The purpose of this paper is to analyze cost-effectiveness of a train simulator. The cost-effectiveness of training program is assessed by multiplying transfer effectiveness ratio (TER) by training cost ratio (TCR). If their product is less than one, the program is not cost effective. Even if a program is not cost effective, however, safety considerations may be important to consider. Findings indicated that each type of train simulators might be used with each type of training programs appropriately for improving cost-effectiveness of a train simulator.

This article tried to find out the individual wage effect of training. This Article used 1998, 1999 KLIPS(Korea Labor and Income Panel Study) panel data. The size of the individual wage effect of training was twice of tenure's, and had significance. Training had a good effect on the job satisfaction and carrier development. To overcome self selection bias, this article regressed the first difference of wage equations, but we didn't get the significant results. Dividing sample into quitters and non-quitters in order to investigate the relation between training cost and benefit, we regressed separately the each first difference of wage equation. On quitters, the individual effect of training appeared significantly, but on non-quitters, it didn't. This results mean that employer does not raise wage rate according to upgraded skill originated in incumbent's training. And the results also mean that the upgraded skill of employee who quit pre-employer is recognized by new employer, and his wage rate rises in his new job.

The Republic of Korea Army (ROK Army) is trying to improve the effectiveness of education and training. On the other hand, there are many restrictions in actual training, limiting their practical education and training. Virtual reality technology is being used to overcome these limitations. Virtual reality technology is developing in various types, and the ROK Army needs to introduce a virtual reality training system for cost-effective education. The ROK Army mainly uses high-cost simulator-types that are similar to real equipment. Recently, a low-cost immersive-type virtual reality training system wearing an HMD is also being used. This study analyzed the cost education effectiveness of simulator-type and immersive-type virtual reality training systems in operation at the ROK Army air defense school. First, the research method used AHP to analyze the educational effects. Second, the cost was applied to the production cost of the virtual reality training system to analyze the cost-effectiveness of the education. The immersion-type was 3.4 times higher than the simulator-type in terms of cost effectiveness. These results can be used as basic data for analyzing the cost-effectiveness of a virtual reality training system.

The apprenticeship training is given as a solution of the youth unemployment problem. The apprenticeship is a system that companies hire and instruct trainees and is implemented in various countries. In Korea, there is a Korean work-learning dual system which is managed by the government rather than the company itself. This Study analyzed Germany, Switzerland and Austria's apprenticeship training system and compared common factors of apprenticeship system, a trainer in company and cost-benefit analysis. The result of the study can be shown as follows. First, Germany operates practical training, meanwhile Switzerland and Austria provide a pre-education course before students enter the upper-secondary VET course. Second, Germany and Switzerland give a single type apprenticeship training, whereas Austria runs a modularization system, which enables students to specify their skills and improves clarity. Third, social partners as well as the government, states, companies/schools actively participate in apprenticeship. Fourth, there is a suitable trainer's qualification system in all countries. Finally, Germany and Austria's companies cause larger cost than benefit in apprenticeship. On the other hand, Switzerland gets larger net-benefit than cost. We can give implications to the Korean work-learning dual system based on this study.

본 연구는 민간 직업훈련 기관의 훈련생 모집에 영향을 미치는 요인을 분석하기 위해 훈련 등록한 대상들에게 설문조사를 실시하였다. 이를 위해 접근성 요인(교통편, 주차장 등), 시설 요인(교실 크기, 시설 환경 등), 상담자 역량 요인(응대 태도, 서비스 지식, 상담 Skill 등), 비용적 요인(훈련비, 훈련비 지원 유무 등), 교육 요인(교육 편성 내용, 강사진 등)으로 나누고 각 요인들이 훈련 등록에 어떠한 영향을 미치는지 분석 하였다.

Special training soldier for thermal equipment during army heavy equipment maintenance education is small training equipment and many trainees have few opportunities for practical training, and there is a high risk of safety accidents during maintenance training. Because practical training is limited and repeated practice is difficult, a training system is needed. In this study, we propose a virtual training system that can reduce the training cost beyond the time and space, enable realistic experiential training, reflect the standard maintenance manual, and train teamwork. The virtual training system using the virtual augmented reality is a system that can reduce the cost beyond the space and time and can be practically practiced. The first-person virtual training system using HMD, which is the three-dimensional display system proposed in this study, is suitable for army thermal equipment maintenance education system. The proposed system is expected to be useful for maintenance training of other equipments and other groups because it has good scalability.

