Since March 15, 2022, the korea coast guard has revised the qualification standards for VTSO so that they can take the VTSO recruitment test under the korea coast guard without boarding experience to diversify their recruitment routes. By this study, we looked into VTS working circumstances and reviewed important provisions about enactment and revision of VTS regulations and VTS certificate system so far to compare and analyze pros and cons of each control task performance method by illustrations which are occasions in both home and foreign control operation. And also, I suggest ways to improve VTSO task in future make a VTSO credential demonstration system settle down successfully.

최근 해상교통량이 증가하고 연안 항해에 대한 관제 필요성이 요구되면서 선박 교통 관제구역이 점차 확대되는 추세이다. 이러한 관제구역의 확대는 관제사의 업무 부하를 초래하며, 이로 인해 교통 혼잡 시간대와 같이 교통량이 급증하는 경우 관제사가 위험 상황을 인지하지 못하는 상황도 발생하게 된다. 이러한 배경에서 본 논문에서는 관제 업무의 지원을 위해 이상 거동 선박을 자동으로 식별하는 방법을 제안하고자 한다. 제안하는 방법은 기계학습 기술을 기반으로 관제구역 내의 통항 패턴을 모델링하고, 이를 통해 이상 거동 선박을 식별하는 방법으로, 대상 항만의 누적된 AIS 데이터를 이용하여 모델을 학습하며, 실제 항적 및 시뮬레이션 데이터를 이용한 실험을 통해 선박교통관제시스템에의 활용 가능성을 고찰한다.

해상교통관제 구역은 항만 시설을 사용하기 위한 입·출항 선박, 연안 해역을 이동하는 선박 등이 서로 복잡하게 운항하는 교통 패턴을 가지고 있다. 이를 안전하고 효과적으로 관리하기 위해 해상교통관제센터(VTS)에서는 선박을 실시간 모니터링하며 관제 업무를 수행하고 있지만, 교통 혼잡 상황에서는 업무 로드의 증가로 인해 관제 공백이 발생하기도 한다. 이에 교통 혼잡도 및 혼잡 구역을 예측한다면보다 효율적인 관제가 가능하지만 현재는 관제사의 경험에 전적으로 의존하고 있는 실정이다. 본 논문에서는 VTS 관점에서의 교통 혼잡을 정의하고, 과거 항적 데이터를 이용하여 항내 선박 교통 혼잡도 및 혼잡 구역을 예측하는 방법을 제안하였다. 또한, 실해역 데이터(대산항 VTS)를 적용하여 제안된 기술이 관제지원 도구로서 활용될 수 있는지 검토하였다.

By the development of international trade in last decades, Korean International Trade has been grown rapidly and Korean Port and Port facilities have been improved stimultaneously: finally volume of the marine traffic increased rapidly. Presently, 15 VTS centers have serving in Korean waters and since the introduction of the first VIS Center in Korea there is no quantitative analysis to find workload of VIS operator. After that Port-MIS and De-brief data have been gathered for 7 days and inbound-outbound vessels time-g/t table prepared and traffic volume examined for each V1S center. Hence $L^2$ conversion traffic volume and dangerous vessel ratio obtained Later on conversion controlled number obtained by denoting ratio 1.0 to directly controlled vessels by VTSO and denoting ratio 0.3 to indirectly controlled vessels by VTSO. Traffic volume, large vessel ratio, dangerous vessel ratio, dimension of VTS controlled area, marine accident occurrence frequency and communication volume of comm. log can be counted as a factor which influence to workload of VTSO. All those factors have been examined and analyzed. Finally, ship's size and dangerous vessel ratio have been chosen to derive the Number of composite conversion control for workload formula.

On the Jeju coast, international cruise ships, passenger ships, and other ships pass frequently, as well as many fishing boats. Thus, there is a high risk of marine accidents and frequent ship collisions. Accordingly, it is urgent to establish a coastal VTS for systematic safety management of ships passing through the coastal waters of Jeju. The purpose of this study was to set the area of the VTS to be newly established. In this study, to calculate the workload of the VTS operators, a formula was proposed that reflects the monitoring workload considering the monitoring frequency and required time for target as well as non-target ships and the workload for ship collision situations. The proposed formula was applied to the newly established VTS area in Jeju. Three control sectors were set up in each VTS center. The average number of workstations per hour was approximately 1, so the division between sectors was appropriate. Thus, it was deduced that there would be no workload for the VTS operators. It is expected that the method proposed in this study can be used as primary data for calculating the appropriate number of workstations for the current VTS, and setting the VTS area for a new coastal VTS in the future.

