  • 정부주도의 연구개발 프로그램에 있어서 체계적인 평가가 필요하다는 점에 대해서는 그간 정부 및 민간에서 지속적으로 제기되어왔다. 이는 기술에 대한 중요성을 인식하면서 연구개발에 대한 민관의 절대적 자원투입은 급격하게 증가하여 온 반면, 질적인 효율성 측면에서 새로운 단계로의 도약이 필요하다는 광범위한 문제인식에 근거한 것이다. 하지만, 그간의 국내 기술평가는 크게 연구비 배정 등 경영-행정적인 목적을 가지고 행하여 온 평가와 연구개발진을 중심으로 연구대상 기술의 특성을 반영한 연구로 양분되어왔다. 즉, 평가의 항목이나 가중치 등의 선정에 있어서 기술개발 당사자와 경영자 및 평가전문가 간의 기술가치평가에 대한 격차가 크게 존재하여왔다. 1990년 이후 우리나라에서도 체계적인 기술가치평가의 필요성이 증대되면서 이에 대한 다양한 연구가 진행되었지만, 기존의 두 측면간의 격차는 크게 좁혀지지 못하고 있는 실정이다. 이는 기술가치 평가가 주로 투자용으로 치우침에 따라 경영적 측면이 강조되는 반면 기술개발자들이 중시하는 R&D 측면에서의 가치가 충분히 반영되지 못한 결과라고 할 수 있다. 따라서 많은 연구들이 본연의 가치를 충분히 입증받지 못하고, 단지 경영적인 측면에서 바라본 단편적인 이유로 사장되는 일이 발생하고 있다. 이를 막기 위해 기술적 측면과 경영적 측면이 함께 하는 학제간(interdisciplinary), 또는 기술-경제(Engineering-Economy) 가치평가 연구가 필요하다고 할 수 있다. 본 연구에서는 과학기술부의 21C 프론티어 사업 중 하나인 수자원의 지속적 확보기술개발사업단에서 개발 중인 수자원의 지속적 확보기술을 대상으로 기술가치평가 모형을 구축하였다. 수자원의 지속적 확보기술의 가치를 평가하기 위해서는 위에서 언급한 기존 기술가치 평가방법의 문제점을 해결해야 할 뿐만 아니라 추가로 공공재 및 필수재의 성격을 갖는 수자원의 특성을 반영할 수 있는 기술가치평가 모형의 구축이 요구된다. 이에 본 연구에서는 효율적인 R&D 투자 정책 수립과 정부정책수립에 기여하고자 AHP(Analytic Hierarchy Process, 계층 분석 과정)기법을 이용, 수자원의 지속적 확보기술의 특성에 따른 4개의 평가기준과 26개의 평가속성으로 이루어진 2단계 기술가치평가 모형을 구축하였으며 2개의 개별기술에 대한 시범적용을 실행하였다.

A Study on the Improvement of Classification System for the Budget Management of the Environmental R&D (환경 R&D 예산관리를 위한 환경기술분류체계 개선에 관한 연구)

  • We studied more effective Environmental R&D management system which can be used in the budget allocation of the national R&D budget by the newly opened governmental administration system of science and technology. As a first step, we surveyed classification systems for the environmental technology which can be applied to the analysis of the national R&D budget. Each organization, either inland and oversea, has its own classification system for the environmental technology. However, we found that each systems can lead different results. It would be beneficial if an efficient standard classification system could be generated. The new system classified the environmental technology by the environmental management area(media) like most present systems rather than by the technical characteristics. The new system included all the areas of the environmental management and maintained consistent principles. The new system would help efficient management of the national R&D of the environment technology, if the national standard classification can be changed by the new system. To the researchers and professionals the new system will help them noticing the status of the environmental R&D and avoiding duplicate research, so that they can do research more efficiently and can achieve maximized results.

  • E-learning has become one of the popular educational method in these day. In recognition of the growing e-learning, numerous researchers of S&T have utilized for the training aimed at enhancing competency. In the circumstances, previous studies have yield interesting results regarding certain factors that competency based programs may increase effectiveness of education. Therefore this research described here contributes to design competency modeling and education roadmap for human resource in S&T. The study uses survey, FGI, delphi technique, and expert workshop for selecting the main competencies. In particular, the results are including training roadmap of 5 level in each of two groups as researchers and S&T managers. These findings can be possible to develop customized programs and supported long-term career development path plan for human resource in S&T.

