지구환경문제와 에너지 수급관계를 감안할 때, 청정 및 대체에너지 연구개발은 불가피하며, 그 중에서도 태양에너지는 대표적인 대안의 하나로 인식된다. 따라서 태양에너지의 적극적인 활용에 필요한 기초자료의 마련은 필수적이다. 태양에너지의 이용 및 관련 절약 기술에 필요한 태양에너지 자원(기상)에 대한 기술자료는 최소한 30년간의 측정 자료를 필요로 한다. 이들 자료에는 시간별 수평면전 일사량, 법선면 직달일사량 및 수평면 산란일사량은 물론 시간별 평균치로 운량, 기온, 습도 등이 포함된다. 이들 자료로부터 자료의 분포, 평균 및 최고, 최저값 등과 같은 기초자료들을 선별하여 관련 시스템 설계에서 요구하는 기준을 충족하여야 하는 것이다. 그러나 우리나라의 경우, 태양에너지 자원에 대한 정밀한 측정은 1982년 이후 수평면 전일사량, 1990년 이후에서나 법선면 직달일사량에 대하여 본격적으로 이루어진 실정으로, 자료의 표준화 및 신뢰성 확보에는 여전히 상당한 시간과 노력이 요구되는 실정이다. 지속적인 측정과 더불어 요구되는 것으로 측정자료의 가공기술을 들 수 있다. 즉, 측정자료의 품질평가 및 관리 기술, 미측정 또는 불량자료의 복원 기술 및 측정 지역외 자료의 추정을 위한 보간기술 등이다. 이와 같은 기초자료 및 기술에 관한 연구개발은 보다 구체적인 적용에 앞서 필수적으로 이루어져야 할 과제이다.

비정질 실리콘 박막 태양전지는 1970년대 중반 개발된 이후 현재까지 지속적으로 연구 개발이 이루어져 왔으며, 대면적의 용이성 및 재료 사용의 효율성 등 산업적 측면에서 많은 장점을 보이고 있다. 하지만, 재료 특유의 무질서(disorder)로 인한 Voc의 한계 및 광 열화 현상 등의 문제점이 극복해야 할 과제로 남아있다. 이를 개선하기 위한 시도 중 하나로 나노입자를 포함한 실리콘 박막 제작을 통해 재료의 무질서도를 낮추고 전기광학적 물성을 개선하는 방법이 제안되고 있다. 본 연구에서는 유도결합 플라즈마(ICP, Inductively coupled plasma)를 사용하여 제작한 실리콘 나노입자 박막으로 비정질 실리콘 박막의 한계를 극복하고자 한다. 실리콘 나노입자를 사용하여 조밀한 박막을 제작하는데 중요한 변수로는 유도결합 플라즈마 반응기 상, 하부의 압력차 및 이로 인한 제트분사의 속력, 그리고 나노 입자의 크기 등이 중요하게 작용한다. 합성된 입자의 크기와 물성의 변화는 유입되는 반응 가스의 양, 공정압력과 파워에 의존한다. 실리콘 나노입자 박막을 다양한 플라즈마 조건에 따라 제작한 후 XRD, Raman, SEM, TEM을 이용하여 물성 변화를 관찰하였으며, 이를 통해 박막태양전지로의 응용 가능성을 제시하고자 한다.

This paper examined closely on the application of the private securities to the measures for countering terrorism. It is related to the fact that the role of human information comes into the picture nowadays. On closer examination of the application of the private securities to the national facilities, transportation, and multi-use facilities, it was found that having consistent commissioned education through the private-public cooperation and enacting legislation for allowing armed guard to board ships, making private security guards to use sniffer dogs, placing private security guards in each subway station is required, and the active publicity campaign of the government concerned needs to take place for directing and setting up the system for supervising managers of the authorities and changing the way they think of countering terrorism.

Understanding mutual impacts between the ocean and human beings is integral to sustainability of the Earth. Ocean literacy, therefore, is placed as a new paradigm of marine education in North America and Europe. Reflecting this movement, it is necessary for Korean marine educators to discuss conceptualization and future directions of Korean marine education. We reviewed marine education of North America as well as Korea in the domains of formal and informal marine education. We provide the definition, goal, and future recommendations for Korean marine education.