우리나라는 1993년 이래로 관제를 시행해 오고 있으며, 현재 11개 지방청에 관제시설을 갖추고 200명이 넘는 관제사가 관제업무에 종사하고 있다. 하지만, 제도적 요소는 관제구역의 설정과 관제구역내 모든 선박이 관제를 시행하기 위한 기본 규정도 올바로 준비되지 않은채 관제를 시행해온 문제가 드러났다. 본 연구에서는 관제에 있어 "있어야 할 법", 즉 입법 차원에서 필요한 법에 대해 고찰하고자 한다.

해상교통관제사의 업무는 선박교통의 안전과 효율을 목적으로 하는 의사결정의 연속이다. 의사결정은 문제해결과정의 일종으로 가치 판단을 포함한다. 올바른 의사결정을 내리기 위해서는 해상교통상황을 정확히 파악하는 것이 우선되어야 하지만, 상황판단을 제대로 했다하더라도 의사결정을 그르칠 위험이 있다는 측면에서 관제사가 적극적으로 습득하여야 하는 인지과제다. 본고에서는 먼저 관제사에게 필요한 의사결정 이론에 대해서 기술한 뒤, 이를 구체적인 관제과제에 적용할 때 합리적인 의사결정 모델보다는 휴리스틱 또는 재인촉발의사결정 모델을 사용한다는 점을 밝혔다. 또한 관제사의 의사결정 과정에서 발생할 수 있는 실수를 사례 위주로 고찰하였다. 특히 관제사의 업무역량 향상을 위해서 의사결정방법을 어떻게 훈련할 것인가를 제안하였다.

Currently, Many Cyber Security Centers(CSC) are established and being operated in our country. But, in the absence of indicators to evaluate activities of the Managed Security Service(MSS), We can't identify the CSC's level of overall job performance. Therefore, we can't derive strengths and weaknesses from the CSC. From these reasons, The purpose of this research is to develop an objective indicator to evaluate activities of the MSS. I studied both international and domestic Information Security Management System(ISMS) as related standards(ISO/IEC 27001, G-ISMS). Moreover, I analysed the NIST Computer Security Incident Handing Guide and the Incident Management Capability Metrics(IMCM) of Carnegie Mellon Software Engineering Institute(SEI). The implications for this analysis and domestic hands-on experience are reflected in the research. So I developed 10 evaluation domains and 62 detail evaluation items. This research will contribute to our understanding the level of the CSC's job performance.

VTS operators monitor movements of vessels within their jurisdiction and provide necessary information to ensure safe navigation. This involves communication with vessels within the VTS area. Contents of these communications are manually recorded in logbooks. However, manual logging faces limitations due to its inability to document details comprehensively and the challenge of constant recording amidst various duties. This study aimed to quantitatively analyze the workload associated with manual logkeeping by examining eye movements of VTS operators. Eye-tracking devices were used to measure gaze patterns of VTS operator at the Busan Port. Results indicated that approximately 65% of the VTS operators' gaze was directed towards the operation consoles, which were focal points for marine traffic information. In contrast, only about 9% of their gaze was directed towards logbooks. These findings suggest that while VTS operators predominantly focus on areas related to information gathering and dissemination, logbooks, being information-recording zones, receive minimal attention. For effective traffic management, the primary focus should be on information processing and provision rather than manual documentation.

Currently many central administrative agencies, municipalities and public and private institutions operate Managed security services to cope with cyber security incidents. These entities exert efforts in operating efficiencies rather than introduction of services as they used to. Accordingly, quite a few policies, directions and guidelines have been established for stable operation of Managed security services. Still, Managed security is operated by individuals, whose competencies influence the quality of Managed security services to a great extent. In this respect, the present article examines Managed security technology and methods and describes evaluation methods and examples relevant to human competencies, so as to seek for some potential courses for further development as well as more efficient approaches to human resource management in terms of institutional Managed security services.
