The purpose of this study is to propose effective management plan for official seal guaranteeing authenticity of archival records. For this, this paper attempts to investigate current management conditions of central governments and National Archives. First, disclosure of information on official seal register in central government was requested. In addition, surveys and interviews with person in charge were carried out. Additionally, official seal lists of National Archives were analyzed and the person in charge was interviewed. Based on these, this paper proposed management plans of official seal such as a periodic inspection of management conditions, training programs for the person in charge, selective acquisition, reporting of the current state, improvement of law system, improvement of document formats, and establishment of an electronic seal management system, etc.

제 66차 IFLA(The International Federation of Library Associations and Institutions) 총회가 2000년 8월 13일부터 8월 18일 까지 이스라엘의 예루살렘에서 개최되었다. IFLA는 1927년 창설된 비정부 기구로서 그 주요 목적은 정보관리, 유통, 정보서비스 및 사서의 교육을 포함한 도서관 활동과 문헌정보학 전반에 걸친 국제적인 상호 이해 증진과 협력, 토론, 연구 및 개발을 증진시키고 도서관인들의 국제적 관심사를 논하는 토론의 장을 제공하며, 전 세계에 문헌정보분야 및 사서들의 활동 그리고 현주소를 하나된 목소리로 대변하고 알리는 단일화된 창구역할을 담당하는 우리분야의 세계적인 대표단체이다. 현재 143개국의 1622개 도서관 및 관련단체들이 가입되어있으며 우리나라에서는 우리협회가 1955년 가입하였다. 이번 대회는 'Information for Cooperation: Creating the Global Library of the Future'라는 주제로 전 세계에서 90개국 1800여명의 도서관인들이 참가하여 성황을 이루었다. 우리나라에서는 한국도서관협회 이두영 회장을 비롯한 총 36명이 참가하여 세계 각 국의 도서관인을 만나고, 배우는 좋은 기회를 가졌다. 뜻밖의 참관기 의뢰를 받고 망설였으나, 여행 중에는 수시로 간단히 기록해 두는 습관에 의해 메모해 두었던 것과 출장계획이 미리 잡혀있어 준비해온 과정 그리고 나의 여행체험을 바탕으로 하여 기행문 형식으로 적어 봄으로 미흡하나마 독자들로 하여금 본 대화와 여행의 경험을 함께 나눌 수 있게 되기를 바라는 마음이다.

정부과천청사는 에너지 사용량이 많고 절약효과가 클 것으로 기대되어 지난 97년 정부의 국가에너지절약추진 대책의 일환인 ESCO사업 시범 대상기관으로 지정되었다. 사업추진기관인 행정자치부 과천청사관리소는 기존의 사업과는 다른 ESCO사업의 성격으로 인해 시행 이전 많은 논란과 애로사항을 겪기도 했으나, 공공기관 최초로 조명기기 교체를 통한 ESCO사업을 실시해 정부시책에 적극적으로 동참하고 에너지절약에도 앞장서고 있다는 평가를 받고 있다.

This study examines firstly concept and present condition of Policy Customer Relationship Management(PCRM) system which applying in the governmental dimension Customer Relationship Management(CRM) system of enterprises(proft-making organizations), comparison of PCRM and CRM, and definition of customer and customer classification process as a key of PCRM. Next, investigates applying plan in the other special libraries of governmental institution through the case study of Information Center on North Korea(special library attached to the Ministry of Unification) and relationship with different connection systems attempted in e-government(Enterprise Architecture). Lastly, through this, considers complemental issues for developmental fixation in special libraries.

본 연구의 목적은 전문도서관인 공무원교육원 도서관의 공동수서정책을 위해 이용자의 요구를 인용문헌분석을 통해 파악하고자 하였다. 이을 위해 3개 공무원교육원의 주이용자인 장기교육생의 인용문헌을 자료의 유형분석, 자료의 최신성 분석, 인용문헌수 분석, 외국문헌 이용현황과 핵심자료를 파악하고자 하여 공무원교육원 도서관의 공동수서정책에 반영하고자 하였다. 그 결과 형태별로는 연구보고서의 인용율이 가장 높았으며, 평균인용건수를 분석한 결과, 교육수료보고서의 1인당 평균인용건수는 29.42권으로 조사되었다. 발행시기별로 분석한 결과, 출판 후2${\sim}$5년 내의 자료를 40.6%로 가장 많이 인용하는 것으로 조사되었으며, 언어별 분석 결과, 국내서로 기술된 문헌의 인용율은 90.1%로 조사되었다. 핵심자료를 파악한 결과 단행본의 최대 피인용문헌빈도(3회 이상)는 155권 이었으며, 학술지는 112종, 통계자료는 34권이었다.

All three are not-for-profit scientific organizations. This paper describes Messenger software that is designed for fast and efficient information retrieval, the advanced front-end STN Express software that saves time and effort, and databases in STN.

The aims of this study were to provide a global overview of research trends in information science and to trace its changes in the main research topics over time using trends analysis. The study examined the topics of research articles published in Journal of Korean Society for Information Management between 1984 and 2009. Rather than taking a single snapshot of a given point in time, this study attempted to present a series of such pictures in order to identify trends over time. The fairly arbitrary decision was taken to divide the period under consideration into three 'publication windows': 1984-1994, 1995-2002, 2003-2009. The study revealed that the most productive areas were 'Information Service', followed by 'Information Organization', and 'Information System'. The most productive sub-areas were 'Library Service', 'User Study', 'Automatic Document Analysis', 'ILS', 'Thesaurus/Ontology', and 'Digital Library'. From the comparisons of intellectual structures of title keywords, the key research area in the field of Information Science was 'Information Retrieval'. The studies of IT applications and service system evaluation have been expanded.

This paper shows that digital libraries can be understood through STIN models which emphasize interactions among components in networks. The enrollment strategies in the American Memory make human and non-human factors interact. Specifically, this paper articulates that the relationships between users and collections, between users and staff, and between users and users are closely linked through the strategies . Observing the linkages among these components ,this paper found that the enrollment processes not only draw users to the American Memory, but also alter roles of components and creates new roles and players for them. The alterations of roles and the resulting changes of relationships among components mean that digital libraries lead to transform the grounding of knowledge works in a society.

Due to changes in information technology and the information environment, portal services, including library service, which systematically provides information needed on the Internet have become popular in our daily lives. In light of that, this study, in order to enhance our understanding on portal services, examines and analyzes Dibrary, the National Digital Lirary, portal services including main portal, regional information, policy information, multicultural information, the information for the handicapped, and the Dibrary blogs. Accordingly, the emphasis has been put on decency, accuracy, usefulness/user-friendliness, and publicity/promotion for the diffusion and activation of Dibrary portal services.

For the efficient management of church documentary for religious reasons, including their historical and cultural values, the church archives should be excellently managed. However, the lack of understanding and consideration of the church records and archives makes it very difficult to have an actual grasp of its status and practical supports, such as budget and personnel, for records management. In this study, literature reviews and current status of domestic Protestant church archives, user survey of Saemoonan Presbyterian church and interviews of church archives records officer were carried out. Based on the results of the study, three parts of the proposed plan of the Saemoonan Presbyterian Archives were suggested. Education, exhibition, publication, and promotion of the church's archival services will help redirect the roles and values of the archives, which will make it an essential part of the church.