Study on Management Condition and Development Plan for an Official Seal (관인관리 실태와 발전방안 연구)

  • The purpose of this study is to propose effective management plan for official seal guaranteeing authenticity of archival records. For this, this paper attempts to investigate current management conditions of central governments and National Archives. First, disclosure of information on official seal register in central government was requested. In addition, surveys and interviews with person in charge were carried out. Additionally, official seal lists of National Archives were analyzed and the person in charge was interviewed. Based on these, this paper proposed management plans of official seal such as a periodic inspection of management conditions, training programs for the person in charge, selective acquisition, reporting of the current state, improvement of law system, improvement of document formats, and establishment of an electronic seal management system, etc.

Research on Safety and Quality Regulatory Policy for Assistive Products (보조기기 안전·품질관리 방안 연구)

  • The research was conducted with the purpose of providing effective safety and quality control system for assistive products for handicapped those are used extensively. Assistive products couldn't be classified independently due to collision with the act of medical device and lack in legal basis. The issues about safety and quality have been solved by other legal frames on a case by case basis. We couldn't find any abroad case of independent safety and quality control policy. For the practical solution, this article suggested hybrid classification system mixed with existing policies. Each classified branches are allocated to the appropriate policy of safety and quality control so those are ease of understanding and prospect. And also a delicacy process was suggested not to leave off any assistive products. Through these suggests of the improvement it is expected that blind areas of safety and quality control for assistive products for handicapped could be solved and identity of assistive products could be established to provide product safety for handicapped and boost relevant industries.

  • The cost of preparing munitions in weapon system operation and management has been rapidly increasing and current weapon systems have become complicated and diverse due to new warfare pattern changes and the rapid growth of advanced scientific technology. Moreover, as a part of the execution plans of creative economics, the Korean government is actively reviewing how to minimize the costs of preparing munitions. Accordingly, this study derived the issues of munitions management for decreasing munitions preparing costs. First, the issues of munitions management were introduced through review and analysis with respect to the munitions classification criteria, regulations and systems, and equipment maintenance information systems. Second, we proposed the application and necessity for the real-name system which is responsible for munitions management and the fragmentation of the maintenance instructions status classification criteria.. Also, we were analyzed that the effects depending on the application. Finally, we proposed that the linkage system which is currently military active with equipment maintenance information systems as well as the total life-cycle management system (TLCSM) improvements to the itemized data and records management system by utilizing IT technology CMB that must be done in order to improve the issues.

Development and Management of the STS Course at Hanyang University (한양대학교 STS 전공 과정의 개발과 운영)

  • This paper will analyze the development and management processes of the STS (Science and Technology Studies) course in the Division of Performative Humanities at College of Humanities, Hanyang University. The STS Course is one of the five integrated courses in Performative Humanities which are recommended for Humanities students as second major options. The Performative Humanities courses were established through support from the Ministry of Education, Science and Technology between 2005 and 2009. Then, these courses were integrated as the independent "Division of Performative Humanities", whose courses are being taught today. Among these courses, the STS course is a compositive course which is based on STS and links humanities, science and technology. The establishment of the STS course symbolizes a new integrative approach to interdisciplinary education both in terms of its contents and operation processes. This paper will discuss the roadmap of the STS course and how to manage its education system. The advantages and disadvantages of the course's development process and the result of its management procedures will also be analyzed. With the importance of integrated education being recognized, this paper will analyze how the interdisciplinary STS course is incorporated and operated as a major course in the University. This will enable readers to seek ideas for alternative integrated education models that can be applied in Korea's university system.

수학(數學)의 고찰(考察)과 수학교육(數學敎育)의 개선방향(改善方向)

