Analysis of Relative Priority of Local Civil Servant's Personnel Innovation Policy (지방공무원 인사혁신정책의 상대적 우선순위분석)

  • This study conducted AHP analysis to find out the directional of human resource management through policy priorities for personnel innovation of local public officials. The results of the study were derived using the AHP analysis methodology. The results of the study are summarized as follows. First, the interchange of personnel system was the most important measure among the measurement areas of interchange of personnel system, education training system, recruitment management system and appointment management system. Second, from the point of view of evaluation item, it is as follows. In the personnel interchange system, it was found that the conversion of personnel management based on job performance and performance was important. In the position management system, it is important to appoint and expand professional positions. In the recruitment management system, the introduction of personality and aptitude tests used in the private sector is important. Development of customized curriculum programs is important in the education and training system.

  • 1992년7월부터 4년2개월 동안 '6년제 수의과대학'을 위하여 뛰어 다니며 "한국수의학교육의 수업연한 개선 방안(1994. 4. 10)"을 작성할 당시 북한 수의학교육에 대하여 궁금증을 가진 바 있어 북한수의학교육 조사를 하여 본적은 있으나 한번도 북한을 방문한 적이 없을 뿐 아니라 북한자료를 접하기 쉽지 않은, 오히려 금기시(?)되는 현상황 아래 북한 수의학에 대한 글을 쓴다는 것이 캄캄한 밤길을 걷는 것과 같음은 불문가지이다. 그러나 언제일지 모르지만 통일이 우리 앞에 성큼 다가왔을 때를 대비하여 북한의 수의학을 이해할 필요가 있고 우리분야의 전문가가 북한인사를 접할 때 참고할 수 있는 자료로 활용하기 위해서라도 이러한 글이 있어야 하겠다는 생각으로 시작은 하였으나 북한을 몇 번 다녀온 분들을 만나 이야기를 들어 보아도 나무는 그려지나 숲은 볼 수 없는 상황이었다. 북한 수의학교육의 줄거리를 정하지 못하고 방황하고 있을 때 "이것이 북한교육이다"이란 책을 접하게 되었다. 일일이 인용표시를 못하였지만 필자가 이 책을 접하지 못하였다면 아마도"북한 수의학 수의학교육"이란 글을 쓰는데 몇 개월은 더 방황하였을 것이다. 이글은 먼저 북한의 교육체계변천을 살펴보고, 대학교육을 중심으로 한 북한의 교육체계, 수의학교육, 수의학 도서 및 학술지를 살펴보았고, 인접 학문인 의학교육과 농업교육도 살펴보았다. 그리고 수의학교육을 마친 후 졸업생이 활동하는 영역인 산업(축산)분야를 살펴보고 남북교류협력과 검역도 관심을 가졌다.

Mid & Long-term Library Plan for Exchange and Cooperation between South and North Korean Libraries (남북한 도서관의 중장기 교류협력 방안 연구)

  • The purpose of this study is to present directions and programs for exchange and cooperation between libraries of South and North Korea. Specifically, it is to present the direction of exchange and cooperation programs in the library area and to present library exchange and cooperation programs that can be promoted in the [tight period], [reconciliation and cooperation period], and [South and North confederation period] through research methods of literature review, Focus Group Interviews (FGI), and expert advice. In this study, exchange and cooperation programs were divided into three projects that should be prepared by South Korean libraries, by direct exchange and cooperation between South and North Korean libraries, and by conducting with third countries or international organizations. Along with the conducting program periods, 8 major programs and 33 unit tasks were also proposed. Conclusions and suggestions suggested the need for sector-by-sector, step-by-step exchange and cooperation, establishment of systems to promote effective exchange and cooperation, establishing the formation of consensus within libraries, finding field-oriented agendas, and developing education programs of North Korea libraries for librarians.

A Study on the Special Education Facilities Focused on Contacting Activities (교류활동(交流活動)을 통해서 본 특수학급(特殊學級)에 관한 건축계획적연구(建築計劃的硏究))

  • The purpose of this study is to establish fundamental data of architectural planning concerning location of the special class to tackle the problems of special class facilities, the contacting activities of special children with ordinary children and finally proper environment for the main-streaming education which special education persues. The contacting activities of the special class children usually take place in both their original class and special class. The less the degree of handicap is, the less contact with ordinary children happens. In the case of the serious degree of handicap, it can be said that they are often helped by ordinary children so that there are more oppotunities to make friends each other. Therefore, the disposition of special classes in a school should consider the degree of handicap. The characteristics of special class facilities and management system play significant role on contacting activities. In particular, the location of a special class in terms of grouping and floor, the character of the next space and the location of the building in the overall context should be taken into account in deciding the location of special classes in a school. In addition, the characteristics of junior and senior children should be considered.

A Study of Standardization Model of Learner Information in e-Learning (이러닝에서의 학습자 정보 표준화 모형 연구)

  • The standardization of learner information is needed for exchanging learner information in e-learning system with another educational institution. And also it is needed for providing customized educational service to the learner's characteristics. The purpose of this study is to develop standardization model of learner information that is focused learner's characteristics and performance in higher educational situation. Earlier researches related to the standardization of learner information are analyzed and added some ideas from instructional theory for dealing with meaningful information about learners. The draft standardization model of learner information with 33 of items in 3 areas is proposed. For the validation of this model proposed, we surveyed from 26 of universities that have been experienced e-learning service. It was divided into mandatory and optional items to the result of the survey.

