'IT skills framework' provides a common reference model for the identification of the skills needed to develop effective information system making use of information and communications technologies. It is a simple and logical two-dimensional framework consisting of areas of work on axis and levels of responsibility on the other. It uses a common language and a sensible, logical structure that can be adapted for the HRD(human resources development) For example (1) gather labour market intelligence coherently and consistently (2) quantify the skill requirements of the ICT market (3) set up the career path for IT workers and so on.

New technologie of information and interaction create ambiguous, multifaceted relationships between concepts and realities that once seemed clear and simple. The acvent of cyberspace implies the existence of cyberplaces and relationships among cyberspace and places that could be as or more complex then those that exist among the spaces and places of the non-digital world. Virtual reality-the current uses of infomation technologies to create replicas of places and processes in the world-offers a point of exploring such relationships. But more penetrating insights become evident in the examination of real virtuality-the uses of information technologies to enhance the experience of places in the world. Real virtuality offers geographers a variety of innovative and powerful tools for augmenting the effectiveness and domain of their craft. Widespread use of real virtuality by geograpgers will alter their use of data, methods, and theory in research, teaching, and practice.

Since 1993, Korea Institute of Design Promotion has carried out Design Promotion Comprehensive Plan every 4 years and due to the institutes founding purpose the plans are mainly focused on enhancing quality of merchandise goods. However due to social and economic changes now enhancing quality of cultural living through design is becoming important as ever. The purpose of this paper is to find our characteristics and changes in design policies and programs to diffuse design culture in the plans. The researchers have inquired proceeding studies on cultural and design policies and also looked into cases that were carried out in Europe to diffuse design culture. By analyzing EU's Cultural Policies four means were found: Education, Exchange, Participation, and Sharing. The results are as follows. First, in the beginning main focus was to educate people about the importance of design and what good design is, in bureaucratic ways. In the Secondary plan, reaching out to local regions begin to show in order to diffuse design culture that was and still is mainly centered around Seoul. Thirdly plan shows more exchanges but not only limited to domestic regions but international wide. In the Forth plan, participation programs and those engaging design to solve social problems are shown but still not much attention is payed to sharing.

Social Network has been known as friendship basis human relation service in online network. But a broad sense of Social Network can be explained as a mechanism which makes web evolve to information-ecosystem by human relation and network data which has been generated by the mass of people's cooperation and interchange. Social Network has been expanding their domain from friendship basis relation service to broad social relationship focus of matter of concern. It has been applied to diverse domain. Library community begins to take an interest in Social Network concept to apply user's interchange for information. This paper considers the concept of Social network and it's appliance to a library service. For the more, suggest basic element for vitalizing library user's Social network.

한국의 기후학 연구성과는 1958년 발표된 이후 약간의 기복은 있었으나 꾸준히 발 전하여 왔다. 연구성과를 하부 분야별로 보면 기후학 일반(43.5%)이 가장 많았고, 종관기후 학(34.7%), 기후변화(13.0%) 그리고 응용기후학(8.8%)으로 구성되어 있으나 근래에는 응용 기후학 분야에 대한 연구가 서서히 증가하고 있다. 1970년대 이전에는 주로 지상 기후요소 간의 기상자료를 사용하여 상관관계 출현빈도.시계열분석 등으로 전국 규모의 기후특성을 규명한 데 반하여 최근에는 시계열분석과 더불어 군집.주성분.인자분석 등 다변량 분석기 법 등의 통계기법이 많이 활용되고 있다. 초기에는 지상기상자료를 주로 연구에 사용하였는 데 점차 고층기상자료와 인공위성자료를 활용하면서 국지기후 연구와 더불어 기후예측 모델 의 구축단계까지 발달하였다. 그러나 한국기후학이 당면한 문제는 인적자원의 절대적인 빈 곤과 더불어 인접분야에 비하여 연구환경이 열악한 것이다. 즉, 대학에서는 비전공자에 의한 기후학 교육이 빈번하고, 국지기후 연구의 경우는 실측을 요하기도 하는데 자료의 생성 및 분석에 필요한 장비가 절대적으로 부족하다. 따라서 한국의 기후학의 발전을 도모하려면 기 후학자의 배출이 급선무이고, 기후학자는 물론, 대학 및 연구소간의 연구 및 자료 교류 등의 상호협조가 요청된다.

