A Study of User Demand on the Web-based Information Services of Government Libraries (중앙 행정기관 자료실의 웹기반 정보서비스에 대한 이용자 요구에 관한 연구)

  • The purpose of this study is to propose some strategic directions which can promote the government libraries to provide the most effective and efficient information services. The study analyzes user opinion and demand in terms of the Web-based Information Services. For the analysis, the questionnaires were distributed to the 300 users in 18 government libraries. In the results, the study finds that the government libraries with homepage need to advertise homepage service. to provide the training programs, and to improve the system utility for better valuable homepage services. The government libraries without homepage, first of all, must construct their own homepage reflected in the users demand requiring the powerful retrieval ability, the diversity of contents, the high properness of information services.

  • 급변하는 항만의 교통특성과 이용자들의 정보서비스 욕구에 발맞추어 해상교통관제 운영기법이 변화하고 있으며 차세대 다기능 해상교통정보시스템과 같은 새로운 기술이 개발되는 등 해상교통물류체제의 혁신이 이루어지고 있다. 이에 따라 세계 각국은 해상교통관제구역을 항행하는 선박의 질서유지 및 안전사고 예방과 사고 발생 시 신속한 대응조치를 위하여 해상교통관제사의 인력양성 및 인력관리에 많은 노력을 기울이고 있다. 국내에서도 선진해양교통행정을 위하여 분산된 해상교통관제 기능일 일원화 되어감에 따라 새로운 해상교통관리 체제의 효율적인 운영을 위하여 해상교통관제사들의 지속적인 훈련의 필요성이 대두되고 있지만 교육제도의 인지, 여건, 장비보급의 부족, 다양한 상황에 대한 교육시나리오의 부족으로 인하여 시뮬레이터를 이용한 교육이 효율적으로 이루어지지 못하는 문제점이 발생하고 있다. 본 연구에서는 해상교통관제사들의 교육을 위한 국내 외 규정을 분석하고 교육현황 및 해상교통관제사들의 요구사항을 파악하여 해상교통관제시뮬레이터를 이용한 교육의 개선방안을 제시하고자 한다.

The Effect of PMO Functions on IT Project Performance (PMO 기능이 프로젝트 성과에 미치는 영향)

  • 본 연구의 목적은 PMO의 기능들이 프로젝트 성과에 미치는 직접 효과와 프로젝트 관리 프로세스의 수행을 통한 간접 효과를 PLS 경로모형을 통해 파악하는데 있다. 또한, PMO 역량 및 최고 경영진의 지원에 따른 프로젝트 성과의 차이의 상호 효과 및 그 효과의 크기를 찾고자 한다. 본 연구에서는 방법론 제공, 행정적 지원, 교육 및 훈련, 자원 관리, 지식 관리를 통하여 형성되는 PMO기능과 통합, 범위, 시간, 비용, 품질, HR, 커뮤니케이션, 위험, 자원조달 등을 통하여 형성되는 프로젝트 관리과정을 측정하기 위하여 2차 요인 모형(second-order construct model)으로 연구 모형을 검증하였다. 본 연구에서 각 1차 요인(first-order construct)은 반영지표를 이용하여 분석 하였으며, 2차 요인은 조형지표를 이용하여 분석하였기에, 반영지표와 조형지표가 모두 포함되어있는 모형 분석에 용이한 자료처리 도구인 PLS를 이용하였다. 본 연구의 설문대상은 PMO의 지원 하에서 프로젝트를 수행해 본 경험이 있는 프로젝트관리자나 프로젝트 리더와 같은 전문가 집단으로 한정하여 온라인 설문조사를 실시하였다. 분석 결과, PMO 기능 및 프로젝트 관리과정 모두 프로젝트 성과에 유의한 영향을 미치는 것으로 확인되었다. 또한 PMO기능을 수행할 때, PMO역량에 따라 프로젝트 성과에 유의한 차이가 존재함이 확인되었다. 따라서 경영진들은 프로젝트 수행 시 프로젝트 성과에 긍정적 영향을 미치는 PMO의 설립을 적극적으로 검토해야 한다. 또한 PMO의 역량에 따라 프로젝트 성과에 차이가 발생하므로 프로젝트를 관리하는 PMO에 충분한 권한을 부여하고 경영진의 지원을 신속하게 함으로써 프로젝트를 성공적으로 수행할 수 있을 것이다.

A Study on Policy for Public Libraries of the Metropolitan Office of Education (교육청 소속 공공도서관의 정책적 발전 방안에 관한 연구 -조직적 측면을 중심-)

  • This study examines policy issues for the future development of libraries belonging to the metropolitan office of education focusing on facilities (legal basis for installation), management (dedicated department), human resources and budget. This study collected and analyzed related data using National Law Information Center and National Library Statistics System. As a result of this study, the names of the libraries performing library functions varied due to the difference of the administrative organizations of the libraries in the metropolitan education office. In addition, library policy work carried out by the library department may be excluded from policy priorities as a subsidiary task. It is analyzed that the expansion of quota of the librarian deputy director to provide the opportunity for promotion of librarians and the increase of the library input budget against the total budget are necessary.

