Lately innovation is perceived as a systemic, horizontal phenomenon and requires a new governance for innovation. Subsequently, broader societal questions enter the domain of innovation policy and coordination and integration between innovation policy and various other policy domains, such as economic, educational, social, regional and environmental policies become crucial. Definitions of policy integration include terms such as coherence, cooperation, coordination and put great emphasis on joint working to promote synergies among policies and reduce duplication and the use of the same goals to formulate policy. As innovation capabilities of the private sector have improved and it has become unclear who to catch up with, the Korean government, a leading player in the process of "catch-up," is likely to have more difficulties in maintaining the old way of planning and executing policies. The Korean government is now under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries longer, which in turn reveals various limits of the existing policy framework. Policy integration involves a continual process demanding changes in political, organizational and procedural activities. To ensure long term and cross sectoral innovation policy, overall change and improvement in policy and its implementation needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

This study investigates the characteristics and implications of the newly emerging socially-oriented innovation policy. The socially-oriented innovation policy has systemic views on the evolution of socio-technical system and innovation policy. It's ultimate goal is the transition toward sustainable socio-technical system and it takes "strategic niche management" approach for the transition policy. The governance structure of the policy is more open to the public actors, such as social service organizations and public institutes. As a case study, "the Technology-based Policy for the Enhancement of Quality of Life", which is the first comprehensive socially-oriented policy of Korea, is examined and it is suggested that the policy has some limitations because of the path dependency of targeting-oriented and catching-up style innovation policy of Korea.

This paper presents theoretical discussions on socio-techical system transition, by shedding light on the STS context. With a rising attention paid by STI policy researchers, the socio-technical system perspective seems particularly promising in applying to the pursuit for the sustainable development. The normative strand in STI policy research has been strongly influenced by the STS tradition that emphasizes active and participatory roles not only of academian but also of science and technology. Throughout reviewing the development of the socio-technical system perspective, its theoretical components of environment, drivers and dynamics are discussed, often being linked to older perspectives. STI policy involves in socio-technical transition in a manner of transition management and governance, which is the final part of this paper.

This study has been motivated by the awareness that studies on science and technology policy do not have an independent academic identity in Korea as of 2017. This research has been analyzed 19 books that have covered science and technology policy published in Korea and explored whether those have a definition of discipline and core research scope which are the key elements forming academic paradigm. As a result, this study concludes provisionally that studies on science and technology policy in Korea are still at a stage that has not yet formed a paradigm. Therefore, this work newly proposes the definition of discipline and research scope necessary to complete the paradigm of studies on science and technology policy based on this conclusion. This paper has firstly defined that studies on science and technology policy are the policy-oriented discipline. It is (1) promoting the development of science and technology itself by studying and analyzing the various phenomena of politics, economy, society, and culture related to science and technology activities as well as science and technology and (2) makes the national and public sector improve problem-solving competence using science and technology. This work also proposes a research scope consisting of four research areas such as (1) policy process of science and technology, (2) public management of science and technology, (3) R&D management and (4) technology innovation. 'Policy process of science and technology' and 'public management of science and technology' among four research areas are the new research ones reflecting the definition of studies on science and technology policy proposed in this paper. Additionally 'R&D management' and 'technology innovation' are the traditional research areas which have also included existing researches regarding science and technology policy.

This study is a review paper on the contents and policy direction of the 'Transformative regional innovation policy'. The transformative regional innovation policy is a policy that develops countermeasures against climate crisis, aging, and polarization with a vision of system transformation from the perspective of local residents. The structure of the study is as follows. First, it deals with the characteristics of transformative regional innovation policy theory, which is distinguished from existing regional innovation policies. Next, studies related to major elements of transformative regional innovation policies, types of system transformation, and industrial formation are reviewed. The elements that differentiate the transformative regional innovation policy from existing policies are summarized and issues to be addressed in order to develop future discussions are drawn.

This study reviews the emergence of new innovation policy paradigm in advanced countries and their impacts on the development of innovation theories in 1980s and 1990s. It shows that the characteristics of new policy paradigm are the emphasis on the user-orientedness and the socio-economic aspects of innovation and the preference of capability enhancement of innovators over resource subsidy This new perspectives of innovation policies had effects on the emergence and development of 'the innovation system theory' which is based on the key concepts such as interactive teaming, innovating capability and national systems of innovation. In spite of the development of the innovation system theory, it has some problems to be solved for the innovation policy design because 'the social' is still peripheral factors in the constitution on the innovation system theory. This study makes some suggestions to incorporate the social dimension of innovation into the innovation system theory.
