An Analysis of Local Laws and Regulations Related to the Public Library: Focusing on Daejeon Metropolitan City (공공도서관 관련 자치법규 분석 - 대전광역시를 중심으로 -)

  • This study suggests the basic data of the establishment and revision of local laws and regulations by analyzing the status and content of local laws and regulations related to public libraries focusing on Daejeon Metropolitan City. For this purpose, first, this study investigates the theoretical background of the type, nature, and procedure of establishing local laws and regulations. Secondly, this study analyzes the content of local laws and regulations related to public libraries classified into three parts, that is, metropolitan governments, local governments and school districts. Finally, this study points out the problems and solutions in relation to the structure of administration, the rank and position of library directors, and the organizations of public libraries.

  • Public libraries are core organization of knowledge information and culture creation in the knowledge-based society in 21st century. The purpose of this study is to propose a development plan for public library as a user-friendly cultural space that provides service and utilization of efficient knowledge information resources. To achieve this goal, the study carried out a survey targeting 525 users of 21 public libraries members of Jeollanamdo education office. The results identified the perception gap in respect of operation satisfaction, creation of social capital, and area development contribution. This research also proposed an alternative approaches to overcome difficulties.

  • It is the aim of this study to attain general knowledge of Intellectual freedom which provides the philosophical principle of our library activities. Also, this study seeks to develop the principia of intellectual freedom as the policy and guide of public libraries in Korea. In order to research the operational circumstances of intellectual freedom In our public libraries, the researcher visited 20 public libraries in the Seoul district. The results clearly confirmed the self-censorship of the librarians in selecting materials. Also, it confirmed the reality of external interventions and restrictions as well as restrictive sources originating from internal ignorance and habitual practices in our public libraries. Ultimately, such results provided a solid basis for the aim of this study to develop intellectual freedom principle as the basic ideology for public library activities in Korea.

  • This research aims to suggest the way of activation of book curation in secondary school libraries by analyzing examples of book curation and the recognition of the persons in charge of secondary school libraries. A documentary research and a survey is conducted. 192 school librarians are chosen for that survey in Incheon region secondary school. 4 teacher librarians of Incheon region secondary school and a professor of library and information science are interviewed. Also an investigation is executed by visiting school libraries. Augmentation of the persons in charge of secondary school libraries, coordinating and information sharing with educational teachers, establishment of manual for book curation operation, publishing examples of subject selection are suggested for the measure of activation of book curation.

  • The Ministry of Education and Human Resources Development is propelling the establishment project of IBSLIS, Internet-based School library Information System for prepares a foundation of resource sharing and inter-school library loan, to improvement of DB construction's efficiency and to reduces a maintenance's burden of local information system. There is a necessity which it will evaluate demonstrative operating IBSLIS system for maximize to educational effect and to establish efficiently. Thus. this study is prepares to improvement devices of school library informationization as evaluation an operational status and functions of IBSLIS system which are established in 2001 year.

  • This study was to suggest the improvement and the application of KDC 6 for classifying children's books by the literature review and survey. First, it was suggested to shorten the classification numbers by the divisions and subdivisions and to expand the classification numbers by sub-subdivisions according to the library-specific classification policy, using the subject statistics of the children's books held by 20 public libraries affiliated in Seoul Metropolitan Office of Education and representative C libraries. Second, the knowledge picture books and the fairy tales were suggested to be classified according to its subject, and the fairy tales in each country were suggested to be classified by adding sub-subdivisions and genre subdivisions. Third, it was suggested to shelve by collection and location codes that were distinguished by the ages and the reading level for user, to prepare a standard guideline for shelving, and to implement the regular user education about the classification system. This study could contribute to the development of the KDC abridged version for children's books in the future.

  • The purpose of this study is to evaluate the effectiveness and problems of an independent research program. The researcher has collected and analysed data from 99 teachers and 825 students who participated in the 'Book Writing' program of Daegu Metropolitan City Board of Education. As an way to improve teaching and learning methods of schools, the 'Book Writing' program is evaluated to be effective and relevant. In conclusion, the researcher suggested several ways to improve the program.

  • In this study, we investigate the usefulness of the measures of the 2008 Korean Public Library Operation Assessment as perceived by librarians in practice using a survey. The survey was answered by librarians in large, medium, and small-sized libraries managed by local autonomous bodies and in large-sized libraries that belong to local education authorities. The survey results show that whereas the usefulness of items was higher in planning area and those items that can be easily counted, and usefulness of items in human resources and facilities was lower. There are no significant results in differences by library size and by the characteristics of librarians. Based on the results, we suggest a direction for the improvement of the Korean Public Library Operation Assessment.

A Study of the Cooperation Models Between School Library and Public Library (학교도서관과 공공도서관 협력모델 개발에 관한 연구)

  • The purpose of this study is to investigate the cases of cooperation between school libraries and public libraries in order to reinforce their cooperation, and to prepare the base for development of school libraries. Data is collected through five workshops which attended school librarians, public librarians, and the peoples in the several regional offices of education. The results show three models of school and public library cooperation. School library - public library cooperation model is suited for metropolitan area where school library and public library are developed. Public library support model is suited for mid-size cities where school libraries are undeveloped. School library and public library integration model is suited for small towns where both school libraries and public libraries are undeveloped. These models, however, should be revised through testing several libraries and different situations.

  • This study was conducted to review the feasibility of establishing a joint preservation library centered on the Chungcheongbuk-do Office of Education. To achieve this, a survey and perception survey were conducted. The research results suggest the following: Firstly, the functions of the Chungcheongbuk-do Office of Education joint preservation library should focus on the preservation of valuable materials, the development of Chungcheongbuk-do educational and school-specialized materials, and prioritizing the digitalization of important transferred materials and providing services to the general public. Secondly, when determining the criteria for materials to be transferred in the future, priority should be given to materials that require preservation in their original form and those that need media conversion. Thirdly, when considering the types of materials to be transferred in the future, the operational plan should primarily focus on monographs but also consider other types of materials. Fourthly, regarding ownership rights of materials during the transfer process, it is advisable to establish detailed transfer guidelines, including ownership rights, through discussions between the Chungcheongbuk-do Office of Education and individual libraries via the Joint Preservation Library Operating Committee.
