본 연구는 광역시와 광역도 간의 개인적 요인과 건강수준 정도가 우울경험 여부에 영향을 미치는 변수의 중요도를 파악하고자 시도되었다. 본 연구의 자료는 질병관리청의 2021년 지역사회건강조사 데이터를 활용하였다. 광역시의 데이터는 4,602건을 이용하였고, 광역도는 19,545건의 데이터를 이용하였다. 자료 분석에 활용된 빅데이터는 R 4.3.0 for Windows를 활용하여 단어 빈도 분석과 machine learning기법인 Random Forest분석을 실시하였다. 연구결과, train 데이터와 test 데이터의 과적합(overfitting)의 문제는 발생하지 않았으며, machine learning 기법의 분류모델은 약 94% 수준으로 나타났다. 분석 결과 광역시와 광역도 간의 우울경험여부에 미치는 중요도가 각각 다르게 나타났다. 두 지역의 시민에게 미치는 우울경험의 원인을 다르게 접근함으로써 보다 더 효율적인 정책수립이 가능 할 것으로 판단된다.

Emission reduction targets to respond to climate change have been discussed and set locally, nationally and globally. After Korean government set the national target in 2009, 16 metropolitan cities established voluntary emission reduction targets by 2020. This study review and compare historical greenhouse gas emissions, reduction target by 2020 and strategies in 16 metropolitan cities. Most cities chose a consumption-based inventory approach. Some cities set the reduction target excluding land use change and forestry (LUCF) at 30% against business-as-usual by 2020, while others set the absolute reduction target against past year including LUCF. The stringency of reduction target in metropolitan cities was evaluated differently according to the comparative indicators such as the targets against BAU or past year and per capita emission, etc. Key mitigation sectors were different across metropolitan cities. It is suggested that national government share detailed raw data for metropolitan cities' emission inventory with the local government. Using advanced mitigation model and two types' target based on BAU and historical year and integrating local government's climate change plan with its energy plan are also required.

This study analyzes the effects of aging workforce on human capital and the per capita gross regional domestic product, using regional panel statistics from 1995 to 2017. According to the results of the two-stage least-squares panel regression analysis reflecting the fixed effects by region, the aging of the labor force had no effect on the human capital employment ratio and per capita gross domestic product in the metropolitan cities, but reduced human capital and per capita gross domestic product in the provinces. The share of service businesses had a positive effect on human capital in metropolitan cities, but the effect was not significant in the provinces. Human capital significantly contributed to the increase in per capita gross regional domestic product in the metropolitan cities, but the physical capital stock significantly contributed to the increase in per capita gross regional domestic product in the provinces. The results of this study suggest that the human capital job policy and the per capita regional GDP growth policy due to the aging workforce may be different between metropolitan cities and provinces.

The main purpose of this study is to investigate whether the gap of fiscal self-sufficiency rates of 16 provincial governments in Korea has been narrowed and to suggest some remedies based on the empirical results. The panel data set from 1998 to 2013 is used and pooled OLS and system GMM regression techniques are employed. The fiscal self-sufficiency rates show downward trend and ${\beta}-convergence$ exists in absolute and conditional convergence analysis. The speed of conditional convergence anlysis is proved to be faster than that of absolute analysis. Both metropolitan cities and prefectures show convergence of fiscal self-sufficiency rates. We have found out that in the case of metropolitan cities, the proportion of workers in the tertiary industry has positive effect on fiscal self-sufficiency rates and in the case of prefectures number of cars per capita has positive effect. And in both cases increase in old population has negative effect.

This study examined the awareness levels of stroke warning symptoms and the related factors among residents in a province and this paper presents the evidence for education and promotion strategies. The study subjects were 585 adults living in a province. The demographic factors and awareness levels of stroke symptoms were surveyed through a telephone interview. In the survey, the most frequently recognized warning symptoms were 'sudden speech disturbance (84.6%)', and 'sudden weakness of one side (73.9%)'. On the other hand, 'sudden dizziness (67.0%)', 'sudden visual impairment (55.4%)' and 'sudden severe headache (51.3%)' were less recognized. In a multiple regression analysis, male, young age, no familial history of stroke, no acquaintance history of stroke, low educational level, no exposure to promotional literature were significantly related to a low awareness level of the stroke warning symptoms. Providing customized programs will be helpful for enhancing the efficiency of promotion and education to the population with a low awareness level of stroke symptoms.

This research is to explore food waste management across local governments. In particular, pubic administration on food waste, food waste management (from generation to disposal) and civil complaints in jurisdiction are examined. In doing so, a self-administered questionnaire survey was conducted among civil officers in charge of food waste management, and all the collected responses were statistically analyzed. The main results were as follows: public spending on food waste management was a little larger in metropolises than in provincial cities, and the largest food waste source was identified as households (in housing). While regular collection of food waste by trucks was the most common transport method adopted by local governments, resource recovery for compost/fertilizer production was widely used. Also, most of the respondents agreed that the current approach to food waste handling practices are necessarily replaced with more advanced technology converting waste into energy or fuel. Further, it's found that the civil complaints on food waste management were largely categorized into 3 groups - food waste handling, civil service and food waste retrieval. Therefore, the findings indicate that the development and application of no-food waste or waste-to-resource systems are effective in housing estates where large amount of food waste is generated and eliminated.

Recently the ordinances of the Conciliation Committee of Distribution Disputes have been enacted and revised throughout the country. The purposes of the ordinances are to establish and operate the Conciliation Committee of Distribution Dispute. But several problems have been found in the ordinances of the Conciliation Committee of Distribution Disputes. These are the appointment of the chairman of the Conciliation Committee of Distribution Disputes, appointment of the acting chairman of the committee, consolidation of the requests of conciliation, challenge of the committee member. Also, the conciliator must keep in mind the several consideration when the Conciliation Committee of Distribution Disputes render the conciliation. These are the mutual survival between large distributer and small and medium distributer, care of consumer in the region, the growth and development of regional economy.