Study on Extraction of Sub-element and Construction of System Model for the Technological Communication Skills (기술적 의사소통능력의 하위요소 추출과 체제모형 구축)

  • The purpose of this study was to extract of Sub-elements of technological communication skills and to construct of a system model. In order to achieve the goal of the study, it was carried out in two steps: (1)Extraction sub-elements and definitions of technological communication skills, (2)Development of a system model of technological communication skills. Obtained conclusions by the process of this research were as follows. First, sub-elements of the technological communication skills were extracted and they were images, sketches, flowcharts, drawings, prototyping, symbols tables graphs and presentations. Second, using the 'technological communication tools' based on the "collaborative activities in online and offline', technological communication skills were defined as communication skills to be raised through the process of 'Idea through the Communication', 'Realization through the Communication', 'Wrap up through the Communication'. Third, technological communication skills were described as the system, in which 'Idea through the Communication(images, sketches, flowcharts)', 'Realization through the Communication(design, prototyping)', 'Wrap up through the Communication(symbol table graph, presentation)' were collaboratively activated. Fourth, checking tool for the technological communication skills was developed, based on checking tool for the existing communication skills and system model for technological communication skills. And it was improved by the expert validity test.

  • 현장에서 프로그래밍 교육은 교수 학습 방법 외에도 교육실습 환경을 위한 프로그래밍 교육용 시스템의 준비나 사용면에서도 어려움이 많다. 특히 C언어의 경우 적당한 교육용 시스템이 없어 일반 상업용 개발 툴을 이용하는데 그렇지 않아도 어렵다고 인식되는 C언어 교수 학습에 소프트웨어 도구마저 복잡하여 작지 않은 걸림돌이 되고 있다. 다양한 프로그래밍 언어가 있지만 현재는 구문 교육 및 논리 표현의 수월함과 결과 확인의 편리함에 우위를 가진 로고 계통의 언어 도구가 교육에서 많이 활용되고 있다. 이러한 점에 착안하여 본 연구에서는 기존 C언어 교육 환경을 개선하고 C언어를 효과적으로 교수 학습할 수 있도록 VPL요소로써 순서도 편집 및 자동 구현과 실행 시간 중 각종 흐름과 변수의 실시간 누적 시각화 시스템을 내포한 C언어 인터프리터와 학습 모듈 관리 및 사용자간 및 교수자와 교류하는 기능이 합쳐진 웹 기반 C 프로그래밍 언어 교육을 위한 시스템을 설계하였다.

A Study on the Methods of Communication Education based on 'Empathy'; for Example <(500) Days of Summer> ('공감'을 기반으로 한 의사소통교육 방법 모색 ; 영화 <500일의 섬머>를 예로)

  • This paper criticized that online classes during the Covid-19 period were centered on knowledge and information education, and sought ways to improve empathy as a way to improve students' sociality. The teaching-learning process was designed around the movie <(500) Days of Summer> which has the theme and story of parting and growth. On this paper the stage of empathy was divided into three stages, recognize-into, feeling-into, emotional-transaction stage. In particular, considering the process of transitioning from emotional empathy to behavioral empathy as the key to communication education, the class was designed in five stages, with an expression stage between the feeling-into stage and the emotional-transaction stage. This course is possible when learners sympathize with the work itself and reflect on their own narrative, so literary therapeutic was used, and students's response statements were collected to prove that this process is meaningful for improving empathy. In this article, the class was designed for the movie <(500) Days of Summer>, but this teaching-learning model can be applied to other contemporary film texts.

  • 본 프로그램은 현대사회에서 급증하는 부부간의 부적응에 미연에 예방한다는 취지에 따라 개인의 성장 및 부부간 상호이해증진과 공동체의식향상을 통해 부부 자체의 문제해결능력을 강화시키는 것을 목적으로 하고 있다. 프로그램의 구성을 위해서는 부부교육 프로그램의 사회적 기여도를 고려해서 한국 사회의 위기집단이 누구인지를 파악한후 그들에게 필요한 구체적 도움을 살펴보았으며, 이를 통해 교육목표를 설정하였다. 교육방법은 실제경험을 함께 나눔로써 상호교육효과를 이룰 수 있는 소규모집단 (약 3~5쌍) 교육을 실시하였으며, 교육대상은 중산층의 결혼초기(결혼 5년이내) 부부들로 하였다. 교육내용은 교육목표에 따라 논리적이고 체계적인 연계성을 갖도록 하였다. 구체적으로 부부의 애정 증진, 결혼생활에 대한 부부 각자의 이해차이와 문제 접근 및 해결방식의 차이 지각, 부부간의 효과적인 문제해결 방식으로서의 부부의 상호교류 방식을 파악한 후 수정해보며, 그리고 부부의 문제해결 방식에 대한 조언과 평가를 통해 끊임없는 부부간의 성장을 유도하였다.

Astronomy Program Support for Cambodia Secondary School Teachers

  • 국립청소년우주센터에서 캄보디아의 Xavier Jesuit School과 연계하여 지역 중등교사 18명을 대상으로 천문교육을 지원했다. 이번 교육지원은 한국천문학회 소속 천문교육프로그램지원단과 캄보디아와의 교류를 통해 이루어졌다. 2017년 4월 3일부터 7일까지 5일 동안 시간과 좌표, 간이 망원경 제작, 결상의 원리, 분광, 망원경의 조립과 분해 및 천체관측 등 천체관측과 관련된 내용을 위주로 교육을 진행하였다. 이번 천문교육을 계기로 지속적인 천문교육지원이 이뤄지길 바라며, 이를 통해 캄보디아를 비롯해 천문교육이 제대로 이루어지지 못하는 지역의 청소년이 우주에 관심을 가지고 자신의 꿈을 펼칠 수 있게 되길 기대한다.
