비점오염원의 효율적 관리를 위한 국민의식연구)

  • This study was intended to investigate recognition of the general public on water pollution and nonpoint pollution, and to promote participation of the common people in prevention and management of nonpoint pollution by investigating the necessity and participation in the education for reducing the nonpoint pollution. To this end, this study conducted questionnaire on 1,000 male and female adults over 20 years of age nationwide who are registered in Onpanel. The questionnaire was comprised of recognition on water pollution, preventive activity for nonpoint pollution, countermeasures for preventing nonpoint pollution, necessity of national education for reducing the nonpoint pollution, recognition of promotion and campaign participation, and revitalization of organization for reducing the nonpoint pollution. As a result of the questionnaire investigation, interest in water pollution of respondents was high, and specially, interest in the nonpoint pollution was higher when age, academic level, and income were higher that effectiveness of promotion and education on the source of nonpoint pollution is expected to be increased. Respondents recognized the effect of education on reducing the nonpoint pollution positively when they had higher interest, information, education and experience related to the reduction activity of nonpoint pollution. Therefore, formation of sympathy of the public is positively necessary for the nonpoint pollution management, and provision of civil activity program that increases information on the nonpoint pollution, education, and participation in reduction activity and easy promotion with high information communicability should be conducted continuously.

  • 본 논문에서는 유아를 위한 환경 지식정보를 2D 애니메이션으로 제작하여 유아에게 환경오염의 심각성을 알리고 예방 교육에 활용 할 수 있게 함으로서 유아의 환경교육 및 홍보에 의한 환경문화 육성에 목적을 둔다. 공기 오염과 에너지의 중요성에 대한 2D 애니메이션 소프트웨어를 제작하고 사전조사와 사후 조사를 통하여 유아들의 이해도가 향상되었음을 알 수 있다.

Exploring the Direction of Educational Development on Exhibits at the Nuclear Information Halls (국내 원자력 홍보관의 전시물 탐색 및 교육 활용 방안 모색)

  • This study aims to investigate the kinds of content and science communication included in the exhibits and the exhibition panels in order to suggest a direction of desirable educational development in the nuclear power information halls in Korea. The four local nuclear power information halls in Korea and the nuclear power science center in Japan are selected as the subject. The results of this study show that the 'conceptual' exhibits are a dominant topic among the four topics of contents, and the concept (CON) and interest (INT) are found as the most dominating component of science communication. Meanwhile, the nature of science (NOS), awareness (AW), enjoyment (ENJ), and opinion (OP) components are little exhibited. The findings of this study indicate that the nuclear power information halls can be more professional to enhance scientific literacy, as the informal education institutions, providing information of nuclear energy and radiation on various perspectives for visitors to make decisions by themselves and to improve their scientific attitudes and understanding of science communication. In addition, the limited science communication can be fully reinforced by docents or commentators. Further research needs to investigate the development of a specialized program to produce professional docents or commentators.

The Study of Health Information on Recognition and Satisfaction of Their Blood Donation (헌혈자의 헌혈기록정보의 인식도 및 만족도 연구)

  • The purpose of this study is to investigate the knowledge and recognition about blood donation and satisfaction, look for ways to promote the idea that effective, was trying to get the plan to provide the basis for the expanding population of voluntary and continuous blood donation. A survey was from May 9, 2012 to May 24, 2012 and total 636 copies were used as final study data. The data collected analyzed with SPSS win 21.0 using descriptive methods, frequency analysis, chi-square test, t-test, ANOVA. The results were as follows. First, the rates of the blood donors were higher in the men, in the age group from 20 to 29, in the students and in the group that received college or higher education. Second, as for the knowledge and recognition of the blood donors on blood donation, many replied they didn't know well about it. Concerning satisfaction level, they gave higher marks to satisfaction with related service than with blood donation itself. Third, the necessity of sustained blood donation promotion and education was pointed out. TV was most preferred, followed by ads on the street and ads on the subway. To expedite an increase in the blood-doner population, prolonged education and promotion are required to change the way that people in general look at blood donation, and a variety of rewards should be provided for blood donors.

  • This study analyzes Kureougy Balmyungwang (Prankster Invention King), produced by Chung-ki Kim in 1984. [Prankster Invention King (Kureougy Balmyungwang)] has been known as science education film. However, around the time this film was produced in 1980s in South Korea, Science and Technology is basis for development of nation driven by military dictatorship for increasing national welfare and individual capability. In this regards, Kureougy Balmyungwang (Prankster Invention King) is an animated movie not only about education and science, but also a propaganda describing children making every effort to develop their country by scientific research. In this regards, this film is in accordance with Director Kim's other animated films such as General Toli, who also served for the government, advertising its policy. This article compares and analyzes Kureougy Balmyungwang (Prankster Invention King) with various propaganda works after World War I, to clarify the propaganda characteristic and contemplate the contemporary meaning of this work.