항만컨테이너터미널에서는 컨테이너 생산성뿐만 아니라 하역작업 안전성도 중요하게 고려되고 있다. 생산성 증대를 위해서 도입되는 대형 하역장비의 운영 효율성과 더불어 하역장비를 운영하는 장비기사들의 작업안전성 향상도 중요함에 따라 하역장비기사를 대상으로 하역장비 교육훈련 실시가 필요하게 되었다. 그러나 실제 하역장비운영을 통한 교육훈련은 장비운영비용과 위험성이 수반되기 때문에 경제적으로 장비 운영 시 발생되는 문제점을 최소화시키는 방법 가운데 하나가 항만크레인시뮬레이터를 이용한 하역장비 교육훈련이 제기되고 있다. 이에 본 연구는 교육기관에서 보유하고 있는 실제 항만의 운영환경을 고려하여 개발된 최첨단 장비인 항만크레인시뮬레이터를 이용한 부산항 신항만을 중심으로 하역장비기사 교육현황과 그 성과를 통한 항만크레인시뮬레이터 장비 효율성을 제시하고자 한다.

Recently, with the rapid development of eXtended Reality(XR) technology, the development and use of education and training systems using XR technology is increasing significantly. In particular, in areas that involve great risks and high costs such as military training and counter-terrorism training, the use of XR based simulators is preferred because they can improve training performance, reduce training costs, and minimize the risk of safety issues that may occur in actual training, by creating a training environment similar to actual training. In this paper, we propose a plan to build and evaluate an XR based hyper-realistic counter-terrorism education, training, and evaluation system to improve the ROK police's ability to respond to terrorist situations using the 5G and AR based Integrated Command and Control Platform previously developed by the Korea Military Academy. The proposed system is designed to improve counter-terrorism capabilities with virtual training for individual and team units based on hyper-realistic content and training scenarios. Futhermore, it can also be used as a on-site command and control post in connection with a simulation training site and an actual operation site.

전범위 복제형 시뮬레이터에 의해 이루어진 원자력 및 화력발전소에서의 운전원교육은 훈련원에게 실제 발전소 주제어실에서 운전한다는 인식을 시켜 실제감을 느끼게 한다는 면에서 장점이 있으나, 막대한 하드웨어 개발비용과 또한 동일 장소에 훈련원들이 모여야 한다는 공간적인 제약성을 가지고 있다. 이에 전력연구원은 3차원 웹기술을 접목하여 가상으로 주제어실을 개발하여 네트워크를 통하여 하나의 사이버 공간에서 공동으로 하나의 작업을 수행케 하는 Collaboration 기능을 탑재한 강의실용 가상주제어실 교육훈련 시스템(VRMCR : Virtual Reality Main Control Room)을 개발하였다. VRMCR은 3차원 웹(Web) 기술을 적용하여 공간을 이동하면서 버튼, 계기판, 경보판 등의 형상을 파악할 수 있으며, 주요 계기들은 시뮬레이터와 연동되어 있어서 특정 스위치를 조작하면 경보판의 울림, 계기판의 변화 등을 감지할 수 있도록 개발하였다. 또한 교육생들이 하나의 팀을 구성하여 네트워크상의 자신의 컴퓨터에서 각종계기의 조작 및 문제 상황 대처 방법을 학습할 수 있을 뿐 아니라, Cyber Glove, HMD 둥의 가상현실 장비를 이용하여 사용자로 하여금 한층 더 몰입감을 느낄 수 있도록 하였다.

Currently financial support for vocational skills development training is provided based on the NCS standard unit price set according to the NCS occupational classification. Such a standard unit price system has the advantage of reducing administrative burdens required in managing the training levy-grant system. In this paper, it is pointed out that current unit price system may distort the social integration function of vocational training policy as it is based on the tuition fees of training course. As a basis for finding a more appropriate financial support system, we analyzed what factors are influencing the training course fees set by training institutions. As a result, it was confirmed that the monopolistic nature of the training courses or the high level of willingness of pay of training participants influenced the training course fees. Therefore, the necessity of removing the influence of such factors from unit price system was suggested so as that the training policy contributes to the social integration. Furthermore, it is required to establish new support criteria centered on the government's policy judgment if the training costs of all training courses cannot be exactly estimated.