  • Government ministries operate various system dealing with filed civil appeals. There are representative systems such as Safety Monitoring System of the Ministry of Public Administration and Security (MOPAS), Disaster Premonitory Information System of the National Emergency Management Agency (NEMA), Facilities Hazard Information System of the Ministry of Land, Transportation and Maritime Affairs (MLTM), Environmantal Monitoring System of the Ministry of Environment (ME). The purpose managing these systems is to reduce casualties and to improve safety by preventing disasters and accidents in local communities. This study suggests the method to effectively operate a safety monitoring system which fits to local situations based on the statistical analysis performed on filed complaint cases in Gangdong-gu as a sample region. The cases has been collected since 2012 through the voluntary safety monitoring activity of a specialist who had finished the Emergency and Safety maneger's master course.

  • Since quality assurance and enhancement (QAE) raises the fundamental issue of the survival of higher education institutions and national competitiveness, guides on quality assurance (QA) are popular both domestically and worldwide. Despite the focus in many countries on trying to establish and implement QA systems, no clear investigation has been conducted on what actually happens in the institutions. Therefore, the present study examines the quality control system of the UK at an institutional level by focusing on the case of Scotland QAE. As Scottish QAE especially emphasizes student engagement and quality culture, this study investigates the present QAE situation in the institution and current ideas for better future practices by analyzing the perceptions of internal stakeholders' from the University of Edinburgh, School of Education, based on the stakeholder theory and implications for other contexts. The stakeholder analysis results demonstrate the successful application of QAE with a high level of understanding and stakeholder interest. However, the current strategy is missing certain opportunities for staff and students. Therefore, further information disclosure, formative evaluation, better communication and administrational supports are required for improved practice.

  • Climate change is undeniably the most urgent challenge that humanity faces today. Despite this, the level of public awareness and understanding of climate change remains insufficient, indicating a need for more proactive education and the development of supportive content. In particular, it is crucial to intensify climate change education during elementary and secondary schooling when values and ethical consciousness begin to form. However, there is a significant lack of age-appropriate, experiential educational content. To address this, our study has developed an innovative 3D simulator, enabling learners to indirectly experience the effects of climate change, specifically sea-level rise. This simulator considers not only sea-level rise caused by climate change but also storm surges, which is a design based on the analysis of long-term wave observation big data. To make the simulator accessible and engaging for students, we utilized the 'Unity' game engine. We further propose using this simulator as a part of a comprehensive educational program on climate change.

  • Due to the development of private education and changes in the educational environment, the need for an academy management system is emerging for various tasks of academy management in the community and mobile environment with students. However, solutions developed for existing academy tasks, such as attendance management for students, announcement, and instructor management to sponsors, are specialized and specialized in large academy, making it difficult to use in small and medium-sized academy. Also, there are problems that are not suitable for most academy and cannot reflect various requirements of institutes because of the high cost. In order to solve these problems, this paper designed a B2M-based academy management system that can quickly improve information processing, improve credibility, and reduce the cost of processing tasks based on optimized functions such as academic administration and manager management, attendance management, and student management.

A Development of Facility Web Program for Small and Medium-Sized PSM Workplaces (중·소규모 공정안전관리 사업장의 웹 전산시스템 개발)

  • There is a lack of knowledge and information on the understanding and application of the Process Safety Management (PSM) system, recognized as a major cause of industrial accidents in small-and medium-sized workplaces. Hence, it is necessary to prepare a protocol to secure the practical and continuous levels of implementation for PSM and eliminate human errors through tracking management. However, insufficient research has been conducted on this. Therefore, this study investigated and analyzed the various violations in the administrative measures, based on the regulations announced by the Ministry of Employment and Labor, in approximately 200 small-and medium-sized PSM workplaces with fewer than 300 employees across in korea. This study intended to contribute to the prevention of major industrial accidents by developing a facility maintenance web program that removed human errors in small-and medium-sized workplaces. The major results are summarized as follows. First, It accessed the web via a QR code on a smart device to check the equipment's specification search function, cause of failure, and photos for the convenience of accessing the program, which made it possible to make requests for the it inspection and maintenance in real time. Second, it linked the identification of the targets to be changed, risk assessment, worker training, and pre-operation inspection with the program, which allowed the administrator to track all the procedures from start to finish. Third, it made it possible to predict the life of the equipment and verify its reliability based on the data accumulated through the registration of the pictures for improvements, repairs, time required, cost, etc. after the work was completed. It is suggested that these research results will be helpful in the practical and systematic operation of small-and medium-sized PSM workplaces. In addition, it can be utilized in a useful manner for the development and dissemination of a facility maintenance web program when establishing future smart factories in small-and medium-sized PSM workplaces under the direction of the government.