The result of comparison and analysis study of institutionalization and exchange status of environmental education in South Korea, the People's Republic of China, and Japan, Northeast Asian countries that are closely related to Korea, is summarized as the following: First, this study shows that the process of environmental education institutionalization requires an instigation. For example, a specific environmental policy is established after raising awareness to modify environmental policies, as the result of aggravation of damage due to pollution. Therefor, it is the necessary process for the establishment of an environmental policy in order to proceed environmental education institutionalization. Second, even though institutionalization processes of environmental education for the three countries are considered to be very similar, differences are apparent if one carefully examines the content of environmental education for each country. In particular, South Korea, the People's Republic of China, and Japan all agree that environmental education is necessary, but differ in their ideas of main body for advocating institutionalization, as well as maintenance level of environmental education. Third, the order of establishment of environmental education institutionalization is Japan, South Korea and China and there exists about a 10 years time gap between each country. Fourth, the environmental education exchange was formed between South Korea and the People's Republic of China and between South Korea and Japan, first. Then it was enlarged to TEMM(Tripartite Environment Ministers Meeting) and TEEN(Tripartite Environmental Education Network) among three countries.

This study a Descriptive research to examine the Moderating Effects of Sense of National Security between Military field experience and Major satisfaction, On the focus of noncommissioned officer's department of College. A questionnaire survey has been conducted on noncommissioned officer's department of MOU collage with ROKMC. As a result, First, Military field experience had positively significant with Major satisfaction. Second, Sense of National Securit was proven to have a moderating effect in the relationship between Military field experience and Major satisfaction. Based on the results, the theoretical and practical implications of the research findings are discussed, and recommendation for future research are provided.

이 연구는 도시공간의 어메니티를 실현하기 위한 수단으로서 사운드스케이프(soundscape)에 관한 연구조사의 결과를 소개한다. 사운드스케이프 및 사운드스케이프 디자인에 관한 개념과 사상을 고찰하고, 남원시의 사운드스케이프 조사를 예로 하여 지역에 있어서 음, 인간 및 환경과의 관계로부터 사운드 어메니티(sound amenity)를 실현하는데 있어서 음이 갖는 의미와 역할을 모색한다. 사운드스케이프 조사방법으로써 문헌조사, 필드조사 및 설문조사를 이용하여 남원지역의 음풍경을 조사${\cdot}$분석하고, 그 시대적, 계절적, 시간적인 음풍경의 변화와 현상, 그리고 지역주민의 음에 관한 인식특성을 파악한다. 조사결과, 지역에 있어서 자연환경을 보존하고 축제등의 전통적인 생활문화를 계승하는 것은 지역의 사운드스케이프와 어메니티 형성에 중요한 역할을 한다는 점을 알 수 있었다. 또한 도시공간의 사운드스케이프 연구는 이러한 일련의 조사연구활동 및 교육활동 등을 포함한 다양한 활동과 여러 영역에서의 유기적인 교류활동이 이루어져야 쾌적한 음환경 창조가 가능하다는 점을 확인할 수 있었다.

This paper was studied in export policy Revitalization of SMEs mainly in various countries of Indochina, especially in Laos, which is emerging as a new market after China. Laos is a socialist country, but in 2014, led by the current active open-door policy, education, social, cultural and people-to-people exchanges are going briskly, light industry and the expansion of social infrastructure such as laying the foundation for economic development. This paper presents a plan to dominate the emerging frontier markets are public enterprises and government agencies that do not respond quickly. Already pioneered by building a network in local development staff for this purpose, such as volunteers, missionaries, professors and configure the network of exploitation and human development personnel look for Revitalization of SMEs in urban and regional growth.

본 논문에서는 사람들이 이용하고 있는 스마트폰에서 사용되는 대학홍보 응용프로그램을 개발하여, 기존에 개인 PC에 접속하여 얻을 수 있었던 정보를 휴대가 간편한 스마트폰을 통해 손쉽게 얻을 수 있도록 하는데 목적을 두고 있다. 본 논문에서 제안하는 스마트폰 응용프로그램을 이용하면 손쉬운 조작으로 교내정보 및 학과정보를 얻을 수 있고, 도서관에 있는 도서를 검색하고 도서관 열람실 현황 등을 알 수 있으며, 대학내 종합정보시스템 접속을 통해 학생들의 수강신청 및 학점관리 등을 할 수 있다. 또한 본 응용프로그램에서는 재학생 및 교직원들 간의 실시간 대화기능을 제공하여 동기, 선 후배, 교직원들 간에도 대화를 나눌 수 있도록 하여, 이용자 간의 정보교류 및 유대관계를 형성토록 함과 동시에 유비쿼터스 시대에 부합하는 교육환경에 한 발 더 다가 갈 수 있도록 하였다. 따라서 본 논문에서 제안하는 응용프로그램은 스마트폰을 휴대하고 있는 재학생 및 교직원의 편리한 정보접근은 물론, 신입생, 학부모, 그리고 해당 대학에 관심 갖는 모든 사람들에게 시간 및 공간의 제약 없이 대학 내에서 발생하는 모든 정보를 제공하기 위함이다.
