Computing has been making a lot of progress in the quantity of data, today. It's going to be more difficult to get appropriate information as the number of data increases dramatically. Therefore it's more important to get meaningful information than to focus on the speed of processing. Semantic web enables an intelligent processing by adding semantic information to data, and it is useful to make ontology system. In this Paper, we implemented ontology Processing system which support function for ontology and efficient processing for practical service. We proposed system design for independent from storage, storing technique for RDB, caching technique by schema information and useful user interface.

본 논문에서는 정부 출연(연)에서 수행하고 있는 국가연구개발사업 과제에 대한 종합적인 정보와 과제의 수행으로 인해 발생된 연구성과들에 대한 체계적인 수집과 정보 연계 방법에 대하여 살펴보고자 한다. 또한 수집된 연구과제 및 성과정보에 대하여 다양한 관점의 사용자 요구사항 등을 파악하여 어떻게 활용 할 수 있는지에 대하여 살펴보고자 한다. 이를 활용하여 국가과학기술종합정보시스템(NTIS)에서 국가 R&D 정보를 활용하기 위한 체계적인 정보수집 방법, 정보의 활용과 분배, 다양한 계층의 사용자를 위한 서비스 등에 대한 모델 제시를 통해 향후 국가차원의 연구개발 정책 추진 및 지원에 활용될 수 있게 될 것이다.

The purpose of this study is to present the correct direction of research in related fields by analyzing the trends in the domestic study right to be forgotten. In this study, the final selection of 80 pieces of research papers in various disciplines to search for the study and were analyzed by setting the seven criteria and three research questions. Results, notice that significantly increase the amount of research around the social sciences, starting with the EU rules(draft) has been published in 2012, and around the problem navigating the Law oriented research actively done through a literature review and legal research methods can. Intensive study of the protected rights and the conflict in time towards the latter subject was also increased. The right to be forgotten when considering that big data, digital information such diverse and complex technical issues (service), which still lacks support the implementation of the rights ithil research is desperately needed to know the future with the realization that the scope and research methods. The purpose of this study is to present the research direction of the limits intended for domestic research, but realize effective right to be forgotten by future foreign comparative analysis.

People who usually receive weather information are now becoming agents providing such information through crowdsourcing based on the Internet. As the archival academia recognizes the significance of information management including data, it is necessary to focus on the change and the current state of the meteorological information. Therefore, this dissertation has confirmed the current state and the problem of the meteorological network built by the information provided by the agent. In addition, it has analyzed the collection, use, and possibility of meteorological information by participating in the forecast process through crowdsourcing to identify how to gather information in the field of meteorology. Furthermore, it suggests a future development prospect of meteorological application through crowdsourcing.

Citizens are becoming providers of weather information through crowdsourcing on the Internet. In Korea and abroad, national weather service organizations and companies are using weather information provided by citizens for weather forecasting. Recently, it is necessary to pay attention to the changes and the current status of the producers of meteorological information in the meteorological field as they are aware of the importance of information management including data in academia. In this paper, first, the present status and problems of the weather observation network constructed by each weather information producer were identified. Second, to confirm the crowdsourcing in the meteorological area, the researchers directly participated in the weather forecasting process through crowdsourcing and analyzed the collection, utilization, and the possibility of weather record information. Third, prospects for the utilization of weather information through crowdsourcing were presented.

Comparative analyses were carried out on SCI publication results produced by scientists during their employment at the five domestic ocean-related college and six major oceanographic institutes in other countries. Assessment of research performance included bibliometric indicators : type of research categories, and, evaluation of the reliability of citation data to establish future research goals. Analysis parameters also included number of SCI publication results, cited frequency, higher ranked author group, higher ranked Journal group, higher ranked SCI category for each academic and research Institutes in oceanography. Such analyses can help improve and achieve institutional goals in the future as well as help managing and prioritizing majors scientific journals and information services.

Methodology Science Citation Index, developed by TS, has been used as an indicator to evaluate academic and research performance in worldwide research environment, as the world goes. With this trend, Korean Science Citation Index(KSCI) databases for domestic journals in the field of science and engineering have been constructed by some institutes such as KISTI, KRF, KOSEF, and so on. Many institutes in Korea are accepting the Impact Factor(IF) and SCI databases, proposed by TS as toolkits for evaluating research capability of their members without any criticism. However, the IF, mostly used as an analyzing tool, has been criticized by many different sectors. The validity of IF has been examined and/or complimented by a case study. In this study various indices as substitutes for IF are scrutinized and examined to maximize the usability of KSCI database.

The purpose of this study is to analyze the domain on the field of Electrical Engineering in Korea by the author bibliographic coupling analysis. The data set contains a total of 2,157 articles from two core journals with 23,411 citation data from 2005 to 2009 published in two prestigious journals. In order to achieve the purpose of this study, MDS analysis, clustering analysis and network analysis were used to examine core subject areas. In addition, the centrality analysis in the weighted networks was used to explore the key authors in this field such as the top global centrality authors and the top local centrality authors. The findings of this study can be utilized to guide the current research trend and author network for collection development and information services in the field of Electrical Engineering.

Evaluation indicators reflecting recent digital environments are needed as a tool to increase research library's competitiveness and productivity. Especially, research libraries have different subject backgrounds and there are many one-person libraries. In this study, we developed new evaluation indicators based on the draft indicators made in 2007 considering these environmental elements so that it may be used easily and applicable to various research libraries. In developing the new indicators, we reviewed other library type's indicators and listened carefully to the comments from expert librarians in the research libraries through several meetings. After developing the indicators, we made a survey in order to verify its validity as well as its effectiveness and also made a test evaluation for research libraries. The proposed indicators will contribute in evaluating the current level of Korean research libraries and promoting them to the future-oriented libraries.

The purpose of this study is to analyze the political and functional requirements of the regional library portal and to evaluate such requirements. A literature review was carried out to discuss library portal, and introduce the best practices of the regional library portal. After analyzing the political and functional requirements of the regional library portal, AHP was applied to evaluate requirements. In the political requirements, standards, digital collection development, operation and evaluation were ranked according to importance, and copyright & licence management which belongs to digital collection development was underrated. There were differences in the importance among the functional requirements of the regional library portal, integrated search, integrated interface, information service, separated digital collection management and access management were ranked according to importance.