  • 최근 과학기술(科學技術)의 영향을 받아 급변하는 국내외의 환경을 감안할 때, 과학교육(科學敎育)의 중요성은 심각히 인식되고 있으며 특히 수학교육(數學敎育)은 그 비중이 크다고 할 수 있다. 따라서 수학교과과정(數學敎科課程)의 편성(編成)은 매우 중요한 위치에 있으며 현재 문교부(文敎部)에서도 중(中) 고등학교(高等學校)의 수학교과서(數學敎科書)를 새로이 개편하는 작업을 진행하고 있다. 이러한 국가적으로 중요한 작업이 체계적(體系的)인 연구(硏究)와 제도적(制度的)인 개선(改善)을 바탕으로 이루어져야 한다는 생각 아래에서, 각급학교(各級學校)의 교과과정(敎科課程), 행정(行政) 및 제도(制度), 교과서(敎科書) 집필(執筆) 및 지도평가방법(指導評價方法)에서 나타나는 문제점(問題點)을 파악하고 개선방향(改善方向)을 모색하는 데에 본고(本稿)의 목적이 있다. 수학교육(數學敎育)의 목적을 이해하는 데에는 수학(數學)의 특성(特性)을 파악함이 가장 중요하다고 생각된다. 이 특성(特性)의 근원을 산수(算數)와 기하(幾何)의 발단(發端)에서 찾아보았으며 각급학교(各級學校)의 학과내용(學科內容)을 수학(數學)의 역사적(的) 발전단계(發展段階)와 현대수학(現代數學)의 특징(特徵)에 비추어 분석하여 보았다. 그 결과 각급학교(各級學校) 교과과정(敎科課程)이 일관성있게 배열되지 않은 면이 있고 하위(下位)의 능력평가(能力評價)에 치우친 감이 많아, 다음 단계의 교육에 지장을 초래하면서도 오히려 학생들이 수학(數學)을 어렵게 생각하게끔 만드는 원인들을 찾을 수 있었다. 이러한 문제를 개선하기 위해서는 장기적(長期的) 연구(硏究)를 할 수 있는 전문연구집단(專問硏究集團)과 활성화된 교사(敎師)의 재훈련제도(再訓練制度)의 필요성과 아울러 인시제도(人試制度), 지도방법(指導方法), 평가방법(評價方法)의 개선(改善)이 이루어져야 하겠다.

The Evolution of National R&D Performance Evaluation System in Korea during the Period of 1999-2013 (한국의 국가연구개발 성과평가(1999~2013) 전개와 특징)

  • The national R&D performance evaluation system in Korea has been influenced by 'New Public Management' since the 1980s. The 1997 IMF crisis in Korea has necessitated the overhaul of S&T policy strategies in Korea. Reflecting this, effective distribution and utilization of S&T investment and resources has emerged as a crucial policy agenda, while expansionary investment in S&T maintained. During the period of 1999-2005, the R&D evaluation has been more focused on the input side and execution processes than on the results of R&D. Evaluation results were to be reflected in the budgeting of national R&D, but there were some disputes over how to make use of evaluation results between the budgeting ministry and the evaluation agency partly because they were two separate entities. After the advent of the new government(1998-2003) which advocated 'science and technology-oriented society', the national R&D evaluation system has evolved through a new legislation, the Performance Assessment Act, and the establishment of Science & Technology Innovation Agency to build up the unique framework for national R&D evaluation differentiated from the assessment system for general government investment programs. Most recently, due to 'Comprehensive Improvement Plan' in 2013, various components of national R&D evaluation seem to move on a new evolutionary track. For example, different types of evaluation are being developed and tried in accordance with differing evaluation goals, and the individual ministries and the research councils has got more enhanced autonomy and responsibility regarding R&D evaluation. So-called 'tailored' evaluation methods, taking into consideration the characteristics of programs and institutes / organizations to be evaluated, are now being tried. Competences of evaluation experts and agencies has also to be improved and strengthened.

A Study on the Policy Issues of Basic Research Promotion in Korean Academics (대학의 연구자 주도 기초연구에 대한 주요 정책 이슈 고찰)

  • Korea's basic research has been rapidly expended in both quantative and qualitative aspect since establishment of 'the Korea Science & Engineering Foundation' in 1977, proclaiming of 'the First Year of Basic Research Promotion' and enactment of 'the Basic Sciences Promotion Act' in 1989. Despite the continuous increment of government basic research funding, the problem of low perceptions of university researchers on the funding increment has been constantly raised. Based on an intrinsic review on the core issues are diagnosed based on Korean academics' basic research status analysis and future challenges are proposed based on the precedent diagnoses. The six key issues that need to take the next step in Korean academics' basic research are as follows: (1) basic research investment in universities, (2) appropriate research expenses for supporting individual researcher, (3) basic research funding allocation method, (4) maintaining the sustainable success rate of research projects, (5) systematic and strategic support for excellent researchers, (6) creating research-immersive environment. The five challenges to promote basic research in academics are as follows: (1) increasing in university research expenses, (2) diversification of basic research funding allocation method, (3) establishment of research field-specified support system and predictable principles, (4) stable and sufficient support for outstanding researchers, (5) reducing burden on research administration.
