The government announced a strategy for the world's leading science and technology from 2008 to 2012. South Korea government has committed 1.3 percent for joint research projects research among total budget. The goal of this paper is to find Strategy for international technological participating particularly EU. This paper consists of six chapters. Chapter 2 the status of international collaborative research participation of korean companies. Chapter 3 is the theoretical basic. Chapter 4 is research methods. Chapter 5 of this paper is presented EUREKA collaboration as core of this paper. Chapter 6 hat conclusions and policy proposals.

경제개발 초창기부터 우리 나라의 산업발전에 일익을 담담해 온 국방과학기술은 그 특수성 때문에 민간기술과 혼합되어 시너지효과(Synergy Effect)를 유발시킴으로써 신기술의 개발은 물론 국가경쟁력 제고에 상당한 기여를 하였던 것이 사실이다. 하지만, 걸음마 단계에 불과한 민.군겸용기술사업은 현재의 여건상 소요예산확보, 대국민 홍보, 산.학.연.군 및 정부부처와의 협조체제 구축 등의 몇 가지 현안 문제점들을 안고는 있지만 사업담당자 및 관련부처 협조와 공감대 형성을 통하여 한국적인 "민.군겸용기술개발사업"구축에 지속적인 관심과 노력이 있어야 할 것이다.

This paper outlines recent conditions after the collapse of former Soviet Union and presents activities in eight major information-related organizations including International Center for Scientific and Technical Information, Russian State Central Scientific Medical Library. Russian National Public Library for Science and Technology, All-Russian Institute for Science and Technical Information, Natural Sciences Library of Russian Academy of Sciences, Scientific and Technical Information Center of Russia, Russian State Library and All-Russian Scientific and Research Institute of State Patent Examination. All of these organizations face economic difficulties brought about by financial crisis and inflation as well as shortage of the state budget. In addition, the domestic information processing technology using computers and computer networks is generally inferior to that of developed western countries due to lack of growth of information infrastructure in Russia.

Each country has tried to collect sci-tech information which is one of the critical factors for R&D in sci-tech field. Korea also has put lots of budget and efforts to develop sci-tech information produced in advanced countries. However, national sci-tech information is scarcely distributed abroad though its high quality. This study focuses on analyzing national sci-tech information requested by overseas main sci-tech information service organizations. The ultimate aim of this study is to settle up the basis of the infrastructure for sci-tech information distribution.

It has become difficult with R&D capabilities of single nation to secure the weapons systems we need, particularly when faced with an increasingly limited budget and transforming into state-of-the-art weapon systems. Therefore, our country is also pursuing international joint technology cooperation for the efficient use of limited defense budgets. In this study, we analyzed the strategy focused on international joint technology cooperation with India. We identified three groups based on the level of defense science and technology cooperation, then we also present a possible cooperation areas and implementation strategies for each group. In addition, we suggest the need for maintenance of the legal system, and professional organizations in order to efficiently access the Indian market.

It is just two years that our country drived forward the project acquiring and using the scientific and technological information of the former USSR. The activities acquiring information are necessary to stir up the scientific and technological cooperation with the former USSR. But it is impossible for any man or institution to accomplish the activities acquiring the scientific and technological information of the former USSR, on the whole, considering political and economic confusion, perfect security policy, and 6,000 research institutes in the former USSR and so on. Thus the support of specialists and budgets should be realized in the national level, along with taking a proper step on mutual cooperation between the related institutions.

The purpose of this paper was to identify the relationship between the characteristics of community mental health, and to identify if mediatable contextual property acts as factor influencing community mental health. Data of 229 municipal population groups were collected from KNSO and The 6th Community Health Plan. The data were analyzed using ANOVA, Spearman correlation, and multiple regression analysis. The perceived stress showed significant difference depending on health budget, mental health budget, number of mental health personnel, and was negatively correlated with proportion of the elderly, employment rate, percentage of NBLS recipients, health budget, and number of mental health personnel. The depressive mood differed depending on the number mental health personnel, and was negatively correlated with percentage of NBLS recipients and number of mental health personnel. Mental health budget and number of mental health personnel were respectively influencing factor of perceived stress and depressive mood. Following the above result, in order to reduce the gap between the mental health of communities, the researcher suggests that mental health budget as well as overall health budget and the number of mental health personnel be enforced.

Defense R&D investment is expanding. This shows that major countries are preparing for future warfare by securing high-tech technologies and developing new concept weapons systems. In particular, it is expected to accelerate the development of the technology of the 4th Industrial Revolution in the future, and Korea needs its own ability to develop advanced weapons and medium- and long-term investment strategies to prepare for future warfare. The defense science and technology strategy will be established every five years. The strategy-dependent R&D drive has limitations in replacing the rapidly changing security environment and changes in science and technology. This study proposes an investment efficiency process to proactive incorporate information into R&D strategies with a focus on implementing policies and changing security threats, while maintaining continuity in which strategic and focused areas are linked to core technology development. The process can quickly reflect the needs of technological change, the security environment and defense policy. The process can be used to efficiently allocate defense R&D budgets and establish strategic investment directions.

과학기술처가 마련한 기능대학 법안 전문30조와 설립계획안이 6월2일 경제장관회의에서 의결되었다. 고급기능 관리자인 기능장의 의성을 위해 세워질 기능대학과 대학부설 기능대학은 수업년한 2년이며 기능대학은 창원기계공단등 정부가 지정하는 곳에 설치되며 대학부설 기능대학은 국공립 대학이나 사립대학에 설치할 수 있다. 과기처는 우선 창원기계공업 기지내에 기능대학 1개를 설립하기로 하고 서독차관140만달러 포함 내외자 36억원을 들여 시범교를 운영하기 위해 추경예산에 부지조성비로서 4억8천만원을 요청 연말까지는 정식발족시키기로 하였다. 과기처는 건물과 시설을 79년까지 갖추고 기계, 금속, 전기전자등 주로 중화학공업분야 과목 신입생을 모집 이수자에게는 기능자아 자격을 수여하게 된다. 다음은 기능대학 설립 추진 경위와 설치 계획 전모이다.

구글, 아마존 및 GoGrid 와 같은 클라우드 서비스 제공자(Cloud Service Providers)들은 서비스 사용자의 자원 사용 특성을 고려하여, 다양한 클라우드 서비스 가격 정책을 제공한다. 서비스 가격 정책은 할당되는 가상자원을 크게 온디맨드(On-demand), 예약형(Reserved) 및 스팟(Spot) 인스턴스로 구분하여 가격을 결정한다. 즉 클라우드 서비스 사용자는 자신의 응용을 고려하여 할당 받고자 하는 자원의 예상 사용 시간 및 허용 예산을 기반으로 최적화된 자원 할당을 요청해야 한다. 본 논문에서는 최적화 계산 시간 최소화 및 자원 할당 비용의 절감을 달성하면서도 사용자의 SLA를 보장할 수 있는 적응적 가상 자원 인스턴스 할당 요청 기법을 소개하고자 한다. 본 기법은 서비스 디맨드에 효율적으로 대응하면서도 응용에 따른 적절한 자원 할당을 수행할 수 있다.