The unemployment rate in Korea increased sharply since the deep economic depression. The rapid increase of unemployment rate is attributed, in part, to economic shock, but more basically to the structural problem of labor market. Moreover over 2-3 years later, the labor market perspective looks dismal. To overcome the labor market crisis, the fundamental reforms aimed at improving the labor market function is required. Thus the focus of policy should shift from reducing unemployment to increasing employment.

With the perspective of information management, on-going monitoring of the specified service function is one of the major activities and even critical process. The research consisted of three empirical research questions such as, the current usage and overall user-satisfaction, the quality of the R&D information content and the service, and the problems which have been observed by the actual user group of National Digital Science Library (NDSL). The results of the investigation provided several guidelines that can be utilized for the improvements of the R&D information user service as well as some recommendations for overall optimal administration.

For sustainable and responsible development of nanotechnology, the risk issues in nanomaterials must be properly addressed despite the lack of relevant knowledge and regulations. In this paper, 'Nanosmile' as an example of web-based tool for education and dialogue for the risk issues, is introduced. First developed at Atomic Energy Commissary (CEA) for in-house training, Nanosmile was integrated to European project NanoSafe2 in 2006 and evolved into an interactive website opening to the public at large. The feedback during the training process, perspectives and limitations of the website are also presented.

The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

육상, 철도, 항공 등 타 교통분야에서 지속적으로 사고와 인명피해가 줄어든 반면, 해양분야는 해양사고가 증가하며 실효적 해양교통안전관리에 대한 필요성이 대두되고 있다. 최근 3년간 국내 해상에서 발생한 충돌사고 중 어선을 포함한 충돌사고가 전체의 약 84%를 차지하며, 해상교통의 주요 변수인 어선을 포함한 국가의 해상교통량 파악은 반드시 필요한 실정이다. 본 연구에서는 현 정부 국정과제인 '디지털 해상 교통망 구축'과 더불어 해양교통안전관리체계 마련의 일환으로 국내 전체 선박위치발신장치(AIS, V-PASS) 데이터를 활용하여 해상교통량을 분석하고 예측 모델을 개발한다. 이를 위해 선박 밀집도를 통한 그리드별 공간가산분석과 항적 데이터 전처리 및 선형화, 선박 길이에 따른 점용면적 산정을 통한 단위 그리드별 해상교통량을 분석한다. 또한, 과거 교통량 데이터는 딥러닝 기반의 시계열 특성을 지닌 RNN과 LSTM 모델을 활용하여 교통량 예측 모형을 개발한다. 본 연구의 결과는 해상교통량과 해양사고의 연관성 분석 및 속력제한구역 등 해상정책 수립의 정량적 근거를 제공하며, 국민에게 해상교통정보 제공을 통해 교통복지 증진에 기여할 수 있다.

The purpose of this study is to analyze and evaluate the role and merits and demerits of insurance agencies, which are the main sales channels of the domestic insurance market, from a neutral standpoint, and to present a roadmap by finding ways and tasks for the sustainable development of the insurance agency industry. Recently, criticisms and regulations on independent distribution channels have been strengthened due to deterioration in growth potential and profitability, and increase in civil complaints of insurance companies. In the 2000s, as the center of insurance sales channels shifted to GA and bancassurance, the supervisory authorities regarded the irrationality of project costs and recruitment fees as the root causes and announced a regulatory improvement plan. In view of these circumstance, the operating status, problems of domestic insurance agencies and their contribution to the insurance industry were reviewed. In addition, we tried to find a mid-to-long term development plan by analyzing the case of insurance agency operation in Japan. This study identified the operating status and contribution of insurance agencies in South Korea, and focused on the major status of the Japanese insurance agency industry, ways to improve management efficiency, and the status and role of self-regulatory organizations for insurance agencies. Based on this, it was proposed to improve the professionalism of the sales organization, introduce a company specializing in insurance sales, and to strengthen the status of the association of the insurance agency as for the development plan of the insurance agency industry in South Korea.
