최근 정보보호 문제와 관련하여 많은 논의가 일고 있으며, 또한 이와 관련된 여러 법규들이 제·개정되고 있다. 이러한 노력을 통하여 문제가 되고 있는 개인 정보나 통신비밀의 보호문제, 정보화의 역기능 문제 등이 어느 정도 효과적으로 대응할 수 있게 되었으나 현행 법규들은 새롭게 등장하는 정보 침해 문제의 대응에 급급한 나머지 관련법들간의 상호 조정이 제대로 이루어지지 못한 실정이다. 본 논문에서는 이와 같은 문제와 관련된 전체 법 체계를 종합적으로 검토하여 향후 정보보호관련 법규의 재정비 및 심화되는 정보보호 문제 해결에 도움이 되도록 하였다.

This study suggests the basic data of the establishment and revision of local laws and regulations by analyzing the status and content of local laws and regulations related to public libraries focusing on Daejeon Metropolitan City. For this purpose, first, this study investigates the theoretical background of the type, nature, and procedure of establishing local laws and regulations. Secondly, this study analyzes the content of local laws and regulations related to public libraries classified into three parts, that is, metropolitan governments, local governments and school districts. Finally, this study points out the problems and solutions in relation to the structure of administration, the rank and position of library directors, and the organizations of public libraries.

최근 정보보호문제와 관련하여 많은 논의가 일고 있으며, 또한 이와 관련된 여러 법규들이 제. 개정 중에 있다. 이러한 노력을 통하여 과거에 문제되었던 개인정보나 통신 비밀의 보호 문제는 이제 어느정도 효과적으로 대응할 수 있게 되었다. 그러나 현행 법규들은 새롭게 등장한 정보침해 문제의 대응에 급급한 나머지 관련법들간의 상호조정이 제대로 이루어지지 못한 상황이다. 이와 같은 문제점들을 보완하기 위한 하나의 수단으로써 본 고에서는 정보 보호 문제와 관련된 전체 법체계를 종합적으로 검토하여 향후 정보보호관련 법규의 재정비 및 심화되는 정보보호 문제 해결에 도움을 주고자한다. 특히, 국책연구소로서 정보통신분야의 연구를 수행하고 있는 우리 연구소의 입장을 고려해 볼때, 본 고는 여러 관계자들이 간과하기 쉬운 정보보호의 중요성을 재인식하고 관련 법, 제도를 이해하는데 주요한 자료가 될 것으로 기대한다.

본 논문에서는 최근 급격하게 증가하고 있는 해킹, 컴퓨터바이러스 유포 등 각종 전자적침해행위, 개인정보의 광범위한 수집과 오·남용, 음란·폭력정보의 범람, 익명성·비대면성을 악용한 인권 침해행위 및 신종 사이버범죄 등의 정보화 역기능에 대처하기 위한 정보보호관련 법규들이 제·개정되어 효과적으로 대응할 수 있게 되었으나 관련 법규들간의 상호 조정이나 정비 및 제정이 지속적으로 이루어져야 하므로 이를 위해 정보보호 문제와 관련된 법체계를 분석하고 법·제도의 개선방향을 제시한다.

The purpose of this study is to seek sustainable development plans in which academic libraries comply with copyright laws without withdrawing their information services by focusing on the changes of the relevant regulations since 2000 when copyright laws were revised. The study deals with the followings in detail. First, the issues with library information services is examined, owing to the enactment, revision, and execution of copyright laws. Second, the histories of enacting and amending copyright laws related to libraries are considered. Third, various opinions and response measures as to applying the copyright laws to libraries are analyzed. Forth, based on the previous analysis, the study suggests response strategies that academic libraries accept for copyright laws and keep improving library information services.

Recently, the trend has been for buildings to become larger and more sophisticated, and this has created safety issues. Because the buildings are big it takes lots of time to check building codes related to anti-disaster and safety manually, and there is the high possibility of making mistakes. Due to these problems, according to a study, 83% of architecture and construction workers believe that an automated code-checking system is needed. This study researches past automated code checking systems and research activity, and using Building Information Model (BIM) technology, determines the feasibility of developing a system to automatically check domestic codes related to egress and anti-disaster. This paper describes the necessity of an automated building code checking system and expected effects. It then reports whether the methods used in previous studies can be deployed in domestic building code checking and discusses problems and limitations. It also suggests an alternative approach. Although this study covers limited codes related to egress, we need to find out what is needed for automatic general code checking system and do further studies for that.

영국에서는 19세기 후반부터 각 지방당국에서 제정한 건축조례에 의해 건축규제를 행하였으나, 지방당국간의 조례내용 차이로 인해 건축공사 수행 등에 있어 여러 가지 사회적 불편이 초래되어, 1980년대 중반에 건축관련 법규를 통합 하고 건축조례를 대체하는 단일화된 건축규칙을 제정하여, 새로운 건축규제 시스템을 형성하였다. 본고는 이 새로운 시스템의 골간을 이루는 건축법 및 건축규칙과 기타 관련 법규 등을 요약한 것으로 영국의 건축법규 체계에 대한 이해를 넓히는데 다소나마 도움이 되고자 한 것이다.
