국가연구개발사업은 연간 4조원이 넘는 국가예산을 연구개발부문에 투자하는 사업으로 이 사업의 효율적인 관리는 국가과학기술 경쟁력 제고에 직결된다. 그러나, 현재 국가연구개발사업의 관리는 부처별로 분산되어 이루어지고 있기 때문에 종합적인 정보자원의 획득과 사업관리에 어려움이 있으며 연구개발사업의 중복투자가 발생되는 문제점이 있다. 이에 국가연구개발사업의 부처간 정보장벽을 해소하고 효율적이고 포괄적인 국가연구개발사업의 기획 및 관리가 이루어지며, 대국민 정보 서비스가 실현된 국가연구개발사업 종합정보시스템이 구축되었다. 이에 본 논문에서는 국가연구개발사업 종합정보시스템 개요에 대해 설명하고, 본 시스템의 성공 요인 및 기대효과에 대해 논하고자 한다.

Marine Technology is the last hope of mankind for in resolving predestined issues of food, resources, and environmental problems. Facing and realizing this great challenge, domestic industrial, academic and research institutional experts participated in formulating the Marine Technology Development Plan, and the national Science and Technology Committee chaired by the president deliberated and passed this important plan thus setting the foundation for activating and promoting MT development. A project. to develop Marine Technology Road Map(MTRM) is being carried out since June of 2005 for effective undertaking of such endeavor. This paper investigate current issues in MY, MTRM status, establishing and operating MT R&D Expert Institutes, funding resources, etc to provide recommendations for promoting and stimulating MT.

At this point the environmental factors in those educational institutions are highlighted. Of all these factors, a favorable and amenable environment of a library, the treasure - house of knowledge, is the most essential to the early achievement of the stated educational aims. Thus, this thesis describes the importance of educating gifted students, and then examines, compares and analyzes the factors involved in improving the environments of institutional libraries for gifted students ; finally, this thesis proposes the minimum and optimum standards for library facilities, personnel, collections, and budgets.

Science and technology information resources are major impetus for all research and development activities. Now countries around the world are seeking efficient and effective means to cope with the exponential growth of needs for science and technology information for research. In this context, it has been perceived vital to establish national infrastructures in order to extend the availability of world's science and technology information. In Korea, it has been a recurring issue to build a national science library to prevent knowledge colonization and to gain a competitive edge in the fields. It is essential to have one as a national information infrastructure to assume the role of developing a sustainable model for access to the world's science and technology information, providing permanent access to them. In this paper, therefore, some issues concerning building and managing a new national science library in Korea are examined. In doing so, the following details are dealt with in detail. First, the rationale behind building a national science library is described, Second, the functions and roles of the library are defined, Third, previous discussions and attempts to build a national science library are reviewed and analysed. Finally, possible problems and issues raised in relation to build a national science library are probed, and future directions are also suggested. In this process, the recent strategic plan for national science library, national agriculture library, and national medical library, and changing plan for Sejong city are taken into consideration as influencing factors.

The establishment of function and role in government-funded research institute becomes a vital issue as fierce international technology-competition and enhanced industrial convergence makes science and technology important and influential more and in socio-economic level. This paper defines independent and dependent variables to identify factors which influence on research performance. As the independent variables, research funds, research personnel and research support staff are chosen. Dependent variables which are selected as proxy variables of research performance are royalties, papers and patents. Values from regression analysis were drawn by time-series analysis and cross-section analysis. As a result, the significance of correlation coefficients is sequential, research personnel, research support staff and research funds respectively. This finding is expected to give implication of future direction on government-funded research institute development.

We studied more effective Environmental R&D management system which can be used in the budget allocation of the national R&D budget by the newly opened governmental administration system of science and technology. As a first step, we surveyed classification systems for the environmental technology which can be applied to the analysis of the national R&D budget. Each organization, either inland and oversea, has its own classification system for the environmental technology. However, we found that each systems can lead different results. It would be beneficial if an efficient standard classification system could be generated. The new system classified the environmental technology by the environmental management area(media) like most present systems rather than by the technical characteristics. The new system included all the areas of the environmental management and maintained consistent principles. The new system would help efficient management of the national R&D of the environment technology, if the national standard classification can be changed by the new system. To the researchers and professionals the new system will help them noticing the status of the environmental R&D and avoiding duplicate research, so that they can do research more efficiently and can achieve maximized results.

The government-supported research institutes' system seems to face a turning point as the country's innovation system, shaped in the industrialization process, now reveals its own limitations. This makes the transformation of the innovation system unavoidable. Korea began to emerge as a leader in several technological areas including semiconductor, TFT-LCD, and handset, in a few cases even outpacing advanced countries. This has changed the very nature of the problems and questions to be resolved. This study analysed the structural limitations and challenges of government-supported research institutes focused ETRI. In a nutshell, The innovation system of government-supported research institutes seems to face a situation where the new innovation environment is conflicting and competing with the legacy of the past: governance, planning, budget, personnel, evaluation system. There are needs for change and thus tries to achieve a innovation system transition and build a new vision and management system including a new mode of working for post-catchup innovation.
